Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe data sets and a methodology to quantify all major components of the global carbon budget, including their uncertainties, based on the combination of a range of data, algorithms, statistics, and model estimates and their interpretation by a broad scientific community. We discuss changes compared to previous estimates, consistency within and among components, alongside methodology and data limitations. CO2 emissions from fossil fuel combustion and cement production (E-FF) are based on energy statistics and cement production data, respectively, while emissions from land-use change (E-LUC), mainly deforestation, are based on combined evidence from land-cover-change data, fire activity associated with deforestation, and models. The global atmospheric CO2 concentration is measured directly and its rate of growth (G(ATM)) is computed from the annual changes in concentration. The mean ocean CO2 sink (S-OCEAN) is based on observations from the 1990s, while the annual anomalies and trends are estimated with ocean models. The variability in S-OCEAN is evaluated with data products based on surveys of ocean CO2 measurements. The global residual terrestrial CO2 sink (S-LAND) is estimated by the difference of the other terms of the global carbon budget and compared to results of independent dynamic global vegetation models forced by observed climate, CO2, and land-cover-change (some including nitrogen-carbon interactions). We compare the mean land and ocean fluxes and their variability to estimates from three atmospheric inverse methods for three broad latitude bands. All uncertainties are reported as +/- 1 sigma, reflecting the current capacity to characterise the annual estimates of each component of the global carbon budget. For the last decade available (2004-2013), E-FF was 8.9 +/- 0.4 GtC yr(-1), E-LUC 0.9 +/- 0.5 GtC yr(-1), G(ATM) 4.3 +/- 0.1 GtC yr(-1), S-OCEAN 2.6 +/- 0.5 GtC yr(-1), and S-LAND 2.9 +/- 0.8 GtC yr(-1). For year 2013 alone, E-FF grew to 9.9 +/- 0.5 GtC yr(-1), 2.3% above 2012, continuing the growth trend in these emissions, E-LUC was 0.9 +/- 0.5 GtC yr(-1), G(ATM) was 5.4 +/- 0.2 GtC yr(-1), S-OCEAN was 2.9 +/- 0.5 GtC yr(-1), and S-LAND was 2.5 +/- 0.9 GtC yr(-1). G(ATM) was high in 2013, reflecting a steady increase in E-FF and smaller and opposite changes between S-OCEAN and S-LAND compared to the past decade (2004-2013). The global atmospheric CO2 concentration reached 395.31 +/- 0.10 ppm averaged over 2013. We estimate that E-FF will increase by 2.5% (1.3-3.5 %) to 10.1 +/- 0.6 GtC in 2014 (37.0 +/- 2.2 GtCO(2) yr(-1)), 65% above emissions in 1990, based on projections of world gross domestic product and recent changes in the carbon intensity of the global economy. From this projection of E-FF and assumed constant E-LUC for 2014, cumulative emissions of CO2 will reach about 545 +/- 55 GtC (2000 +/- 200 GtCO(2)) for 1870-2014, about 75% from E-FF and 25% from E-LUC. This paper documents changes in the methods and data sets used in this new carbon budget compared with previous publications of this living data set (Le Quere et al., 2013, 2014). This article argues that productive work represents a mode of human flourishing unfortunately neglected in much current political theorizing. Focusing on Habermasian critical theory, I contend that Habermas’s dualist theory of society, on account of the communicative versus instrumental reason binary which underpins it, excludes work and the economy from ethical reflection. To avoid this uncritical turn, we need a concept of work that retains a core emancipatory referent. This, I claim, is provided by Alasdair MacIntyre’s notion of ‘practice’. The notion of ‘practice’ is significant in suggesting an alternative conception of human productivity that is neither purely instrumental nor purely communicative, but rather both simultaneously, a form of activity which issues in material products and yet presumes a community of workers engaged in intersubjective self-transformation. However, we can endorse MacIntyre’s notion of ‘practice’ only if we reject his totalizing anti-modernism and insist on the emancipatory potentialities of modern institutions.

Over the last 36 years, the relationship with the Portuguese state-owned enterprises registered several dynamics: nationalizations, privatizations and corporatization of public services. However, until now the State Business Sector from a national accounts perspective was never analyzed. Based on data collected and compiled for the first time at Statistics Portugal, this PhD thesis aims to test, analyzing in eight dimensions, whether the weight of the State Business Sector increased and if it contributed positively to the Portuguese economy, from 2006 to 2010. In addition to this analysis, an overview of the economic theory of state intervention in the economy, the paradigm changes of public policy in the international context, the evolution of the Portuguese State Business Sector since 1974, accompanied with a business and national accounting perspective between 2006 and 2010, are also presented. The results allow us to conclude that, in general, the weight of the State Business Sector in the Portuguese economy increased and had a tendency of a positive contribution to its economic growth. The State Business Sector also contributed positively to the nominal labour productivity (although with a decreasing trend of contribution to growth over the period under review) and the profitability of the non-financial corporations sector (although impairing the overall ratio of this sector). Nonetheless, the State Business Sector contributed negatively to the fairness in compensation of employees (although with an improvement trend) and to the competitiveness of labour cost, investment and sectorial sustainability of the Portuguese economy (reinforced by a falling trend). The results also suggest that the State Business Sector had an economic behaviour closer to a welfare maximizing model than to a profit maximizing model. This distinct performance with respect to the institutional sector in which is included, highlights the need to study and reassess the relationship of the state with public corporations, in light of agency theory using micro-data. Lastly, contributions to improve the economic performance of the State Business Sector and future prospects of evolution are presented.

This paper studies how shocks in the prices of Food, Energy and Financial Assets affect private consumption using a VAR Model. Then, the total effects are broken into direct and indirect effects, using the coefficients taken from the previous model. We use quarterly data for the Portuguese economy from the last 20 years. We found that energy prices and financial assets have a strong connection with consumption, suggesting that the economy may be too exposed to shocks in these markets.

El presente estudio de caso parte analizando el proceso de ocupación y despojo de la tierra en el Caquetá, con el objetivo de mostrar las formas de usurpación histórica legales e ilegales, que han dado paso a la consolidación de una estructura de poder desigual y violento. Sobre este escenario inequitativo y violento se pone de manifiesto como la puesta en marcha de la política minero-energética es el resultado de un proceso de negociación entre empresas y gobernantes, que tiene por objetivo vaciar los territorios para recrear nuevos espacios sobre los cuales sea posible reproducir la dinámica de acumulación capitalista, ahondando de paso, las desigualdades, la marginación de la población campesina y la violencia en los territorios en donde se posa dicha estrategia. Este análisis se enmarca, principalmente, en la perspectiva de Saskia Sassen sobre el Estado Corporativo y la perspectiva de David Harvey sobre las nuevas formas del capitalismo.

La investigación se focaliza en el análisis de la crisis ambiental considerada como un fenómeno complejo de evolución incierta producto de un proceso socio histórico, cuyos orígenes se remontan a los albores del proyecto moderno y deben rastrearse en un cúmulo de circunstancias que expresan las contradicciones de un modelo socioeconómico identificado con el crecimiento sostenido de la producción y las magnitudes económicas. Partiendo de esta base, se propone abordar la relación entre saber sociológico y crisis ambiental, a partir de las contribuciones de la teoría crítica a la compresión de las causas profundas de la crisis ambiental y de sus elementos constitutivos. Para lo cual se propone profundizar en algunas categorías desarrolladas por la corriente social crítica, las cuales si bien no se refieren en forma directa a la problemática ambiental, se vislumbran como campos fértiles para comprender los procesos sociales generadores de la crisis ambiental así como las alternativas que han de adoptarse para su resolución, teniendo en cuenta los mecanismos que ejerce el sistema para neutralizar los cambios que implica la conformación de una racionalidad alternativa. Acorde con ello, la primera parte del trabajo se centra en el abordaje de la relación sociedad naturaleza en el marco de tres grandes procesos sociales identificados como cosmológico, teocéntrico y antropocéntrico, haciendo especial hincapié en la correlación que en cada una de las etapas consideradas se establece entre racionalidad dominante, producción de conocimiento y conceptualización de naturaleza. El segundo capítulo profundiza en los efectos de la racionalidad instrumental sobre la ruptura del proyecto moderno y su incidencia sobre la emergencia de la crisis ambiental, a partir de la posición adoptada por Heidegger y por los referentes de la Escuela de Frankfurt. Posteriormente el análisis se estructura en torno a las dimensiones críticas de la modernidad avanzada, considerada como contexto situacional de desarrollo y profundización de la crisis ambiental, teniendo en cuenta los aportes teóricos desarrollados por Zygmunt Bauman e Immanuel Wallerstein. Al finalizar se presentan las conclusiones generales de la tesis y las posibles líneas de investigación que se abren a partir del trabajo desarrollado.

In recent years, researchers and policy makers have recognized that nontimber forest products (NTFPs) extracted from forests by rural people can make a significant contribution to their well-being and to the local economy. This study presents and discusses data that describe the contribution of NTFPs to cash income in the dry deciduous forests of Orissa and Jharkhand, India. In its focus on cash income, this study sheds light on how the sale of NTFPs and products that use NTFPs as inputs contribute to the rural economy. From analysis of a unique data set that was collected over the course of a year, the study finds that the contribution of NTFPs to cash income varies across ecological settings, seasons, income level, and caste. Such variation should inform where and when to apply NTFP forest access and management policies.

At the beginning of the Medieval Climate Anomaly, in the ninth and tenth century, the medieval eastern Roman empire, more usually known as Byzantium, was recovering from its early medieval crisis and experiencing favourable climatic conditions for the agricultural and demographic growth. Although in the Balkans and Anatolia such favourable climate conditions were prevalent during the eleventh century, parts of the imperial territories were facing significant challenges as a result of external political/military pressure. The apogee of medieval Byzantine socio-economic development, around AD 1150, coincides with a period of adverse climatic conditions for its economy, so it becomes obvious that the winter dryness and high climate variability at this time did not hinder Byzantine society and economy from achieving that level of expansion. Soon after this peak, towards the end of the twelfth century, the populations of the Byzantine world were experiencing unusual climatic conditions with marked dryness and cooler phases. The weakened Byzantine socio-political system must have contributed to the events leading to the fall of Constantinople in AD 1204 and the sack of the city. The final collapse of the Byzantine political control over western Anatolia took place half century later, thus contemporaneous with the strong cooling effect after a tropical volcanic eruption in AD 1257. We suggest that, regardless of a range of other influential factors, climate change was also an important contributing factor to the socio-economic changes that took place in Byzantium during the Medieval Climate Anomaly. Crucially, therefore, while the relatively sophisticated and complex Byzantine society was certainly influenced by climatic conditions, and while it nevertheless displayed a significant degree of resilience, external pressures as well as tensions within the Byzantine society more broadly contributed to an increasing vulnerability in respect of climate impacts. Our interdisciplinary analysis is based on all available sources of information on the climate and society of Byzantium, that is textual (documentary), archaeological, environmental, climate and climate model-based evidence about the nature and extent of climate variability in the eastern Mediterranean. The key challenge was, therefore, to assess the relative influence to be ascribed to climate variability and change on the one hand, and on the other to the anthropogenic factors in the evolution of Byzantine state and society (such as invasions, changes in international or regional market demand and patterns of production and consumption, etc.). Este trabalho analisa o desenvolvimento de dynamic capabilities em um contexto de turbulência institucional, diferente das condições em que esta perspectiva teórica costuma ser estudada. É feito um estudo de caso histórico e processual que analisa o surgimento das Dynamic Capabilities nos bancos brasileiros, a partir do desenvolvimento da tecnologia bancária que se deu entre os anos 1960 e 1990. Baseando-se nas proposições da Estratégia que analisam as vantagens competitivas das empresas através de seus recursos, conhecimentos e Dynamic Capabilities, é construído um framework com o qual são analisados diversos depoimentos dados ao livro “Tecnologia bancária no Brasil: uma história de conquistas, uma visão de futuro” (FONSECA; MEIRELLES; DINIZ, 2010) e em entrevistas feitas para este trabalho. Os depoimentos mostram que os bancos fizeram fortes investimentos em tecnologia a partir da reforma financeira de 1964, época em que se iniciou uma sequência de períodos com características próprias do ponto de vista institucional. Conforme as condições mudavam a cada período, os bancos também mudavam seu processo de informatização. No início, os projetos eram executados ad hoc, sob o comando direto dos líderes dos bancos. Com o tempo, à medida que a tecnologia evoluía, a infraestrutura tecnológica crescia e surgiam turbulências institucionais, os bancos progressivamente desenvolveram parcerias entre si e com fornecedores locais, descentralizaram a área de tecnologia, tornaram-se mais flexíveis, fortaleceram a governança corporativa e adotaram uma série de rotinas para cuidar da informática, o que levou ao desenvolvimento gradual das microfundações das Dynamic Capabilties nesses períodos. Em meados dos anos 1990 ocorreram a estabilização institucional e a abertura da economia à concorrência estrangeira, e assim o país colocou-se nas condições que a perspectiva teórica adotada considera ideais para que as Dynamic Capabilities sejam fontes de vantagem competitiva. Os bancos brasileiros mostraram-se preparados para enfrentar essa nova fase, o que é uma evidência de que eles haviam desenvolvido Dynamic Capabilities nas décadas precedentes, sendo que parte desse desenvolvimento podia ser atribuído às turbulências institucionais que eles haviam enfrentado.

O conhecimento tem sido estudado há bastante tempo dentro da administração. Entretanto, a partir da década de 1990, com as mudanças nos fundamentos das economias industriais dos recursos naturais para os ativos intelectuais, as empresas passaram a preocupar-se com o conhecimento existente em suas organizações e seu gerenciamento. Um dos aspectos mais relevantes para o gerenciamento do conhecimento é a sua transferência. O conhecimento tácito, por não poder ser estruturado e codificado, é difícil de ser transferido pela organização. O gerenciamento de ativos intangíveis como o conhecimento tácito é percebido como importante capacitação para a competição e como fonte de vantagem competitiva sustentável. O objetivo desse trabalho é identificar, através de um estudo de caso, se os fatores relevantes à transferência do conhecimento tácito estão presentes em uma grande empresa petrolífera brasileira. A presente pesquisa analisa parte relevante da bibliografia acerca da transferência do conhecimento tácito em organizações e coleta evidências para propor um modelo heurístico que possa explicar como ocorre essa transferência de conhecimento tácito, baseado em fatores idiossincráticos e nos fatores organizacionais cultura organizacional, estrutura organizacional e estratégia de gestão do conhecimento. Como resultado, o fator idiossincrático e os fatores estrutura organizacional e estratégia de gestão do conhecimento foram corroborados pelas evidências empíricas, entretanto o fator cultura organizacional não foi identificado. A partir dos resultados alcançados, um novo modelo é proposto. Verifica-se que alguns fatores identificados ajudam a transferência do conhecimento tácito enquanto outros criam barreiras a essa transferência. São sugeridos mecanismos para auxiliar as organizações na transferência do conhecimento tácito.

Employing a embodied technologic change model in which the time decision of scrapping old vintages of capital and adopt newer one is endogenous we show that the elasticity of substitutions among capital and labor plays a key role in determining the optimum life span of capital. In particular, for the CD case the life span of capital does not depend on the relative price of it. The estimation of the model's long-run investment function shows, for a Panel data set consisting of 125 economies for 25 years, that the price elasticity of investment is lower than one; we rejected the CD specification. Our calibration for the US suggests 0.4 for the technical elasticity of substitution. In order to get a theoretical consistent concept of aggregate capital we derive the relative price profile for a shadow second-hand market for capital. The shape of the model's theoretical price curve reproduces the empírical estimation of it. \lVe plug the calibrate version of the long-run solution of the model to a cross-section of economies data set to get the implied TFP, that is, the part of the productivity which is not explained by the model. We show that the mo dei represent a good improvement, comparing to the standard neoc!assical growth model with CD production function and disembodied technical change, in accounting the world diversity in productivity. In addition the model describes the fact that a very poor economy can experience fast growth based on capital accumulation until the point of becoming a middle income economy; from this point on it has to rely on TFP increase in order to keep growing.

O Investimento Estrangeiro Direto (IED) tem desempenhado um papel importante no esforço do Brasil para tornar-se uma economia orientada para o mercado. De 1995 a 2012 o Brasil recebeu $ 511.5 bilhões de dólares em IED. Em 2012, o Brasil foi o segundo país em desenvolvimento que mais recebeu IED e o quarto no mundo (UNCTAD).Devido à concentração geográfica, os estados brasileiros que são consideravelmente menos desenvolvidos e mais pobres, são aqueles que mais precisam de investimentos e que no entanto, não têm sido receptores relevantes de IED. Em 2010, os estados com os maiores estoques de IED foram São Paulo, com 42,3 por cento do total ($ 99,9 bilhões de dólares), Rio de Janeiro com 13,3 por cento ($ 31,4 bilhões de dólares) e Minas Gerais com 10,6 por cento do total ($ 25,1 bilhões de dólares). Como pode ser observado, apenas três dos vinte e sete estados brasileiros receberam cerca de 66 por cento do total de IED destinado ao Brasil.Dada tal diferenciação na distribuição de IED entre os estados brasileiros, o presente estudo busca explicar se o benefício tributário também é determinante para o fluxo de IED, além das demais variáveis já consideradas como determinantes em outros estudos. Dada a limitação de dados, realizamos duas análises econométricas com dados em painel: 1. Usando seis variáveis chaves: tamanho do mercado consumidor, a qualidade da mão de obra, infraestrutura, custo da mão de obra, carga tributária e benefício tributário (por macro regiões), nos anos de 1995, 2000, 2005 and 2010; 2. Usando cinco variáveis: as mesmas do primeiro modelo, excluindo o custo da mão de obra (por falta de dados) e utilizando os dados de benefício tributário por estado, nos anos de 2010, 2011 e 2012.

The acronym BRICS was a fad among the media and global investors. Now, the acronym sounds passé. However, the group of countries remains important, from both political and economic reasons. They have a large aggregate size, 28% of the global GDP and 42% of the world’s population, high growth potential due to the current significant misallocation of resources and relatively low stock of human capital, structural transformation is in progress and one of them, China, is taking steps to become a global power and a challenger to the US dominance. This paper provides a brief overview of the five economies, Brazil, Russia, India, China and South Africa. We focus on some aspects of their history, the Chinese initiatives in international finance and geopolitical strategic moves, their growth experience and structural transformation over the last 35 years, trade and investment integration into the global economy and among themselves, the growth challenges faced by their economies and the potential gains to the Brazilian economy from a stronger integration with the other BRICS. In association with its efforts to be a global power, China aims to become a major player in global finance and to achieve the status of global currency for the renminbi, which would be the first currency of an emerging economy to attain such position. Despite the similarities, the BRICS encompass very diverse economies. In the recent decades, China and India showed stellar growth rates. On the other hand, Brazil, Russia and South Africa have expanded just in line with global output growth with the Russian economy exhibiting high volatility. China is by far the largest economy, and South Africa the smallest, the only BRICS economy with a GDP lower than US$ 1 trillion. Russia abandoned communism almost 25 years ago, but reversed many of the privatizations of 90’s. China is still ruled by communism, but has a vibrant private sector and recently has officially declared market forces to play a dominant role in its economy. Brazil, Russia and South Africa are global natural resources powerhouses and commodity exporters while China and India are large commodity importers. Brazil is relatively closed to international trade of goods and services, in marked contrast to the other four economies. Brazil, India and South Africa are dependent on external capital flows whereas China and Russia are capital exporters. India and South Africa have younger populations and a large portion living below the poverty line. Despite its extraordinary growth experience that lifted many millions from poverty, China still has 28% of its population classified as poor. Russia and China have much older populations and one of their challenges is to deal with the effects of a declining labor force in the near future. India, China and South Africa face a long way to urbanization, while Brazil and Russia are already urbanized countries. China is an industrial economy but its primary sector still absorbs a large pool of workers. India is not, but the primary sector employs also a large share of the labor force. China’s aggregate demand structure is biased towards investment that has been driving its expansion. Brazil and South Africa have an aggregate demand structure similar to the developed economies, with private consumption accounting for approximately 70%. The same similarity applies to the supply side, as in both economies the share of services nears 70%. The development problem is a productivity problem, so microeconomic reforms are badly needed to foster long-term growth of the BRICS economies since they have lost steam due a variety of factors, but fundamentally due to slower total factor productivity growth. China and India are implementing ambitious reform programs, while Brazil is dealing with macroeconomic disequilibria. Russia and South Africa remain mute about structural reforms. There are some potential benefits to Brazil to be extracted from a greater economic integration with the BRICS, particularly in natural resources intensive industries and services. Necessary conditions to the materialization of those gains are the removal of the several sources of resource misallocation and strong investment in human capital.

We study the desirability of limits on the public debt and of political competition in an economy where political parties alternate in office. Due to rent-seeking motives, incumbents have an incentive to set public expenditures above the socially optimal level. Parties cannot commit to future policies, but they can forge a political compromise where each party curbs excessive spending when in office if it expects future governments to do the same. In contrast to the received literature, we find that strict limits on government borrowing can exacerbate political-economy distortions by rendering a political compromise unsustainable. This tends to happen when political competition is limited. Conversely, a tight limit on the public debt fosters a compromise that yields the efficient outcome when political competition is vigorous, saving the economy from immiseration. Our analysis thus suggests a legislative tradeoff between restricting political competition and constraining the ability of governments to issue debt.
