O mundo do trabalho vem mudando ao longo das últimas décadas e acompanhando essas mudanças a relação das organizações e dos profissionais com as carreiras vem também se alterando. Um campo de conhecimento multidisciplinar e relativamente novo na academia estuda estas novas configurações e formula teorias sobre novos modelos de carreiras. Os teóricos da área tem demonstrado que os modelos tradicionais de carreira não mais se ajustam aos anseios dos profissionais e às necessidades das organizações contemporâneas. Em meio a este contexto, o serviço público brasileiro tenta organizar suas atividades em carreiras desde a década de 30, sem lograr grande êxito. Os principais elementos constitutivos que dão forma as atuais carreiras são ainda daquela época e estão relacionados ao modelo tradicional. Este trabalho tem por objetivo investigar a relação entre os modelos teóricos contemporâneos e o funcionamento prático de uma carreira no âmbito do Poder Executivo federal. Utilizando-se do estudo de caso como ferramenta metodológica foi explorada a carreira de Especialista em Políticas Públicas e Gestão Governamental do governo federal e suas características foram comparadas a dois modelos teóricos modernos de carreiras: sem fronteira e proteano. Concluiu-se pelo achado de evidências suficientes que comprovam a presença na carreira estudada de elementos consistentes com os modelos teóricos referenciados. O funcionamento prático desses elementos foi descrito e analisado, identificando-se as dificuldades na sua operacionalização em meio à cultura burocrática do setor público e à força inercial do modelo tradicional, habitualmente empregado no desenho de carreiras públicas. Espera-se, com isso, lançar luz sobre as possibilidades dos novos modelos teóricos de carreira e sua aplicação no serviço público e os limites da viabilidade de implantá-los nesse contexto. A aplicabilidade do trabalho encontra-se tanto na contribuição do material à superação da carência de estudos sobre carreiras no âmbito do serviço público brasileiro, quanto no fornecimento de embasamento teórico para ações de gestores públicos envolvidos com a temática da gestão de carreiras.

The present work, based on the methodological principles of the Comprehensive Discourse Analysis, aimed, through the speech of twelve newly arrived students at the Pedagogy course of the Federal University of Rio Grande do Norte, to understand the moment students start university. It also aimed to analyze the relationship between the schools they were coming from and university entrance as well as the relationship between university and their new students. In the first part of the work, which focused on school knowledge, a comprehensive listening of the speeches of the students led primarily to a distinction, established by the students, between public and private schools, a distinction especially based on the view of superiority of private schools against public ones. The abovementioned interpretation is found in the discussion of the structural duality of Brazilian education which, historically, offers different pedagogical appliances among students of more priviledged social classes and those who come from lower levels of society. The overcome of this duality, aspired by the Brazilian Constitution of 1988, was stopped by the advent of a new economic model neoliberalism, which reinforced the differences between public and private when it prioritized the market on the economic, political and social relations, including educational projects. Impoverishment of public institutions and pauperization of the work of professors affected also the relationship between teachers and studens at the current institution. This is how the teacher becomes the greatest villain at the public management system. All of these references concerning differences in the quality of teaching at public and private schools, expressed by the students interviewed, however, were centered in the preparation for the entrance exam, called vestibular, thus showing a view that the relationship between the student and the school he came from is of a propedeutic kind and even so, reduced to a preparation for an entrance exam. In the second part of the work, which analyzed the relationship between newly arrived students and their university, it was noticed that the latter represents a whole new world. This world is seen as the change at the student´s social statute for now he is grown, takes more responsibilities and is socially respected. This change of attitude established by society and the discovery of a new world which requires more independence from the students, creates in them feelings of pride and fear and they feel insecure when it comes to making decision in the campus because now their decisions deliver a greater load of responsibility. This is when students understand they need to develop autonomy, which is seen, in this work, as the capacity to make conscious decisions. Nevertheless students expressed an understanding of autonomy as something that comes as a gift for those who enter university and not as a process that is constructed from social experiences. For these students, the need to be autonomous refers to the relationships with their teachers and the search for information. This search, however, is also related, according to interviews, to public school financial cuts, which penalize university, and to the lack of employers

Technological innovation promotes the generation of economic value by creating a new product, process or organizational management model, being classified as dynamic and multidimensional. Government intervention has the role of acting through government grant programs to foster the integration of innovative processes in small companies, due to the high costs and risks of development, strengthening the country`s economy in this phase. The distribution of this grant is determined by criteria, based especially in subjective judgments, which are based on the beliefs and perceptions about the technological opportunities and market actors involved in the process, being very difficult to measure the probability of success of the project under evaluation. This study aims to identify the most relevant selection criteria that must be inserted in grants programs at Rio Grande do Norte executed by Fundação de Pesquisa do Rio Grande do Norte (FAPERN). Initially, there was a systematization of 18 countries, covering 41 programs in foreign countries and 29 in Brazil. Based on the data collected, we conducted one survey containing four programs of FAPERN (INOVA I, INOVA II , INOVA III and INOVA IV), covering 44 companies and analyzing their responses according to the Likert scale , obtaining the degree of importance given by the respondent to each of the criteria in the questionnaire . As a result, drew up a proposal for new criteria to be used in the next FAPERN´s grants, containing 13 new criteria. It is expected, therefore, to contribute to a better spending of public funds invested in companies subsidized in Brazil

This paper presents a proposal for a Quality Management System for a generic GNSS Surveying Company as an alternative for management and service quality improvements. As a result of the increased demand for GNSS measurements, a large number of new or restructured companies were established to operate in that market. Considering that GNSS surveying is a new process, some changes must be performed in order to accommodate the old surveying techniques and the old fashioned management to the new reality. This requires a new management model that must be based on a well-described procedure sequence aiming at the Total Management Quality for the company. The proposed Quality Management System was based on the requirements of the Quality System ISO 9000:2000, applied to the whole company, focusing on the productive process of GNSS surveying work.

The general objective of this work was to develop a monitoring and management model for aquatic plants that could be used in reservoir cascades in Brazil, using the reservoirs of AES-Tiete as a study case. The investigations were carried out at the reservoirs of Barra-Bonita, Bariri, Ibitinga, Promissao, and Nova-Avanhandava, located in the Tiete River Basin; Agua Vermelha, located in the Grande River Basin; Caconde, Limoeiro, and Euclides da Cunha, which are part of the Pardo River Basin; and the Mogi-Guacu reservoir, which belongs to the Mogi-Guacu River basin. The main products of this work were: development of techniques using satellite-generated images for monitoring and planning aquatic plant control; planning and construction of a boat to move floating plant masses and an airboat equipped with a DGPS navigation and application flow control system. Results allowed to conclude that the occurrence of all types of aquatic plants is directly associated with sedimentation process and, consequently, with nutrient and light availability. Reservoirs placed at the beginning of cascades are more subject to sedimentation and occurrence of marginal, floating and emerged plants, and are the priority when it comes to controlling these plants, since they provide a supply of weeds for the other reservoirs. Reservoirs placed downstream show smaller amounts of water-suspended solids, with greater transmission of light and occurrence of submerged plants.

This paper presents the results obtained with a business game whose model represents the decision making process related to two moments at an industrial company. The first refers to the project of the industrial plant, and the second to its management. The game model was conceived so the player's first decision would establish capacity and other parameters such as quantities of each product to produce, marketing expenses, research and development, quality, advertising, salaries, if purchases will be made in installments or in cash, if there will be credit sales and how many installments will be allowed and the number of workers in the assembly area. An experiment was conducted with employees of a Brazilian company. Data obtained indicate that the players have lack of contents, especially in finances. Although these results cannot be generalized, they confirm prior results with undergraduate and graduate students and they indicate the need for reinforcement in this undergraduate area. © 2012 Springer-Verlag.

Este estudo tem como objetivo central analisar a parceria entre o público e o privado, estabelecida entre as universidades federais e as fundações de apoio privadas (FAP), no gerenciamento de recursos para a instituição apoiada, tendo como caso a relação entre a Universidade Federal do Pará (UFPA) e a Fundação de Amparo e Desenvolvimento da Pesquisa (FADESP), no período de 2004 a 2008, analisadas a partir dos relatórios de prestação de contas e documentos institucionais. Para compreender a realidade como resultado de processos históricos das relações humanas, partiu-se da premissa de que o esgotamento do modelo de gestão das universidades públicas no Brasil, financiadas exclusivamente com recursos do erário, acentuou-se a partir da década de 1990 com a Reforma do Estado no governo de Fernando Henrique Cardoso. Com a materialização das políticas de diminuição de recursos públicos introduziu a perspectiva de busca de vias alternativas de receitas para uma aparente manutenção das instituições públicas por entidades privadas como as FAP, políticas continuadas pelo governo de Luiz Inácio Lula da Silva. O estudo apontou que, apesar da introdução da lógica de mercado e da naturalização da parceria com o privado no interior das Instituições Federais de Ensino Superior (IFES), a relação entre público e privado é sustentada, essencialmente, com recursos públicos. Isso se reflete na expansão no número de FAP credenciadas junto às universidades federais, multiplicando-se em mais de 154% nos últimos 10 anos. Das 55 universidades públicas federais do Brasil, apenas cinco não possuem FAP credenciada, e as restantes apresentam 85 FAP gerenciando seus recursos. No caso da FADESP, no gerenciamento de recursos para a UFPA, abstraiu-se que: a) A FADESP atua há mais de 30 anos no interior da universidade e, embora seus relatórios de prestação de conta sejam apresentados de forma pública no conselho superior, isso se deu somente a partir de 2004 pela exigência do Decreto n° 5.204; b) Há ausência de observância da prestação de contas anual estabelecida pelo marco regulatório das FAP e o regimento da UFPA; c) Os Relatórios de Atividades são organizados diferentemente a cada ano, dificultando a compreensão dos mesmos por parte dos conselheiros da UFPA; d) A fundação apresenta no período investigado (2004-2008) um crescimento de 532,1% no volume de recursos gerenciados; e) Do total de recursos gerenciados pela fundação, em 2008, 94% representam recursos captados pela UFPA, especialmente por professores-pesquisadores, evidenciando uma nova identidade para a universidade pública, como produtora de conhecimento para valorização do capital, na qual a FAP é intermediadora dos processos administrativo-financeiros; t) O apoio real prestado pela fundação à UFPA, através da criação do Programa de Apoio (PROAP), é irrisório considerando o superávit da fundação que, em 2008, ultrapassou um milhão de reais; g) A FADESP atua com entendimento equivocado de Desenvolvimento Institucional, associando este como uma forma de prestação de serviço a outras instituições públicas e privadas, o que desvirtua a observância do marco regulatório das FAP e, por conseguinte, a missão institucional da UFPA.
