The increasingly intense competition between commercial and recreational fishermen for access to fish stocks has focused attention on the economic implications of fishery allocations. Indeed, one can scarcely find a management plan or amendment that does not at least refer to the relative food and sport values of fish and to how expenditures by commercial and recreational fishermen on equipment and supplies stimulate the economy. However, many of the arguments raised by constituents to influence such allocations, while having an seemingly "economics" ring to them, are usually incomplete, distorted, and even incorrect. This report offers fishery managers and other interested parties a guide to correct notions of economic value and to the appropriate ways to characterize, estimate, and compare value. In particular, introductory material from benefitcost analysis and input-output analysis is described and illustrated. In the process, several familiar specious arguments are exposed.(PDF file contains 34 pages.)

A-ten-week feeding trial was carried out to evaluate the growth and survival rate of Oreochromis niloticus fed with varying percentage levels of Leucaena leucocephala leaf meal as a substitute for groundnut cake. The levels in the various diets were 0% - Diet 1, 25% - Diet 2, 50% - Diet 3 and 75% - Diet 4. Ten fingerlings with an average weight of 0.44g were stocked at the rate of 10 fish per bowl and fed at 5% body weight. Diet 1 with 0% inclusion of leucaena leaf meal gave a significant difference (P>0.05) in growth and survival rate compared with diets 2, 3 and 4. The water quality parameters recorded were appropriate for fish culture

Este trabalho é resultado de uma pesquisa realizada com sujeitos jovens e adultos privados de liberdade, reincidentes, com pelo menos metade da pena cumprida na Penitenciária de Benguela/Angola. Teve como foco a compreensão do sentido atribuído por esses sujeitos à experiência de ser preso reincidente, percebendo como experienciam o programa de reeducação do sistema prisional local. Os fundamentos teóricos da investigação basearam-se em autores que discutem a realidade da prisão; o direito à educação de pessoas em espaços de privação de liberdade; e a situação histórica de Angola, marcada pela longa guerra civil, após a Independência que a livrou do colonialismo do governo português, por tantos anos. Autores angolanos contribuíram para o desvelamento dessa condição histórica, e vários brasileiros foram fundamentais para compreender a temática relativa à prisão. O tema tornou-se relevante entre pesquisadores na academia brasileira, provocados em grande parte por acordos internacionais sobre direitos humanos e, especialmente, sobre o direito à educação de pessoas jovens e adultas em espaços de privação de liberdade. O balizamento brasileiro e internacional serviu para avaliar como o Estado angolano se porta diante desse direito, e de que forma atende (ou não) o preceituado nas prisões angolanas, sendo signatário de acordos internacionais. A investigação pode ser considerada um estudo de caso qualitativo, cuja recolha de informações utilizou observação, entrevistas e questionários que geraram dados quantitativos. Estes resultaram de questionários aplicados a dez reeducadores dos serviços prisionais e a 26 reclusos reincidentes, entre os quais 23 do sexo masculino e três do sexo feminino, todos não identificados. As entrevistas realizadas se fizeram desde o diretor da instituição penal ao responsável provincial da reeducação; ouviram o responsável pela área de segurança do presídio, um advogado de presos e a mãe de um dos reclusos reincidentes. Problemas de ordem política, econômica, social, assim como o fator guerra que acompanhou toda a história de Angola (1975-2002) contribuíram, em grande parte, para que os sujeitos especialmente jovens cometessem delitos e sofressem a privação da liberdade. No dizer dos sujeitos, a expectativa de mudança de vida se põe na volta à escola e no aprendizado de uma profissão no que depositam esperanças de que a cadeia possa contribuir, para que a sociedade os discrimine menos, porque egressos do sistema penitenciário de Angola.

The paper contains a brief review of the studies on the life histories of Indian species of prawns chiefly belonging to the family Penaeidae. References to similar work carried out outside India are furnished where significant variations have been observed. The three main larval stages viz., Nauplius, Protozoea and Zoea (Mysis) and their important characteristics, including modes of locomotion, are described. The post-larval development of one species that has been studied in detail (Metapenaeus dobsoni) is indicated in outline. Some aspects of the bionomics of these prawns, especially breeding and migration, are also briefly dealt with in view of their relevance in their life cycle. An outline of the life histories of some Palaemonid prawns of both fresh water and marine habitats is added at the end and the need for well- planned investigations in regard to species of such economic value as Palaemon carcinus (Macrobrachium rosenbergii) is indicated.

We present in two parts an assessment of global manufacturing. In the first part, we review economic development, pollution, and carbon emissions from a country perspective, tracking the rise of China and other developing countries. The results show not only a rise in the economic fortunes of the newly industrializing nations, but also a significant rise in global pollution, particularly air pollution and CO2 emissions largely from coal use, which alter and even reverse previous global trends. In the second part, we change perspective and quantitatively evaluate two important technical strategies to reduce pollution and carbon emissions: energy efficiency and materials recycling. We subdivide the manufacturing sector on the basis of the five major subsectors that dominate energy use and carbon emissions: (a) iron and steel, (b) cement, (c) plastics, (d) paper, and (e) aluminum. The analysis identifies technical constraints on these strategies, but by combined and aggressive action, industry should be able to balance increases in demand with these technical improvements. The result would be high but relatively flat energy use and carbon emissions. The review closes by demonstrating the consequences of extrapolating trends in production and carbon emissions and suggesting two options for further environmental improvements, materials efficiency, and demand reduction. © 2013 by Annual Reviews. In recent years, the role of human activities in changing sediment yield has become more apparent for the construction of hydraulic engineering and water conservation projections in the Upper Yangtze River, but it has not been evaluated at the macro scale. Taking Sichuan Province and Chongqing City as an example, this paper studies the relationship between socio-economic factors and sediment yield in the Upper Yangtze River based on section data in 1989 and 2007. The results show that sediment yield is significantly correlated with population density and cultivated area, in which the former appears to be more closely related to sediment yield. Moreover, in the relation of sediment yield vs. population density, a critical value of population density exists, below which the sediment yield increases with the increase of population density and over which the sediment yield increases with the decrease of population density. The phenomenon essentially reflects the influence of natural factors, such as topography, precipitation and soil property, and some human activities on sediment yield. The region with a higher population density than critical value is located in the east of the study area and is characterized by plains, hills and low mountains, whereas the opposite is located in the west and characterized by middle and high mountains. In the eastern region, more people live on the lands with a low slope where regional soil erosion is slight; therefore, sediment yield is negatively related with population density. In contrast, in the western region, the population tends to aggregate in the areas with abundant soil and water resources which usually lead to a higher intensity of natural erosion, and in turn, high-intensity agricultural practices in these areas may further strengthen local soil erosion. It is also found that population tends to move from the areas with bad environment and high sediment yield to the areas with more comfortable environment and less sediment yield. The natural factors have greater influence on sediment yield of western region than that of eastern region. Generally, the natural factors play a dominant role on sediment yield in the Upper Yangtze River.

Natural and human-made disasters cause on average 120,000 deaths and over US$140 billion in damage to property and infrastructure every year, with national, regional and international actors consistently responding to the humanitarian imperative to alleviate suffering wherever it may be found. Despite various attempts to codify international disaster laws since the 1920s, a right to humanitarian assistance remains contested, reflecting concerns regarding the relative importance of state sovereignty vis-à-vis individual rights under international law. However, the evolving acquis humanitaire of binding and non-binding normative standards for responses to humanitarian crises highlights the increasing focus on rights and responsibilities applicable in disasters; although the International Law Commission has also noted the difficulty of identifying lex lata and lex ferenda regarding the protection of persons in the event of disasters due to the “amorphous state of the law relating to international disaster response.” Therefore, using the conceptual framework of transnational legal process, this thesis analyses the evolving normative frameworks and standards for rights-holders and duty-bearers in disasters. Determining the process whereby rights are created and evolve, and their potential internalisation into domestic law and policy, provides a powerful analytical framework for examining the progress and challenges of developing accountable responses to major disasters.

While technologies for genetic sequencing have increased the promise of personalized medicine, they simultaneously pose threats to personal privacy. The public’s desire to protect itself from unauthorized access to information may limit the uses of this valuable resource. To date, there is limited understanding about the public’s attitudes toward the regulation and sharing of such information. We sought to understand the drivers of individuals’ decisions to disclose genetic information to a third party in a setting where disclosure potentially creates both private and social benefits, but also carries the risk of potential misuse of private information. We conducted two separate but related studies. First, we administered surveys to college students and parents, to determine individual attitudes toward and inter-generational influences on the disclosure decision. Second, we conducted a game-theory based experiment that assessed how participants’ decisions to disclose genetic information are influenced by societal and health factors. Key survey findings indicate that concerns about genetic information privacy negatively impact the likelihood of disclosure while the perceived benefits of disclosure and trust in the institution receiving the information have a positive influence. The experiment results also show that the risk of discrimination negatively affects the likelihood of disclosure, while the positive impact that disclosure has on the probability of finding a cure and the presence of a monetary incentive to disclose, increase the likelihood. We also study the determinants of individuals’ decision to be informed of findings about their health, and how information about health status is used for financial decisions.

The purpose of this article is to examine children’s attitudes regarding the right to work. The article is based on comments made by 245 15-year-old children on child employment and is supported by focus group interviews with 56 boys and 38 girls and tape-recorded interviews with 15 working pupils. One of most dominant themes to emerge from the data is children’s perception that they have a right to work. The article examines the legislation regarding child employment in Northern Ireland and the role of the state in determining the legislation. The author suggests that within this legislation, children are seen as vulnerable and in need of protection. Traditionally the protection of children in the workforce has been achieved by limiting the hours they can work and the occupations they can enter. Yet when children’s own views are taken into account, they move beyond the limits of protecting them through exclusion to suggesting frameworks whereby their protection may be achieved by empowering them within the labour market.

This article reports on the development and systematic evaluation of an innovative early years programme aimed at encouraging young children to respect differences within a deeply-divided society that is emerging out of a prolonged period of violent conflict. The programme, the Media Initiative for Children – Northern Ireland, has been the product of a partnership between an US-based organisation (the Peace Initiatives Institute) and NIPPA – The Early Years Organisation and has been supported by academic research and the efforts of a range of voluntary and statutory organisations. It has attempted to encourage young children to value diversity and be more inclusive of those who are different to themselves through the use of short cartoons designed for and broadcast on television as well as specially-prepared curricular materials for use in pre-school settings. To date the programme has been delivered through 200 settings to approximately 3,500 pre-school children across Northern Ireland. This article describes how the programme was developed and implemented as well as the rigorous approach taken to evaluating its effects on young children’s attitudes and awareness. Key lessons from this are identified and discussed in relation to future work in this area.
