Planejamento municipal do turismo: diretrizes e perspectivas - o caso da SETURDE

Given the uncertainties of the environment in today's world, strategic planning is again discussed as an important tool to position the organization in future likely. To address this a more dynamic and less linear, trying to adapt the multiple realities, the method of scenarios can be one of the strategies to anticipate future designs. In the public sphere, an efficient implementation of human resources and financial managers require a new approach to the formulation of strategies. Tourism, in turn, presents itself as an important segment of the national economy shaped up as a major source of funds for the formation of the Gross Domestic Product - GDP - of states and municipalities. This study aims to know the guidelines and perspectives of municipal planning of tourism in the city of Natal/RN from the case by the representatives of the sector. The survey was developed based on a qualitative, exploratory, based on the case in the Secretaria Municipal de Turismo e Desenvolvimento Econômico - SETURDE. The results express that the body goes through a time of changes in its organizational structure and in defining its role with the local tourism. The national plan for tourism and the choice of Christmas as the host city for the World Cup in 2014 have stimulated interest in developing a formal strategic planning in the organization. However, when it comes to more complex tools, such as the method of future scenarios, the technical know its definition and importance for future actions. The results presented support the conclusion that the actions are designed intuitively and without complying with the scientific methods developed for this purpose, as the method of strategic scenarios. However, the evidence beginning to emerge from the plans and documents issued by the federal government, as well as the Secretary's own initiative, direct the actions of the body to coordinate and act as a fulcrum for local action to the increase in tourism

Comunicação em MOOC: estratégias e recursos comunicacionais adotados em cursos MOOC

A comunicação é essencial para a vida em sociedade. Na atualidade, com o desenvolvimento de novas formas e possibilidades tecnológicas a comunicação se faz presente também no âmbito educacional utilizando as Tecnologias da Informação e Comunicação (TIC) para atender às exigências sociais e educativas. No caso da educação on-line, os MOOC – Massive Open Online Courses, vêm ganhando destaque e constituem um modelo recente de educação e formação, com a possibilidade de democratização e acesso ao conhecimento e à informação, disponível a um número cada vez maior de pessoas. Neste sentido, o objetivo deste estudo é o de analisar as estratégias e recursos comunicacionais utilizados em cursos MOOC, visando elaborar diretrizes a ter em conta na construção de um curso desta natureza. Para tal, optou-se por uma investigação qualitativa, de natureza exploratória-descritiva, em que a revisão bibliográfica e a construção e aplicação de um modelo de análise dos recursos e estratégias comunicacionais utilizados nos cursos ofertados em plataformas MOOC, integram a metodologia do estudo. Como principais resultados destacamos que os vídeos e fóruns são os recursos mais utilizados nos cursos analisados, observando-se uma tendência de práticas mais empiristas e tradicionais, há pouca utilização de recursos lúdicos e uma ausência do uso de redes sociais como recurso comunicacional. Para além disso, não é utilizada a avaliação dos cursos pelos alunos e predominam as estratégias avaliativas de escolha múltipla. Visando compartilhar as experiências e reflexões advindas desta pesquisa, são apresentadas, ao final, recomendações que podem contribuir para a elaboração de cursos MOOC.

As diretrizes curriculares para a educação ambiental escolar na cidade de Rivera-Uruguai

A pesquisa trás como estudo, investigar “As Diretrizes curriculares para a Educação Ambiental Escolar na cidade de Rivera-Uruguai”; como uma temática que faz parte de meu quefazer pedagógico como docente na rede pública escolar do município de Rivera. Neste sentido, buscando um maior esclarecimento e compreensão de como vem sendo desenvolvida as ações de Educação Ambiental nas escolas públicas riverenses, faz-se necessário realizar uma analise detalhada sobre as diretrizes curriculares uruguaia, e da Educação Ambiental no currículo de educação escolar do Uruguai. E para verificar como estas diretrizes curriculares, e a Educação Ambiental, materializam-se no âmbito da rede pública de ensino escolar riverense; foi importante conhecer a opinião dos educadores riverenses a cerca dos conteúdos destas diretrizes curriculares e da Educação Ambiental; assim como, as estratégias e metodologias utilizadas por estes educadores para viabilizar a tranversalidade da Educação Ambiental nas ações escolares. E o material coletado, e analisado a partir dos princípios da Educação Ambiental na PNEA brasileira, e de alguns pensadores que vem ao encontro deste eixo temático. Nesse âmbito, para se poder obter um maior esclarecimento acerca das ações de Educação Ambiental realizadas no âmbito escolar riverense, utiliza-se como procedimento metodológico a pesquisa qualitativa, com a entrevista semi-estruturada com questionário aberto, realizada aos coordenadores do Departamento do Meio Ambiente a nível nacional e local, e a quatro educadores da rede pública escolar riverense. A análise e interpretação dos dados coletados nos mostram, que apesar de que Educação Ambiental esteja contemplada no currículo escolar como linha transversal, perpassando todas as áreas e campos disciplinares que constitui o programa de educação escolar, nos parâmetros atuais em que se encontra o sistema de ensino uruguaio, fica claro de que a Educação Ambiental remete-se apenas ao ponto de vista ecológico, totalmente desconexa da realidade objetiva e material dos seus sujeitos.

Modelo para distribuição de recursos nos municípios brasileiros baseado na lei de diretrizes orçamentárias, análise multicritério e programação linear

The municipal management in any country of the globe requires planning and allocation of resources evenly. In Brazil, the Law of Budgetary Guidelines (LDO) guides municipal managers toward that balance. This research develops a model that seeks to find the balance of the allocation of public resources in Brazilian municipalities, considering the LDO as a parameter. For this using statistical techniques and multicriteria analysis as a first step in order to define allocation strategies, based on the technical aspects arising from the municipal manager. In a second step, presented in linear programming based optimization where the objective function is derived from the preference of the results of the manager and his staff. The statistical representation is presented to support multicriteria development in the definition of replacement rates through time series. The multicriteria analysis was structured by defining the criteria, alternatives and the application of UTASTAR methods to calculate replacement rates. After these initial settings, an application of linear programming was developed to find the optimal allocation of enforcement resources of the municipal budget. Data from the budget of a municipality in southwestern Paraná were studied in the application of the model and analysis of results.

Estratégias para potencializar o cuidado integrado entre equipe de Saúde da Família e equipe de Saúde Bucal na atenção aos portadores de doenças cardiovasculares em Ibituruna, Minas Gerais

Este estudo trata-se de uma revisão bibliográfica narrativa, a partir de levantamento de publicações, que busca identificar estratégias para potencializar a integração entre a equipe de saúde da família (ESF) e equipe de saúde bucal (ESB) no cuidado aos portadores de doenças cardiovasculares na UBS Padre José Jorge Nicolau, Ibituruna, Minas Gerais. As doenças cardiovasculares constituem a principal causa de morte em populações do mundo. Diversos estudos provam a existência de uma relação entre doença periodontal e doenças cardiovasculares. Sendo que quanto maior for a gravidade e duração da doença periodontal, maior o risco das doenças cardiovasculares. A Equipe de Saúde Bucal inserida na estratégia de saúde da família caminha para a integração e consolidação dos princípios e diretrizes do SUS. Entretanto, não se pode deixar de citar as dificuldades enfrentadas pela equipe, que incluem a falta de educação permanente para proporcionar aos profissionais uma visão mais holística e integrada e a falta de uma política de prevenção e promoção de saúde consistente, pautada em acolhimento, visitas domiciliares, reuniões e grupos de ajuda, buscando despertar nos usuários o autocuidado e sentimento de pertencimento. Além disso, é fundamental que os profissionais de saúde se envolvam na promoção da saúde integrando diferentes olhares e perspectivas em busca do bem comum.

Diretrizes curriculares nacionais para o ensino médio: avaliação de documento

This text offers some contributions to the debate on the changes proposed to the National Curricular Directives to reform secondary education in Brazil. In the first part, the political and economic scene is evaluated as the context which generated the last stage of reforms in the educational field in the 90s. It questions the option for a model of structural reform (in the Brazilian case more restricted to the Program for Reform of Professional Education - PROEP) and of the curriculum, whose themes find their justification in the contemporary economic, social cultural and political context. It discusses the use of a model that bases itself on experiences developed in other countries and takes the international orientation of the multilateral organizations as its theoretical methodological reference, leaving out the peculiarities and injunctions of the Brazilian political administrative system. Such a policy measure can increase the tension and distance normally existing between government programs and the possibility of their real implementation in the school network. In the second part, it discusses the Resolution of the National Education Council, the Congress on Basic Education, no.3, of 16.698 that instituted the National Curricular Directives for secondary education, as well as the Legal Bases - Part I - of the National Curricular Parameters for secondary education. The analysis of official discourse takes Bardin's (1977, p. 209) proposals as its methodological reference for the models of structural analysis, seeking to make the implicit values and the connotations of the legal texts explicit

A construção de uma escala de estratégias de aprendizagem para alunos do ensino fundamental

Although learning strategies are important tools for schooling process, there is a lack of national instruments to evaluate their knowledge by brazilian students. Therefore, the objectives of this paper are to describe the steps necessary for the construction of a scale to evaluate the learning strategies for basic education students and to present the preliminary study of its psychometric properties. It is also discussed the utility of this instrument for diagnosis, intervention and prevention in school and educational psychology.

Estratégias de aprendizagem e desempenho acadêmico: evidências de validade

The purpose of the present study was to verify the factorial validity of a learning strategy scale as well as to explore the concurrent validity of the instrument in regard to students´ academic achievement. The sample was composed of 815 basic education children from both public and private schools of São Paulo and Minas Gerais. The Learning Strategy Scale was collectively applied. Exploratory factorial analyses were conducted to achieve the purposes of the study. The alphas of Cronbach of the instrument and of its three subscales showed good reliability. Variance analyses showed significant differences between school achievement and punctuation in the scale. The data were discussed in terms of their possible implications for the psycho-educational evaluation area.
