This paper considers the recent focus on citizenship within education by taking curricular reform within Scottish secondary schooling as a case study. In Scotland the Curriculum for Excellence reform places citizenship as one of four main capacities that pupils must work towards as part of their education. A central theme in this reform is the need for students to take a global perspective and work across different disciplines. In this model of citizenship education learners are enabled to develop their sense of citizenship identity in response to a fast-paced world of innovation and change. Citizenship is therefore linked to a futurist agenda, where the learner-citizen is positioned as an ongoing project, as something to be worked at or perhaps worked on. However, this kind of notion of agency is an expression of an ideological construction of the citizen as a flexible resource for society. Such citizens are active in the sense of being adaptive to change through utilizing intellectual skills but without a sense of identity grounded in one's commitments or reflexive engagement with different forms of understanding. The paper offers a critical assessment of this learner-citizen discourse as focusing on ratiocination rather than relational identity.

In Scotland the Curriculum for Excellence reform places citizenship as one of four main capacities that pupils must work towards as part of their education. Likewise, there has been a move in within the Scottish higher education Enhancement Themes framework to include citizenship as part of graduate attributes that students work towards as they progress through their courses. A unifying theme in these reforms is the need for students to take a global perspective and work across different disciplines by, for example, considering how knowledge relates to wider issues such as in relation to sustainable development, e-democracy or human rights. One feature that unites these disparate areas is that, above all, students must learn to be active through the acquisition of appropriate knowledge and skills. In this model of citizenship education, learners are enabled to develop their sense of citizenship identity in response to a fast-paced world of innovation and change. This is echoed to some extent within higher education through the Enhancement Theme reforms and the focus on graduate attributes. A unifying theme in these reforms is the need for students to work across different disciplines, to develop a cross-disciplinary perspective on the world by, for example, considering issues of sustainability in relation to scientific or technological developments. In this model of curriculum development teaching staff are considered as agents of change, enabling learners to develop their sense of citizenship in response to a fast-paced world of innovation and change. This kind of change is objectified as a need that must be responded to and met if tomorrow’s citizens are to be able to not only cope, but thrive in the world in which they inhabit. As such, the citizen is positioned as an ongoing project, as something to be worked at and worked on. However, this kind of notion of agency cloaks an neoliberal ideological construction of the citizen as a flexible resource for society, and usually in relation to economic output. The paper seeks to subject this construction of the citizen to critical scrutiny in relation to the idea that, in education, learners are developing their ability to be creative and enquiring in order to be adaptive to change.

This study examines values education in Japanese schools at the beginning of the millennium. The topic was approached by asking the following three questions concerning the curricular background, the morality conveyed through textbooks and the characterization of moral education from a comparative viewpoint: 1) What role did moral education play in the curriculum revision which was initiated in 1998 and implemented in 2002? 2) What kinds of moral responsibilities and moral autonomy do the moral texts develop? 3) What does Japanese moral education look like in terms of the comparative framework? The research was based on curriculum research. Its primary empirical data consisted of the national curriculum guidelines for primary school, which were taken into use in 2002, and moral texts, Kokoro no nôto, published by the Ministry of Education in the same context. Since moral education was approached in the education reform context, the secondary research material involved some key documents of the revision process from the mid-1990s to 2003. The research material was collected during three fieldwork periods in Japan (in 2002, 2003 and 2005). The text-analysis was conducted as a theory-dependent qualitative content analysis. Japanese moral education was analyzed as a product of its own cultural tradition and societal answer to the current educational challenges. In order to understand better its character, secular moral education was reflected upon from a comparative viewpoint. The theory chosen for the comparative framework, the value realistic theory of education, represented the European rational education tradition as well as the Christian tradition of values education. Moral education, which was the most important school subject at the beginning of modern school, was eliminated from the curriculum for political reasons in a school reform after the Second World War, but has gradually regained a stronger position since then. It was reinforced particularly at the turn of millennium, when a curriculum revision attempted to respond to educational and learning problems by emphasizing qualitative and value aspects. Although the number of moral lessons and their status as a non-official-subject remained unchanged, the Ministry of Education made efforts to improve moral education by new curricular emphases, new teaching material and additional in-service training possibilities for teachers. The content of the moral texts was summarized in terms of moral responsibility in four moral areas (intrapersonal, interpersonal, natural-supranatural and societal) as follows: 1) continuous self-development, 2) caring for others, 3) awe of life and forces beyond human power, and 4) societal contribution. There was a social-societal and emotional emphasis in what was taught. Moral autonomy, which was studied from the perspectives of rational, affective and individuality development, stressed independence in action through self-discipline and responsibility more than rational self-direction. Japanese moral education can be characterized as the education of kokoro (heart) and the development of character, which arises from virtue ethics. It aims to overcome egoistic individualism by reciprocal and interdependent moral responsibility based on responsible interconnectedness.

A análise em tela investiga a construção do projeto político pedagógico do Departamento de Psicologia da Universidade Estadual da Paraíba (2011), tendo como parâmetros o projeto político pedagógico inicial do curso (1999) e a produção de textos, discursos e documentos no cenário nacional que versam sobre a reforma curricular da graduação em Psicologia no Brasil. A abordagem do ciclo contínuo de políticas, proposta por Stephen Ball e a vertente analítica das comunidades epistêmicas são a base teórico-metodológica escolhida. Também há uma interlocução com o campo da Psicologia da Educação, em uma perspectiva multidisciplinar, apoiada nas contribuições de Michel Foucault sobre discurso e poder. Compreendemos, a partir desta perspectiva, que as políticas curriculares são pensadas e produzidas num processo complexo que envolve diversas ações nos contextos da influência, produção e da prática (BALL e BOWE, 1992). Ainda que o foco de nossa pesquisa seja no contexto da prática (reforma curricular do curso de Psicologia), a análise considera os outros contextos pelas relações de interdependência que há entre eles. O intervalo cronológico definido para compreensão das políticas curriculares para a formação em Psicologia (1999-2011) foi atento às definições ocorridas, neste período, as quais permitem a análise mais precisa do nosso objeto: as recontextualizações institucionais na reforma curricular da Psicologia da UEPB. Elas são analisadas a partir da identificação de dois projetos de formação em disputa no cenário nacional: um projeto generalista e outro especialista. O primeiro tem como características principais a defesa de um curso com denominação única (Curso de Psicologia), formação focada na profissionalização, substituição das antigas áreas de habilitação para ênfases curriculares, dissociação entre formação profissional e formação do professor e, por fim, extinção da terminologia de bacharel. Já o segundo defende dois aspectos que dizem respeito a reivindicação da formação do bacharel e a formação do professor. Identificamos que o projeto de formação generalista que tem como maior representante o CFP, tornou-se vencedor, no cenário nacional, tendo repercussões no contexto da prática na UEPB. Há algumas sintonias entre as diretrizes curriculares construídas para a Psicologia na universidade e as diretrizes do CFP que defendem a inclusão das práticas emergentes ao currículo da graduação em Psicologia no país. Esta constatação atesta a ação de uma comunidade epistêmica que defendeu um projeto de formação focado na profissionalização na área clínica. Assim, concluímos que, ainda que haja a definição da profissionalização como meta do curso de Psicologia da UEPB, é a área/ênfase de Psicologia Organizacional e do Trabalho que aparece como dominante; a área/ênfase de Psicologia Clínica tem suas horas diminuídas; as ênfases curriculares são correlatas das áreas de formação do PPPI (1999) e a formação do professor de Psicologia é excluída do NPPP (2011), ficando para o futuro a construção de um projeto específico para esta formação. Portanto, a reforma curricular de Psicologia da Universidade Estadual da Paraíba, apesar de pretender uma formação generalista, reproduz uma lógica especialista e o perfil do curso foca na profissionalização, mas com uma ascensão da área/ênfase Psicologia Organizacional e do Trabalho.

O objetivo deste trabalho foi investigar, a partir da reforma das licenciaturas nas universidades ocorrida em 2001, a constituição do eixo disciplinar Prática como Componente Curricular (PCC) nos currículos de licenciatura de cursos de Letras, Português / Espanhol da região sudeste brasileira, focando-nos na relação entre teoria e prática. Para tal discussão, utilizamo-nos das reflexões de Deleuze (1968) a fim de problematizar as possibilidades de repetição total ou de diferenciação total; Vázquez (1977), ao trazer sua discussão de práxis que trata da indissociabilidade da teoria e da prática e Schwartz (2010), para incorporar a discussão sobre o âmbito do trabalho, em particular no que concerne a impossibilidade de antecipação completa da atividade a ser realizada por um profissional. Operamos, também, com os preceitos da Análise do Discurso de base enunciativa (MAINGUENEAU, 1998, 2003) quando tratamos os enunciados como socio-historicamente situados em nossas análises. Para atingirmos nosso fim, realizamos uma contextualização documental que contou com a análise do Parecer CNE/CP 28/2001, no qual estão as determinações sobre carga horária e definição dos eixos de disciplinas da licenciatura, sendo eles: Acadêmico Científico, Prática como Componente Curricular e Estágio Supervisionado. Voltamo-nos, também, para os Projetos Políticos Pedagógicos das universidades analisadas, a fim de investigar qual o entendimento de prática construído nesses documentos. Por fim, recorremos às ementas das disciplinas obrigatórias de PCC oferecidas pelas universidades que compuseram o córpus, buscando identificar as marcas que aproximam a temática da disciplina com o trabalho que considere a prática docente, já que o eixo em questão pressupõe essa discussão. Como critérios de seleção de córpus, consideramos: contemplar uma universidade de cada estado da Região Sudeste; duas universidades que possuem disciplinas que contenham exclusivamente horas de PCC e outras duas que contenham, em uma mesmo disciplina, horas dos eixos de PCC e Acadêmico Científico. Com isso, as universidades analisadas são: UERJ, UFSCar, UFES e UFTM.

This report represents four months of study on activities in the public prosecution service at the Local Instance of Setúbal judiciary district, started in September 2014 and completed of the same year. This report was prepared considering all the teachings of criminal law courses and criminal procedural law, doctrine, jurisprudence and all the practical experience experienced with prosecutors. In this context, their traineeship provided contact with different procedural stages: the investigation stage that allowed to understand better the progress of the processing of summary proceedings; the expedient distribution of urgent cases; the investigation stage, as regards the procedural impulse assistant and the accused; and the trial stage. This last phase allowed contact with different types of crimes especially road crimes and the crime of domestic violence. The analysis carried out the summary proceedings in the Public Ministry service would acquire relevant information to explain the incidence of road crimes. Topics will be addressed that were found on stage during the various procedural stages, as the implementation of new judicial map. The relationship between the prosecution and the Criminal Police Bodies was also an issue to be addressed. The work also raises awareness of the issue of archives in order to find out the position of assistant.

Documento que recoge la experiencia del profesorado perteneciente al grupo de trabajo de Lengua Extranjera Inglesa de Bachillerato LOGSE durante los dos primeros años de su experimentación en la Comunidad Autónoma del País Vasco. Se presentan los instrumentos utilizados para la evaluación inicial, los materiales utilizados en el aula, y los criterios para evaluar el proceso de aprendizaje de los alumnos, así como los resultados de esta evaluación. Se describe el proceso de introducción del aprendizaje autónomo y de los proyectos de trabajo como método para la introducción del Diseño Curricular Base en el aula, así como la experiencia de intercambio de alumnado con un centro americano de Educación Secundaria, realizado gracias a la concesión de una beca por la Diputación Foral de Bizkaia y a los contactos mantenidos entre el profesorado de ambos centros. Se recoge, también, la revisión que se realizó, tanto de la metodología como de los materiales utilizados en el aula. Por último, tras una introducción teórica sobre los proyectos de trabajo, se describe con detalle el proyecto de elaboración de una revista escolar. El grupo hace una autoevaluación muy positiva del trabajo realizado y del apoyo con que han contado tanto para llevarlo a cabo como para su propia formación.
