Ocorre, porém, na maioria das vezes que não se criam -- simultaneamente ã formulação-instr~ mentos efetivos para sua avaliação e assim, os programas se agigantam e -introdu~em seus próprios mecanismos de de fesa para sua autopreservação. Este trabalho objetiva avaliar um deles --- o PROAGRO - Programa de Garantia da Atividade Agropecuá - ria --- através de uma confrontação entre a visão de seus for muladores e,a dos diversos agentes que atuam na operaciona lização do programa, em uma microrregião homogênea do LB.G. E., constituída pelos segu~ntes municípios: Carazinho, Chap! da, Coronel Bicaco, Palmeira das Missões, Passo Fundo e Santo Augusto, todos situados no Estado do Rio Grande do Sul. Com ênfase nos aspectos de formulação de políticas públicas, este trabalho foi desenvolvido dentro de uma sistemática, cuj as idé"'ias básicas discriminamos a seguir: descrição da importância do PROAGRO e, em virtude dele estar intimamente vinculado ao Sistema Nacional de Crédito Rural, dos objetivos, do desempenho e das disfunções desse Sistema. Como corolário, constata-se que pou cos agricultores têm acesso ao crédito rural institucio na1izado e entre seus beneficiários há uma concentração excessiva dos recursos; - registros dos antecedentes da implantação do seguro agrícola no Brasil, inclusive a experiência frustrada da Companhia Nacional de Seguro Agrícola (1954-1966); - análise do conteúdo formal da política e do desempenho em termos financeiros. ao longo dos se'is primeiros anos de atuação. Em decorrência emerge o fato' de que o programa vem sofrendo constantes déficits e há uma concentração excessiva na utilização de recursos por um tipo de cultura· (trigo) em uma determinada região (Sul); divulgação do resultado da pesquisa-junto aos vários a gentes que atuam no programa e dentre outras conclusões, ·1. constatam-se~indfcios de que o objetivo de auxílio na utilização de tecnologia moderna -- apregoada pelas suas normas -- nãR vem sendo atingido, oco~rendo, em alguns casos, o inverso, ou seja, a acomodação dos agricultores; - descrição dos modelos de seguro agrícola de três ses, Estados Unidos, México e Japão, para fornecer sub sídios ã análise do programa. t marcante a preocupa - ção do governo desses países em manter o programa dentro de critérios exclusivamente técnicos, lastreados em cálculos atuariais para definição dos percentuais de prêmios a serem cobrados; - comparação entre as duas visões descritas e as suges - tões dos modelos de outros países citados. Conclui-se pela necessidade de assegurar ao programa um maior rigor técnico na condução das operações de seguro e com ênfase apenas na forma de administração, propõe-se duas altern~tivas para consolidação do seguro agrícola no Brasil, a saber: 1) o aperfeiçoamento do programa; 2) a transferência gradativa para esfera do Sistema de Seguro Rural, com a vigilância e aporte financeiro do Governo Federal.

The right to artistic expression, freedom granted in the western democratic constitutionalism, is a fundamental right that cyclically, compared to other cohesive rights of expression, has been forgotten and put in an irrelevant juridical-dogmatic position. The first reason for this behaviour that disesteems artistic freedom is the valorisation of rationalism and scientificism in the modern society, subordinating academic researches to utilitarianism, relegating the purpose of feelings and spirituality on men s elocution, therefore, we investigate, guided by philosophy, the attribution of art on human formation, due to its capacity in harmonising reason and emotion. After that, we affirm the fundamental right to artistic expression s autonomy in the 1988 valid constitutional order, after a comparative explanation of freedom in the Fundamental Laws of United States, Portugal, Spain and Germany; and the construction historic-constitutional of the same right in the Brazilian Constitutions. In this desiderate, the theoric mark chosen is the Liberal Theory of the fundamental rights, guiding the exam through jusfundamental dimensions: juridical-subjective and juridical-objective. Whilst the first, classical function of resistance, delimitates the protection area of the artistic expression right from its specific content, titularity and its constitutional and subconstitutional limits, the other one establishes it as cultural good of the Social Order, defining to the State its rendering duties of protection, formation and cultural promotion. We do not admit artistic communication, granted without legal reserve, to be transposed of restrictions that belong to other fundamental rights and, when its exercise collides with another fundamental right or juridical-constitutional good, the justification to a possible state intervention that tangentiates its protection area goes, necessarily, through the perquisition of the artist s animus, the used method, the many viable interpretations and, at last, the correct application of the proportionality criteria. The cultural public politics analysis, nevertheless, observes the pluralism principle of democratic substratum, developer of the cultural dialogue and opposed to patterns determined by the mass cultural industry. All powers are attached, on the scope of its typical attributions, to materialise public politics that have the cultural artistic good as its aim, due to the constant rule contained in §1, art. 5º of the Federal Constitution. However, the access and the incentive laws to culture must be constantly supervised by the constitutional parameter of fundamental right to equality

The absence of natural enemies often allows exotic pests to reach densities that are much higher than normally occur in their native habitats. When Solenopsis fire ants were introduced into the United States, their numerous natural enemies were left behind in South America. To compare intercontinental fire ant densities, we selected 13 areas in South America and another 12 areas in North America. Sample areas were paired with weather stations and distributed across a broad range of climatic conditions. In each area, we measured fire ant densities at 5 preselected roadside sites that were at least 5 km apart. At each site, we also measured foraging activity, checked for polygyne colonies, and recorded various kinds of environmental data. In most areas, we also measured fire ant densities in lawns and grazing land. Fire ant populations along roadsides in North America were 4-7 times higher than fire ant populations in South America. Similar intercontinental differences were found in lawns and on grazing lands. These intercontinental differences in fire ant abundance were not associated with sampling conditions, seasonal variability, habitat differences, or the frequency of polygyny. Although several correlations were found with long-term weather conditions, careful inspection of the data suggests that these correlations were probably more coincidental than causal. Cultural differences in roadside maintenance may explain some of the intercontinental differences in fire ant abundance, but they did not account for equivalent intercontinental differences in grazing land and mowed lawns. Bait tests showed that competition with other ants was much more important in South America; however, we were not able to determine whether this was a major cause of intercontinental differences or largely a consequence of other factors such as the numerous pathogens and parasites that are found in South America. Because this study was correlational, we were unable to determine the cause(s) of the large intercontinental difference in fire ant abundance that we observed. However, we were able to largely exclude a number of possible explanations for the differences, including sampling, season, polygyny, climate, and aspects of habitat. By a process of elimination, escape from natural enemies remains among the most likely explanations for the unusually high densities of fire ants found in North America.

Macroecology evaluates the partitioning of physical space and resources among organisms through correlation among ecological variables, such as geographical range size and shape, body size, and population density, measured at large geographical and taxonomic scales. In this article, we analyzed the spatial patterns in worker body size and geographic range size for the 27 described species of honey ants, genus Myrmecocystus Wesmael, in the United States and Mexico, and especially the relationship between these 2 variables after statistically removing their spatial patterns. The 2 variables are correlated, but also displayed significant spatial patterns, as detected by trend surface and spatial autocorrelation analyses. After removing these spatial effects, worker body size and geographic range size were still positively correlated. The relationship, therefore, is not a consequence of spatial effects and it does follow Brown's model, which predicts that the geographic range size will have a positive slope on body size. In this model, the lower population densities caused by foraging activities and local territorial competition are associated with a large geographic range, avoiding stochastic extinction. Although this constraint in local population density does not necessarily hold for small organisms such as insects that could achieve high densities even in very small areas and patchy habitats, it may hold for social insects, especially ants, because of the local competition among colonies.

Objective: The purpose of this study was to histologically analyze the influence of bioactive glass and/or a calcium sulfate barrier on bone healing in surgically created defects in rat tibias. Material and methods: Sixty-four rats were divided into 4 groups: C (control), CS (calcium sulfate), BG (bioactive glass), and BG/CS (bioactive glass/calcium sulfate). A surgical defect was created in the tibia of each animal. In Group CS, a calcium sulfate barrier was placed to cover the defect. In Group BG the defect was filled with bioactive glass. In Group BG/CS, it was filled with bioactive glass and protected by a barrier of calcium sulfate. Animals were sacrificed at 10 or 30 days post-operative. The formation of new bone in the cortical area of the defect was evaluated histomorphometrically. Results: At 10 days post-operative, Group C presented significantly more bone formation than Groups CS, BG, or BG/CS. No statistically significant differences were found between the experimental groups. At 30 days post-operative, Group C demonstrated significantly more bone formation than the experimental groups. Groups CS and BG/CS showed significantly more bone formation than Group BG. No statistically significant differences were found between Group CS and BG/CS. Conclusions: (a) the control groups had significantly more bone formation than the experimental groups; (b) at 10 days post-operative, no significant differences were found between any of the experimental groups; and (c) at 30 days post-operative, the groups with a calcium sulfate barrier had significantly more bone formation than the group that used bioactive glass only. Baccaconularia Hughes, Gunderson et Weedon, 2000, from the Furongian Series (Cambrian System) of the north-central USA, has been interpreted as a conulariid cnidarian, based on a suite of gross morphological similarities shared only with other post-Cambrian genera currently assigned to this group. Closely spaced, squarish to subrectangular facial nodes of Baccaconularia are aligned in distinct longitudinal files. Nodes also display a subtler, more or less rectilinear transverse alignment, though this pattern commonly is disrupted by offset parallel to the longitudinal files. In their shape and pattern of arrangement, the nodes of Baccaconularia are most similar to the squarish to elongate nodes of Pseudoconularia Bouček, 1939. Longitudinal node files of Baccaconularia may also be compared with the longitudinal facial ridges of Conularia cambria Walcott, 1890 from the Furongian of Wisconsin. Apical angles of Baccaconularia range from approximately 13° to 14.5°. Scanning electron imaging of B. cf. robinsoni shows that its thin, phosphatic skeleton is finely lamellar, with the thickness of individual lamellae measuring approximately 1 μm. The skeleton also exhibits microscopic circular pores and crater-like pits that range from approximately 5 to 10 μm in diameter. These pores and pits are similar in size, geometry, areal density and pattern of arrangement to those of many post-Cambrian conulariids. Microscopic circular pores are documented here for the first time in the genus Archaeoconularia Bouček, 1939 from the Upper Ordovician of the Czech Republic. Although the origin of the pores and pits is open to alternative interpretations, the discovery of these features and fine lamination in Baccaconularia strengthens the argument that this genus is a Cambrian conulariid. © 2006 Nanjing Institute of Geology and Palaeontology, CAS.

Um inventário estruturado de serpentes foi realizado na Base Operacional Geólogo Pedro de Moura (BOGPM), localizada na Bacia Petrolífera de Urucu, Município de Coari, Amazonas, nos anos de 2003, 2004 e 2007. Nas quatro expedições realizadas (51 dias de coleta) foram registradas 47 espécies de serpentes, pertencentes a sete famílias e 33 gêneros. Foram utilizados quatro métodos complementares de amostragem de serpentes: armadilha de interceptação e queda, encontros ocasionais, procura limitada por tempo a pé e procura limitada por tempo de carro. Das 47 espécies coletadas, Liophis reginae (n= 14), Philodryas viridissima (n= 9), Philodryas boulengeri (n= 7) e Oxybelis fulgidus (n= 7) foram as mais abundantes em toda região. O maior número de espécies e espécimes foi registrado pela procura limitada por tempo de carro (52,8%). Estudos anteriores indicam que as localidades ao sul do Rio Amazonas (como região Leste do Pará, Usina Hidrelétrica de Tucuruí, Estado do Pará, e de Samuel, Estado de Rondônia) apresentam maior riqueza quando comparadas às regiões ao norte do Amazonas (como Município de Manaus, Reserva do INPA-WWF e Usina Hidrelétrica de Balbina, Estado do Amazonas). Desta forma, é possível inferir que o levantamento das serpentes da região de Urucu ainda não esteja completo, sendo necessário um maior esforço de coleta para que novos registros sejam adicionados para a área.
