Personalised nutrition (PN) has the potential to reduce disease risk and optimise health and performance. Although previous research has shown good acceptance of the concept of PN in the UK, preferences regarding the delivery of a PN service (e.g. online v. face-to-face) are not fully understood. It is anticipated that the presence of a free at point of delivery healthcare system, the National Health Service (NHS), in the UK may have an impact on end-user preferences for deliverances. To determine this, supplementary analysis of qualitative data obtained from focus group discussions on PN service delivery, collected as part of the Food4Me project in the UK and Ireland, was undertaken. Irish data provided comparative analysis of a healthcare system that is not provided free of charge at the point of delivery to the entire population. Analyses were conducted using the 'framework approach' described by Rabiee (Focus-group interview and data analysis. Proc Nutr Soc 63, 655-660). There was a preference for services to be led by the government and delivered face-to-face, which was perceived to increase trust and transparency, and add value. Both countries associated paying for nutritional advice with increased commitment and motivation to follow guidelines. Contrary to Ireland, however, and despite the perceived benefit of paying, UK discussants still expected PN services to be delivered free of charge by the NHS. Consideration of this unique challenge of free healthcare that is embedded in the NHS culture will be crucial when introducing PN to the UK.

An aim of government and the international community is to respond to global processes and crises through a range of policy and practical approaches that help limit damage from shocks and stresses. Three approaches to vulnerability reduction that have become particularly prominent in recent years are social protection (SP), disaster risk reduction (DRR) and climate change adaptation (CCA). Although these approaches have much in common, they have developed separately over the last two decades. However, given the increasingly complex and interlinked array of risks that poor and vulnerable people face, it is likely that they will not be sufficient in the long run if they continue to be applied in isolation from one another. In recognition of this challenge, the concept of Adaptive Social Protection (ASP) has been developed. ASP refers to a series of measures which aims to build resilience of the poorest and most vulnerable people to climate change by combining elements of SP, DRR and CCA in programmes and projects. The aim of this paper is to provide an initial assessment of the ways in which these elements are being brought together in development policy and practice. It does this by conducting a meta-analysis of 124 agricultural programmes implemented in five countries in south Asia. These are Afghanistan, Bangladesh, India, Nepal and Pakistan. The findings show that full integration of SP, DRR and CCA is relatively limited in south Asia, although there has been significant progress in combining SP and DRR in the last ten years. Projects that combine elements of SP, DRR and CCA tend to emphasise broad poverty and vulnerability reduction goals relative to those that do not. Such approaches can provide valuable lessons and insights for the promotion of climate resilient livelihoods amongst policymakers and practitioners.

The ‘Public interest’, even if viewed with ambiguity or scepticism, has been one of the primary means by which various professional roles of planners have been justified. Many objections to the concept have been advanced by writers in planning academia. Notwithstanding these, ‘public interest’ continues to be mobilised, to justify, defend or argue for planning interventions and reforms. This has led to arguments that planning will have to adopt and recognise some form of public interest in practice to legitimise itself.. This paper explores current debates around public interest and social justice and advances a vision of the public interest informed by complexity theory. The empirical context of the paper is the poverty alleviation programme, the Kudumbashree project in Kerala, India.

Existing literature has paid considerable attention to the effects of supporting programmes on the survival and performance of small and medium-sized enterprises (SMEs), but it lacks a deep understanding of the benefits of the use of such assistance and the factors influencing the evaluation of such services from the perspective of SMEs. We examine the factors affecting the propensity to use assistance when SMEs make financial decisions and the usefulness perceived by the users. We examine 2500 UK SMEs and find that the use of assistance and the usefulness of such services, as perceived by SMEs, are much related to: the characteristics of the entrepreneur, the nature of the business, and the financial products used by the business. These empirical results imply that support and advice on financial decision making, available for SMEs, are important for them to better manage and to access finance. Assistance and advice are also very valuable for SMEs and entrepreneurs to compensate for their lack of human capital and thus facilitate overcoming possible problems in managing their businesses.

Drone strikes are becoming a key feature of the United States’ global military response to nonstate actors, and it has been widely adduced that these strikes have been carried out with the consent of the host states in which such non-state actors reside. This article examines the degree to which assertions of consent (or ‘intervention by invitation’), provided as a justification for drone strikes by the United States in Pakistan, Yemen and Somalia, can be said to accord with international law. First the article provides a broad sketch of the presence of consent in international law. It then analyses in detail the individual elements of consent as provided by Article 20 of the International Law Commission Draft Articles of State Responsibility. These require that consent should be ‘valid’, given by the legitimate government and expressed by an official empowered to do so. These elements will be dealt with individually, and each in turn will be applied to the cases of Pakistan, Yemen and Somalia. Finally, the article will examine the breadth of the exculpatory power of consent, and the extent to which it can preclude the wrongfulness of acts carried out in contravention of international law other than the prohibition of the use of force under Article 2(4) of the Charter of the United Nations.

Horticultural knowledge and skills training have been with humankind for some 10,000 to 20,000 years. With permanent settlement and rising wealth and trade, horticulture products and services became a source of fresh food for daily consumption, and a source of plant material in developing a quality environment and lifestyle. The knowledge of horticulture and the skills of its practitioners have been demonstrated through the advancing civilizations in both eastern and western countries. With the rise of the Agricultural Revolutions in Great Britain, and more widely across Continental Europe in the 17th and 18th centuries, as well as the move towards colonisation and early migration to the New Worlds, many westernised countries established the early institutions that would provide education and training in agriculture and horticulture. Today many of these colleges and universities provide undergraduate, postgraduate and vocational and technical training that specifically targets horticulture and/or horticultural science with some research and teaching institutions also providing extension and advisory services to industry. The objective of this chapter is to describe the wider pedagogic and educational context in which those concerned with horticulture operate, the institutional structures that target horticulture and horticultural science education and training internationally; examine changing educational formats, especially distance education; and consider strategies for attracting and retaining young people in the delivery of world-class horticultural education. In this chapter we set the context by investigating the horticultural education and training options available, the constraints that prevent young people entering horticulture, and suggest strategies that would attract and retain these students. We suggest that effective strategies and partnerships be put in place by the institution, the government and most importantly the industry to provide for undergraduate and postgraduate education in horticulture and horticultural science; that educational and vocational training institutions, government, and industry need to work more effectively together to improve communication about horticulture and horticultural science in order to attract enrolments of more and talented students; and that the horticulture curriculum be continuously evaluated and revised so that it remains relevant to future challenges facing the industries of horticulture in the production, environmental and social spheres. These strategies can be used as a means to develop successful programs and case studies that would provide better information to high school career counsellors, improve the image of horticulture and encourage greater involvement from alumni and the industries in recruitment, provide opportunities to improve career aspirations, ensure improved levels of remuneration, and promote the social features of the profession and greater awareness and recognition of the profession in the wider community. A successful career in horticulture demands intellectual capacities which are capable of drawing knowledge from a wide field of basic sciences, economics and the humanities and integrating this into academic scholarship and practical technologies.

The research reported here is a retrospective case study of the recent (2010) introduction of the Masters in Teaching and Learning (MTL) as a post-graduate level programme of professional development for teachers. It contributes to the debate and research over the past two decades about the impact of post-graduate professional development and appropriate ways of delivering it. The study is located within an extensive body of literature dealing with the importance of the teaching profession with regard to the success of schools and pupils and the impact of professional development on teaching quality and of teaching quality on attainment. A further relevant context is the ongoing tension between the teaching profession and academics on the one hand and government and political actors on the other, in respect of the approaches to professional development and to the control of educational processes. The research questions which inform the study deal with the perspectives of various participants – policy makers, programme directors, coaches and teachers studying for the MTL – on the extent to which the MTL is likely to have an ameliorative effect on teaching and pupil attainment, their experiences of the process of policy development and their experiences as course participants. The study adopts a case study approach which involves elite interviews with those responsible for the development and implementation of the MTL, questionnaires completed by MTL course participants and a comparison group taking a conventional MA and in depth interviews with participants and coaches. The results revealed tensions and difficulties associated with the development of the MTL including uneasy relationships between HE institutions and government agencies, ideas about ‘producer capture’, the relevance of the MBA model and concern over the role of coaches. However, while acknowledging various difficulties and some misconceived expectations they viewed its potential to meet its expressed aims positively, given time. Course participants were positive about their experience of the MTL and felt that it had contributed to many aspects of their professional development. Most saw it as a positive experience despite the variable quality of support from their schools, particularly in the form of the school-based coach the concept of which had been heralded as the bellwether of the MTL. It was striking that the responses of the MTL participants were very similar to those of teachers taking a conventional MA. A finding which would repay further investigation is that while the great majority of course participants felt that the MTL (and the MA) had contributed to their becoming more effective teachers they were much less confident that it had contributed to increased pupil attainment.

Parafraseando Robert Ezra Park, os jornaleiros têm uma história; mas os jornaleiros têm, ainda, uma história natural. A evolução do modelo de distribuição e comercialização de publicações impressas, que culmina nas modernas bancas de jornais, aponta para o tratamento de licenças e concessões para a operacionalização de uma atividade comercial em espaço público urbano. As bancas se constituem, portanto, em um espaço regulado pelo poder público e operacionalizado por iniciativa privada, a título precário. Por que se chegou a este modelo e quais as suas implicações é uma das principais questões abordadas por este trabalho. Entre outros pontos, esta tese tem como objetivo compreender (1) em que medida políticos e homens públicos são capazes de atuar na regulação da liberdade de imprensa através do controle e fiscalização sobre as bancas de jornais; (2) como se dão as articulações dos profissionais vendedores e distribuidores de jornais e revistas diante destas regulações, quais são suas reivindicações comuns e como é construída sua memória em torno destas ações; (3) em que circunstâncias se desenvolvem as negociações entre jornaleiros e homens de imprensa e como estas relações são capazes de ampliar a penetração de determinados impressos junto ao público, atuando de maneira decisiva na conformação da opinião pública; e, finalmente, (4) qual a importância dos jornaleiros e das bancas de jornais e revistas no processo histórico de construção política da opinião sobre a notícia e na apreensão social da informação nas grandes cidades. Nesse sentido, embora evidenciado pelo modelo atual de distribuição adotado pelas principais cidades do país, o papel dos jornaleiros como agentes de fundamental relevância cultural e política na cadeia produtiva dos periódicos impressos tem sido subjugado ante a análises que se concentram nas técnicas ou no discurso jornalístico, quando muito nas cercanias dos estudos de recepção e na apropriação da cultura popular – jamais na investigação sobre esta instituição que silenciosamente tem ocupado nosso imaginário por todos esses anos: as bancas de jornais e revistas.

Drawing upon Brazilian experience, this research explores some of the key issues to be addressed in using e-government technical cooperation designed to enhance service provision of Patent Offices in developing countries. While the development of software applications is often seen merely as a technical engineering exercise, localization and adaptation are context bounded matters that are characterized by many entanglements of human and non-humans. In this work, technical, legal and policy implications of technical cooperation are also discussed in a complex and dynamic implementation environment characterized by the influence of powerful hidden agendas associated with the arena of intellectual property (IP), which are shaped by recent technological, economic and social developments in our current knowledge-based economy. This research employs two different theoretical lenses to examine the same case, which consists of transfer of a Patent Management System (PMS) from the European Patent Office (EPO) to the Brazilian Patent Office that is locally named ‘Instituto Nacional da Propriedade Industrial’ (INPI). Fundamentally, we have opted for a multi-paper thesis comprising an introduction, three scientific articles and a concluding chapter that discusses and compares the insights obtained from each article. The first article is dedicated to present an extensive literature review on e-government and technology transfer. This review allowed the proposition on an integrative meta-model of e-government technology transfer, which is named E-government Transfer Model (ETM). Subsequently, in the second article, we present Actor-Network Theory (ANT) as a framework for understanding the processes of transferring e-government technologies from Patent Offices in developed countries to Patent Offices in developing countries. Overall, ANT is seen as having a potentially wide area of application and being a promising theoretical vehicle in IS research to carry out a social analysis of messy and heterogeneous processes that drive technical change. Drawing particularly on the works of Bruno Latour, Michel Callon and John Law, this work applies this theory to a longitudinal study of the management information systems supporting the Brazilian Patent Office restructuration plan that involved the implementation of a European Patent Management System in Brazil. Based upon the ANT elements, we follow the actors to identify and understand patterns of group formation associated with the technical cooperation between the Brazilian Patent Office (INPI) and the European Patent Office (EPO). Therefore, this research explores the intricate relationships and interactions between human and non-human actors in their attempts to construct various network alliances, thereby demonstrating that technologies embodies compromise. Finally, the third article applies ETM model as a heuristic frame to examine the same case previously studied from an ANT perspective. We have found evidence that ETM has strong heuristic qualities that can guide practitioners who are engaged in the transfer of e-government systems from developed to developing countries. The successful implementation of e-government projects in developing countries is important to stimulate economic growth and, as a result, we need to understand the processes through which such projects are being implemented and succeed. Here, we attempt to improve understanding on the development and stabilization of a complex social-technical system in the arena of intellectual property. Our preliminary findings suggest that e-government technology transfer is an inherently political process and that successful outcomes require continuous incremental actions and improvisations to address the ongoing issues as they emerge.

A administração pública exerce o seu poder de fiscalização por intermédio dos controles externo e interno, nos níveis federal, estadual e municipal, atuando como representante do papel no lugar do cidadão na gestão dos bens públicos. A correta utilização dos recursos públicos tem sido motivo de preocupação da administração pública, não só quanto à existência de corrupção de agentes públicos e políticos, mas também pela má gestão, pela falta de eficácia, eficiência, efetividade e economicidade quando da execução de recursos por meio das políticas públicas. O objetivo desta pesquisa foi analisar a questão da governança na administração pública, sua eficiência no sentido amplo, na vertente do controle interno e controle social como forma de combate à corrupção. Este estudo buscou analisar o controle social nas ações investigativas do governo federal brasileiro, realizadas pela Controladoria Geral da União (CGU), por intermédio das Demandas Externas que são instrumentos de controle interno desenvolvidos pela CGU, são ferramentas de auditoria utilizadas no controle que proporcionam a fiscalização imediata por representantes de entidades e cidadãos, gerando relatórios e pedidos de informações para que o gestor se manifeste sobre impropriedades e irregularidades na execução de políticas públicas. As demandas externas processadas pela Controladoria Geral da União e estão ligadas diretamente ao momento de fiscalização prévia e concomitante, também se relacionam com a questão do controle social enfatizando a participação popular, podendo ser iniciadas não somente a partir de denúncias formuladas pelos órgãos do poder público e imprensa, mas a partir do próprio cidadão que diretamente exerce seu poder de fiscalização, havendo o uso desse instrumento aumentado significativamente nos últimos anos, principalmente por meio da internet. A relevância do estudo é importante na verificação da inciativa dessas demandas, outrora sempre feita por parte de órgãos da estrutura burocrática do Estado, começa a fomentar o cidadão à participação, isso aumenta o controle social e o accountability vertical.

Esta dissertação tem como objetivo explorar como o governo do Estado de São Paulo pode utilizar a tecnologia para aproximar o Estado dos cidadãos por meio de aplicativos móveis. A intensificação do uso dos dispositivos móveis pela população brasileira e a recente ampliação do uso de m-government como esforço na busca da melhoria da prestação de serviços ao cidadão pelo Estado de São Paulo nas duas últimas décadas configuram o cenário em que foi estabelecido o Termo de Referência da Subsecretaria de Tecnologia e Serviços ao Cidadão, da Secretaria de Governo do Estado de São Paulo. Neste trabalho, houve a integração de métodos de pesquisa de diferentes naturezas: revisão da literatura, entrevistas semi-estruturadas com atores influentes na formulação das políticas públicas, avaliação da política de aplicativos móveis do Governo do Estado de São Paulo e dos próprios aplicativos, benchmarking de experiências internacionais e diagnóstico analítico da situação atual. Foram identificados como pontos fortes a importância da existência de uma subsecretaria próxima ao Governador, a criação de um aplicativo central que facilita o conhecimento dos aplicativos do governo existentes e a existência de uma empresa pública de processamento de dados com competência para desenvolver serviços e aplicativos. Como desafios foram identificados a estratégia de comunicação e divulgação dos aplicativos, ausência de legislação sobre m-government e a falta de uma política pública e planejamento estratégico consistente para orientar melhorias e alcance de resultados com rapidez e eficiência. Recomenda-se, principalmente: 1) que a Subsecretaria de Tecnologia e Serviços ao Cidadão atue como órgão central para além de emitir as diretrizes de e-goverment, também emanar as de m-government, 2) que o foco governamental seja na orientação do serviço ao cidadão e não primordialmente ao desenvolvimento de aplicativos e 3) a formulação e implementação de uma política clara para a difusão de m-government que seja passível de ser entendida e replicada por todos os atores governamentais e permeie todos os órgãos da administração direta e indireta, não se restringindo às áreas de TI. A abordagem de m-government ainda é incipiente no Brasil, necessitando de novos estudos acadêmicos complementares para consolidação de massa crítica sobre o tema. Este assunto receberá atenção e investimentos governamentais nos próximos anos. Conclui-se que o Estado de São Paulo está em uma boa direção, mas para avançar com efetividade os gestores estaduais devem se apropriar das melhores práticas da experiência internacional em m-government, havendo um longo caminho para melhorar o relacionamento entre o Estado e os cidadãos com o uso de aplicativos móveis, com a abordagem de um governo único para um cidadão único.

Esta pesquisa se propôs a investigar a gestão pública da 20ª edição da Copa do Mundo FIFA, realizada no Brasil em 2014. Contestada popularmente por milhares de brasileiros, o megaevento esportivo teve suas contradições, principalmente em relação aos altos gastos públicos e à lucrativa participação da Federação Internacional de Futebol (FIFA). Durante os seus preparativos e realização, aconteceu um dos mais duradouros ciclos de protestos da história recente do Brasil, o que destaca a insatisfação de muitos brasileiros em relação aos investimentos dos governos federal, estaduais e municipais para a sua realização. Com recorte mais aprofundado para a gestão do megaevento na cidade de São Paulo, o trabalho procurou compreender os acordos entre as partes e analisar a relação entre as instituições – a FIFA e os Governos – na operacionalização e decisões sobre o megaevento. Além disso, destaca as interfaces estabelecidas entre governos e a sociedade civil, em sua diversidade identificada empiricamente, e aprofunda nas inflexões das reivindicações populares e protestos na gestão do megaevento pela prefeitura paulistana. O estudo é um estudo de caso único e, portanto, foi realizado com métodos qualitativos de pesquisa. Foram utilizadas fontes múltiplas de coleta que possibilitaram a triangulação dos dados obtidos e o aumento da validade dos resultados. Foram feitas observações diretas durante os protestos e na região de impacto dos empreendimentos da Copa, coleta em documentos oficiais, legislações, atas, contratos e matérias jornalísticas e entrevistas com atores-chave dos governos federal e municipal, com ativistas e manifestantes, líderes comunitários e representantes de organizações da sociedade civil. A pesquisa apontou que os megaeventos esportivos são um importante tema de pesquisa pelo mundo e têm se revelado como uma relevante preocupação em países em desenvolvimento, além de terem se tornado um importante instrumento político para a promoção da imagem dos países-sede no exterior e para a projeção de partidos nos territórios nacionais. Seus resultados destacam a formação de campos antagônicos entre governos e sociedade civil e a formação de arenas de conflito também entre os atores sociais. Embora haja visto alguns esforços pela transparência da gestão, não se pode dizer que a Copa do Mundo no Brasil teve nível ideal de transparência, tampouco de participação social. Se por um lado houve esforços para se aprimorar a transparência, por outro, os canais de participação social instituídos não expressaram relevância para a gestão pública do megaevento. As interfaces entre governos e a sociedade civil foram identificadas, assim como seus efeitos e inflexões sobre a gestão do mundial. A principal interface destacada se deu no nível da rua e se afirmou na forma do enfrentamento entre manifestantes e a polícia. A segunda mais evidente se consolidou na negociação direta entre comunitários vulneráveis às obras da Copa e gestores municipais. Os efeitos dos protestos de rua sobre a ação dos governos se destacou na atividade policial, que usou a violência e a repressão como principais respostas ao conjunto de manifestações, e na criação de espaços de negociação direta com as comunidades, este influenciado mais diretamente pela formação de grupos de reivindicação, como o Comitê Popular da Copa, e pela resistência da própria comunidade. A gestão da Copa do Mundo no Brasil foi complexa e evidenciou, do ponto de vista das relações federativas, alguns problemas entre município, estado e União, que tratam da coordenação de programas, políticas ou ações, neste caso, um megaevento esportivo, de gestão compartilhada. O caso aponta dissonâncias e desalinhamentos entre governo federal, estadual e municipal sobre as práticas de diálogo, negociação, transparência e participação social. A pesquisa destaca a formação de um conjunto social mais atento, crítico e politizado, que reivindica, contesta e ocupa as ruas demonstrando sua insatisfação com governos, sistemas políticos e formas de representação. Aponta para resultados mais tangíveis e relações mais harmônicas entre governos e população quando são implementadas formas alternativas de participação e envolvimento social, sobretudo espaços e processos em que há lugar para a negociação e inserção da sociedade civil nos processos decisórios

Milk is considered a nutritious food because it contains several important nutrients including proteins and vitamins. Conversely, it can be a vehicle for several pathogenic bacteria such as Staphylococcus aureus. This study aimed to analyze the frequency of genes encoding the staphylococcal enterotoxins (SEs) SEA, SEB, SEC, SED, SEE, SEG, SEH, SEI and SEJ in S. aureus strains isolated from raw or pasteurized bovine milk. S. aureus was found in 38 (70.4%) out of 54 raw milk samples at concentrations of up to 8.9 X 10(5) CFU/ml. This microorganism was present in eight samples of pasteurized milk before the expiration date and in 11 samples analyzed on the expiration date. of the 57 strains studied, 68.4% were positive for one or more genes encoding the enterotoxins, and 12 different genotypes were identified. The gene coding for enterotoxin A, sea, was the most frequent ( 16 strains, 41%), followed by sec (8 strains, 20.5%), sed (5 strains, 12.8%). seb (3 strains. 7.7%) and see (2 strains, 5.1%). Among the genes encoding the other enterotoxins, seg was the most frequently observed (11 strains. 28.2%), followed by sei (10 strains) and seh and sej (3 strains each). With the recent identification of new SEs, the perceived frequency of enterotoxigenic strains has increased. suggesting that the pathogenic potential of staphylococci may be higher than previously thoughts however, further studies are required to assess the expression of these new SEs by S. aureus. and their impact in foodborne disease. The quality of Brazilian milk is still low. and efforts from the government and the entire productive chain are required to attain consumer safety. (C) 2008 Elsevier B.V. All rights reserved.
