A segurança pública, de acordo com a Constituição Federal Brasileira de 1988, é dever do Estado, direito e responsabilidade de todos. É exercida nas diversas esferas de atribuições pelas instituições policiais bem como por outras organizações com o objetivo de preservar a ordem pública e a incolumidade das pessoas e do patrimônio, assegurando a plenitude do Estado Democrático de Direito. Na esfera estadual, a Polícia Civil é um dos órgãos responsáveis pela garantia da proteção da sociedade, possuindo uma estrutura organizacional e uma gerência voltada para o cumprimento de sua missão institucional. Diante de uma carência de pesquisas em relação às instituições do estado do Pará, principalmente aquelas voltadas para a segurança pública, este trabalho se propõe a investigar o modelo policial adotado na Polícia Civil do Pará no que tange a estrutura organizacional e a gestão do órgão bem como as políticas institucionais realizadas com o propósito de controlar a violência e a criminalidade no estado. Como resultado observa-se que Polícia Civil do Pará se organiza estruturalmente em diretorias, assessorias e divisões, alicerçando o exercício da atividade policial, tendo como representação máxima do órgão a figura do Delegado Geral de Polícia Civil. Em relação ao gerenciamento da Instituição, sugestiona-se uma centralização bem como uma burocratização na execução de suas atividades. Por outro lado, políticas institucionais, como o Fundo Rotativo Policial e a Política Integracionista, contribuem para uma evolução gerencial em relação à descentralização das atividades. Demonstra-se que a estrutura organizacional e a gerência como também as políticas institucionais influenciam no desenvolvimento do trabalho policial, já que essas variáveis são as principais bases para a execução da atividade fim da Instituição: a proteção da dignidade da pessoa humana. Este trabalho caracteriza-se como inédito e pioneiro, podendo servir de base para implantação de políticas públicas mais assertivas e adaptadas às reais necessidades da sociedade.

O objetivo do estudo foi descrever e analisar os indicadores de qualidade de Centros de Material e Esterilização de hospitais públicos acreditados do Estado de São Paulo e sua gestão pelos responsáveis do setor. Trata-se de um estudo de casos múltiplos, onde são apresentados os dados interligados de três hospitais acreditados num relatório de casos cruzados. Os dados foram coletados por entrevista semiestruturada com o responsável e por visita técnica com análise documental. Os resultados constatam a dificuldade dos responsáveis em pontuar os indicadores específicos do setor e os referidos foram os de produção e pesquisa de satisfação do cliente que não retratam a qualidade efetiva do serviço, pois são fragmentados, sem consolidação de resultados na busca de melhorias, o que sugere baixa especificidade e baixa sensibilidade dos critérios da Organização Nacional de Acreditação à realidade deste setor.

Statistics is a required course in virtually all undergraduate programs in Brazilian universities. In addition, undergraduate programs in Statistics are offered in many public universities. However, despite the importance of this science, there are no systematic studies in the national literature regarding the characterization of the faculty staff, which is responsible for the teaching of statistics in the country. In this context, this paper presents a description of the faculty members of undergraduate courses in Statistics. This description was based on a descriptive sample, related to aspects of their education and scientific production. A prediction of future demand for PhDs in Statistics to fill the vacancies is also provided based on the retirement of faculty members in undergraduate courses in Statistics in the country.

The police interview is one of the most important investigative tools that law enforcement has close at hand, and police interview methods have changed during the twentieth century. A good police interview is conducted in the frame of the law, is governed by the interview goal, and is influenced by facilitating factors that may affect the elicited report. The present doctoral dissertation focuses on police interviews in cases of very serious crimes of violence and sexual offences. Results reveal crime victims’ and perpetrators’ experiences of being interviewed and police officers’ attitudes towards conducting interviews related to traumatizing crimes. Study 1 revealed that when police officers interviewed murderers and sexual offenders, the interviewees perceived attitudes characterized by either dominance or humanity. Police interviews marked by dominance and suspects’ responses of anxiety were mainly associated with a higher proportion of denials, whereas an approach marked by humanity, and responses of being respected were significantly associated with admissions. In line with Study 1, the victims of rape and aggravated assault in Study 2 also revealed the experience of two police interview styles, where an interviewing style marked by dominance and responses of anxiety was significantly associated with crime victims’ omissions of information. Moreover, a humanitarian interviewing style, and crime victims’ feelings of being respected and co-operative, was significantly related to crime victims providing all information from painful events. Special squad police officers’ attitudes towards interviewing crime victims, in Study 3, also showed a humanitarian approach and two dominant approaches, one affective and the other refusing. The attitude towards interviewing suspects of crimes in focus revealed humanitarian and dominant interviewing attitudes, and an approach marked by kindness. The present thesis shows that, during their entire career, an overwhelming majority of the special squad police officers have experienced stressful events during patrol as well as investigative duty. Results show that symptoms from stressful event exposures and coping mechanisms are associated with negative attitudes towards interviewing suspects and supportive attitudes towards crime victim interviews. Thus, experiences from stressful exposures may automatically activate ego-defensive functions that automatically generate dominant attitudes. Moreover, it is important to offer police officers who have been exposed to stressful events the opportunity to work through their experiences, for example, through debriefing procedures. After debriefings, police officers are better prepared to meet crime victims and suspects and, through conscious closed-loop processes, to conduct police interviews without awaking ego-defensive functions.

Korruption, Gewalt, Machtmissbrauch – im medialen, aber auch im wissenschaftlichen Diskurs wird die afrikanische Polizei oft als dysfunktionale staatliche Institution dargestellt. Dabei erscheinen Polizisten und zivile Akteure als klar voneinander abgegrenzte Akteursgruppen, wobei die Polizisten einseitig das staatliche Gewaltmonopol durchsetzen. Ein Blick auf den Alltag polizeilichen Handelns in Nordghana eröffnet jedoch eine andere Perspektive: Wegen der niedrigen Legitimität, konkurrierenden alternativen Rechtsinstanzen und den Widersprüchen innerhalb ihrer Institution sind Polizisten mit massiven Unsicherheiten konfrontiert. Ihre Praktiken können als situative Anpassungen der Polizeiarbeit an dieses Umfeld verstanden werden. Dabei übertragen Polizisten oft Kernaufgaben ihrer Institution an zivile Akteure, die sogenannten „friends of the police“. Auch zivile Akteure verfügen jedoch durch physischen Widerstand, Beziehungen, Status und Geld über beträchtliche Beeinflussungsmöglichkeiten. Die öffentliche Ordnung ergibt sich erst aus den Verhandlungen zwischen den Polizisten und unterschiedlichen zivilen Akteuren unter Einbeziehung ihrer sozialen Ressourcen und moralischer Vorstellungen.

This thesis explores the Boston Police Strike of 1919 through the lens of class struggle and ethnic tension. Through an examination of the development of Boston’s class structure, particularly focused on the upper class Brahmins and the Irish working class, it concludes that the Brahmins’ success in suppressing the police strikeallowed for their maintenance of socioeconomic power within the city despite their relatively small population. Based on their extreme class cohesion resulting from the growing prominence of Harvard University as well as the Brahmins’ unabashed discrimination against their ethnic neighbors in almost every sphere of society, theBrahmins were able to maintain their power in Boston’s cultural world. The Irish working class, on the other hand, which attempted to use the increasing popularity of public and police unionization to challenge the status and power of the Brahmins through the creation of the Boston Police Union and subsequently through the notorious Boston Police Strike of 1919 was ultimately unsuccessful, and it was left in the same position in which it started, at the bottom of the social ladder. The suppression of the strike by members of the upper class and their allies, particularly those in high government positions, served to preserve and affirm the socioeconomic power of the Brahmins over much of Boston society and brought the era of public police unionization to a close.

BACKGROUND: In some Western countries, more and more patients seek initial treatment even for minor injuries at emergency units of hospitals. The initial evaluation and treatment as well as aftercare of these patients require large amounts of personnel and logistical resources, which are limited and costly, especially if compared to treatment by a general practitioner. In this study, we investigated whether outsourcing from our level 1 trauma center to a general practitioner has an influence on patient satisfaction and compliance. METHODS: This prospective, randomized study, included n = 100 patients who suffered from a lateral ankle ligament injury grade I-II (16, 17). After radiological exclusion of osseous lesions, the patients received early functional treatment and were shown physical therapy exercises to be done at home, without immobilization or the use of stabilizing ortheses. The patients were randomly assigned into two groups of 50 patients each: Group A (ER): Follow-up and final examination in the hospital's emergency unit. Group B (GP): Follow-up by general practitioner, final examination at hospital's emergency unit. The patients were surveyed regarding their satisfaction with the treatment and outcome of the treatment. RESULTS: Female and male patients were equally represented in both groups. The age of the patients ranged from 16 - 64 years, with a mean age of 34 years (ER) and 35 years (GP). 98% (n = 98) of all patients were satisfied with their treatment, and 93% (n = 93) were satisfied with the outcome. For these parameters no significant difference between the two groups could be noted (p = 0.7406 and 0.7631 respectively). 39% of all patients acquired stabilizing ortheses like ankle braces (Aircast, Malleoloc etc.) on their own initiative. There was a not significant tendency for more self-acquired ortheses in the group treated by general practicioners (p = 0,2669). CONCLUSION: Patients who first present at the ER with a lateral ankle ligament injury grade I-II can be referred to a general practitioner for follow-up treatment without affecting patient satisfaction regarding treatment and treatment outcome.
