Iowa State Government Technology Assessment Project, 1995

The State of Iowa is conducting an as5essment of Information Technology (IT) in the Executive Branch. The purpose of this assessment is to gather data on costs, applications, systems, utilization, operations, hardware assets, administration and activities associated with the provision of IT services. To accomplish this, two leading technology vendors conducted an intense assessment. These vendors, Integrated System Solutions Corporation (ISSC), and Electronic Data Systems (EDS) analyzed extensive data provided by the various ·agencies and conducted on-site interviews during the week of November 13, 1995. Additionally, in the first week of December, the American Federation of State, County, and Municipal Employees (AFSCME) Iowa Council 61 sponsored an assessment. These assessments are included as appendices B, C, and D to this report.

A critical analysis of e-government evaluation models at national and local municipal levels

Abstract: The importance of e-government models lies in their offering a basis to measure and guide e-government. There is still no agreement on how to assess a government online. Most of the e-government models are not based on research, nor are they validated. In most countries, e-government has not reached higher stages of growth. Several scholars have shown a confusing picture of e-government. What is lacking is an in-depth analysis of e-government models. Responding to the need for such an analysis, this study identifies the strengths and weaknesses of major national and local e-government evaluation models. The common limitations of most models are focusing on the government and not the citizen, missing qualitative measures, constructing the e-equivalent of a bureaucratic administration, and defining general criteria without sufficient validations. In addition, this study has found that the metrics defined for national e-government are not suitable for municipalities, and most of the existing studies have focused on national e-governments even though local ones are closer to citizens. There is a need for developing a good theoretical model for both national and local municipal e-government.

Opportunistic and partisan election cycles in Brazil: new evidence at the municipal level

This article tests the hypothesis of opportunistic and partisan cycle models using a new large data set of Brazilian municipalities over the 1989-2005 period. The results show an increase in total and current expenditures and a decrease in municipal investments, local tax revenues, and budget surplus in election years. They also show that partisan ideology exerts a relative influence on the performance of the local public accounts. These results confirm that both opportunistic and partisan cycles have occurred in the management of the budgets of Brazilian municipalities after the end of the military government.

Action, reaction and protest by publishers in 1960s Portugal: books and other publications in the Catholic opposition

The authoritarian regime of the Portuguese Estado Novo (New State), the longest dictatorship in twentieth-century Western Europe, suffered one of its most serious threats during the late 1950s and the whole of the following decade. An array of events and dynamics of opposition to the regime and condemnation of the political and social situation in Portugal appeared at that time. One of the core groups that displayed their dissidence in the 1960s, with the awakening of their critical conscience, originated in Catholic sectors that rallied the laity and the clergy to express their disagreement or even break with the government of Salazar (and, later, Marcelo Caetano). This article aims to establish the role of print culture and, in particular, publishing in the opposition’s mobilisation of Catholics who criticised the Estado Novo. It will also closely examine the contribution of certain publishers to the formulation of the terms of this mobilisation, in publishing new authors and topics and creating new printed forums (e.g. periodicals) for discussion and reflection. The most detailed case will be that of the publishing house Livraria Moraes Editora, under the command of the publisher António Alçada Baptista.

Criação, organização e gestão de uma empresa municipal: o caso da PFR Invest

O presente documento, elaborado especificamente para a minha candidatura às provas de “Especialista” pelo Instituto Politécnico do Porto, está centrado apenas na minha actividade profissional dos últimos 7 anos e considera a sua relação com uma futura atividade académica como docente. A possibilidade de participar na definição, criação, organização e gestão de uma empresa municipal, na qualidade de seu Diretor-Executivo e Presidente do Conselho de Administração, num processo iniciado no contexto do Regime Jurídico do Setor Empresarial Local de 2006, constituiu um momento central no meu processo de aprendizagem e investigação no domínio do Enquadramento na Organização / Empresa. No quadro de uma nova ordem mundial, onde o poder público é convocado a agir em prol do desenvolvimento das matrizes económicas, onde a concorrência pelos investimentos escassos é crescente e onde se aprofundou o problema do desemprego estrutural, torna-se urgente para os governos locais a elaboração de políticas públicas e privadas que potenciem os fatores locais, transformando-os em vantagens competitivas. O Município de Paços de Ferreira propôs-se desenvolver um modelo que decorreu diretamente do Regime Jurídico do Setor Empresarial Local (que veio promover e até estimular o desenvolvimento de iniciativas empresariais locais com um caráter racional e otimizado), e que pressupôs a criação de uma entidade empresarial municipal que realizasse o investimento necessário à concretização da zonas de acolhimento empresarial de Paços de Ferreira, assegurasse a sua gestão e a atração e captação de investimento privado gerador de riqueza e de emprego para o Concelho. Este relatório analisa, em detalhe, todos os passos na criação, organização e gestão dessa empresa municipal - a PFR Invest.
