Med stöd i Förordning (2010:185) med instruktion för Trafikverket 2§ punkt 12 utgår vi ifrån att Trafikverket ska vara ett stöd i arbetet att utveckla ett effektivt och hållbart transportsystem utifrån ett trafikslagsövergripande synsätt i nära dialog med RKM för att skapa en långsiktig infrastrukturplanering, i det att Trafikverket ska stödja arbetet med att ta fram trafikförsörjningsprogrammen (TFP). Föreliggande rapport fokuserar på Trafikverkets roll i samverkan med de Regionala kollektivtrafikmyndigheterna.   För att närmare studera, utveckla och tydliggöra ramarna för trafikverkets stöd och ansvar för kollektivtrafikfrågor, använder vi i denna rapport en förståelseorienterad metod som bygger på att förstå och tolka den kontext som Trafikverket agerar i. Föreliggande text är en inventering av olika utformningar av kollektivtrafikmyndigheter i landet samt Trafikverkets olika Regionkontor. Fokus är i huvudsak riktad mot hur de är organiserade och hur de arbetar för att hantera olika frågor. Syftet är att med denna samlade kunskap se hur samverkansutmaningar har hanterats i olika lösningar och på så sätt öppna upp för ett ömsesidigt lärande och stärka förutsättningarna för samverkan.   Föreliggande studie visar att samverkan mellan kollektivtrafikmyndigheterna och Trafikverket inte är statisk utan en del i en dynamisk process som baseras på kunskap, personliga relationer och förtroende. Genom att få kunskap om den andra organisationen och skapa sig en förståelse om hur man kan samverka för att uppnå bättre effekter av sina satsningar skapas en grund för samarbete. Det är sedan genom personliga relationer som ett förtroende skapas mellan parterna och som fördjupar samarbetet. Ett samarbete likt den mellan Trafikverket och Kollektivtrafikmyndigheterna som varken är bundet till hierarkiska eller beroendemässiga parametrar kräver förtroende och relationella band mellan parterna för att fungera. Den kunskapsintegration som uppstår mellan organisationerna när man klarar av att länka och integrera människors kunskaper och färdigheter genom sina personliga relationer och organisatoriska processer bidrar till ökad organisatorisk kapacitet för respektive organisation. Samspelet mellan organisationerna bidrar till att respektive organisation på ett bättre sätt kan anpassa sig till föränderliga samhällsbehov och skapa interna strukturer som följer de förändrade behov som finns i samhället.

This study aims to explore the construction of difference in foreign news discourse on culturally similar but politically different non-Western subjects. Applying critical discourse analysis (CDA) together with a critique of Eurocentrism, the study examines difference in newspaper constructions of government supporters and oppositional groups in Venezuela. Discursive differences are evident in the strategies used for constructing the two groups with regard to political rationality and violence. Government supporters are associated with social justice, Venezuela’s poor, dogmatic behavior, and the use of political violence. The opposition, in contrast, is constructed as following a Western democratic rationale that stresses anti-authoritarianism. This group is primarily associated with victims of violence. While the opposition is conveyed as being compatible with Eurocentric values and practices, government supporters to great extent deviate from these norms. Such constructions serve to legitimize politico-ideological undercurrents of Eurocentrism, as the defense of liberalism.

The aim of this thesis is to contribute to deeper knowledge about the writing practices of teachers in upper secondary school. Schools are under constant pressure to respond to the needs and expectations of an ever-changing society and political intentions. A major factor in this change which is taking place in schools is digitalization. Another factor is the adoption of new governing principles for schools involving management by goals and results, which brings increased demands for written documentation of teachers' work. In order to describe and problematize this development the thesis is based on a combination of Critical Discourse Analysis and New Literacy (Clark and Ivanič, 1997). The theoretical framework rests upon an understanding of writing as social action and the idea that texts both affect and are affected by the social environment. The empirical study focuses on twelve teachers and their writing practices, analyzed during week-long field visits over three years. The teachers' talk about their writing is used together with analyses of texts and images to investigate parts of teachers' writing which, according to the teachers, are considered complex and problematic. The findings indicate significant differences between the writing practices of the individual teachers, where each teacher has his or her own system of texts fulfilling different purposes. Despite these differences it is still possible to identify recurrent themes in the discursive conditions for teachers' writing: efficiency, reuse, authority, audit, relationships to addressees, and room to maneuver. The study illustrates possible dilemmas for teachers' writing at the intersection of teachers' professional responsibility and demands for accountability.

The aim of the article is to shed light on the social dynamic that characterizes communicative breakdowns. As a first stage, this has been explored through individual and group interviews with 34 healthcare professionals about situations where they claim there has been a communication breakdown. Based on the professionals’ testimonies, the research question was: how do professionals illustrate their experiences of communicative breakdowns? In terms of theory, the study draws upon an integrated approach to language and social interaction dynamics – for example how actors mediate positions and roles, but also present, negotiate and determine the course of action in patient cases. Findings show: (1) different degrees of severity in communicative breakdowns, and (2) that the professionals have developed and use both explicit and implicit strategies to handle ”delicate relationships” in this kind of interactions.

This thesis is about young students’ writing in school mathematics and the ways in which this writing is designed, interpreted and understood. Students’ communication can act as a source from which teachers can make inferences regarding students’ mathematical knowledge and understanding. In mathematics education previous research indicates that teachers assume that the process of interpreting and judging students’ writing is unproblematic. The relationship between what students’ write, and what they know or understand, is theoretical as well as empirical. In an era of increased focus on assessment and measurement in education it is necessary for teachers to know more about the relationship between communication and achievement. To add to this knowledge, the thesis has adopted a broad approach, and the thesis consists of four studies. The aim of these studies is to reach a deep understanding of writing in school mathematics. Such an understanding is dependent on examining different aspects of writing. The four studies together examine how the concept of communication is described in authoritative texts, how students’ writing is viewed by teachers and how students make use of different communicational resources in their writing. The results of the four studies indicate that students’ writing is more complex than is acknowledged by teachers and authoritative texts in mathematics education. Results point to a sophistication in students’ approach to the merging of the two functions of writing, writing for oneself and writing for others. Results also suggest that students attend, to various extents, to questions regarding how, what and for whom they are writing in school mathematics. The relationship between writing and achievement is dependent on students’ ability to have their writing reflect their knowledge and on teachers’ thorough knowledge of the different features of writing and their awareness of its complexity. From a communicational perspective the ability to communicate [in writing] in mathematics can and should be distinguished from other mathematical abilities. By acknowledging that mathematical communication integrates mathematical language and natural language, teachers have an opportunity to turn writing in mathematics into an object of learning. This offers teachers the potential to add to their assessment literacy and offers students the potential to develop their communicational ability in order to write in a way that better reflects their mathematical knowledge.
