Atualmente não é possível pensar em gestão de projetos sem uma boa ferramenta apoiada em Tecnologia da Informação. Este trabalho estudou o processo de implantação e personalização do Microsoft Project Server na Câmara dos Deputados com o objetivo de avaliar se essa implantação se deu de maneira adequada segundo as melhores práticas de gestão de projetos, além de levantar as principais lições aprendidas no processo. Para tanto foi realizada uma pesquisa documental, em que, na primeira parte fez-se um apanhado em nível teórico das melhores práticas de gestão de projetos, notadamente PMBOK do PMI e a consulta a autores relevantes no contexto da gestão de projetos e da aprendizagem organizacional. Em um segundo momento foram pesquisados documentos relacionados ao processo de implantação como o edital de licitação, atas de reunião, atos normativos, dentre outros. Dos dados levantados foram identificadas falhas por parte da Câmara dos Deputados tais como elevado número de exigências de personalizações no ambiente e conhecimento limitado, a priori, da ferramenta, de suas capacidades e limitações. Por parte da contratada, observou-se falhas como desorganização, planejamento ruim, descumprimento de prazos, pendências, grandes atrasos e mudanças na equipe técnica do projeto. Pela análise dessas falhas, levantaram-se diversas lições aprendidas no processo. Por fim, concluiu-se que o processo de implantação do Microsoft Project Server na Câmara dos Deputados foi parcialmente adequado, pois apesar de ao final estar implantado de acordo com o escopo requerido, o processo como um todo apresentou muitas falhas.

Some 25 to 30 yr ago, when we as students were beginning our respective careers and were developing for the first time our awareness of marine mammals in the waters separating western North America from eastern Asia, we had visions of eventually bridging the communication gap which existed between our two countries at that time. Each of us was anxious to obtain information on the distribution, biology, and ecological relations of "our" seals and walruses on "the other side," beyond our respective political boundari~s where we were not permitted to go to study them. We were concerned that the resource management practices on the other side of the Bering and Chukchi Seas, implemented in isolation, on a purely unilateral basis, might endanger the species which we had come to know and were striving to conserve. At once apparent to both of us was the need for free exchange of biological information between our two countries and, ultimately, joint management of our shared resources. In a small way, we and others made some initial efforts to generate that exchange by personal correspondence and through vocal interchange at the annual meetings of the North Pacific Fur Seal Commission. By the enabling Agreement on Cooperation in the Field of Environmental Protection, reached between our two countries in 1972, our earlier visions at last came true. Since that time, within the framework of the Marine Mammal Project under Area V of that Agreement, we and our colleagues have forged a strong bond of professional accord and respect, in an atmosphere of free intercommunication and mutual understanding. The strength and utility of this arrangement from the beginning of our joint research are reflected in the reports contained in this, the first compendium of our work. The need for a series of such a compendia became apparent to us in 1976, and its implementation was agreed on by the regular meeting of the Project in La Jolla, Calif., in January 1977. Obviously, the preparation and publication of this first volume has been excessively delayed, in part by continuing political distrust between our governments but mainly by increasing demands placed on the time of the contributors. In this period of growing environmental concern in both countries, we and our colleagues have been totally immersed in other tasks and have experienced great difficulty in drawing together the works presented here. Much of the support for doing so was provided by the State of Alaska, through funding for Organized Research at the University of Alaska-Fairbanks. For its ultimate completion in publishable form we wish to thank Helen Stockholm, Director of Publications, Institute of Marine Science, University of Alaska, and her staff, especially Ruth Hand, and the numerous referees narned herein who gave willingly oftheir time to review each ofthe manuscripts critically and to provide a high measure of professionalism to the final product. The work presented here represents an 18-month study to examine the relationship between environmental conditions, bacterial load in the water and bacteria levels in tissue macrophages of a range of clinically healthy freshwater fish species, farmed in a range of culture systems in Thailand and Vietnam. Preliminary assessment was made of the clinical significance of the macrophage bacterial load. The aim of this work was to improve production in fresh-water aquaculture through the control of clinical bacterial disease and subclinical infection, and to identify management practices most effective in promoting fish health. ENGLISH: To learn more about the early life of yellowfin tuna in their immediate environment, the Inter-American Tropical Tuna Commission initiated a 2-year cooperative investigation with the Direccion General de Pesca e Industrias Conexas (DGP) of Mexico in August 1966. The project called for monthly cruises of about 5 days duration to be made in a triangular track between Mazatlan, Cape San Lucas and the Tres Marias Islands. Laboratory space for the field work was provided by the DGP in their biological station in Mazatlan and the research vessel Yolanda, property of the DGP, was made available for the monthly cruises. SPANISH: Con el fin de obtener un conocimiento mas avanzado sobre la vida temprana de estos atunes aleta amarilla, y del ambiente que los rodea, 1a Comision Interamericana del Atun Tropical inicio una investigacion colaborativa de 2 anos con la Direccion General de Pesca e Industrias Conexas (DGP) de Mexico, en agosto de 1966. El proyecto requirio cruceros mensuales de unos 5 dias de duracion para que fueran realizados en un rumbo triangular entre Mazatlan, Cabo San Lucas y las Islas Tres Marias. La Direccion General de Pesca ofrecio amab1emente las facilidades del laboratorio para el trabajo experimental en la estacion biologica de Mazatlan, y e1 barco de investigacion Yolanda para los cruceros mensuales. ENGLISH: In May 1971, a joint united states - Mexican experiment, Project Little Window 2, (LW-2) involving data collected by satellite, aircraft and ship sensors was made in the southern part of the Gulf of California. LW-2 was planned as an improved and enlarged version of LW-l (conducted the previous year; Stevenson and Miller, 1971) with field work scheduled to be made within a 200 by 200 km square region in the Gulf of California. The purposes of the new field study were to determine through coordinated measurements from ships, aircraft and satellites, the utility of weather satellites to measure surface temperature features of the ocean from space and specifically to evaluate the high resolution infrared sensors aboard N~ 1, ITOS 1 and NIMBUS 4 and to estimate the magnitude of the atmospheric correction factors needed to bring the data from the spacecraft sensors into agreement with surface measurements. Due to technical problems during LW-2, however, useful data could not be obtained from ITOS 1 and NIMBUS 4 so satellite information from only NOAA-1 was available for comparison. In addition, a new purpose was added, i.e., to determine the feasibility of using an Automatic picture Transmission (APT) receiver on shore and at sea to obtain good quality infrared data for the local region. SPANISH: En mayo 1971, los Estados Unidos y México realizaron un experimento en conjunto, Proyecto Little Window 2 (LW-2), en el que se incluyen datos obtenidos mediante captadores de satélites, aviones y barcos en la parte meridional del Golfo de California. Se planeó LW-2 para mejorar y ampliar el proyecto de LW-l (conducido el año anterior; Stevenson y Miller, 1971), realizándose el trabajo experimental en una región de 200 por 200 km cuadrados, en el Golfo de California. El objeto de este nuevo estudio experimental fue determinar mediante reconocimientos coordinados de barcos, aviones y satélites la conveniencia de los satélites meteorológicos para averiguar las características de la temperatura superficial del océano desde el espacio, y especialmente, evaluar los captadores infrarrojos de alta resolución a bordo de NOAA 1, ITOS 1 Y NIMBUS 4, y estimar la magnitud de los factores de corrección atmosféricos necesarios para corregir los datos de los captadores espaciales para que concuerden con los registros de la superficie. Sin embargo, debido a problemas técnicos durante LW-2, no fue posible obtener datos adecuados de ITOS 1 y NIMBUS 4, as1 que solo se pudo disponer de la información de NOAA 1 para hacer las comparaciones. Además se quiso determinar la posibilidad de usar un receptor de Trasmisión Automático de Fotografias (APT) en el mar para obtener datos infarojos de buena calidad en la región local. A literature review of 50 titles including nearly all relevant publications ensures adequate basis on the present level of knowledge. The proposal includes (a) the determination of the biozoenosis and selected environmental factors, and (b) of fishery and stock data of the main fish and shellfish species. The ecological research studies physical and chemical variables of the estuarine waters (flow velocity and direction, water temperature, conductivity, pH, dissolved oxygen, salinity, nutrients such as ammonium, nitrite, phosphate, silicate, pollutants such as hybrocarbons, pesticides and heavy metals, biochemical oxygen demand, chemical oxygen demand), plankton (bacterio-phyto-and zooplankton), benthos, sediment. The fishery biological and fishery investigations include: number of villages and fishermen, number of boats and gears by type, length and weight data of the main fishery objects with concentration on the shrimps, species and numbers of fish parasites. The ecological variables were monitored at fixed stations on sections in the Cross-River Estuary, Calabar and Great Kwara Rivers two times per month during spring and neap tides. The fishery biological and fishery variables were obtained during spring and neap tide too. For the determination of the detailed methodology the ecological and fishery part of the progeamme should be started with frame surveys based on a larger number of stations. These frame surveys should be repeated from time to time. Both parts of the programme are based on three years duration. It seems already appropriate to continue the work with selected representative stations, villages and variables in form of a long-term data chain

This new project is multidisciplinary, with physical and chemical palaeolimnological aspects mainly the responsibility of Swiss and Russian scientists, and the biological limnology and palaeolimnology components mainly undertaken by the British and Russian groups. The overall project aim is to improve palaeoclimate reconstructions using sedimentary diatoms by promoting better understanding of diatom ecology and sediment-forming processes. The initial work plan is divided into four main parts: To understand diatom phytoplankton ecology more fully, to assess taphonomic changes associated with the transformation of phytoplankton diatom communities into sediment assemblages, to demonstrate sediment core integrity and representativity and to calibrate modern diatom assemblages against contemporary climate records. The preliminary results from the interrelated studies of phytoplankton, sediment traps and sediment cores used in GEOPASS-NERC, demonstrate the complexity of links between the living and fossil systems. Furthermore, the nature of recent sedimentation in Lake Baikal is spatially variable and incompletely known. This poses a major challenge to palaeolimnological interpretation. Turbidite deposits and differential preservation of microfossils, combined with inadequate knowledge of the modern ecology of endemic diatoms, all conspire to obfuscate the sedimentary record of environmental change.

This report is a product of close industry-academia collaboration between British Aerospace and the Cambridge Engineering Design Centre (EDC). British Aerospace designs and integrates some of the most complex systems in the world, and its expertise in this field has enabled the company to become the United Kingdom's largest exporter. However, to stay at the forefront of the highly competitive aerospace industry it is necessary to seek new ways to work more effectively and more efficiently. The Cambridge EDC has played a part in supporting these needs by providing access to the methods and tools that it has developed for improving the process of designing mechanical systems. The EDC has gained an international reputation for the quality of its work in this subject. Thus, the collaboration is between two organisations each of whom are leaders in their respective fields. The central aim of the project has been to demonstrate how a systematic design process can be applied to a real design task identified by industry. The task selected was the design of a flight refuelling probe which would enable a combat aircraft to refuel from a "flying tanker". However, the systematic approach, methods and tools described in this report are applicable to most engineering design tasks. The findings presented in this report provide a sound basis for comparing the recommended systematic design process with industrial practice. The results of this comparison would enable the company to define ways in which its existing design process can be improved. This research project has a high degree of industrial relevance. The value of the work may be judged in terms of the opportunities it opens up for positive changes to the company's engineering operations. Several members of the EDC have contributed to the project. These include Dr Lucienne Blessing, Dr Stuart Burgess, Dr Amaresh Chakrabarti, Major Mark Nowack, Aylmer Johnson and Dr Paul Weaver. Few detailed studies have been made on the ecology of the chalk streams. A complex community of plants and animals is present and much more information is required to achieve an understanding of the requirements and interactions of all the species. It is important that the rivers affected by this scheme should be studied and kept under continued observation so that any effects produced by the scheme can be detected. The report gives a synopsis of work carried out between 1971 and 1979 focusing on the present phase 1978-1979. It assumes some familiarity with the investigations carried out on the River Lambourn during the preceding years. The aims of the present phase of the project may be divided into two broad aspects. The first involves collecting further information in the field and includes three objectives: a continuation of studies on the Lambourn sites at Bagnor; comparative studies on other chalk streams; and a comparative study on a limestone stream. The second involves detailed analyses of data previously collected to document the recovery of the Lambourn from operational pumping and to attempt to develop simple conceptual and predictive models applicable over a wide range of physical and geographical variables. Due to changes in land use over the last century, the physical nature of many streams and rivers in the British Isles has probably changed. In some cases this change may be large for example as a result of flood defence schemes and is easily observed, whilst in other cases altered land use, farming, forestry or urbanization may have resulted in more subtle changes to river features. This working guide draws together a way of assessing habitat in any stream or river and determine sites or reaches on the assessed watercourse that may benefit from habitat improvement schemes. It will determine a method of measuring existing habitat in a broad sense, whilst referring to R and D studies currently being undertaken in this area. A method of prioritising any proposed habitat restoration work will be suggested. The limitations of fisheries improvement schemes in terms of cross functional acceptance (flood defence and conservation) will be examined along with suggested proposals for some example watercourses. The need for pre and post enhancement monitoring will be discussed as will the requirement for maintenance programs on schemes. Finally methods for determining the cost benefits of small schemes will be examined, compared to other currently used enhancement strategies. This will allow small scale revenue schemes to be used to back up pre project cost benefit analysis as required in future capital submissions.

O objetivo desta dissertação é investigar o viés coletivo da autobiografia ficcional de Face of an angel, da escritora estadunidense e de origem mexicana Denise Chávez. Desse modo, o trabalho pretende discutir a sociedade chicana descrita sob a ótica da narradora/protagonista, Soveida Dosamantes, investigando desde o processo histórico de que é resultado, passando pela iniquidade entre os papéis desempenhados por homens e mulheres até chegar ao discurso autorreferencial com que a narradora/protagonista representa o ambiente cultural em que se insere. Antes da narrativa propriamente dita, há a árvore genealógica da narradora/protagonista, assinalando que o que vai se descortinar ao longo da leitura é uma saga de família. Assim, Soveida Dosamantes utiliza a sua ambiência doméstica, bem como a comunidade da fictícia cidade de Água Oscura, sua cidade natal, como recorte de uma estrutura social maior. Fazendo uso do discurso autobiográfico, a narradora/protagonista criada por Denise Chávez expõe as mazelas de uma comunidade que, em virtude ser produto do colonialismo e do neocolonialismo, perdeu sua identidade cultural. Em Face of an angel, através do relato em primeira pessoa de sua narradora/protagonista, a autora Denise Chávez reproduz o universo em que nasceu e cresceu. Cedendo a Soveida Dosamantes componentes autobiográficos como complicadas relações familiares, personagens femininas nativas que funcionam como sentinelas de práticas ancestrais que o domínio europeu apagou, personagens masculinos que mascaram sua fragilidade por trás de uma força e de um poder aparentes, Chávez representa em Face of an Angel o microcosmos de uma comunidade que vem, aos poucos, subvertendo o discurso oficial e conquistando o seu terreno no panorama político e social estadunidense

Between 1999 and 2003, the WorldFish Center in Solomon Islands conducted research into the feasibility of a new fishery based on the capture and culture of postlarval coral reef fish for the live fish trade. The work was carried out in two phases: a research phase from late 1999 to the end of 2002; and a “finetuning” phase in 2003. Most of the species were of value to the marine aquarium trade, with very few live reef food fish recorded. The most valuable ornamentals were the banded cleaner shrimp, Stenopus species. Cleaner shrimp were harvested using crest nets, the method being modified with the addition of a solid, water-retaining cod-end designed to increase survival at capture. Grow-out techniques were improved by rearing the shrimp separately in jars to prevent aggression. The jars were painted black to protect the shrimp from sunlight. An economic model using experimental catch data and farm gate prices indicates that the fishery based on shrimp, supplemented with small numbers of lobster and fish is economically viable. The next step will be setting up a demonstration farm in a village in the Western Province of Solomon Islands.

Poor rural consumers benefit from Egypt’s aquaculture sector through access to small and medium-sized farmed tilapia sold by informal fish retailers, many of whom are women. In fact, informal fish retail is the main, if not only, segment of the farmed fish value chain where women are found. This report aims to inform current and future strategies to improve conditions in informal fish retail by understanding in more depth the similarities and differences in employment quality and outcomes across different fish retailers. It is particularly focused on identifying whether and how gender inequality influences different dimensions of the work, and whether women and men have similar outcomes and employment conditions. This knowledge will help to design interventions to overcome gender-based constraints, as well as approaches that address shared obstacles and include both women and men in gender-responsive ways to ensure that all of those involved in the sector benefit.
