Peircean semiotics and subject indexing: Contributions of speculative grammar and pure logic

The semiotics of C S. Peirce presents fundamental concepts to discover aspects of the indexing process, including representation and classes of signs. However, we still know little of its theoretical potential for subject indexing. We believe that the main difficulty in the proposals to understand the process of subject indexing based on Peircean semiotics stems from an incomplete interpretation of his semiotic system. This paper attempts to describe the contributions of Peircean semiotics to subject indexing. First, we analyze some of the concepts of the branches of semiotics, after which, we discuss strategies for conceptual approximation. Secondly, and aiming to raise the level of interlocution between the areas, we intend to argue that subject indexing is an inferential process, as explained by the second branch of semiotics. Thus, we seek to go beyond the level of speculative grammar, the first branch of semiotics, to forge a closer link with pure or critical logic, the second branch. We conclude that the indexer's work does not produce a mere reflection of what already exists in documents, but involves an instigating action to discover, through the inferential matrix, the meaning of a text in order to find the subject and the most appropriate subject added entry to the information system.

Global financial rulemaking and small economies

This paper addresses some unintended consequences of global financial regulation and international tax evasion prevention and their impact on small economies. It explores how failure to recognize countries’ differing access to finance and varying costs of funding as well as the high costs of complying with financial regulations may overlook some unintended consequences, especially on smaller island countries Then, it discusses the global financial architecture and governance of standard setting bodies and the actions taken to improve representation and legitimacy and remediate some of the unintended deleterious effects on emerging markets and developing economies (EMDEs). Improving governance is ever more urgent at a time when financing the post-2015 agenda will require mobilization of both public and private funds at the national, regional and global levels.

A Construção do Conhecimento na Atualidade: Um Olhar Sobre o Impacto da Tecnologia

In the paper analyzes the process of knowledge construction in the news regarding the emergence of massive information and communication technologies. In this context, through a qualitative approach, first we examine the potential of production, dissemination, access and use information in a technocratic perspective, and secondly, the negative impacts stemming from the computed mediation, mainly linked to the complexity of policies of democratization of access to information and loss of criticality of science. The focus of this review focuses on the current model of information search and knowledge construction through the Web, outlining aspects inherent to the process in general. Similarly, envision different contributions of information science for the systematization of human knowledge, guided through the social actions of professionals working in various fields, with emphasis on the information representation and retrieval. It is hoped that work can contribute to the current thematic reflection on the production, dissemination and use of information as well as on digital inclusion policies.
