Cette thèse porte sur le rôle des organismes communautaires entre 1994 et 2002 dans l’élaboration de politiques pour lutter contre la pauvreté au Québec et en Irlande et ce, dans un contexte de gouvernance. Au cours de années 1980 et 1990, des gouvernements, dont ceux du Québec et de l’Irlande, ont fait appel à des organismes communautaires pour que ceux-ci participent à la gestion des services sociaux ainsi qu’à la formulation des politiques sociales. Cette participation s’est inscrite dans le cadre de nouveaux arrangements politiques, soit des nouvelles formes de gouvernance alors que les gouvernements éprouvaient des difficultés à remédier à l’accroissement des inégalités sociales. Cependant, il demeure difficile de discerner en quoi l’établissement de ces nouvelles formes de gouvernance a façonné le rôle des organismes communautaires dans l’élaboration des politiques pour lutter contre la pauvreté. De plus, les partenariats sociaux en Irlande relèvent d’un processus davantage institué que la concertation au Québec, ce qui a entraîné des différences au plan des mobilisations sociales. L’objectif de cette thèse est donc celui de mieux cerner le lien entre les nouvelles formes de gouvernance et la mobilisation sociale des organismes communautaires dans l’élaboration de politiques pour lutter contre la pauvreté. L’hypothèse mise en avant est que l’efficacité de l’action collective dépend de la manière dont les organismes communautaires s’y prennent pour pallier l’incertitude qui caractérise les modes de gouvernance. Sur le plan théorique, cette thèse mise sur les interactions entre acteurs et, plus particulièrement, sur la formation de réseaux de politiques publiques. Cela implique plus précisément de cerner comment les acteurs coordonnent des activités entre eux et se rallient autour d’un même thème, comme celui de la lutte contre la pauvreté. Lorsque la coordination des activités est forte et que le ralliement autour d’un même thème est important, on parle de coalition de cause. La nécessité de former une coalition se produit dans le contexte d’un champ institutionnel incertain, comme c’est le cas pour les mécanismes de concertation au Québec. Mais le caractère incertain du champ institutionnel entraîne aussi des divergences à l’intérieur de la coalition instaurée à cette occasion, ayant pour effet d’affaiblir la mobilisation sociale. Ainsi, l’interprétation que font les organismes communautaires des nouvelles formes de gouvernance façonne la manière dont ces organismes vont définir la lutte contre la pauvreté et élaborer leurs stratégies. Sur le plan méthodologique, le choix des cas de l’Irlande et du Québec repose dans les différences qui existent en termes de gouvernance et ce, alors qu’ils partagent de fortes similarités. Tant l’Irlande que le Québec sont caractérisés par des économies de marché ouvertes, des régimes d’État-providence de type libéral ainsi que l’emprise, par le passé, de l’Église catholique dans les services sociaux. Cependant, ces deux cas diffèrent en ce qui concerne le rôle de l’État, le système électoral, le statut juridico-politique, le caractère de leur économie et la place occupée par le milieu communautaire par rapport à l’État. Ces différences permettent de rendre compte du moins en ce qui concerne le Québec et l’Irlande, de la manière dont l’action collective découle de la relation entre les stratégies des acteurs et le contexte dans lequel ils se situent. Cette thèse montre comment, dans un processus davantage institué, comme c’est le cas des partenariats sociaux en Irlande, la mobilisation sociale s’avère plus efficace que lorsqu’elle se situe dans le cadre d’un processus moins institué, comme ce qu’on peut observer avec la concertation au Québec. Bien que, dans les deux cas, l’influence du milieu communautaire en matière des politiques sociales demeure mitigée, la mobilisation sociale des organismes communautaires irlandais s’est avérée plus efficace que celle de leurs homologues québécois eu égard de la formulation de politiques pour lutter contre la pauvreté. Au Québec, bien que les organismes communautaires sont parvenus à former une coalition, soit le Collectif pour une loi sur l’élimination de la pauvreté, leur mobilisation s’est trouvée affaiblie en raison de la prédominance de divergences entre acteurs communautaires. De telles divergences étaient aggravées en raison du caractère incertain du champ institutionnel lié à la concertation. En Irlande, bien que les organismes communautaires ont dû faire face à des contraintes qui rendaient difficiles la formation d’une coalition, ceux-ci ont pu néanmoins se mobiliser autrement, notamment en raison de liens formés avec des fonctionnaires dans le cadre des ententes partenariales.

Trust is a complex philosophical, social and technical notion, but it underlies many of our digital interactions including e-commerce and collective intelligence. In this lecture we will look at how different disciplines, including Psychology, Sociology and Economics have come to understand Trust through the lens of their own studies, aims and goals, and will explore how computer scientists and software engineers have implemented trust models based on policy, provenance and reputation. We will take a closer look at both Global and Local reputation-based trust, and see how assumptions of transitivity and asymmetry are useful. El objetivo de este escrito es proponer elementos conceptuales para el debate sobre la implementación de políticas sociales bajo la actual administración del presidente Hugo Chávez Frías en Venezuela. A través del uso de conceptos propios de la Ciencia Política y de la Sociología del Derecho, junto a la definición de los paradigmas como categoría analítica, se abordan las actuales políticas sociales como el resultado de una crisis institucional que necesariamente precisa la implementación de un nuevo paradigma, con las consecuencias que este proceso trae consigo para la institucionalidad del país. A partir de la forma en la que están concebidos los derechos sociales dentro de la Constitución de 1999, se exponen algunos de los dilemas que será necesario afrontar para el pleno establecimiento de una política social institucional.-----The aim of this paper is to propose conceptual elements for discussion about the implementation of social policies under the current administration of the President Hugo Chávez Frías in Venezuela. Through the use of concepts from political science and sociology of law, together with the definition of paradigms as an analytical category, it addresses the current social policies as the result of an institutional crisis, which necessarily requires the implementation of a new paradigm, with the consequences that this process entails for the country’s institutions. Since the reform which social rights are conceived in the 1999 Constitution sets out some of the dilemmas that will be needed to meet the full establishment of an institutional social policy.

La primera infancia es la etapa comprendida entre los 0 y los 6 años, y es el momento en el cual el cerebro tiene mayor plasticidad, por lo que en la actualidad se cree que la educación debe iniciar en este momento de la vida. La educación inicial ha venido dejando de lado el interés por los procesos cognitivos y ha puesto su foco de atención en el desarrollo social y emocional de los niños. El objetivo del presente trabajo es describir las características de los programas de educación emocional en la primera infancia a través de la lente de la Psicología Positiva utilizando una metodología cualitativa documental y específicamente el estado del arte. Los resultados obtenidos se dividen en corte empírico y corte teórico; para los de corte empírico se encontró que si bien el target que se pretende impactar son los niños en la primera infancia, varios programas le apuntan a trabajar como primera instancia con los cuidadores de los niños. Por otro lado como variables más comunes se manejaban las habilidades interpersonales y la resolución de problemas. Para los de corte teórico se encontró que los programas se orientan bajo una pedagogía dinámica y que muchos se centran en enfoques orientados a la promoción de habilidades sociales.

Para los países emergentes en América Latina y El Caribe se hace necesario determinar la eficiencia de su sistema de salud para generar beneficios a su población desde el indicador de esperanza de vida al nacer y los recursos que se hacen uso desde Colombia en comparación con sus homólogos. Se evidencia que a pesar de Colombia poseer una economía fuerte durante el análisis de los dos momentos se mantiene en la tendencia general de los demás países y con los mismos resultados del indicador. A su vez se concluye que el momento en que se tomaron las decisiones de cambio del sistema de salud es un factor diferenciador en los resultados obtenidos como fue el caso de Costa Rica identificado con el de mejor desempeño en la relación Indicador de esperanza de vida al nacer y Porcentaje de gasto en salud como parte del Producto interno bruto.

This article argues that those termed 'liberals' in the United States had the opportunity in the late 1940's to use overseas case studies to reshape the ramshackle political agenda of the New Deal along more specifically social democratic lines, but hat they found it impossible to match interest in the wider world with a concrete programme to overcome tension between left-wing politics and the emerging anti-totalitarianism of the Cold War. The American right, by contrast, conducted a highly organised publicity drive to provide new meaning for their anti-statist ideology in a post-New Deal, post-isolationist United States by using perceived failures of welfare states overseas as domestic propaganda. The examples of Labour Britain after 1945 and Labour New Zealand both provided important case studies for American liberals and conservatives, but in the Cold War it was the American right who would benefit most from an ideologically driven repackaging of overseas social policy for an American audience.

Social networking mediated by web sites is a relatively new phenomenon and as with all technological innovations there continues to be a period of both technical and social adjustment to fit the services in with people’s behaviours, and for people to adjust their practices in the light of the affordances provided by the technology. Social networking benefits strongly from large scale availability. Users gain greater benefit from social networking services when more of their friends are using them.This applies in social terms, but also in eLearning and professional networks. The network effect provides one explanation for the popularity of internet based social networking sites (SNS) because the number of connections between people which can be maintained by using them is greatly increased in comparison to the networks available before the internet. The ability of users to determine how much they trust information available to them from contacts within their social network is important in almost all modes of use. As sources of information on a range of topics from academic to shopping advice, the level of trust which a user can put in other nodes is a key aspect of the utility of the system.

The extent of children’s and young people’s participation activities has increased considerably among statutory, voluntary and community sector organisations across the UK in recent years. The Children’s Fund, a major government initiative launched in 2000, represents a systematic drive towards promoting children and young people’s participation in planning, implementing and evaluating preventative services within all 149 local authority areas in England. Based on research carried out by the National Evaluation of the Children’s Fund, this paper explores the experience of Children’s Fund partnerships of engaging children and young people in strategic processes.

This is the second half of a two-part paper dealing with the social theoretic assumptions underlying system dynamics. In the first half it was concluded that analysing system dynamics using traditional, paradigm-based social theories is highly problematic. An innovative and potentially fruitful resolution is now proposed to these problems. In the first section it is argued that in order to find an appropriate social theoretic home for system dynamics it is necessary to look to a key exchange in contemporary social science: the agency/structure debate. This debate aims to move beyond both the theories based only on the actions of individual human agents, and those theories that emphasise only structural influences. Emerging from this debate are various theories that instead aim to unite the human agent view of the social realm with views that concentrate solely on system structure. It is argued that system dynamics is best viewed as being implicitly grounded in such theories. The main conclusion is therefore that system dynamics can contribute to an important part of social thinking by providing a formal approach for explicating social mechanisms. This conclusion is of general significance for system dynamics. However, the over-arching aim of the two-part paper is to increase the understanding of system dynamics in related disciplines. Four suggestions are therefore offered for how the system dynamics method might be extended further into the social sciences. It is argued that, presented in the right way, the formal yet contingent feedback causality thinking of system dynamics should diffuse widely in the social sciences and make a distinctive and important contribution to them. The controversy of growth: a debate between economists and sociologists about the Swedish public sector Has the ‘Swedish model’ forced Sweden into stagnating economic growth? And has this caused Sweden to lag behind other comparable OECD-countries from the 1970s and onwards, i.e. since Sweden chose a welfare path different from many other countries? This has been the subject of a more than twenty year long controversy between Walter Korpi, professor of sociology and social policy, and leading Swedish mainstream economists. In a series of articles, especially during the years of economic crisis in the 1990s, Walter Korpi claimed that other reasons than the Swedish model has to be taken into account when comparing welfare states and their impact on economic growth, while the economists have persistently maintained the opposite view. These disputes over statistics and methodology have developed into what is here referred to as a science based controversy. This article analyzes the controversy between sociology and economy in accordance with controversy theory. In this way we can consider both the underlying social as well as political aspects of the debate, which leads to the conclusion that not every aspect of a science-based controversy is a byproduct of science itself.
