This multi-disciplinary research project explores the religious and cultural foundations within the “master commemorative narratives” that frame Israeli and Iranian political discourse. In articulating their grievances against one another, Israeli and Iranian leaders express the tensions between religion, nationalism, and modernity in their own societies. The theoretical and methodological approach of this dissertation is constructivist-interpretivist. The concept of “master commemorative narratives” is adapted from Yael Zerubavel’s study of ritualized remembrance in Israeli political culture, and applied to both Israeli and Iranian foreign policy. Israel’s master commemorative narrative draws heavily upon the language of the Hebrew Bible, situating foreign policy discourse within a paradigm of covenantal patrimony, exile, and return, despite the unrelenting hostility of eternal enemies and “the nations.” Iran’s master commemorative narrative expresses Iranian suspicion of foreign encroachment and interference, and of the internal corruption that they engender, sacralizing resistance to the forces of evil in the figurative language and myths of pre-Islamic tradition and of Shi‘a Islam. Using a constructivist-interpretive methodological approach, this research offers a unique interpretive analysis of the parallels between these narratives, where they intersect, and where they come into conflict. It highlights both the broad appeal and the diverse challenges to the components of these “master” narratives within Israeli and Iranian politics and society. The conclusion of this study explains the ways in which the recognition of religious and cultural conflicts through the optic of master commemorative narratives can complement the perspectives of other theoretical approaches and challenge the conventions of Security Studies. It also suggests some of the potential practical applications of this research in devising more effective international diplomacy.

This research paper sets up a typology of libraries managed by cultural centres abroad. Nearly 2,200 libraries linked to a dozen of different cultural organizations provide not only traditional services such as loan and access to printed and audiovisual materials but they also approach local citizens, offering help and services in matters of education, literacy, cooperation, social issues or development. These actions may fit under the label of cultural diplomacy actions. This paper analyses the relevance of those cultural centres and offers a classification through a table including networks of institutions of the thirty most significant cultural centres worldwide.

El objetivo de este artículo es doble: por un lado explorar la habilidad de la Unión Europea para llevar a cabo una política audiovisual dirigida al Mercosur y promover las normas de la Convención sobre la diversidad de las expresiones culturales; por otro, analizar el impacto del modelo de política audiovisual de la UE en el desarrollo de la cooperación audiovisual con el Mercosur y centrarse en los principales vectores que configuran el paisaje audiovisual del Mercosur. El texto pretende destacar cómo y por qué la UE persigue una política audiovisual con esa región, cuáles son los propósitos y los límites de actuación. En este sentido, se preocupa por entender cómo la diplomacia audiovisual de la UE interactúa con otros actores, como las acciones gubernamentales llevadas a cabo desde la propia UE y el Mercosur, así como las prácticas del sector privado (Hollywwod y los grandes conglomerados de medios).

This article intends to study the evolution of the European Union foreign policy in the Southern Caucasus and Central Area throughout the Post-Cold War era. The aim is to analyze Brussels’ fundamental interests and limitations in the area, the strategies it has implemented in the last few years, and the extent to which the EU has been able to undermine the regional hegemons’ traditional supremacy. As will be highlighted, the Community’s chronic weaknesses, the local determination to preserve sovereignty and an increasing international geopolitical competition undermine any European aspiration to become a pre-eminent actor at the heart of the Eurasian continent in the near future.

Las perspectivas geopolíticas de la guerra de Sucesion espanola traspasaron ampliamente los limites de la herencia territorial de Carlos II. El político enlace del candidato austriaco al trono de Madrid, Carlos III de Austria, con Isabel Cristina de Braunschweig-Wolfenbuttel, una princesa luterana convertida ex profeso al catolicismo, vinculó las dos dinastias con el esfuerzo misionero de la Santa Sede en el norte del Sacro Imperio. En el presente estudio se propone reconstruir la relacion de la red diplomatica Wolfenbuttel con el papado y la monarquia carolina, ademas de apuntar la difusa -pero constante- presencia de la soberana dentro del proceso de financiación lombarda del misionalismo germánico a comienzos del Setecientos.

El objetivo del artículo es analizar algunos aspectos de los orígenes de la “política cultural” estadounidense en Argentina. La atención se concentrará en el pasaje desde las declaraciones del presidente Hoover, que contribuyeron a favorecer un clima útil y propicio a la intensificación de los intercambios, a los primeros pasos concretos realizados en el periodo de la presidencia de Roosevelt. Se tratará, en particular, de individualizar las características de la cooperación establecida entre organismos estadounidenses y argentinos para favorecer la proyección cultural estadounidense en el país y el intercambio cultural entre Estados Unidos y Argentina, donde se iba intensificando la difusión de un sentimiento anti-imperialista, y que era entonces objetivo de formas de propaganda particularmente agresivas por parte de los regímenes totalitarios.

Bajo el paradigma de modernización y desarrollo norteamericano -y en un contexto de Guerra Fría-, durante la década de 1960 se adecuaron a la realidad chilena programas de control de natalidad que no sólo buscaron disminuir las altas tasas de mortalidad materno infantil, sino que además respondieron al proyecto de seguridad hemisférica norteamericana de contención a posibles revoluciones populares en países del Tercer Mundo.

El artículo reconstruye los principales aspectos de la labor del Congreso por la Libertad de la Cultura entre la oposición antifranquista del interior. Se describen las circunstancias políticas que motivaron la fundación del Comité Español (1959-1977), así como las principales características de esa célula intelectual antifranquista. El artículo indaga en los objetivos ideológicos y políticos de la actividad del Congreso por la Libertad de la Cultura entre las elites intelectuales y culturales disidentes durante el tardofranquismo. Nos concentramos especialmente en el capítulo que atañe a la ayuda directa dispensada por el Congreso por la Libertad de la Cultura a los intelectuales y artistas españoles mediante la concesión de becas de libros y bolsas de viaje a través del Comité d’Ecrivains et d’Editeurs pour une Entraide Européenne. Reconstruimos asimismo los nombres de los principales beneficiarios españoles de esas ayudas, así como la principal problemática vinculada al desarrollo del programa. El análisis histórico se apoya en documentos procedentes de diversos archivos nacionales e internacionales.

El ciberespacio es un escenario de conflicto altamente complejo al estar en constante evolución. Ni la Unión Europea ni ningún otro actor del sistema internacional se encuentra a salvo de las amenazas procedentes del ciberespacio. Pero los pasos dados desde la UE en el mundo de la ciberseguridad no son en absoluto suficientes. Europa necesita que su Estrategia de ciberseguridad sea realmente capaz de integrar a las diferentes Estrategias nacionales. Es urgente una mayor determinación, unos mayores recursos y unos mejores instrumentos que permitan a la Unión implementar una gestión de crisis y una prevención de ciberconflictos verdaderamente eficaz.

El cambio climático es uno de los mayores desafíos de la actualidad. La UE ha abordado el tema de forma claramente insuficiente desde el punto de vista teórico, con unos planteamientos demasiado inmovilistas y hasta conformistas con su propia acción. Pero, al mismo tiempo, ha sido uno de los primeros y principales actores internacionales en actuar y posicionarse claramente en la lucha contra el cambio climático. La Estrategia Global de Seguridad de la UE no aborda adecuadamente ni el cambio climático como prioridad fundamental ni algunas de sus implicaciones en las políticas de los Estados Miembros de la UE.

This article deals with the encounters between a traditional Korean rural and island population and western military forces when the British navy occupied Geomundo, an archipelago known to them as Port Hamilton, for 22 months between 1885 and 1887. The paper first outlines the sometimes painful process of East Asian countries being opened up to trade and outside influences in the 19th century, a process sometimes urged upon them by naval weapons in this era of gunboat diplomacy. This provides the setting for the Port Hamilton Affair itself when in preparation for possible war with Russia, a British naval squadron steamed into Port Hamilton and took it without reference to the local people or their national government. After brief reference to the political consequences of this action, the focus is then on what the records from the occupation and earlier investigations by the British, who had long coveted the islands’ strategic harbour, reveal about the life of the islanders. The article considers both their traditional life, from a time rather before western travel accounts were written about the Korean mainland, and how the islanders fared under the British.

This dissertation addresses the broader antecedents of the Communist Party of Albania (CPA) as one of a number of associations whose experience was central to Albanian political history. This long experience dates back to the informal national associations formed in the Ottoman Empire of the late nineteenth century. The dissertation examines the role of these associations which, pursuing language rights and political representation through imperial state reforms, set a pattern that struggled to connect nation and state, rather than asserting the territorial demands for a nation-state familiar across the region. Starting out in the Ottoman Empire, but then maturing in the Albanian diaspora in Romania, Bulgaria, Egypt and the United States, this dissertation shows politically significant processes of longer-term adaptation that created informal associations as institutional structures able to channel collective action. It then traces the reframing of these patterns through their destruction in the Balkan Wars and the First World War to the emergence of communist associations in the interwar period and beyond. This dissertation is a sustained study that traces long-term Ottoman imperial political legacies in the Albanian successor state. The story of the associations, based on hitherto unexamined archival documents, shows that the Albanians possessed a far greater capacity for political mobilization that previously acknowledged by historians. Moreover, the dissertation successfully challenges the conventional wisdom that portrays the Albanians as irreparably divided along sectarian and regional faultlines. It finds that Albanian national activism was civic in character rather than ethnic as elsewhere in the Balkans. The Albanians fought to remain within a multinational framework because this afforded them political security, social advancement and potential economic growth. In the late Ottoman period, this political objective was manifested in the acceptance of the supranational imperial order whereas during the Second World War, in the aspiration to become members of the Comintern internationalist movement. Another important find, is the newly-discovered evidence concerning the founding of the CPA and its wartime conduct as an organization created and led by the Albanians themselves, albeit with Yugoslav ideological assistance under the transnational umbrella of the Comintern.

En el escenario global cambiante en el que los poderes económico y político se redistribuyen desde los países tradicionales de Occidente hacia economías de rápido crecimiento, sobre todo de Asia y África, se hace indispensable el establecimiento de nuevas relaciones con países distantes y con diferencias políticas y culturales sustanciales -- Este artículo presenta una revisión sistemática de la literatura existente sobre diplomacia comercial como herramienta usada por los gobiernos para conseguir dicho acercamiento, en el que por medios políticos se busca alcanzar beneficios económicos -- Se analiza el caso particular de Colombia y Emiratos Árabes Unidos (EAU), que reactivaron sus relaciones diplomáticas desde 2009; además, se revisa el contexto del país árabe al tener en cuenta el escenario político, económico, social y diplomático y mediante la exposición de las características que lo hacen atractivo para Colombia; también se presentan las cifras de comercio bilateral, inversión y turismo y su evolución luego de los acercamientos diplomáticos, con el fin de ilustrar el efecto dinamizador que tiene la diplomacia comercial sobre las relaciones comerciales bilaterales y de identificar puntos de oportunidad para Colombia, como el reforzamiento de las relaciones con los EAU como puerta de entrada hacia los demás países de la región del Consejo de Cooperación del Golfo (CCG)

A life of piracy offered marginal men a profession with a degree of autonomy, despite the brand of “outlaw” and the fear of prosecution. At various times throughout history, governments and crowned heads suspended much of their piracy prosecution, licensing men to work as “privateers” for the state, supplementing naval forces. This practice has a long history, but in sixteenth-century England, Elizabeth I (1558-1603) significantly altered this tradition. Recognizing her own weakness in effectively prosecuting these men and the profit they could contribute to the government, Elizabeth began incorporating pirates into the English naval corps in peacetime—not just in war. This practice increased English naval resources, income, and presence in the emerging Atlantic World, but also increased conflict with the powerful Spanish empire. By 1605, making peace with Spain, James VI/I (1603-1625) retracted Elizabeth’s privateering promotion, prompting an emigration of English seamen to the American outposts they had developed in the previous century. Now exiles, no longer beholden to the Crown, seamen reverted back to piracy. The Carolinas and Jamaica served as bases for these rover communities. In 1650, the revolutionary leader Oliver Cromwell (1649-1658) once again recognized the merits of such policies. Determined to demonstrate his authority and solidify his rule, Cromwell offered citizenship and state support to Caribbean exiles in exchange for their aiding of his navy in the taking of Spanish Jamaica. Official chartering of Port Royal, Jamaica served as reward for these men’s efforts and as the culmination of a century-long cycle of piracy legislation, creating one of England’s most lucrative colonies in the middle of a traditionally Spanish Caribbean empire. Through legal and diplomatic records, correspondence, and naval and demographic records from England and Spain, this dissertation explores early modern piracy/privateering policy and its impact on the development of the Atlantic World. European disputes and imperial competition converged in these piracy debates with significant consequences for the definitions of criminality and citizenship and for the development of Atlantic empire.
