El presente trabajo tiene como objetivo una presentación de políticas públicas ambientales, teniendo como foco el Proyecto “Municipio VerdeAzul” (PMVA), lanzado por la Secretaria de Medio Ambiente del Estado de São Paulo en 2007, que tiene como característica la descentralización y comparte la gestión ambiental con los municipios. De esta manera, como estudio de caso fue realizado un análisis del desarrollo y de los resultados del municipio de Magda-São Paulo en la aplicación de ese proyecto en el año 2010. Para eso, se utilizó una metodología basada, inicialmente en la revisión bibliográfica sobre los temas envueltos, seguida del levantamiento de datos oficiales colectados en trabajo de campo y en sitios de órganos públicos, bien como entrevistas con dirigentes municipales para la realización del análisis e interpretación de esos dados. La investigación permitió concluir que el municipio de Magda obtuvo buenos resultados a partir de la participación en el PMVA, que se presenta como una política pública ambiental estratégica, avanzando en la perspectiva de actuación del poder municipal en la gestión del medioambiente

The interactions between the Industrial Sector and Services Sector show a process of decentralization of certain functions of the industries at the expense of the specialization of strategic and critical sectors to the production of goods in specialized industries. Thus, this paper aims to address what is the importance of industrial services for industries in the industrial district of Rio Claro (SP), verifying the characteristics of services, demand and supply of these services and the industries they serve

Objetiva discutir os aspectos determinantes da descentralização da Educação Básica brasileira no período pós-1988 (nova Constituição Federal), com um enfoque na municipalização do Ensino Fundamental a partir da instituição do Fundef (Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério). Investiga os sistemas de ensino de quatorze municípios que compõem a Diretoria Regional de São José do Rio Preto (SP). A partir desta amostra, busca identificar quais aderem à municipalização por meio da análise da evolução das matrículas nos sistemas municipais de ensino no período compreendido entre 1997 e 2007, visto que grande parte da literatura aponta o Fundef como um fator indutor do processo de municipalização do Ensino Fundamental. Os resultados indicam que uma parte desses municípios inicia um processo de municipalização das matrículas do Ensino Fundamental com a implementação do Fundef. No caso específico da Região Administrativa estudada, é no ano de 2002 que ocorre a inversão do contexto anterior, qual seja, a partir deste ano o número de matrículas nos sistemas municipais de Ensino Fundamental supera o total de alunos matriculados na rede estadual de ensino.

The territorial approach of development took an important place in the public politics of the State, also guiding the actions originated from different organizations of the society. The territorial focus, infl uenced by the analysis related to the industrial districts, is highlighted as a specifi c form to dealing with process and situations spatially delimited. In Brazil, the Secretary of Territorial Development, linked to the Ministry of Agrarian Development, since 2003, has adopted it strategically through the Programa Nacional de Desenvolvimento Sustentável dos Territórios Rurais (PRONAT). In 2008, had occurs the implantation of the Programa Territórios da Cidadania, a part of the PRONAT and of the rural development politic directed to the dynamization of the depressed territories constituted by small counties that cover rural and urban areas and activities, overcoming the focus on the rural world. The analysis of the assumptions underlying to the adoption of this strategy on the politic of the rural development in Brazil made through the study of the constitution of the Território Integração Norte Pioneiro (PR), which indicates that the focus of this politic falls more on the effectiveness of the decentralization than the concretization, and implementation, of the social management.

The article searches to launch some analyses and investigations on the historical reach of produced participative processes in Spain and Brazil. Evidently, both the processes if had uncurled in historical, social, economic contexts and distinct politicians, but, exactly thus, keep some approaches that we intend to give prominence in the present article. For example, the popular mobilization in the two presented cases after occurred a long period of not attendance of social demands socials. In the same way, the processes of democratic renewal of both are related with historical landmarks “end of the Cold War” and the dismantlement of the Walfare State that introduced new rationalists in the relation between governing and governed dynamic, over all in the coinage and offer of public politics. How much to the dismantlement of the Welfare State, we present, still, that in the case of Spain it provoked consequences in the modus operandi of the formularization process and implementation of public politics. It occurred, in other words, a decentralization of its formulator power to decide arrangement of public politics that started to count on the participation of social actors in the called relational city (BECERRA, 2011). In the case of Brazil, the dictatorial period (1964-1985), the fast urban growth and the generation of precarious peripheries in the main cities, the distension and the Constituent (1986-1988) had generated the enough forces of pressure so that, gradually, if it incorporated the participative arrangement in the power to decide process. We identify that in both the cases, kept the had ratios, the instauration of a critical scene of suppression/absence of formulated public politics from an interface with the social movements were the propeller spring of the transformations in the power to decide mechanisms of formularization and implementation of public politics.

Considering the experience taken from the institutional support given by the Humanization’s Brazilian Policy in three health’s regions in São Paulo State, Brazil, this text intends to expose some problems refering to the articulation process of other health’s regional networks mainly composed by cities with less than twenty thousands inhabitants. By problematizing the articulation of inlad health’s networks it is put on the agenda the process of descentraliztion and the interfederaditive relations emphasizing the political and institutional aspects that goes through and modulates these relations, mainly in the small cities. Thus, we are questioning the ways how the current health policies are implemented in these territories and the way how they are articulated, having as a goal the challenge of the process’ ascendance and transversality.
