In January 1983 a group of US government, industry and university information specialists gathered at MIT to take stock of efforts to monitor, acquire, assess, and disseminate Japanese scientific and technical information (JSTI). It was agreed that these efforts were uncoordinated and poorly conceived, and that a clearer understanding of Japanese technical information systems and a clearer sense of its importance to end users was necessary. That meeting led to formal technology assessments, Congressinal hearings, and legislation; it also helped stimulate several private initiatives in JSTI provision. Four years later there exist better coordinated and better conceived JSTI programs in both the public and private sectors, but there remains much room for improvement. This paper will recount their development and assess future directions.

El presente estudio de caso tiene como propósito analizar los aportes de diplomacia cultural al proceso de integración entre el departamento de Norte de Santander y el Estado de Táchira, ubicados en la frontera de la República de Colombia y la República Bolivariana de Venezuela, durante el periodo 2006-2013.Para explicar esto, en primer lugar, se describe el papel de la diplomacia cultural como herramienta de política exterior y, su relación con las fronteras y la integración. Posteriormente se analizan las estrategias de diplomacia cultural empleadas por Colombia para las zonas de frontera, a partir de los lineamientos de política exterior establecidos en el Plan Nacional de Desarrollo 2006-2010 y 2010-2014 y, finalmente se analizan los aportes de las estrategias de diplomacia cultural al proceso de integración de la frontera Norte de Santander-Táchira.

El objetivo de este estudio de caso es analizar la tensión provocada entre el enfoque de políticas públicas en San Basilio de Palenque para alcanzar el tercer Objetivo de Desarrollo del Milenio-ODM y la salvaguardia del Patrimonio Cultural Inmaterial-PCI. Esta investigación estudia cómo el enfoque de género está o no presente, tanto en políticas públicas de salvaguardia del PCI como en las encargadas del tercer ODM, y cómo esto dificulta o facilita la obtención de ambos propósitos. Por medio del paradigma de Desarrollo Humano, en cabeza de Amartya Sen, y el análisis de los tratados internacionales y las leyes se encontraron lugares comunes, con ayuda de trabajo de campo, que impedían la armonización y correcto desarrollo tanto del tercer ODM como de la salvaguardia del PCI en este territorio.

The problem of land ownership protection in this country is an issue that must be faced by those who have as part of their responsibilities the recognition, the restitution and the reparation of victims of forced displacement. One of the points that must be analyzed is the protection of ownership of urban lands, a subject falling under municipal responsibility. The development of a public policy by the City of Medellín for the protection of such lands is a significant advance for the creation of protocols and for the return of rights to those who have adandoned their lands because of violence or who have been divested of their homes in urban areas.

In this article we make a critical analysis about the situation of maternal mortality in Colombia, considering some of the most current rates of this problem and the public policy rules adopted in the last years to decrease its prevalence. We think that the rate of maternal mortality in Colombia is too hight because the State does not guarantee the right health care to Colombian women. In this way, the structure and resources distribution established by the policies on sexual and reproductive health have not reflected the population necessities, specially in the case of young mothers left aside by the social security system.

Esta investigación se preocupa por dilucidar la función de la diplomacia cultural como herramienta para mejorar la relación económica de Colombia con Corea del Sur y Australia. Así, se analiza a la diplomacia cultural y lo que hace Colombia en esta materia en ambos países; así como el estado de la relación económica de Colombia en un periodo de ocho años con dichos países, y cómo las acciones culturales colombianas podrían llegar a mejorar dicha relación económica. De esta manera además del desarrollo conceptual de diplomacia cultural y los indicadores económicos, a saber; exportaciones; Inversión Extranjera Directa y turismo; se corrió un modelo de regresión lineal para saber si efectivamente hay relación entre ambas variables y una contribución final que consiste en una propuesta de generación de indicadores de gestión a utilizarse al momento de implementar la diplomacia cultural como herramienta en política exterior.

The point of departure for these reflections is life, since its protection is the central purpose encouraging the defense of human rights and of public health. Life in the Andes has an exceptional diversity. Particularly in Ecuador, my country, this diversity constitutes a characteristic sign that is expressed in two main forms: natural megadiversity and multiculturalism. Indeed, Ecuador’s small territory synthesizes practically all types of lifezones that exist on Earth, having received the gift of high average rates of solar energy and abundant nutritional sources, which have facilitated the natural reproduction of countless species that show their beautiful vitality in the variety of ecosystems that compose the Andean mountain range, the tropical plains, the Amazon humid forests, and the Galapagos Islands. But besides being a highly biodiverse country, it is also a plurinational and multi-cultural society, in which the activity of human beings, organized into social conglomerates of different historical and cultural backgrounds, have formed more than a dozen nations and peoples. Regrettably this natural and human wealth has not been able to bear its best fruits due to the violent operation of a deep social inequity – unfortunately also one of the highest in the Americas—which conspires against life and is reproduced in national and international inequitable relations. This structural inequity has changed its form throughout the centuries and currently has reached its highest and most perverse level of development.
