Esta dissertação de mestrado fundamenta-se na pesquisa qualitativa e tem como objetivo a análise da ideologia do Bônus Mérito, instituído para os servidores públicos do Estado de São Paulo no início da década de 2000. Limitamos nossa análise à docência do ensino fundamental. As transformações econômicas, ocorridas a partir da década de 1980 nos países altamente industrializados, passam a exigir a melhoria do ensino dos países emergentes. Em conseqüência, a educação volta a ser revalorizada e a ter papel de destaque para os investimentos externos, através das agências e órgãos internacionais tais como: Bird, Unesco, Banco Mundial, PNUD. A ideologia do Bônus Mérito é um exemplo típico de transferência para o âmbito educacional de modelos de gestão das empresas privadas. Esta ideologia afeta a atividade docente, cujo desempenho é, doravante medido através de pontos, divisão de trabalho, impessoalidade, requalificação profissional etc. Efetivamente, em meio à globalização da economia e ao contexto político neoliberal, o governo do Estado de São Paulo optou, no período analisado, por seguir as determinações das grandes potências econômicas. O repasse de recursos financeiros recebidos pelo Estado para a efetivação das mudanças educacionais (diminuição da evasão, universalização das matrículas, aumento do número de alunos com aprovação) esteve condicionado às exigências das referidas agências e órgãos internacionais. Como é demonstrado neste trabalho, essa política relega a segundo plano o docente e sua prática de ensino. A explicitação do fundamento da ideologia do bônus no interior da escola pública visa demonstrar, em primeiro lugar, que o Bônus Mérito é um aparente benefício ao docente; e, em segundo lugar, que sua implantação não é outra coisa que o domínio econômico sobre o projeto educacional.

O presente trabalho investiga a formação e a atuação das professoras indígenas da Escola Estadual Indígena Tupi-Guarani Ywy Pyaú, localizada no município de Peruíbe, Litoral Sul do Estado de São Paulo. Trata-se de uma pesquisa qualitativa, que assume a perspectiva narrativa na medida em que recorram à história oral dos sujeitos envolvidos, contemplando aspectos significativos para a sua formação profissional que venham ajudar a compreender sua prática cotidiana. a presente pesquisa evidencia que apesar do aporte legal emanado a partir de 1988, o direito à educação escolar indígena - específica e diferenciada - ainda não está garantido. Através das entrevistas e nas visitas efetuadas na escola da aldeia Piaçagüera pude observar a existência de demandas que merecem e necessitam de soluções eficazes e urgentes por parte do poder público, pois se constituem em entraves significativos para a consecução do projeto político pedagógico das escolas indígenas. Além disso, a condição do professor indígena como portador da tradição do grupo e ao mesmo tempo como representante do saber instituído coloca paradoxos à formação e ao exercício da profissão docente. Estas questões devem ser equacionadas a partir da visão dos povos indígenas numa perspectiva de autonomia e respeito à diversidade.

Esta dissertação procurou apreender que consciência, ou consciências, formaram as Comunidades Eclesiais de Base CEBs com a apropriação das orientações da Educação Popular e da Teologia da Libertação durante o Regime Militar brasileiro. Entretanto, diferente da maioria dos trabalhos que se voltam a essa experiência, o estudo elaborou uma abordagem que as colocaram em prismas diversos. Focalizou, inicialmente, o momento histórico e algumas experiências nos vinte anos de regime e, em seguida, a Educação Popular e a Teologia da Libertação (teoria e prática), objetivando compreender seus projetos político-pedagógicos. A reflexão sobre a Educação Popular e a Teologia da Libertação aliada à reconstituição histórica do período forneceram o contexto no qual se inseriu a análise pretendida: a observação do fenômeno educacional numa perspectiva de micro-análise retratando os processos sociais e as experiências vividas para conhecer a consciência que emergiu de tal experiência educacional. Neste sentido, a pesquisa inferiu, por meio da análise de uma comunidade em particular, que a consciência nascida de tal prática foi de curto alcance, uma vez que os sujeitos envolvidos nesse projeto conscientizador perceberam apenas a ausência imediata de direitos.(AU)

O presente trabalho enfoca a participação e atuação dos pais no Conselho de Escola. Tal participação passou a ser possível após a Constituição de 1988 e a Lei de Diretrizes e Bases da Educação Nacional nº. 9394/96 LDBEN. O estudo tem por objetivo identificar a concepção de participação dos pais membros do Conselho de Escola, e traçar os possíveis perfis ideológicos dos mesmos quanto à gestão escolar. A pesquisa é de natureza empírica, todavia ela se apóia em perfis ideológicos, construídos a partir de análises propiciadas pela Sociologia da Educação e pela Ciência Política. Como referencial teórico apropriamo-nos de Luis Pereira, Juan Bordenave, Maurício Tragtenberg, Edmundo Campos e de C.B. Macpherson. A pesquisa concentrou-se em uma das escolas da Rede Estadual no Município de São Bernardo do Campo SP. Utilizamos métodos de pesquisa de campo e bibliográfica. Além da pesquisa de campo, que teve como base entrevista qualitativa e semi-aberta, realizamos análises das Legislações Federal e Estadual com o objetivo de verificarmos as lacunas existentes na legislação, assim como os limites por ela impostos à participação dos pais na gestão escolar.(AU)

EU enlargement - to countries in Central and Eastern Europe in 2004, the inclusion of Bulgaria and Romania in 2007, and increasing debates on Turkey’s membership - has dramatically transformed the European Union into a multi-religious space. Religious communities are not only shaping identities but are also influential factors in political discourse. This edited volume examines the activities of religious actors in the context of supranational European institutions and the ways in which they have responded to the idea of Europe at local and international levels. By bringing together scholars working in political science, history, law and sociology, this volume analyses key religious factors in contemporary EU architecture, such as the transformation of religious identities, the role of political and religious leaders, EU legislation on religion, and, the activities of religious lobbies. This book was published as a special issue of Religion, State and Society.

This thesis relates to issues present in the hip hop movement. Thus it includes youngsters grouped in different levels such as local, regional and national. The research deals with this broad segment. The analysis is made on those called “peripheral youth” It encompasses the juvenile segment, that is committed to a movement defined by these youngsters and activists, the so called “hip hop movement”. The research aims to analyze poetics present in rap, considered as an expression of resistance and inventiveness. The analysis was of micro politic nature and it dealt with the “peripheral scenario” present in hip hop Lelo Melodia in the Guarapes neighborhood in Natal-Rio Grande do Norte-Brazil. In this community, the group in known for their resistance attitude. The group´s opinion is not of opposition or force but it is seen in the sense of reinventing life that is currently attached to the persisting social inequality condition. In these terms, the research also deals with this committed poetic rap understood here as expressions towards resistance and inventiveness that is produced by these youth groups that belong to this hip hop movement. The focal group was the Lelo Melodia Group of the Posse de Hip Hop in the Guarapes neighborhood in Natal/Rio Grande do Norte in Brazil.

The thesis deals with the concepts of technical tra ining of middle level adopted by the Federal Institute of Education, Science and Technology of R io Grande do Norte (IFRN). Discusses these concepts from the four political-pedagogical projects built in the period 1970 to 2010, spanning three institutionalities: Federal Technica l School of Rio Grande do Norte (1970- 1998), Federal Center of Technological Education of Rio Grande do Norte (1999-2008) and IFRN (from 2008) as well as three important politic al contexts of the country: Civil-Military Dictatorship, New Republic and Period of neoliberal ideas in Brazil. The goal is to analyze the configuration of the conceptions of training adopte d in the political-pedagogical projects IFRN, with emphasis on the specificities and (dis) contin uities, placing them in the context of political, economic and educational change in development in t he country. Addresses the relationship work, education and human development in capitalist society, in order to grasp the concept of employee training engendered by that company as wel l as the possibility of a counter- hegemonic formation. We analyze the formation of mi d-level concepts outlined in the educational reforms implemented in the country. We investigate the concepts of training outlined in the political-pedagogical projects IFRN . Makes use of the historical-dialectical materialism, the literature review, the documentary research and interviews were conducted with subjects who participated in the working group coordinator of the drafting of the political- institutional educational projects. The results sho w that the training of workers in capitalist society has a unilateral character; that the traini ng required by the working class is the omnilateral training; that the formative ideas that permeated the educational reforms in the country between 1970 and 2010 were all envisaged by unilateral training; that, in certain contexts, conceptions of technical training medium level outlined in the political-pedagogical projects IFRN reflect the formative perspectives th at guide educational reforms in the country (unilateral training) and, at other times, the inst itution adopts concepts (training omnilateral) that are not consistent with such prospects; and th at between the political-pedagogical projects built from 1970 to 2010 there are more continuities than breaks in relation to the concepts of training adopted. We conclude that the challenge is to institutionalize the IFRN their educational actions omnilateral designing training undertaken in the political-pedagogical project 2009.

This work aims at reconstructing the formulation process of PRONERA (National Program of Education in Agrarian Reform). A public policy that had its first ideas conceived within social movements and afterwards, made possible by diligences of then government. Therefore, the Program was rendered in a partnership among State, social movement, public institutions, and non-governmental organizations. As a goal, we intend to grasp both what motivated the choice for this proposal as a strategy to face educational problems in rural areas and how the actors, entities involved in this enterprise and the social-political context have influenced its formulation and entry in the governmental agenda as Public Policy. Thus, we reconstruct the history and education policy of and in rural areas. Besides, we seek to understand the context of PRONERA's conception, the factors that have influenced its creation and the actors' performances in the process. It is assumed that under the 1988 Constitution, civil society was provided with legal conditions for the active participation in political process and, consequently, in the public policy-making. We conclude, then, that PRONERA was the result of the crossing of three different flows (problems, solutions and policies) advocated by the Kingdon model. As a result, this analytical repertoire was useful to explain PRONERA’s entry in the government agenda, helping to understand how the chances of this social demand increased with an action from the politic community. It allowed its way in the government agenda as well as its becoming a public policy.

The city of Mossoro/RN has showed up as a “cultural capital” in the state of Rio Grande do Norte due to a politic of events that enhance historical facts occurred in that region. These actions evoke researches about a construction of a self-identity of the city and attract many tourists that provides a boost to local economy. Considering this, this paper aims to understand the insertion of poets in this cultural context, analyzing the cultural performances that they participate and their personal narratives. Semi-structured interviews and participant observation in cultural events were employed to get this aim, privileging the observation of popular poets, whose presentations are more frequent. This overview took to the approximation with two artists associations, of which the interviewed poets were selected: “POEMA – Associação de Poetas e Prosadores de Mossoró” and “Casa do Cantador”. The relationship observed among the artists of these institutions – writers, improvisers, cordel makers, musicians and “emboladores de coco” – raised questions about the complexity of popular culture and the social connections among the artists of the city, discussed in this study.

This work seeks to understand how trans men build their identities and live the transsexual experience in the relationships they establish daily onto “man” category. It could be observed that for it they engenders a specific gender transition in the midst of male transsexuality. Despite being under a complex amalgam of relations of exploitation and disciplinary domination, ways of being man are brokered for a living and entry into spaces where they are expelled for not conform the bodies that gender norms require. It is understood that gender transition is a process at the same time of organic and prosthetic body management and the assumption of your own identity. Thus, they build a politic of identity that creatively fixes a person's category as rights holder. The "transition" is therefore to transact from nonexistence to a place of humanity. This dissertation describes how this process takes place in the experiences of the speakers, observing the practices that bring out the male, front of class positions on the labor market, access to health, hormonization and own identity. Thereby, theories that fix them as expressing female masculinities or marginal to the hegemony do not find exactitude in their lives. The research methodologically started performing "multilocated ethnographies" that gave possibilities to in-depth interviews with 15 stakeholders from the Northeast, Midwest, Southeast and South of Brazil. Between 2014 and 2015, from the applying of network technique to the first dialogues in research, it was possible to build a participant observation by the trans men’s everyday life. Wherewith I was capable to behold their own private activities, as well as their public agency amid a trans activism collective in northeast, and the follow-up actions in which they were involved during the XII Encontro Nacional em Universidades de Diversidade Sexual e de Gênero (ENUDSG) held in Mossoró/RN. Therefore, the thesis engages to describe and understand the different ways of constructing trans male gender transitions in access to transsexuality and therefore a way of explaining their own trajectories in terms of people that exist as such, even though in the midst of narratives marked by emotions linked to "not live", to suffering and dehumanization.

Contrary Voices examines composer Hanns Eisler’s settings of nineteenth-century poetry under changing political pressures from 1925 to 1962. The poets’ ideologically fraught reception histories, both under Nazism and in East Germany, led Eisler to intervene in this reception and voice dissent by radically fragmenting the texts. His musical settings both absorb and disturb the charisma of nineteenth-century sound materials, through formal parody, dissonance, and interruption. Eisler’s montage-like work foregrounds the difficult position of a modernist artist speaking both to and against political demands placed on art. Often the very charisma the composer seeks to expose for its power to sway the body politic exerts a force of its own. At the same time, his text-settings resist ideological rigidity in their polyphonic play. A dialogic approach to musical adaptation shows that, as Eisler seeks to resignify Heine’s problematic status in the Weimar Republic, Hölderlin’s appropriation under Nazism, and Goethe’s status as a nationalist symbol in the nascent German Democratic Republic, his music invests these poetic voices with surprising fragility and multivalence. It also destabilizes received gender tropes, in the masculine vulnerability of Eisler’s Heine choruses from 1925 and in the androgynous voices of his 1940s Hölderlin exile songs and later Goethe settings. Cross-reading the texts after hearing such musical treatment illuminates faultlines and complexities less obvious in text-only analysis. Ultimately Eisler’s music translates canonical material into a form as paradoxically faithful as it is violently fragmented.

This thesis engages black critical thought on the human and its contemporary iterations in posthumanism and transhumanism. It articulates five categories of analysis: displace, interrupt, disrupt, expand, and wither. Each is meant to allude to the generative potential in different iterations of black thought that engages the human. Working through Sylvia Wynter’s theories of the rise of Man-as-human in particular, the project highlights how black thought on the human displaces the uncritical whiteness of posthumanist thought. It argues that Afrofuturism has the potential to interrupt the linear progression from human to posthuman and that Octavia Butler’s Fledgling proffers a narrative of race as a technology that disrupts the presumed post-raciality of posthumanism and transhumanism. It then contends that Katherine McKittrick’s rearticulation of the Promise of Science can be extended to incorporate the promise of science fiction. In so doing, it avers that a more curated conversation between McKittrick and Wynter, one already ongoing, and Octavia Butler, through Mind of My Mind from her Patternist series, expands our notions of the human as a category even at the risk of seeing it wither as a politic or praxis. It ends on a speculative note meant to imagine the possibilities within the promise of science fiction.

El objetivo de este artículo es analizar la figura del artista a comienzos del siglo XX a través de los textos y las ideas del poeta italiano Filippo Tommaso Marinetti. Partiendo sus teorías de las bases del decadentismo, Marinetti genera un modelo de artista en el que ejercen gran influencia conceptos como el genio y la libertad artística, muy asociados al Romanticismo, pero al que añade nuevos elementos de gran relevancia para la coyuntura política y social de su época. Entre estos, estarían aquellos que vincularon al artista futurista con la política de su tiempo, con el fascismo y con los modos de comunicación con el cada vez más importante público de grandes masas. Obsesionado con la idea de progreso, Marinetti aspira a crear un nuevo artista capaz de generar un nuevo mundo que introdujera definitivamente a Italia en la modernidad.

The 3rd International Symposium on the Effects of Climate Change on the World's Oceans was held in Santos, Brazil, in March 2015, convened by the International Council for the Exploration of the Sea (ICES), the North Pacific Marine Science Organization (PICES), and the Intergovernmental Oceanographic Commission of UNESCO (IOC), and organized locally by the Oceanographic Institute, University of Sao Paulo (IO-USP). The symposium was designed to do two things. First, to get updates on new scientific developments that would address recognized uncertainties that remained from Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report and to contribute to building bridges between research in the natural and social sciences in respect to the human dimensions of climate change, with a focus on coastal communities, management objectives, governance and adaptation measures. The choice of the venue in Santos, Brazil, was aimed to stimulate and widen this thematic discussion in Latin America and southern Atlantic regions, where there still are important knowledge gaps and scientific, politic and societal challenges to be overcome. The meeting was attended by 280 participants from 38 countries, contributing 336 oral and poster presentations. This paper summarizes the main outcomes of the symposium and introduces a number of papers submitted to this special issue.
