Objectives: To evaluate the situation regarding gender sensitivity in national health plans in Latin America and the European Union for the decade 2000–2010. Methods: A systematic search and content analysis of national health plans were carried out within 37 countries. Gender sensitivity, defined as the extent to which a health plan considers gender as a central category and develops measures to reduce any gender-related inequalities, was analysed through an ad hoc checklist. Results: The description of health problems by sex was more frequent than intervention proposals aimed at reducing gender health disparities. The greatest number of specific intervention proposals targeted at overcoming gender-based health inequalities were associated with sexual and/or reproductive health, gender based violence, the working environment and human resources training. Compared to the European Union member states, Latin American health plans were found to be generally more gender sensitive. Conclusions: National health plans are still generally lacking in gender sensitivity. Disparities exist in health policy formulation in favour of men, whilst women's health continues to be identified mainly with reproductive health. If gender sensitivity is not taken into account, efforts to improve the quality of clinical care will be insufficient as gender inequalities will persist.

Objective: To explore service providers’ perceptions in order to identify barriers and facilitators to effective coverage of Intimate Partner Violence (IPV) services for immigrant women in Spain, according to the different categories proposed in Tanahashi's model of effective coverage. Methods: A qualitative study based on 29 in-depth personal interviews and four group interviews with a total of 43 professionals working in public services (social and health-care services, women's refuges, the police force, the judiciary) and NGOs in Barcelona, Madrid, Valencia and Alicante (Spain) in 2011. Findings: Current IPV services in Spain partially fail in their coverage of abused immigrant women due to barriers of (i) availability, such as the inexistence of culturally appropriate services; (ii) accessibility, as having a residence permit is a prerequisite for women's access to different services and rights; (iii) acceptability, such as women's lack of confidence in the effectiveness of services; and (iv) effectiveness, for example, lack of specific training among professionals on the issues of IPV and immigration. However, interviewees also identified facilitators, such as the enabling environment promoted by the Spanish Law on Gender-Based Violence (1/2004), and the impetus it has provided for the development of other specific legislative tools to address IPV in immigrant populations in Spain (availability, accessibility and effectiveness). Conclusion: Whilst not dismissing cultural barriers, aspects related to service structure are identified by providers as the main barriers and facilitators to immigrant women use of IPV services. Despite noteworthy achievements, improvements are still required in terms of mainstreaming assistance tailored to immigrant women's needs in IPV policies and services.

Background: Intimate partner violence (IPV) against women is a complex worldwide public health problem. There is scarce research on the independent effect on IPV exerted by structural factors such as labour and economic policies, economic inequalities and gender inequality. Objective: To analyse the association, in Spain, between contextual variables of regional unemployment and income inequality and individual women’s likelihood of IPV, independently of the women’s characteristics. Method: We conducted multilevel logistic regression to analyse cross-sectional data from the 2011 Spanish Macrosurvey of Gender-based Violence which included 7898 adult women. The first level of analyses was the individual women’ characteristics and the second level was the region of residence. Results: Of the survey participants, 12.2% reported lifetime IPV. The region of residence accounted for 3.5% of the total variability in IPV prevalence. We determined a direct association between regional male long-term unemployment and IPV likelihood (P = 0.007) and between the Gini Index for the regional income inequality and IPV likelihood (P < 0.001). Women residing in a region with higher gender-based income discrimination are at a lower likelihood of IPV than those residing in a region with low gender-based income discrimination (odds ratio = 0.64, 95% confidence intervals: 0.55–0.75). Conclusions: Growing regional unemployment rates and income inequalities increase women’s likelihood of IPV. In times of economic downturn, like the current one in Spain, this association may translate into an increase in women’s vulnerability to IPV.

The first Regional Conference on the Integration of Women into the Economic and Social Development of Latin America and the Caribbean was held almost 40 years ago (Havana, 1977). It provided a regional forum for exchange after the World Conference of the International Women’s Year in Mexico City in 1975, where participants supported the idea of social demands for women’s rights and gender equality (which were starting to spread from country to country) being converted into government commitments. On that occasion they adopted the Regional Plan of Action for the Integration of Women into Latin American Economic and Social Development, the region’s first road map for progress towards the recognition of women’s contribution to society and the obstacles that they face in improving their situation. At that same conference, the Governments gave the Economic Commission for Latin America and the Caribbean (ECLAC) a mandate to convene periodically, at intervals of no more than three years, a Regional Conference on Women. In fulfilment of this mandate, over the next four decades ECLAC organized 12 Regional Conferences on Women, first through its Women and Development Unit, then its Division for Gender Affairs. This interaction between governments, with the active participation of the women’s and feminist movement and the support of the entire United Nations system, has become the main forum for the negotiation of a broad, profound and comprehensive regional agenda on gender equality, in which women’s autonomy and rights are front and centre. Policies for development and overcoming poverty have always been a key focus at these meetings. This publication is a compilation of all the agreements adopted by the Governments at the regional conferences and will serve not only as a tool for reference, but above all as a tool for action and for building a future based on the collective memory of the women of Latin America and the Caribbean.

This study examines the cultural value systems of employees working in major industrial and commercial centers of six ex-communist Central and Eastern European countries (CEEC) and the former Soviet Republics (FSR). The study throws light on how human resources are managed in these countries and has key messages for overseas operators who are already doing business or planning to start on in these countries.

This study examines the cultural value orientations of employees working in major industrial and commercial centers of six ex-communist Central Eastern European Countries (CEECs) and Euro-Asian countries, in particular the former Soviet Republics (FSRs). The analysis is based on a questionnaire survey administered with 1052 respondents. The study tests a number of hypotheses regarding the cultural orientations of the sample populations, using gender as the core variable. The study reports cultural dimensions on which the female respondents clearly differ from their male counterparts, and there is more cultural homogeneity among males than among females within the CEECs and FSRs. Furthermore, the findings show similar cultural patterns emerging between the Czech Republic, former East Germany (FEG), and Poland on the one hand and Georgia and Uzbekistan on the other, whereas Russia culturally stands between the two groups. The research also highlights the basis of cultural aspects from which both national and managerial cultures of each research country are emerging. It brings to light the methods employed by management toward human resources in these countries, and also identifies key issues for overseas operators currently undertaking a business or planning to establish one in these countries. © 2011 Taylor & Francis.

Az ágazatok, foglalkozások, munkakörök nemek szerinti szegregációja a világ minden országára jellemző, jellegzetességei az eltérő gazdasági társadalmi, kulturális környezet ellenére gyakran nagyon hasonlítanak egymásra. Szakírók, politikai döntéshozók intézkedésekkel tartják javíthatónak a nők munkaerő-piaci pozícióját, a nemek közötti bérkülönbségek felszámolását. A követelmények és következtetések több szempontból sem helytállók. A nők és férfiak biológiai és társadalmi okokból eltérő kompetenciái, az ebből következő hatékonysági követelmények miatt a nemek szerinti elkülönülés a foglalkoztatás természetes következménye. Nem a szegregáció okozza a társadalmi egyenlőtlenségeket, hanem azok a munkaerő-piaci mechanizmusok, amelyek társadalmi hátránnyá formálják a foglalkozási struktúrában való elhelyezkedést. A beavatkozás csak ezeken keresztül lehetséges, ami azonban kockázatos, és amelynek tere meglehetősen szűk. A piaci erők önkényes korlátozása nem vezet a kívánatos eredményre, terelése csak egymással koherens társadalom-, népesség- és foglalkoztatási célrendszer megfogalmazása esetén lehet eredményes.

Research on the cognitive and decision-making processes of individuals who choose to engage in ideologically based violence is vital. Our research examines how abstract and concrete construal mindsets affect likelihood to engage in ideologically based violence. Construal Level Theory (CLT) states that an abstract mindset (high-level construal), as opposed to a concrete mindset (low-level construal), is associated with a greater likelihood of engaging in goal-oriented, value-motivated behaviors. Assuming that ideologically based violence is goal-oriented, we hypothesized that high-level construal should result in an increased likelihood of engaging in ideologically based violence. In the pilot study we developed and tested 24 vignettes covering controversial topics and assessed them on features such as relatability, emotional impact, and capacity to elicit a violent reaction. The ten most impactful vignettes were selected for use in the primary investigations. The two primary investigations examined the effect of high- and low-level construal manipulations on self-reported likelihood of engaging in ideologically based violence. Self-reported willingness was measured through an ideological violence assessment. Data trends implied that participants were engaged in the study, as they reported a higher willingness to engage in ideologically based violence when they had a higher passion for the vignette's social issue topic. Our results did not indicate a significant relationship between construal manipulations and level of passion for a topic.

Amb el següent estudi volem conèixer l’impacte penal que ha tingut l’aprovació de la LO 1/2004, de 28 de desembre, de mesures de protecció integral contra la violència de gènere, en matèria de maltractament ocasional en l’àmbit de la parella (art. 153 CP). Presentem el treball empíric que hem dut a terme, el qual consisteix en una anàlisi quantitativa de les sentències dictades pels jutges de Barcelona pel delicte de maltractament ocasional quan es produeix en la parella i de les executòries corresponents a cadascuna de les sentències, per tal de conèixer, a més de les penes imposades en sentències, les penes que efectivament s’executen per la comissió d’aquest delicte. Hem constatat que una gran part de la violència domèstica fa referència al maltractament ocasional de l’home contra la dona parella o ex parella. És un delicte que sí es castiga, ja que els jutges dicten en la majoria dels casos sentències condemnatòries i opten per la imposició en sentència de la pena privativa de llibertat. A més, com des de l’aprovació de LO 1/2004 és obligatori, la pena imposada va acompanyada de penes accessòries, particularment de la prohibició de aproximació i de comunicació. Generalment, en execució, la pena de presó es suspèn amb regles de conducta, sobre tot amb l’obligació de realitzar programes formatius o de tractament. Així doncs, la comissió d’un delicte de maltractament ocasional en l’àmbit de la parella té conseqüències penals importats, a més de les conseqüències que pugui tenir en altres àmbits.

La investigación aborda el problema de la violencia de género dentro de la pareja en mujeres inmigrantes. El objetivo es conocer el impacto de los dispositivos sociolegales sobre las propias mujeres inmigrantes, a la vez que se conoce como el fenómeno de la inmigración ha influido en las prácticas institucionales. Los resultados indican efectos de protección y a la vez efectos perversos en los dispositivos sociolegales que se cuidan de las mujeres inmigradas. Se hacen propuestas para una intervención más situada y reflexiva.

Des de la Subdirecció General de Reparació i Execució Penal a la Comunitat es va rebre l’encàrrec de fer un estudi, conjuntament amb el Centre d’Estudis Jurídics i Formació Especialitzada, sobre l’avaluació de programes formatius aplicats des de l’execució penal a la comunitat en delictes de violència de gènere. Es volia conèixer el perfil més comú d’infractors que arriben als programes formatius de violència de gènere que es duen a terme en l’àmbit comunitari. També es volia avaluar aquests infractors, abans de l’aplicació dels programes formatius, en relació amb els factors de risc i protecció que des de la teoria i des d’altres estudis s’han associat amb aquests tipus de delictes. Es volia conèixer quins aspectes es treballen a través dels continguts dels programes formatius de violència de gènere i la seva relació amb els factors de risc teòrics i detectar si hi havia diferències significatives entre programes de les diferents entitats col•laboradores. Finalment es volia avaluar l’efectivitat dels programes formatius a dos nivells: observar l’assoliment dels mateixos objectius d’aprenentatge/canvi que planteja el programa i conèixer la taxa de reincidència dels subjectes, en el mateix tipus de delicte, un cop han dut a terme el programa formatiu i contrastar-la amb el d’un grup control de característiques similars. Aquest darrer punt formarà part d’una recerca posterior.

Aquesta és la segona part de l’estudi encarregat des de la Subdirecció General de Reparació i Execució Penal a la Comunitat que volia saber l’eficàcia dels programes formatius aplicats des de l’execució penal a la comunitat en delictes de violència de gènere. En aquesta segona part s’avalua el grau de satisfacció dels usuaris del programa aplicat quan ja fa una mitjana d’1 any que van acabar el seu contacte amb la Justícia. També s’ha seguit aquests subjectes a nivell de reincidència, per conèixer si consta a les bases policials noves denuncies per aquest o altres tipus de delictes. En total han estat 170 usuaris els participants en la recerca. També se’ls va trucar per telèfon i se’ls va passar una enquesta telefònica de percepció respecte la seva satisfacció amb els resultats del curs formatiu i d’altres aspectes de la seva vida actual.

Esta es la segunda parte del estudio iniciado en el 2008 donde se ha evaluado la eficacia de los programas formativos a los que se condena determinados infractores de violencia de género. En esta segunda parte, se hace el seguimiento al cabo de 1 año de haber terminado la intervención de Justicia, para conocer si existe nueva reincidencia, entendida como nueva denuncia policial. También se ha conectado telefónicamente con los participantes en el estudio para conocer su valoración respecto la intervención de Justicia y su vida actual.
