Esta dissertação discute a questão da participação popular em políticas públicas tendo como base a análise do caso da Agenda 21 local em Barueri. Parte- se da revisão teórica sobre a participação, desde a emergência do tema entre os movimentos sociais na Europa, até a chegada da discussão ao Brasil. A partir desta revisão são tratados aspectos teóricos do clientelismo político, visando contrapor a prática política existente e legitimada com os dilemas da implantação de ações participativas. A investigação foi realizada sob a perspectiva de campo-tema, sendo construída a partir da leitura de narrativas. O que se observa é uma dificuldade em promover mudanças no formato de condução das políticas em Barueri oriunda da incapacidade do governo em mobilizar a população e demonstrar a importância e confiabilidade de práticas participativas. Este trabalho busca demonstrar quais foram as falhas e dilemas deste processo e propõe formas de se avaliar e discutir a implantação da participação popular como nova prática política.

O objetivo principal desta tese é compreender o funcionamento de um mosaico de áreas protegidas e unidades de conservação – o Mosaico Bocaina. Entende-se hoje que a política de conservação de biodiversidade depende da criação e adequada gestão de áreas protegidas. No entanto, a apropriação estatal de porções do território se deu por meio de decretos de criação de unidades de conservação num período em que não era obrigatória a consulta à população que habita essas localidades, o que acabou gerando inúmeros inconvenientes para ambos os lados e um verdadeiro imbróglio jurídico quando se trata do reconhecimento dos direitos difusos. O Mosaico Bocaina foi criado por uma portaria do Ministério do Meio Ambiente no final de 2006. Desde 2007 vem tentando se firmar como um instrumento de planejamento e gestão integrada e participativa de um conjunto unidades de conservação. Tenta-se também mitigar e buscar possíveis soluções para conflitos fundiários históricos criados pela sobreposição de territórios oficiais e tradicionais. Por meio da análise sistemática dos documentos produzidos no âmbito do seu Conselho Consultivo, e do acompanhamento das discussões de temas caros aos atores interagindo nesse fórum de governança híbrida, procuramos entender por que certos temas avançam e entram na agenda, sendo encaminhados para as instâncias decisórias competentes, e outros nem sequer conseguem ser processados, sendo bloqueados assim que entram na pauta. Identificamos que tal processo é resultado da dinâmica de configuração de forças de duas coalizões de defesa que disputam, mais que compartilham, espaços no território, e sempre polarizaram as discussões. De um lado, a coalizão pró-biodiversidade, que agrega gestores de unidades de conservação (tanto de proteção integral quanto de uso sustentado) e outros atores cujo foco nem sempre é uma agenda claramente conservacionista, mas excludente. De outro, a coalizão pró-sociodiversidade, que luta pela adoção de uma agenda socioambientalista e alternativa, com a inclusão e garantia do protagonismo das comunidades tradicionais nos projetos de desenvolvimento local sustentável. Acreditamos que essa polarização e dificuldade de construção de consensos baseados em princípios de colaboração e cooperação é resultado da própria complexidade da gestão da governança em fóruns híbridos como esse, complexidade esta derivada da coexistência de valores, preferências e interesses muitas vezes divergentes. Mas também conseguimos identificar outros fatores específicos, resultados de características locais e/ou escolhas realizadas pelo coletivo de atores ao longo da trajetória. A enorme assimetria de informação e poder entre os atores participantes, por exemplo, dificulta o desenvolvimento de confiança e mecanismos de reciprocidade. A adoção de uma coordenação colegiada, por outro lado, acabou comprometendo o surgimento de uma liderança ou instância neutra que funcionasse como mediadora dos processos de negociação entre as partes. O profundo desconhecimento das possibilidades – mas, sobretudo, também dos limites – dos mosaicos de áreas protegidas e unidades de conservação como instrumento de gestão territorial dentro do amplo Sistema Nacional de Unidades de Conservação gera expectativas de solução de conflitos que dependem de decisões que são tomadas alhures, o que acaba frustrando e desmobilizando os participantes de ambos os lados. A imagem de aparente apatia dos órgãos ambientais federais e estaduais, por sua vez, derivada da morosidade dos processos públicos, tende a infundir ainda mais incerteza no relacionamento entre os atores.

This thesis is defined as a reflection on the mechanisms of expression and insertion of the homo situs in the participatory governance in Mozambique. For a better understanding of this social fact, it was settled a periodization which covered the decline of colonialism at the time of the independence, which was proclaimed in June 1975, the civil war that lasted over 16 years and the period of the democratic State, further established. Therefore, we sought to understand the mechanisms and failures of the participation of the homo situs in local development projects that absorbed the needs and problems of these peasants, not mobilizing the skills and social competences of these communities. It would be essential for the homo situs a genuine democratic practice involving a political culture based on the social construction of the territories of the traditional man which was characterized by being procedural and historical, finding in participation its higher base. In this context, it would be desirable that the community development in Mozambique could contemplate and respect the choices of the homo situs. For this purpose, it would be fundamental the consistency between theory and practice, which builds and rebuilds, continually the competence of the peasants, facilitating the possibility of realization of their primordial aspirations. In the research, it became apparent that there is not a continuous process of participation of the rural communities, which appear as participants, only at the time of the implementation of the activities. Therefore, even having the participation of the communities expected by the law, with predictable moments of discussion and necessary conditions for that, the State failed to establish an ongoing process of democratic dialogue with traditional populations, as well as it failed to organize, properly, accurate informational bases to help solve the problems of rural areas. These facts have led to obstacles to the process of conquest of the human and civil rights of the traditional communities

A constructive heuristic algorithm (CHA) to solve distribution system planning (DSP) problem is presented. The DSP is a very complex mixed binary nonlinear programming problem. A CHA is aimed at obtaining an excellent quality solution for the DSP problem. However, a local improvement phase and a branching technique were implemented in the CHA to improve its solution. In each step of the CHA, a sensitivity index is used to add a circuit or a substation to the distribution system. This sensitivity index is obtained by solving the DSP problem considering the numbers of circuits and substations to be added as continuous variables (relaxed problem). The relaxed problem is a large and complex nonlinear programming and was solved through an efficient nonlinear optimization solver. Results of two tests systems and one real distribution system are presented in this paper in order to show the ability of the proposed algorithm.

A combinatorial mathematical model in tandem with a metaheuristic technique for solving transmission network expansion planning (TNEP) using an AC model associated with reactive power planning (RPP) is presented in this paper. AC-TNEP is handled through a prior DC model while additional lines as well as VAr-plants are used as reinforcements to cope with real network requirements. The solution of the reinforcement stage can be obtained by assuming all reactive demands are supplied locally to achieve a solution for AC-TNEP and by neglecting the local reactive sources, a reactive power planning (RPP) will be managed to find the minimum required reactive power sources. Binary GA as well as a real genetic algorithm (RCA) are employed as metaheuristic optimization techniques for solving this combinatorial TNEP as well as the RPP problem. High quality results related with lower investment costs through case studies on test systems show the usefulness of the proposal when working directly with the AC model in transmission network expansion planning, instead of relaxed models. The current debate on rural development focuses on the territorial approach, recognizing the multifunctional character of rural areas. Emphasize the use of endogenous forces, the need of implement policies which valorize local specificities, the participation of social actors in revitalization of rural areas. In this context tourism enters as a means to induce a new dynamic to rural areas, since the activity is regarded as a channel for the upgrading of the natural and cultural resources and the rural way of life. This study focuses on local-based tourism as a promoter of rural development, giving an analysis of the social reality and potential for this tourism in the district of Dondo. In it, is proposed to analyze the potential for development of local-based tourism in the district of Dondo, assessing the extent to which local reality enables the inclusion of the community in the management of local tourism resources. For this, was showed the inclusion of local-based tourism in the current context of rural development, was identified and organized systematically the factors that influence the implementation of local-based tourism in the study area and was verified as far as possible the study area corresponds to the constraints identified, showing how local-based tourism can best been encouraged. Was adopted a qualitative methodological approach to both the procedures and data processing, but also by critical approach, using bibliographical research, semi-structured interviews that fell on the group of public administrators who work in tourism and community leaders. The critical analysis was based on the principles of sustainability o Sachs particular ecological, social, cultural, economic, space, beyond the analysis of political and institutional aspects. The survey results show that the district of Dondo has a potential for implementing a model of tourism development on a local basis, since it is rich in natural and cultural research, benefits from good network accessibility in the context of the market in the region, the population live according to their habits and customs and value their identity. There is also a good cooperation between community members, although not in tourism, a fact which is observed through the lever of community participation in associations, cooperatives, working in areas such as agriculture, fishing, environment, civic education etc. It also has public funding sources to augment or stimulate local investment. Despite obstacles such as inexistence of policies and local plans for tourism development, lack of awareness of tourism, lack of basic infrastructure, as well as equipment and facilities to support tourism, the results shows that these problems can be solved through a public commitment from both government, and community through a joint planning and participation

This research focuses on raise the discussion of existance tourism policies in Rio Grande do Norte and its contributions to the integration of local communities in the coastal tourist activity. Guided by the background of the neoliberalism and its influence on the model of tourism development adopted in Rio Grande do Norte. For that, were surveyed the concrete realities of coastal localities of the municipalities of Ceará-Mirim, Extremoz, Parnamirim and Nísia Floresta covered by Prodetur-RN I and II, by being part of the tourist portion of the state that have received domestic and international investment and, because are located in the geographical area of the Potiguar capital, Natal. We interviewed the municipal managers and the residents of local communities who live in municipalities more than ten years. Also, was raised a discussion on the role of the state as the main agent of public policies and hegemonic facilitator in the attraction of domestic and foreign investments, with the main scenario the neoliberal model of economic development. Here discuss ways and strategies of socio-political organization of local communities, with regard to the inclusion in the tourist and, pointing to the critical development model in question and signaling other concepts of development model, such as local basis, for example. By the ending of the research, was concluded that the model of development of the tourism in the Rio Grande do Norte is reflected of the way of life of the society, that the communities live in precarious conditions and that the way of inclusion in the tourism is almost incipient. Also, it was possible to detect the inexistence of public politics of tourism that promoted the planning of the tourist activity, as well as, the inclusion of the communities in the decision processes and that, searched the development on the basis of the principles of sustainable and local autonomy

The end of the authoritarian regime in Brazil resulted in new forms of democratization of politics and its institutions, with the strenghtening of the civil society. The Participatory Budgeting is an important experience of that new way, characterized by the assumption of the new responsibilities by the local governments. The comparative approach of those experiences, conducted from different party coalitions - in Piracicaba (1989-1992) and in Santa Bárbara d'Oeste (1997-2000) -, allows a test of their powers and limits from a procedural conception of democracy and the complementary role of the participation. In contrast to a view that gives priority to representation, the analysis discusses the range of the new civil society actions from the perspective of the democratization process in the scope of the Local Government. © 2007 CEDEC.

The Corumbau Marine Extractive Reserve was created in a region of rich biodiversity, located in the South of Bahia State, Brazil, to meet the revindications of artisanal fishermen in a context of increasing predatory industrial fisheries. The aim of the Marine Extractive Reserve is to improve the sustainability of fisheries stocks and the economy of artisanal fishermen's families, protecting the local biodiversity for the locals' collective use. However, at Corumbau the natives are facing social problems that have increased due to tourism growth. The present research contributes to the Management Plan in sectors that are crucial to assess the aspirations and subjective aspects related to the natives' daily life at individual, familiar and communitary levels. The Participatory Appraisal with a Gender Equity Perspective (PAGP) was applied to five communities at RESEX Corumbau, showing, by gender, the greatest problems artisanal fisheries' families are facing. Tourism is growing in the area, reflecting the residents different and contradictory interests. It can develop commerce and jobs, but also intensify some social and environmental problems in this area. © Society for Human Ecology.

An optimization technique to solve distribution network planning (DNP) problem is presented. This is a very complex mixed binary nonlinear programming problem. An agent based model for spatial electric load forecasting using a local movement approach for the spatiotemporal allocation of the new loads in the service zone is presented. The density of electrical load for each of the major consumer classes in each sub-zone is used as the current state of the agents. The spatial growth is simulated with a walking agent who starts his path in one of the activity centers of the city and goes to the limits of the city following a radial path depending on the different load levels. A series of update rules are established to simulate the S growth behavior and the complementarity between classes. The results are presented in future load density maps. The tests in a real system from a mid-size city show a high rate of success when compared with other techniques. The most important features of this methodology are the need for few data and the simplicity of the algorithm, allowing for future scalability. © 2009 IEEE.
