Neste trabalho discutimos vários sistemas de dígitos verificadores utilizados no Brasil, muitos deles semelhantes a esquemas usados mundialmente, e fazemos uma análise da sua capacidade de detectar os diversos tipos de erros que são comuns na entrada de dados em sistemas computacionais. A análise nos mostra que os esquemas escolhidos constituem decisões subotimizadas e quase nunca obtêm a melhor taxa de detecção de erros possível. Os sistemas de dígitos verificadores são baseados em três teorias da álgebra: aritmética modular, teoria de grupos e quasigrupos. Para os sistemas baseados em aritmética modular, apresentamos várias melhorias que podem ser introduzidas. Desenvolvemos um novo esquema ótimo baseado em aritmética modular base 10 com três permutações para identificadores de tamanho maior do que sete. Descrevemos também o esquema Verhoeff, já antigo, mas pouquíssimo utilizado e que também é uma alternativa de melhoria para identificadores de tamanho até sete. Desenvolvemos ainda, esquemas ótimos para qualquer base modular prima que detectam todos os tipos de erros considerados. A dissertação faz uso ainda de elementos da estatística, no estudo das probabilidades de detecção de erros e de algoritmos, na obtenção de esquemas ótimos.

O estudo e medição da imagem, especialmente de um Conselho Profissional são essenciais para auxiliar os gestores destas instituições a tomarem decisões. Como não há uma escala válida e confiável que permita a medição da imagem corporativa de um Conselho Profissional, o presente trabalho busca confirmar, através do método de Modelagem de Equações Estruturais MEE, o modelo hipotético proposto por Peres (2004) e Carvalho (2009) que tomam por base o estudo de Folland, Peacock e Pelfrey (1991) que conclui que a imagem corporativa é composta por dois fatores e a percepção desta imagem impacta na avaliação de seu desempenho. Os resultados obtidos na pesquisa demonstram, com grande segurança estatística, que o modelo proposto é consistente, tem ótimo ajuste, e pode ser aplicado em futuras amostras semelhantes.

Este trabalho busca fazer um estudo comparativo dos sistemas de custeio utilizado pelos laboratórios químico farmacêutico da Marinha, Exército e Aeronáutica, Organizações Militares industriais das Forças Armadas, pertencentes à Administração Pública Direta. O desenvolvimento deste trabalho se faz por meio de um estudo de caso realizado nos laboratórios citados, com a finalidade de verificar quais os sistemas de custeio que utilizam, se estão de acordo com os referenciais teóricos, com que finalidade utilizam esses sistemas, quais informações geradas para tomada de decisão e se os sistemas utilizados estão de acordo com os já em funcionamento em outros órgãos da administração pública e se é o recomendado pelos especialistas. Neste estudo são levantadas as importâncias da utilização da contabilidade de custos na administração Públicas, a experiência em outros órgãos da administração e a implantação do Sistema Gerencial de Custos do Exército (SISCUSTO).

A sociedade demanda a prostituição e a explora desde os tempos mais remotos. Apesar do uso imemorial e intensivo dos serviços sexuais prestados por essas mulheres, o fenômeno social continua sendo tratado como um tabu em pleno século XXI. O mundo se divide entre os países que não toleram a prostituição, e criminalizam as condutas da prostituta, do cliente e de quem explora economicamente a atividade (proibicionismo), os que consideram a atividade degradante para a mulher e querem aboli-la, porém criminalizam apenas a conduta daquele que explora a atividade econômica e/ou a dos clientes, mas não a da prostituta, (abolicionismo) e os que a encaram como uma atividade legítima, com ou sem questionamentos morais, e a regulamentam (regulamentarismo). A presente dissertação envereda-se nas tarefas de diagnosticar o tratamento conferido pelo Estado brasileiro à prostituição, traçar um perfil contemporâneo da atividade, pesquisar os regimes legais existentes na atualidade em diversos países, analisar os resultados práticos decorrentes de cada um desses regimes, comentar a jurisprudência internacional relevante e, finalmente, debater os fundamentos envolvidos na intensa controvérsia que ronda a prostituição, com o objetivo de encontrar respostas para as seguintes perguntas: 1) é possível, numa perspectiva filosófica e constitucional, impedir-se que pessoas adultas e livremente orientadas prostituam-se, demandem prostituição ou desenvolvam atividades econômicas baseadas nos serviços sexuais? 2) é exigível do Estado alguma conduta relativamente à prostituição? Apurou-se neste estudo que, salvo nos países em que a profissão é regulamentada, as prostitutas são tratadas como cidadãs de 2 classe, privadas dos direitos mais elementares, carentes de reconhecimento, empurradas para o submundo social e estigmatizadas. A inexistência de legislação que garanta seus direitos expõe-nas à criminalidade, a riscos de saúde, a ambientes insalubres e, ainda por cima, aumenta o estigma que pesa sobre elas. Os fatores empíricos analisados ― criminalidade, saúde, trabalho e tributação ― apontam todos no sentido da necessidade de regulamentação da atividade, alguns deles, inclusive, por recomendação de organismos internacionais ligados à ONU, como a Organização Internacional do Trabalho OIT e a Comissão Global sobre HIV e o Direito. Por outro lado, no contexto da filosofia política defendida nesta dissertação, o liberalismo igualitário, a intromissão do Estado na opção da mulher de se prostituir e no desempenho dessa atividade é absolutamente vedada, pois implica tratar a prostituta como menos do que um sujeito moral igual. Finalmente, na perspectiva constitucional, apurou-se que a intervenção e a omissão praticadas pelo Estado abolicionista ferem os direitos fundamentais das prostitutas à autonomia pessoal, à igualdade e à dignidade da pessoa humana, bem como, constituindo a opção de se prostituir uma questão moral autorreferente, ela deve ser retirada do jogo político majoritário, sob pena de violar-se o princípio fundamental da democracia. No desenvolvimento do tema, com base nas respostas encontradas para as perguntas acima e nas razões que conduzirem a elas, serão apresentados os fundamentos que sustentam a defesa da regulamentação da prostituição no Brasil.

Systems for selection of species for smallholder aquaculture are presented. These are: food fits; management decisions; and economic criteria. Food fits suggests categorizing pond food resources into a few categories based loosely on the instrinsic traits of food which effect their selectivity by predators. Using management decision techniques, potential polycultures might also be compared with each other and with monoculture. Under economic criteria (and for species known in local markets), one could combine the Ff values of various species under monoculture with their particular market price to get a proper bioeconomic selection index: (marked price x 1/Ff).

O respectivo trabalho tem como objetivo destacar o desenvolvimento das políticas imigratórias e a sua repercussão no cotidiano do imigrante, entre os anos de 1930 e 1945. Nesse período, salientamos as políticas de Estado e suas respectivas mudanças, alinhadas ao contexto histórico, no tocante a seleção dos imigrantes desejáveis e indesejáveis. A evolução do aparelhamento estatal, com a criação e adaptação de instituições repressivas, jurídicas e burocráticas, é ponto fundamental para compreender a relação do Estado com o imigrante. Além disso, vale destacar que a imagem do estrangeiro como um problema de segurança nacional era constantemente reforçada pela retórica oficial do Estado. Assim, a própria sofisticação das estruturas organizacionais confluíam para certo afastamento das instituições do poder central, resultando em maior autonomia nas decisões e conseqüente descenso no rigor do julgamento sobre os imigrantes. Dessa forma, se faz necessária uma análise crítica sobre o contexto histórico, captando o sistema estatal como algo heterogêneo, a fim de compreender as nuanças nas políticas e ações do Estado, bem como o papel do imigrante nesse processo.

O conjunto de técnicas de Geomática tem sido um poderoso aliado no apoio à tomada de decisões e manipulação de dados espaciais. Nas últimas décadas tornou-se quase indispensável na gestão de recursos humanos e recursos naturais. Na área da Saúde, a Geomática tem viabilizado estudos sobre: análise da distribuição de pacientes; variações na ocorrência de epidemias; monitoramento de vetores; avaliação em tempo real de situações de emergência ou catastróficas, entre outros. A associação da Medicina com a Geografia é antiga. A associação entre a saúde e a espacialização das doenças deve considerar a estruturação física do espaço geográfico a partir da caracterização de cada parte componente do sistema como preconiza a perspectiva sistêmica na Teoria Geral de Sistema, pois a população é parte integrante do espaço geográfico no qual ocorrem determinados agravos à saúde. Nestes pontos recai a relevância da presente pesquisa. O estudo foi desenvolvido na área da Bacia Hidrográfica de Jacarepaguá no município do Rio de Janeiro. Com aproximadamente 295 km2 é composta por 19 bairros e tem uma população aproximada de 682000 habitantes. O estudo pretendeu estruturar uma metodologia para inserção das técnicas de Geomática na prática de análises de dados de saúde, apoiada na Teoria Geral de Sistemas, visando contribuir no processo de vigilância ambiental em saúde permitindo realizar um prognóstico de situações de risco de determinada população. A base cartográfica que apoiou o estudo foi construída através de cartas topográficas da DSG na escala 1:50000. Das cartas foram retiradas informações de planimetria relevantes ao estudo e as informações de altimetria que foram utilizadas na elaboração do modelo digital de terreno (MDT). Com o MDT foi gerado o mapa de declividade por grau que permitiu criar divisões em 5 classes para posterior geração de mapas temáticos com os dados de saúde. Os dados de saúde foram retirados do Sistema de Informações de Notificação de Agravos (SINAN) disponibilizado pelo Ministério da Saúde. A doença analisada foi a leptospirose. Os casos foram localizados pontualmente a partir dos endereços de residência. A hipótese aventada neste estudo era a existência de um alto grau de correlação entre as partes componentes representadas pela estruturação física do espaço e a ocorrência de leptospirose. Com os resultados comprovou-se a hipótese nula, pois somente ocorrem doenças em áreas associadas ao Fundo Chato da Baixada de Jacarepaguá e nos Declives Suaves dos Morros Isolados, também localizados no Subsistema Baixada. Isto demonstra que em termos desta doença existe uma ausência de população nesta componente espacial em áreas de maiores declividades.

This document is intended for use by scientists and other citizens concerned with the ecological condition of estuaries, as well as by managers and lawmakers interested in the sustained use of estuaries for commercial and recreational purposes. It also addresses public concerns about the aesthetic quality of coastal areas vital to tourism and recreation. By producing this report on the ecological condition of estuaries in the Gulf of Mexico, we have taken one step in assessing the health of this environmental resource. We have produced an environmental report card to be used as a guide in the evaluation of management decisions and research directions. This report is organized in three parts: (1) an introduction that gives background information on the Gulf of Mexico, estuarine ecology, and the factors that impact estuaries in the gulf, (2) the main section on priority ecological indicators used to measure the condition of estuaries in the gulf and (3) an ecological report card that summarizes the data on ecological indicators and provides a rating of the condition of estuaries in each gulf state and for gulf estuaries overall. Many of the ratings were based on the percent area of estuaries in each state exhibiting degraded or adverse levels of an indicator.

NOAA’s Center for Coastal Monitoring and Assessment’s Biogeography Branch has mapped and characterized large portions of the coral reef ecosystems inside the U.S. coastal and territorial waters, including the U.S. Caribbean. The complementary protocols used in these efforts have enabled scientists and managers to quantitatively compare different marine ecosystems in tropical U.S. waters. The Biogeography Branch used these same general protocols to generate three seamless habitat maps of the Bank/Shelf (i.e., from 0 ≤50 meters) and the Bank/Shelf Escarpment (i.e., from 50 ≤1,000 meters and from 1,000 ≤ 1,830 meters) inside Buck Island Reef National Monument (BIRNM). While this mapping effort marks the fourth time that the shallow-water habitats of BIRNM have been mapped, it is the first time habitats deeper than 30 meters (m) have been characterized. Consequently, this habitat map provides information on the distribution of mesophotic and deep-water coral reef ecosystems and serves as a spatial baseline for monitoring change in the Monument. A benthic habitat map was developed for approximately 74.3 square kilometers or 98% of the BIRNM using a combination of semi-automated and manual classification methods. The remaining 2% was not mapped due to lack of imagery in the western part of the Monument at depths ranging from 1,000 to 1,400 meters. Habitats were interpreted from orthophotographs, LiDAR (Light Detection and Ranging) imagery and four different types of MBES (Multibeam Echosounder) imagery. Three minimum mapping units (MMUs) (100, 1,000 and 5,000 square meters) were used because of the wide range of depths present in the Monument. The majority of the area that was characterized was deeper than 30 m on the Bank/Shelf Escarpment. This escarpment area was dominated by uncolonized sand which transitioned to mud as depth increased. Bedrock was exposed in some areas of the escarpment, where steep slopes prevented sediment deposition. Mesophotic corals were seen in the underwater video, but were too sparsely distributed to be reliably mapped from the source imagery. Habitats on the Bank/Shelf were much more variable than those seen on the Bank/Shelf Escarpment. The majority of this shelf area was comprised of coral reef and hardbottom habitat dominated by various forms of turf, fleshy, coralline or filamentous algae. Even though algae was the dominant biological cover type, nearly a quarter (24.3%) of the Monument’s Bank/Shelf benthos hosted a cover of 10%-<50% live coral. In total, 198 unique combinations of habitat classes describing the geography, geology and biology of the sea-floor were identified from the three types of imagery listed above. No thematic accuracy assessment was conducted for areas deeper than about 50 meters, most of which was located in the Bank/Shelf Escarpment. The thematic accuracy of classes in waters shallower than approximately 50 meters ranged from 81.4% to 94.4%. These thematic accuracies are similar to those reported for other NOAA benthic habitat mapping efforts in St. John (>80%), the Main Eight Hawaiian Islands (>84.0%) and the Republic of Palau (>80.0%). These digital maps products can be used with confidence by scientists and resource managers for a multitude of different applications, including structuring monitoring programs, supporting management decisions, and establishing and managing marine conservation areas. The final deliverables for this project, including the benthic habitat maps, source imagery and in situ field data, are available to the public on a NOAA Biogeography Branch website (http://ccma.nos.noaa.gov/ecosystems/coralreef/stcroix.aspx) and through an interactive, web-based map application (http://ccma.nos.noaa.gov/explorer/biomapper/biomapper.html?id=BUIS). This report documents the process and methods used to create the shallow to deep-water benthic habitat maps for BIRNM. Chapter 1 provides a short introduction to BIRNM, including its history, marine life and ongoing research activities. Chapter 2 describes the benthic habitat classification scheme used to partition the different habitats into ecologically relevant groups. Chapter 3 explains the steps required to create a benthic habitat map using a combination of semi-automated and visual classification techniques. Chapter 4 details the steps used in the accuracy assessment and reports on the thematic accuracy of the final shallow-water map. Chapter 5 summarizes the type and abundance of each habitat class found inside BIRNM, how these habitats compare to past habitat maps and outlines how these new habitat maps may be used to inform future management activities.

This report examines the marine biogeography of the Samoan Archipelago (~14º S latitude along the international date-line) with a focus on regional ocean climate, connectivity among islands due to larval transport, distributions of reef fish and coral communities, and the extent of existing marine protected areas. Management decisions and prior assessments in the archipelago have typically been split along the international political boundary between the islands of Samoa and those of American Samoa despite their close proximity and shared resources. A key goal in this assessment was to compile data from both jurisdictions and to conduct the characterization across the entire archipelago. The report builds upon earlier assessments by re-analyzing and interpreting many pre-existing datasets, adding more recent biogeographic data sources, and by combining earlier findings into a multidisciplinary summary of marine biogeography. The assessment is divided into 5 chapters and supporting appendices. Each chapter was written and reviewed in collaboration with subject matter specialists and local experts. In Chapter 1, a short introduction to the overall scope and approach of the report is provided. In Chapter 2, regional ocean climate is characterized using remote sensing datasets and discussed in the context of local observations. In Chapter 3, regional ocean currents and transport of coral and fish larvae are investigated among the islands of the archipelago and surrounding island nations. In Chapter 4, distinct reef fish and coral communities across the archipelago are quantified on the basis of overall biodiversity, abundance, and community structure. In Chapter 5, the existing network of MPAs in American Samoa is evaluated based on the habitats, reef fish, and coral communities that are encompassed. Appendices provide analytical details omitted from some chapters for brevity as well as supplemental datasets needed as inputs for the main chapters in the assessment. Appendices include an inventory of regional seamounts, a description of shore to shelf edge benthic maps produced for Tutuila, analytical details of reef fish and coral datasets, and supplemental information on the many marine protected areas in American Samoa.

From its origins in the US electronics sector in the 1970s, technology roadmapping has been adapted (and adopted) widely, for many different innovation, strategy and policy applications. Communication is commonly cited as one of the key benefi ts of roadmapping, particularly in terms of the process that brings different organizational perspectives together, with the roadmap providing a common visual 'language'. There is signifi cant demand for methods that are agile, in the sense of being rapid, flexible and effective to apply, focused on strategic decisions and actions. 'Fast-start' roadmapping workshop techniques enable key stakeholders to address strategic issues efficiently using the visual structure of roadmaps to capture, discuss, prioritize, explore and communicate. This paper presents the learning from a set of five diverse applications of the fast-start approach in the Basque Country, which demonstrate the agility of the technique.

Since 1990s, commercial conditions in China including commercial environment, retail types, scale of retail enterprises, spatial structure of retail and shopping decision making factors have changed. In order to keep up with these changes, commercial geography should set up new perspectives, theories and methods to analyze its internal mechanism and changing rules, and thus provide reasonable and practical scientific basis to commercial planning, location decision of retail enterprises and commercial environment construction. Taking Xicheng and Haidian District of Beijing as research case, which is a sector region from city center to rural region, this paper selects 12 commercial centers as most important study objects of this sector. This paper mainly makes use of the methods of Modeling, Pearson Bivaiiate Correlations Analysis, Factor Analysis and Logit model. Based on 1300 questionnaires and fieldwork, this paper focuses on modeling of Consumer Satisfaction of Commercial Environment (CSCE), evaluation of commercial environment and driving factors of consumers' shopping location decision. Firstly, this paper discusses the development of commercial geography and commercial environment evaluation, the new characteristics and trends of commercial development in Beijing and physical commercial environment of Xicheng and Haidian District of Beijing from chapter 1 to chapter 4. Secondly, this paper summarizes characteristics of residents' shopping behavior in chapter 5. Thirdly, this paper sets up an evaluative model of CSCE, and analyzes consumer satisfaction indexes of commercial environment and their spatial features in chapter 6. Fourthly, this paper infers how residents' attributes and shopping behaviors affect their preferences of shopping location and what are residents' shopping location decisions and their influencing factors in chapter 7. Fifthly, this paper constructs a significant index model and a pyramidal framework of CSCE, and further analyzes the diversity and competitive advantage of commercial environment in chapter 8. Finally, some conclusions are drawn as follows: 1. Characteristics of residents' shopping behavior mostly embody residents' time distance preference, commodity consumption preference, shopping time distribution and shopping activity characteristics. The important factors that influence shopping location choice of residents are distance, transportation, commodity price, commodity types and commodity quality. However, the important factors, which influence shopping location re-choice of residents, are commodity price, commodity quality, commodity types and transportation. 2. CSCE indexes of 12 commercial centers show us significant spatial characteristics, such as spatial differences of "Center-fringe region", spatial characteristics of axes, spatial diversity of ring roads and so on. 3. Influencing factors including factor endowments, relative establishment factor and location and transportation factor of commercial environment are of importance for CSCE. 4. Logit model 1 indicates that shopping behavior of residents is significantly and positively related to working in high-tech companies, high income and by car and positively related to high school diploma, by bus and subway. 5. Logit model 2 indicates that residents' shopping location decision is significantly and positively related to leisure establishment and relative restaurant and entertainment establishment and negatively related to commercial location, commodity price, service quality, parking site. 6. The significant index model and the pyramidal framework of CSCE indicate competitive advantages are crucial to attractive capability of commercial center, and competitive weakness limits development of commercial centers, in particular the weakness of service quality and parking site now is the chief factors restricting development of commercial centers

Since anxiety exists as a certain kind of relation between the subject and his stimuli, present study proposed the criterion that every one of the anxiety’s structural components had to manifest the properties of the relation, not the subject’s properties, and not the stimuli’s properties, too; and that every component must be a bridge from the subject to the object. Several structural models on anxiety were judged by the criterion, and three suited factors were drawn out, which were controllability, importance and urgency. Then through various methods of interview, questionnaire, laboratorial experiment, events graded, the research examined the relations between the three factors and normal anxiety, and explored the interaction of controllability, importance and urgency when they worked together. The results were as the following: 1. The hypothesis that controllability, importance and urgency were the structural components of normal anxiety sounds reasonable, which was supported in different degrees by the results of several secondary research with various methods. 2. With a totally different method of constructing items from the prevalent integrative anxiety inventory, an effective normal anxiety inventory of middle school students was developed based on this theoretical consideration. Reliability and validity research showed that the coefficient of homogeneity and test-retest reliability were high. The construct validity and criterion validity were good enough. The inventory was a useful scale to measure the normal anxiety for middle school students. 3. It’s through their interaction that controllability and importance effect on the level of anxiety which was produced by the relevant event. 4. Anxiety arises with the increasing of importance or urgency. Though there’s a very close connection between controllability and anxiety, the concrete situation is very complicated. Not only is the level of anxiety affected by the interaction of controllability and importance, but when controllability tends to be extremely high or extremely low, importance may also begin to vary with controllability. What’s more, dispositional optimism and self-efficacy still exert influences that cannot be ignored on the relationship between controllability and anxiety. All the results indicated that it was reasonable to regard and study anxiety as a kind of relation between the subject and his environment, and to some extent it’s even necessary if the intention was to clarify the structure of anxiety. Since all the other emotion also exists as a kind of relation between the subject and his stimuli, the wholeness principle which was first proposed and recommended in this study will be of great value to the related researchers. And the interaction between controllability and importance may suggest a valid coping strategy of anxiety.

Research in mobile ad-hoc networks has focused on situations in which nodes have no control over their movements. We investigate an important but overlooked domain in which nodes do have control over their movements. Reinforcement learning methods can be used to control both packet routing decisions and node mobility, dramatically improving the connectivity of the network. We first motivate the problem by presenting theoretical bounds for the connectivity improvement of partially mobile networks and then present superior empirical results under a variety of different scenarios in which the mobile nodes in our ad-hoc network are embedded with adaptive routing policies and learned movement policies.

Financial time series convey the decisions and actions of a population of human actors over time. Econometric and regressive models have been developed in the past decades for analyzing these time series. More recently, biologically inspired artificial neural network models have been shown to overcome some of the main challenges of traditional techniques by better exploiting the non-linear, non-stationary, and oscillatory nature of noisy, chaotic human interactions. This review paper explores the options, benefits, and weaknesses of the various forms of artificial neural networks as compared with regression techniques in the field of financial time series analysis.
