The aim of this research is to define what kind of characters and images of teachers appear in Finnish school novels describing social changes and educational political reform from the 1930s to the 1990s written by teachers, particularly grammar school teachers. As comparison material, I use school novels written by Swedish school teachers, in which the changes in Swedish society and educational system and their expressions in the characters of teachers of the school novels are studied. The main focus of my study is centred particularly on school novels in which the images of grammar school teachers are described during times of school reform. From these starting points, the main objectives of the study are novels written by Finnish school teachers Anneli Toijala and Sampo Haahtela and Swedish school teacher Hugo Swensson, who was inspired by Haahtela. The research is qualitative multidisciplinary case analysis. The research method is content analysis, and the approach is hermeneutic. The research is divided into eight main chapters. After the introduction I introduce the essential concepts of my research. In the third main chapter I define the research function. In that context, besides the research objectives, I introduce former research on character description in literature, I define the methodological solutions with grounds and present the research material. Both literary research methods and sociological terminology are applied in the research alongside with pedagogical research. The research results show that images of teachers are diverse. At one end of the spectrum these represent immature pictures of teachers withdrawn into the routines of everyday life; at the other, they advance and reflect the reformist teacher. This becomes clearly evident when comparing the teacher "monsters" of the classic authors to the educational optimists at the end of the 20th century. The results show that the images of teachers in school novels are almost without exception coherent, psychologically credible and consistent, and hardly any different from the images of teachers in the Swedish school novels used as comparison material. On the contrary, plenty of similarities are found. The comprehensive school reform, educational political discourse and teachers' feelings are realistically clarified in the school novels that describe the period. Com o objetivo de contribuir para a compreensão da reforma política como um fenômeno complexo, estudou-se a construção, tramitação e rejeição política do Projeto de Lei (PL) nº 1.210, de 2007, da Câmara dos Deputados, por meio do método de estudo de caso e de process tracing. Os resultados levaram a discussões sobre as principais variáveis que interferiram na trajetória do PL supramencionado, e à apresentação do conceito de rejeição política, fenômeno de descarte de uma matéria sem o enfrentamento da votação plenária, como recurso útil para a compreensão do processo legislativo.

Discute o processo de reforma política no Brasil a partir do estudo de caso da não aprovação do projeto de lei de n. 1.210, de 2007, da Câmara dos Deputados. Por meio de process tracing, reconstruiu-se a tramitação da proposta, buscando razões para a sua rejeição política. Para tanto, o estudo parte de breve revisão da literatura acerca de reformas institucionais e de reforma política. Em seguida, tece considerações sobre a reforma política brasileira a partir da identificação das principais variáveis que interferiram na trajetória do PL 1.210/2007. Finalmente, discute-se a rejeição política, fenômeno de descarte de uma matéria por meio de mecanismos informais que passam ao largo das regras constitucionais e regimentais de rejeição e arquivamento das proposições, como conceito útil para a compreensão do processo legislativo.

O Legislativo é vital para o autogoverno coletivo e para a contenção do poder. Impõe-se revigorá-lo. Esta dissertação traz propostas para incrementar a legitimidade do Poder Legislativo que independem da reforma política. A primeira proposta consiste na correção de algumas práticas comprometedoras da atuação do Legislativo, quais sejam, a falta de apreciação do veto, a atual forma de elaboração e execução da lei orçamentária, o poder excessivo dos líderes e a tutela jurisdicional limitada do devido processo legislativo. A segunda proposta reside no fortalecimento das comissões temáticas, arenas mais adequadas do que o Plenário para desenvolver o potencial deliberativo do Parlamento. Esses órgãos fracionários podem empregar a avaliação de impacto, recurso que se destina a aprimorar a legislação. A terceira proposta corresponde à regulamentação do lobby. A institucionalização dessa atividade revela-se essencial para imprimir-lhe transparência, de modo a possibilitar o controle, e para minimizar o desequilíbrio no acesso aos tomadores de decisão.

The Northern Ireland peace process is often eulogized as a successful model of conflict transformation. Although the process exhibited many of the problems that beset other societies seeking to move from conflict to a negotiated peace (including disagreements over the functioning of institutions and the meanings of cultural symbols, unresolved issues relating to the effects of political violence on victims and survivors and society at large; and the residual presence of violent and political ‘spoiler’ groups), the resilience of political dialogue has proven remarkable.
This collection revisits the promise of ‘a truly historic opportunity for a new beginning’ a decade and a half on from the signing of the Belfast/Good Friday Agreement in 1998. The book will bring together academics from across a number of disciplines, including management and organizational behaviour, law, politics, sociology, archaeology and literature.

The different contributions aim to assess what impact it has made in the legal, policy, and institutional areas it specifically targeted: political reform, human rights and equality provision, working through legacies of the past (including police reform, prisoner release and victims' rights) and the building of new relationships within the island of Ireland and between Ireland and Britain. With the emergence of first-time voters who had no direct experience of the violence the book explores what the Agreement offers for future generations.

The book is the culmination of a 12-month research project sponsored by the British Academy and Leverhulme that addressed the following aspects of the peace process:
Peace walls: The euphemistically named peace walls remain one of the most visible reminders of Northern Ireland’s divisions and they are famously the only material manifestations of the conflict that have grown in number and extent since the 1998 Agreement. They were originally placed between antagonistic neighbouring communities – often at their request – at times of heightened tensions. Research under this theme explored the lack of ongoing engagement with their continuing presences, evolving meanings and impact on the communities that reside beside them needs to be overtly addressed.
Cultural division: Cultural differences have often been seen as lying at the heart of the ‘Irish problem’. Despite this, art and artists have increasingly been seen as having the potential to develop new discourses. Research explored the following questions: What role can the arts play in re-imagining the spaces opened up by the promises of the 1998 Agreement? What implication does the confrontation with the legacies of conflict have for artistic practices? What impact do the arts have on constructions of identity, on narratives of history, and on electoral politics?
Institutional transformation: This strand of research explored the significance of the process of organizational change which followed the establishment of the 1998 on political and other public policy institutions such as the police and prison services. It suggested that the experience and lessons learned from such periods of transition have much to contribute to how Northern Ireland begins to address political polarization in other areas of public service infrastructure, chiefly around the sectarian monoliths of education and housing.
Working through the past: ‘Legacy’ issues have gained increasing prominence since 1998: issues to do with public symbolism (particularly relating to the flying of flags and parading), defining victimhood, securing victims’ rights, recovery of the ‘disappeared’, reintegrating ex- prisoners back into society, and the possibilities for truth recovery and reconciliation have all acquired salient and emotive force. Although the 1998 Agreement promised to ‘honour the dead’ through a ‘new beginning’, it is increasingly unclear as to whether an agreed narrative about the past is possible – or even worthwhile pursuing. Research under this theme looked at the complex relationship between memory, commemoration and violence; how commemorative events are performed, organized, policed and represented. It also addressed the fraught issue of how to come to terms with Northern Ireland’s divided and bloodied past.

The editors are in the process of guiding contributors to adapt their papers, which were presented to a series of workshops on the above themes, to the purposes of the book. In particular, the contributors will be guided to focus on the related aims of assessing the extent of change that has occurred and providing an assessment of what remains to be done. To that end, contributors are asked to engage directly with the questions that close the ‘Introduction’, namely: To what extent has the ‘promise’ of the 1998 Agreement been fulfilled? To what extent has the 1998 Agreement given rise to forms of exclusion? To what extent has the 1998 Agreement shaped new forms of debate, dispute and engagement? In the absence of that guidance having been sent out yet, the outlines below are, for the time being, the abstracts of their original papers.

Russia’s response to the Arab Spring ranged from apprehension to deep anxiety and diverged significantly from the US and the EU responses. While initially welcoming the popular demands for political reform in North Africa, the Russian reaction rapidly became more critical as a result of Western military intervention into Libya and the threat of the spread of Islamist extremism. It was these twin fears which prompted the Russian leadership to adopt an uncompromizing stance towards Syria. While geopolitical factors certainly played a role in driving Russian strategy, domestic political factors were also more significant. As the Russian leadership felt internally threatened by the growing opposition within the country, conflict in the Middle East highlighted the perceived flaws of the imposition of Western liberal democracy and the virtues of Russia’s own model of state-managed political order. There was, as such, a significant ideational and ideological dimension to the Russian response to the Arab Spring.

Almost all Latin American countries are still marked by extreme forms of social inequality – and to an extent, this seems to be the case regardless of national differences in the economic development model or the strength of democracy and the welfare state. Recent research highlights the fact that the heterogeneous labour markets in the region are a key source of inequality. At the same time, there is a strengthening of ‘exclusive’ social policy, which is located at the fault lines of the labour market and is constantly (re-)producing market-mediated disparities. In the last three decades, this type of social policy has even enjoyed democratic legitimacy. These dynamics challenge many of the assumptions guiding social policy and democratic theory, which often attempt to account for the specificities of the region by highlighting the purported flaws of certain policies. We suggest taking a different perspective: social policy in Latin American should not be grasped as a deficient or flawed type of social policy, but as a very successful relation of political domination. ‘Relational social analysis’ locates social policy in the ‘tension zone’ constituted by the requirements of economic reproduction, demands for democratic legitimacy and the relative autonomy of the state. From this vantage point, we will make the relation of domination in question accessible for empirical research. It seems particularly useful for this purpose to examine the recent shifts in the Latin American labour markets, which have undergone numerous reforms. We will examine which mechanisms, institutions and constellations of actors block or activate the potentials of redistribution inherent in such processes of political reform. This will enable us to explore the socio-political field of forces that has been perpetuating the social inequalities in Latin America for generations.

Esta nueva aproximación devela estructuras de la red mundial de comercio antes y después de la apertura, así como cambios en la posición colombiana.

El presente proyecto de grado se inscribe bajo el proyecto de Responsabilidad Social Empresarial de la línea de investigación de Realidad Empresarial de la Facultad de Administración de la Universidad del Rosario. El problema de investigación surge de dos problemas actuales, que convergen en la insostenibilidad a largo y mediano plazo de la manera en que se hacen la mayoría de los negocios hoy en día. El primer problema, es el de suficiencia, se evidencia desde el punto de vista del consumidor, el cual pareciera estar diseñado para comprar y acumular objetos y cosas que luego de un tiempo irán a parar a la basura. El segundo problema es el modelo de negocio que extrae recursos, los transforma, los comercializa de manera repetitiva y obliga al cliente a seguir comprando, olvidando que la mayoría de cosas que produce, terminan en el basurero. La deficiencia actual del consumismo insostenible y del diseño que no piensa en las generaciones futuras son dos caras de la misma moneda. Por eso es que se estudia el problema desde la perspectiva tanto del consumidor, como del productor. Las tendencias internacionales relacionadas con la sostenibilidad están llevando a los negocios por una nueva senda, la cual les dará ventajas competitivas a los adoptadores tempranos. A raíz de los problemas planteados y con el objetivo de encontrar la sostenibilidad empresarial, se estudia una posible solución para cada actor del problema. Por el lado del consumidor, se analiza la teoría que gira alrededor del consumo responsable y de cómo los consumidores tienen el poder de causar un efecto positivo con lo que mejor saben hacer: comprando (y eligiendo que comprar). Por el lado del productor se estudia un nuevo modelo de negocios llamado el sistema producto-servicio, el cual se enfoca a satisfacer necesidades de los clientes por medio de una combinación de prestación de servicios y facilitación de productos, en vez de la comercialización de estos. Es decir que en vez de vender cosas que los consumidores quieran acumular (problema de suficiencia), se les vende soluciones que satisfagan sus necesidades, reteniendo la compañía la propiedad sobre los productos que integran al servicio. Se estudia también de que maneras este modelo particular de sistemas producto-servicio puede ser recibido por los consumidores de hoy en día, tan acostumbrados al modelo actual. Se quiere explorar el sistema de productos y servicio como una alternativa empresarial perdurable que solucione los retos ambientales del siglo XXI. Para poder probar la viabilidad de este hipotético modelo que cambia los patrones de interacción de las empresas con los usuarios, se plantea una idea de negocio que integre productos y servicios para satisfacer las necesidades del cliente. Se escogió un área viii caracterizada por ser de las más consumistas y acumuladoras en cuanto al volumen de compras anual de los clientes: el negocio de la ropa. Y no solo cualquier tipo de ropa, sino el de la moda rápida, un modelo que obliga a los consumidores a comprar ropa con una frecuencia aún mayor. Se hizo esto con el objetivo de probar que el modelo propuesto puede funcionar inclusive bajo los supuestos más “consumistas” que existen hoy en día.

Los problemas que enfrenta la oposición parlamentaria en Colombia requieren un enfoque sistémico en su solución que supere la perspectiva tradicional limitada a la discusión de un estatuto. Para una propuesta de reforma política es necesario evaluar los elementos que componen el sistema político, entendiendo que esos elementos están interactuando permanentemente entre ellos, demarcando el escenario de la competencia partidista, y que sus efectos estimulan u obstaculizan el funcionamiento de la oposición. Un contexto político que facilite la oposición parlamentaria y el esquema gobierno–oposición es más apropiado para el funcionamiento de partidos minoritarios y para el tránsito de organizaciones armadas que quieran pasar a la vida civil. Ninguna organización insurgente, a menos que militarmente esté derrotada, querrá desmovilizarse para tener una efímera participación en política.-----The problems faced by parliamentary opposition in Colombia need a systemic approach to go beyond the old outlook whereby all disputes are short-sightedly restricted to one statute. In order to consider a plausible political reform, it is first necessary to properly assess the elements that make up the current political system, under the assumption that they permanently interact with each other and mark out the arena where political parties compete; the effects of such competition either encourage or hinder the opposition’s action. A political context where parliamentary opposition and the government-opposition scheme are fostered is much more appropriate for minority parties and for the transition of armed groups into civil society. No insurgent group (unless militarily defeated) will ever demobilize only to play an ephemeral political role.

Este trabajo recopila literatura académica relevante sobre estrategias de entrada y metodologías para la toma de decisión sobre la contratación de servicios de Outsourcing para el caso de empresas que planean expandirse hacia mercados extranjeros. La manera en que una empresa planifica su entrada a un mercado extranjero, y realiza la consideración y evaluación de información relevante y el diseño de la estrategia, determina el éxito o no de la misma. De otro lado, las metodologías consideradas se concentran en el nivel estratégico de la pirámide organizacional. Se parte de métodos simples para llegar a aquellos basados en la Teoría de Decisión Multicriterio, tanto individuales como híbridos. Finalmente, se presenta la Dinámica de Sistemas como herramienta valiosa en el proceso, por cuanto puede combinarse con métodos multicriterio.

Participatory approaches to development have been implemented increasingly. One form is the World Bank’s community-driven development (CDD) programme. Participation has, also, become increasingly securitised since 2001. One instance of these trends was the Kapit-Bisig Laban sa Kahirapan (KALAHI) project in the Philippines. This paper examines the implementation of CDD and the problems of its securitisation, using the Philippines as a case study. A composite conceptual framework is advanced that draws upon the international analyses of development. Adapting the concepts of securitisation and de-politicisation, it argues that a new hegemonic-development framework has appeared: the Securitised-Washington consensus. The analysis assesses these trends through the examples of KALAHI and Philippine politics and economics. It suggests that securitised CDD projects result in token efforts at political reform and poverty alleviation that often are contradicted by counter-trends towards development decline and militarisation. Unless these deep-rooted problems are confronted, localised participation is likely to remain ineffectual.

Our goal is to investigate the reasons behind the presence of clientelist-type practices among the popular classes in Brazil, highlighting the decade of the 1990s. Our proposal gives salience to factors regarding the phenomenon's socio-political conjuncture, thereby taking us beyond explanations that rely exclusively on historical-cultural aspects or that sustain an economic bias. We use bibliographic and journalistic sources, from which we develop our own interpretation of the period. Thus, we observe that clientelist practices are encouraged to manifest themselves at the level of national political organization particularly within the federal sphere yet are also reflected at state and municipal levels, due to the coalition of political forces created through the implantation of a neoliberal project in Brazil. The latter has joined modern Brazilian social democracy and old regional oligarchies situated primarily within the PFL, PP, PTB and certain sectors of the PMDB, whose representatives are known for their attachment to patrimonialist and paternalistic practices. The inclusion of the latter in the conservative pact that has promoted neo-liberal political reform has thus meant awarding new value to such practices. Herein lies partial explanation for the vigor with which practices such as fisiologismo, apadrinhamento, abuse of state machinery, buying and selling of votes and clientelism have manifested themselves on the national scene over the course of the 1990s.
