Panem et circenses : law, law and power in The Hunger Games

Like many cautionary tales, The Hunger Games takes as its major premise an observation about contemporary society, measuring its ballistic arc in order to present graphically its logical conclusions. The Hunger Games gazes back to the panem et circenses of Ancient Rome, staring equally cynically forward, following the trajectory of reality television to its unbearably barbaric end point – a sadistic voyeurism for an effete elite of consumers. At each end of the historical spectrum (and in the present), the prevailing social form is Arendt’s animal laborans. Consumer or consumed, Panem’s population is (with the exception of the inner circle) either deprived of the possibility of, or distracted from, political action. Within the confines of the Games themselves, Law is abandoned or de‐realised: Law – an elided Other in the pseudo‐Hobbesian nightmare that is the Arena. The Games are played out, as were gladiatorial combats and other diversions of the Roman Empire, against a background resonant of Juvenal’s concern for his contemporaries’ attachment to short term gratification at the expense the civic virtues of justice and caring which are (or would be) constitutive of a contemporary form of Arendt’s homo politicus. While the Games are, on their face, ‘reality’ they are (like the realities presented in contemporary reality television) a simulated reality, de‐realised in a Foucauldian set design constructed as a distraction for Capitol, and for the residents of the Districts, a constant reminder of their subservience to Capitol. Yet contemporary Western culture, for which manipulative reality TV is but a symptom of an underlying malaise, is inscribed at least as an incipient Panem, Its public/political space is diminished by the effective slavery of the poor, the pre‐occupation with and distractions of materiality and modern media, and the increasing concentration of power/wealth into a smaller proportion of the population.

Controle social e participação na gestão da saúde : a experiência do município do Rio de Janeiro

Esta tese pretende analisar os processos e mecanismos da participação do controle social na gestão da política de saúde no Município do Rio de Janeiro ao estudar o Conselho Municipal de Saúde do Rio de Janeiro. Os objetivos da pesquisa foram identificar a forma de controle e fiscalização exercida pelo Conselho Municipal de Saúde do Rio de Janeiro na gestão César Maia, averiguar se as decisões importantes da Política de Saúde Municipal passam pelo Conselho Municipal, as principais tensões deste espaço institucionalizado de participação sociopolítica que reproduz as lutas sociais. Realizamos uma pesquisa qualitativa e empírica com enfoque no método dialético, um estudo de caso do Conselho Municipal de Saúde Rio de Janeiro no período de gestão de 2005 a 2008. A tese está estruturada em quatro capítulos. Traz as tensões e os processos sociais da participação do controle social na gestão da saúde, no Município do Rio de Janeiro, no terceiro mandato da gestão César Maia. Foi possível observar o potencial do controle social na cidade do Rio de Janeiro, porém, evidenciam-se vários limites, como a não efetivação da agenda proposta nas diretrizes das conferências municipais, bem como a falta de estratégias ao se elaborar, de forma conjunta, o Plano Municipal de Saúde do Município do Rio de Janeiro e indicativo da de uma assessoria técnica e política por meio do exercício profissional do assistente social nos moldes do projeto políticas públicas da saúde da UERJ.

Reproductive biology of male franciscanas (Pontoporia blainvillei) (Mammalia: Cetacea) from Rio Grande do Sul, southern Brazil

The reproductive biology of male franciscanas (Pontoporia blainvillei), based on 121 individuals collected in Rio Grande do Sul State, southern Brazil, was studied. Estimates on age, length, and weight at attainment of sexual maturity are presented. Data on the reproductive seasonality and on the relationship between some testicular characteristics and age, size, and maturity status are provided. Sexual maturity was assessed by histological examination of the testes. Seasonality was determined by changes in relative and total testis weight, and in seminiferous tubule diameters. Testis weight, testicular index of maturity, and seminiferous tubule diameters were reliable indicators of sexual maturity, whereas testis length, age, length, and weight of the dolphin were not. Sexual maturity was estimated to be attained at 3.6 years (CI 95% =2.7–4.5) with the DeMaster method and 3.0 years with the logistic equation. Length and weight at attainment of sexual maturity were 128.2 cm (CI 95%=125.3–131.1 cm) and 26.4 kg (CI 95% =24.7–28.1 kg), respectively. It could not be verified that there was any seasonal change in the testis weight and in the seminiferous tubule diameters in mature males. It is suggested that at least some mature males may remain reproductively active throughout the year. The extremely low relative testis weight indicates that sperm competition does not occur in the species. On the other hand, the absence of secondary sexual characteristics, the reversed sexual size dimorphism, and the small number of scars from intrassexual combats in males reinforce the hypothesis that male combats for female reproductive access may be rare for franciscana. It is hypothesized that P. blainvillei form temporary pairs (one male copulating with only one female) during the reproductive period.
