La identificación del perfil del Chief Information Officer (CIO) en el entorno empresarial nacional responde a la necesidad de comparar o constatar el rol aplicado en Colombia en relación a la expectativa de la academia y la pertinencia que lleva en un entorno empresarial global. La migración del concepto de CIO y sus definiciones es resultado de la implementación local de prácticas, teorías y estrategias de alto impacto en mercados internacionales. En el presente documento, se profundiza en las competencias estratégicas y roles prácticos que abarca el perfil del CIO como es visto desde aportes académicos y casuísticos en fuentes internacionales líderes en la construcción de conocimiento.

O papel da Tecnologia da Informação (TI) no dia-a-dia das organizações torna-se cada vez mais importante e, consequentemente, o papel de seus profissionais. O presente trabalho tem como objetivo principal investigar a percepção dos profissionais de TI brasileiros acerca das competências essenciais que o principal executivo de TI (Chief Information Officer - CIO, em Inglês) atuante no mercado brasileiro deve ter para desempenhar adequadamente suas funções. O levantamento dessa percepção foi feito tendo por base a Teoria das Representações Sociais, por meio do método de evocação de palavras. Por intermédio da análise das percepções, foi possível identificar as competências e compará-las àquelas identificadas na literatura científica.

Os resultados obtidos possibilitam afirmar que as indústrias que mais investiram em Tecnologia de Informação (TI), no período de 2001 a 2011, obtiveram maior crescimento da sua receita operacional e resultados operacionais mais eficazes, comparadas com as indústrias que investiram menos no período. De acordo com o modelo proposto, para as empresas estudadas foi possível encontrar, no prazo de dois anos, um crescimento de 7% no resultado operacional para cada 1% a mais de investimentos em TI. Destaca-se o objetivo da pesquisa de identificar e analisar os impactos dos gastos e investimentos em tecnologia de informação no desempenho financeiro das indústrias brasileiras, para alcançá-lo, adotou-se um modelo de pesquisa que utilizou métricas contábeis-financeiras e indicadores de uso TI, bem como a combinação de técnicas estatísticas para as análises. O trabalho aprofunda e amplia as discussões existentes sobre a avaliação dos investimentos em TI e como aferir o impacto desta sobre o desempenho organizacional. O universo do estudo foi composto pelas companhias brasileiras, de capital aberto, do ramo industrial, com ações ativas na BOVESPA, totalizando 119 companhias. Por meio de uma survey obteve-se os dados complementares referentes aos gastos e investimentos em TI; os questionários semiestruturados foram encaminhados diretamente ao Gerente de TI (Chief Information Officer). Estes esforços na coleta de dados primários possibilitaram a obtenção de uma amostra bastante significativa, com 63 indústrias, ou seja, 53% da população estudada. Após coleta, a análise dos dados foi desenvolvida em três etapas: (1) Análise Fatorial (AF) para seleção de fatores de desempenho que resultou no final do processo em doze variáveis para o modelo da pesquisa; (2) Análise de Cluster (AC) que evidenciou três agrupamentos distintos de indústrias por suas características e desempenho e (3) Regressão Múltipla que adotou um modelo econométrico dinâmico, estimado pelo Método dos Momentos Generalizado (GMM), satisfazendo as condições do modelo de Arellano-Bond (1991). Salienta-se que o modelo proposto permitiu tratar de forma adequada metodologicamente as correlações espúrias, possibilitando identificar que os gastos e investimentos em TI, (IGTI t-2), de dois períodos anteriores impactaram no Resultado Operacional Atual, (ROPt), evidenciando o efeito tardio, ou lag effect. Além disso, foi constatado que outras variáveis de rentabilidade e liquidez impactam neste resultado, também adotando defasagem das variáveis. A principal variável de TI da pesquisa, o IGTI, é calculada pela soma de gastos e investimentos em TI anuais (OPEX/CAPEX), dividida pela Receita Operacional Líquida anual. Para pesquisas futuras, há a possibilidade de buscar medidas de avaliação por tipos (categorias) de investimento em TI, visando ao aprofundamento da análise destes impactos no desempenho setorizado (ligado a cada investimento) e da análise de clusters, adotando o modelo de análise da pesquisa.

On December 21, 2015, Governor Branstad issued Executive Order 87 (EO87); a cybersecurity initiative for the State of Iowa. The executive order establishes a multi-agency partnership, the EO87 Leadership Team, with the Office of the Chief Information Officer, Iowa National Guard, Department of Public Safety, Iowa Communications Network, and the Iowa Homeland Security and Emergency Management Department. The order directs these agencies to develop a comprehensive cybersecurity strategy which addresses lifeline critical infrastructure, risk assessments, best practices, awareness training, public education and communication, collaboration, K-12 and higher education, data breach notifications, and incident response planning to protect the citizens of Iowa and Iowa businesses. The EO87 Leadership Team, along with several key partners, worked diligently over the last six months to prepare recommendations that will have a direct and sustainable impact on protecting lifeline critical infra-structure, reducing risk to government operations, and creating sustainable partnerships in cybersecurity.

The Office of the Chief Information Officer is required to report on projects funded through the Return on Investment Program (ROI). The ROI program has been funded through an appropriation from the Technology Reinvestment Fund. The Technology Reinvestment Fund was created during the 2006 legislative session, and the first appropriations from this fund were for FY 2006-2007. The first report related to that fiscal year and was delivered to the legislature by January 1, 2008. This current report updates projects from fiscal years 11 and 12.

Résumé Si l'impact de l'informatique ne fait généralement pas de doute, il est souvent plus problématique d'en mesurer sa valeur. Les Directeurs des Systèmes d'Information (DSI) expliquent l'absence de schéma directeur et de vision à moyen et long terme de l'entreprise, par un manque de temps et de ressources mais aussi par un défaut d'implication des directions générales et des directions financières. L'incapacité de mesurer précisément la valeur du système d'information engendre une logique de gestion par les coûts, néfaste à l'action de la DSI. Alors qu'une mesure de la valeur économique de l'informatique offrirait aux directions générales la matière leur permettant d'évaluer réellement la maturité et la contribution de leur système d'information. L'objectif de cette thèse est d'évaluer à la fois l'alignement de l'informatique avec la stratégie de l'entreprise, la qualité du pilotage (mesure de performance) des systèmes d'information, et enfin, l'organisation et le positionnement de la fonction informatique dans l'entreprise. La mesure de ces trois éléments clés de la gouvernance informatique a été réalisée par l'intermédiaire de deux vagues d'enquêtes successives menées en 2000/2001 (DSI) et 2002/2003 (DSI et DG) en Europe francophone (Suisse Romande, France, Belgique et Luxembourg). Abstract The impact of Information Technology (IT) is today a clear evidence to company stakeholders. However, measuring the value generated by IT is a real challenge. Chief Information Officers (CIO) explain the absence of solid IT Business Plans and clear mid/long term visions by a lack of time and resources but also by a lack of involvement of business senior management (e.g. CEO and CFO). Thus, being not able to measure the economic value of IT, the CIO will have to face the hard reality of permanent cost pressures and cost reductions to justify IT spending and investments. On the other side, being able to measure the value of IT would help CIO and senior business management to assess the maturity and the contribution of the Information System and therefore facilitate the decision making process. The objective of this thesis is to assess the alignment of IT with the business strategy, to assess the quality of measurement of the Information System and last but not least to assess the positioning of the IT organisation within the company. The assessment of these three key elements of the IT Governance was established with two surveys (first wave in 2000/2001 for CIO, second wave in 2002/2003 for CIO and CEO) in Europe (French speaking countries namely Switzerland, France, Belgium and Luxembourg).

Tutkielma pyrkii selvittämään millaista viestinnällistä järjestelmää käytettiin kerrottaessa Kansallis-Osake-Pankin henkilöstölle Kansallis-Osake-Pankin ja Suomen Yhdyspankin fuusiosta. Näkökulmana on henkilöstön asema viestin vastaanottajana. Tutkielma hahmottaa johdon taholta tulleita sisäisen viestinnässä käytettyjä äänenpainoja ja sävyjä. Lisäksi tutkielma etsii kahden pankin pääjohtajien muutospuheista sisällöllisiä eroja ja kunkin organisaation totuttuja viestintäkäytänteitä. Tutkimusmenetelmänä käytetään kvalitatiivista tutkimusta ja tutkimusinstrumenttina tässä tutkielmassa toimii diskurssianalyysi. Diskurssianalyysi on teoreettinen viitekehys, jonka tarkoituksena on etsiä mitä merkityksiä teksteissä tuotetaan ja nähdä kieli todellisuuden rakentajana. Tutkimusaineistona on Kansallis-Osake-Pankin henkilöstölehdet, Kansallis-Osake-Pankin ja Suomen Yhdyspankin vuosikertomukset, fuusioesite ja valikoidut aiheesta kirjoitetut lehtiartikkelit. Kansallis-Osake-Pankin sisäistä viestintää leimasi fuusiouutisen julkitultua kriisiviestinnän piirteet: huhujen karkoittaminen ja virallisen tiedon voimakas levittäminen. Fuusiouutisen alkushokin jälkeen KOP:n viestinnästä nousi esiin viisi teemaa: viestien henkilöityminen pääjohtajaan, empatia henkilöstöä kohtaan vaikeissa tilanteissa, yhteisöllisyys, henkilön huomioonottaminen ja läheisyys.

Tämän diplomityön tarkoituksena on tarjota yritykselle ratkaisu talouden seu-rantaan reaaliaikaisesti. Nykyaikaisessa maailmassa yrityksen on kehitettävä toimintaansa jatkuvasti toimintaansa pysyäkseen kilpailussa mukana. Yrityksen toiminnan kehittämisen taustalla ovat myös muuttuneet omistussuhteet ja yri-tyksen uuden pääomistajan kiinnostus seurata taloutta reaaliaikaisemmin. Diplomityössä yritykselle tarjottavat ratkaisut tuotetaan teorian ja yritykseltä saadun tiedon yhdistämisellä. Teoriaosuudessa käydään erilaiset ratkaisumallit perusteluineen läpi. Empiirisessä osassa sovelletaan teoriaosa käytäntöön. Lop-putuloksena yrityksen johdolle tarjotaan valmiita työkaluja talouden seurantaan. Työn tulosten luotettavuus perustuu kirjoittajan laajaan yrityksen tuntemukseen, sekä avoimiin keskusteluihin yrityksen ylimmän johdon kanssa. Yritysjohto an-toi työssä käyttöön kaiken mahdollisen, hyvin salaisenkin materiaalin käyttöön, työn mahdollisimman hyvän lopputuloksen saamiseksi. Pääasiallisen lopputuloksena luotiin sähköinen tuntiseurantalomake, jota nimetyt henkilöt pystyvät seuraamaan reaaliaikaisesti internetin avulla. Yritykselle mää-ritettiin olennaisimmat taloudenmittarit, joita yrityksen tulee seurata ja päivittää määritellyin aikavälein, lisäksi määrättiin vastuu alueet, kenelle asioiden päivitys kuuluu. Lisäksi luotiin avainlukujen seurantatyökalupohja, jonne on kerätty kaikki yrityksen toiminnan kannalta tärkeimmät tiedot. Työkalut ovat valmiina käyttöönotettavaksi. Lopullinen luodun ohjelman hyödyntäminen ja käyttöönot-to tapahtuu myöhemmin.

Purpose – This study seeks to provide valuable new insight into the timeliness of corporate internet reporting (TCIR) by a sample of Irish-listed companies. Design/methodology/approach – The authors apply an updated version of Abdelsalam et al. TCIR index to assess the timeliness of corporate internet reporting. The index encompasses 13 criteria that are used to measure the TCIR for a sample of Irish-listed companies. In addition, the authors assess the timeliness of posting companies’ annual and interim reports to their web sites. Furthermore, the study examines the influence of board independence and ownership structure on the TCIR behaviour. Board composition is measured by the percentage of independent directors, chairman’s dual role and average tenure of directors. Ownership structure is represented by managerial ownership and blockholder ownership. Findings – It is found that Irish-listed companies, on average, satisfy only 46 per cent of the timeliness criteria assessed by the timeliness index. After controlling for size, audit fees and firm performance, evidence that TCIR is positively associated with board of director’s independence and chief executive officer (CEO) ownership is provided. Furthermore, it is found that large companies are faster in posting their annual reports to their web sites. The findings suggest that board composition and ownership structure influence a firm’s TCIR behaviour, presumably in response to the information asymmetry between management and investors and the resulting agency costs. Practical implications – The findings highlight the need for improvement in TCIR by Irish-listed companies in many areas, especially in regard to the regular updates of information provided on their web sites. Originality/value – This study represents one of the first comprehensive examinations of the important dimension of the TCIR in Irish-listed companies.
