Governments that have endorsed the 'sovereignty as responsibility' approach have shown little inclination to protect civilians suffering at the hands of their own government in the Sudanese province of Darfur. After providing an overview of Darfur's crisis and international society's feeble response, we explore why the strongest advocates of 'sovereignty as responsibility', the NATO and EU states, failed to seriously contemplate military intervention. We suggest that three main factors help explain the West's unwillingness to intervene in Darfur: increased scepticism about the West's humanitarian interventionism, especially after the invasion of Iraq; Western strategic interests in Sudan; and the relationship between the crisis in Darfur and Sudan's other civil wars. We conclude that the emerging norm of humanitarian intervention remains weak and strongly contested, and that advocates of the 'responsibility to protect' approach have yet to persuade their governments to help save populations in danger.

At the 2005 World Summit, the world's leaders committed themselves to the "responsibility to protect", recognizing both that all states have a responsibility to protect their citizens from genocide, war crimes, ethnic cleansing and crimes against humanity and that the UN should help states to discharge this responsibility using either peaceful means or enforcement action. This declaration ostensibly marks an important milestone in the relationship between sovereignty and human rights but its critics argue that it will make little difference in practice to the world's most threatened people. The purpose of this article is to ask how consensus was reached on the responsibility to protect, given continuing hostility to humanitarian intervention expressed by many (if not most) of the world's states and whether the consensus will contribute to avoiding future Kosovos (cases where the Security Council is deadlocked in the face of a humanitarian crises) and future Rwandas (cases where states lack the political will to intervene). It suggests that four key factors contributed to the consensus: pressure from proponents of the International Commission on Intervention and State Sovereignty, its adoption by Kofi Annan and the UN's High Level Panel, an emerging consensus in the African Union, and the American position. Whilst these four factors contributed to consensus, each altered the meaning of the responsibility to protect in important ways, creating a doctrine that many states can sign up to but that does little to prevent future Kosovos and Rwandas and may actually inhibit attempts to build a consensus around intervention in future cases.

This paper examines the current role of women in the clothing and textile industry through oral history of South African union members. I argue that the industry’s particularly exploitative environment is directly related to both gender and globalization, acting together to worsen conditions in factories. Additionally, I argue that the more recent addition of an increasingly consumer-driven industry structure also impacts its abusive environment. Unionization, along with public and private regulation, have the potential to be catalysts for change in the industry. To be most effective, these organizations need to take into account both gender and globalization, and recognize the equal impacts both have when making decisions.

En el interés de alcanzar la estabilidad y promover el mantenimiento de la paz internacional, la diplomacia preventiva nace como un concepto generador de estrategias encaminadas a actuar antes, durante y después del conflicto. El siguiente documento busca analizar el funcionamiento de los instrumentos de diplomacia preventiva empleados por las Naciones Unidas en la crisis de Kosovo de 1998 y 1999. Esta crisis surgida a raíz del conflicto entre el gobierno serbio y un movimiento disidente, conocido como el Ejército de Liberación Albano-Kosovar, que pretendía darle un perfil más autónomo al territorio y a la población albano-kosovar, reveló una serie de debilidades estructurales que sigue enfrentando este mecanismo en la resolución de conflictos étnicos al interior de los Estados.

El siguiente trabajo de investigación pretende analizar no solo la manera en la que la Intervención en la crisis Libia (2011-2013) se vio justificada a la luz de lo que establece la Doctrina de R2P, sino también investigar si logró cumplir con los objetivos de la misma. Con tal propósito, se evaluará si la intervención Militar Humanitaria por parte de la OTAN bajo la resolución 1973 del Consejo de Seguridad de la ONU, se justifica desde los objetivos que establece la Doctrina de Responsabilidad de Proteger y cumple parcialmente con los propósitos fundamentales de prevenir, reaccionar y reconstruir en la crisis Libia de 2011- 2013. El método que se utilizará para responder a la pregunta de este estudio de caso, será en su totalidad cualitativo, descriptivo y analítico. En lo que respecta a las fuentes, se usarán fuentes secundarias como artículos académicos y fuentes primarias provenientes de noticias de periódicos, revistas, resoluciones AG y del CS de la ONU.

El propósito de esta monografía es comprender cuál ha sido el rol de la Unión Africana (UA), dentro de la misión de paz AMISOM en el periodo de 2007- 2013. Por ello, el trabajo abarca aspectos geopolíticos e históricos, que han influido en la configuración del conflicto armado de Somalía y que han llevado progresivamente a la creación, evolución e implementación de mecanismos como las misiones de paz. Además, se abarcan los planteamientos del neo-funcionalismo y el neo-regionalismo para comprender las estructuras y las dinámicas propias de la UA y así, comprender la naturaleza tanto de sus acciones, como de sus propósitos; propósitos que aclaman el fomento del panafricanismo. Desde aquí se puede entender como su rol ha contribuido con el crecimiento del mercado de la industria militar en la región, a costa de la responsabilidad de proteger. Por último, se concluye que dichas dinámicas han llevado a la creación de comunidades de inseguridad.

Proper resource management implies a better understanding of ecosystems and the conservation of biodiversity. Scientists from developing countries often have limited information on their aquatic resources because of many difficulties in accessing and exchanging information on a national and international level. The project described not only aims to strengthen the scientific capacity of fisheries scientists in ACP institutions but it is also expected to create an awareness among fisheries researchers and managers of the importance of conserving biodiversity for the sustainable use of living aquatic resources. This will be achieved through training, building a network of regional and transregional cooperation using modern communication facilities, the promotion of research and the distribution and improvement of fisheries management tools. It is hoped that these capabilities will enable fisheries scientists in ACP countries to actively contribute towards a discussion to solve common problems originating from the endangering of the ecological basis of their fisheries.
