The Latin American Economic Outlook analyses issues related to Latin America’s economic and social development. Since 2011, the report has been published in conjunction with the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) and has tied in with the economic theme of the annual Ibero-American Summit organised by the Ibero- American governments and Ibero-American General Secretariat (SEGIB). In 2013, CAF – development bank of Latin America (CAF) joined the team of authors. This edition focuses on education, skills and innovation as key inputs for more inclusive growth in the region. It provides in-depth analysis of Latin America’s education systems and the region’s capacity to increase enrolment in good-quality education, and looks at the development of skills training to improve economic competitiveness and labour-market integration. These inputs are analysed in association with innovation policies in the production system.

A pesquisa trata sobre o trabalho docente na educação básica na rede municipal de ensino em Belém. O problema que conduziu a investigação foi a procura da possível relação entre as condições de trabalho e a precarização e intensificação do trabalho docente na rede municipal de ensino de Belém. O objetivo geral foi analisar a partir de dados da pesquisa nacional Trabalho Docente na Educação Básica, as condições de trabalho dos docentes que atuam na rede municipal de ensino fundamental em Belém; de modo mais específico se buscou: analisar as políticas educacionais entre os anos de 2003 a 2010 e suas possíveis repercussões no trabalho docente; investigar, a partir dos dados da pesquisa Trabalho Docente na Educação Básica, a precarização e a intensificação do trabalho docente nas escolas pesquisadas. Para consecução da pesquisa foi realizada uma revisão bibliográfica referente às condições de trabalho, intensificação e precarização do trabalho docente. O procedimento teórico-metodológico consistiu em uma pesquisa documental, na qual utilizou-se os dados secundários da pesquisa Trabalho Docente na Educação Básica referente ao estado do Pará, estabelecendo relações com as legislações que tratam sobre a valorização, remuneração e as condições de trabalho desse profissional. As conclusões a que se chegou permitem inferir que o trabalhador docente não está satisfeito com vários aspectos relacionados às condições de trabalho, o salário, a carreira, a infraestrutura da escola, dentre outros. A análise dos dados indica que os professores pertencentes à rede municipal de ensino em Belém estão passando por processos de precarização e intensificação do trabalho em função das condições materiais e objetivas que perpassam a profissão docente nesse município.

Background: We examined the vocal complaints and evaluated the correlation between the vocal handicap index (VHI) and heart rate variability (HRV) in physical education teachers. We evaluated 46 teachers. Method: The subjects were investigated regarding voice complaint and the VHI was applied. HRV was recorded at seated rest for ten minutes and it was analyzed in the time, frequency domains, geometric indices and fractal exponents. The three domains of the VHI were correlated with the indices of HRV. Results: The physical education teachers presented a VHI score much below the standard of the physiological normality. There was correlation of the organic domain of the VHI with the NN50 and pNN50 and correlation of the functional domain and organic domain of the VHI with the HF index of HRV. Conclusion: The physical education teachers evaluated reported vocal complaints that affected their function and it is suggested to be related with the cardiac autonomic regulation.

This study presents the strategies for prevention and early detection of oral cancer by means of screening in the elderly population of São Paulo, the richest and the most populous state of Brazil. This research was a retrospective longitudinal study based on the analysis of secondary data. The variables - number of participating cities, coverage of screening, and number of suspicious and confirmed cases of oral cancer - were divided into two periods: 2001-2004 and 2005-2008. Data were analyzed statistically by the chi-square test at 5% significance level. The implementation of a nationwide public oral health policy in 2004 and the reorganization of the secondary and tertiary health care were evaluated as mediator factors able to interfere in the achieved outcomes. From 2001 to 2008, 2,229,273 oral examinations were performed. There was an addition of 205 participating cities by the end of the studied period (p<0.0001). The coverage of oral cancer screening increased from 4.1% to 16% (p<0.0001). There was a decrease in the number of suspicious lesions (from 9% in 2005 to 5% in 2008) (p<0.0001) and in the rate of confirmed oral cancer cases per 100,000 examinations (from 20.89 in 2001 to 10.40 in 2008) (p<0.0001). After 8 years of screening, there was a decrease in the number of suspicious lesions and confirmed cases of oral cancer in the population. The reorganization of secondary and tertiary health care levels of oral care seems to have contributed to modify these numbers, having a positive impact on the outcomes of oral cancer screening in the São Paulo State.

[EN]Web meetings have recently become a common tool for eLearning in higher education. But what are they used for? How well do they work? How do they fit into the pedagogical context? In this paper, the wider context of social and technological change over recent years is discussed and, in this light, the (mis)use of webinars to recreate traditional classroom dynamics online is held up to criticism. Possible future educational fits for this technology are indicated.
