Reservoirs are artificial ecosystems, intermediate between rivers and lakes, with diferent morphological and hydrological characteristics that can provide many important benefits to society. However, the use of this water for human consumption, watering livestock, leisure, irrigated agricultural production and pisciculture development, directly influence the increase loading of nutrients to aquatic environments and contribute to acceleration of eutrophication. Furthermore, global climate models are predicting a higher occurrence of extreme events such as floods and severe droughts, which will create hydrological stresses in lakes. In the semiarid northeast we can see the occurrence of these events, the drought of the years 2012, 2013 and 2014 was the worst drought in 60 years, according to the National Water Agency (ANA). Thus, this study aimed to evaluate the quality of the semiarid tropical water sources, identifying temporal patterns in periods with extreme hydrological events (floods and severe droughts). The study results showed that Gargalheiras and Cruzeta reservoirs presented significative changes in the limnological variables between rain and severe drought periods, with better appearance and in the most of the water quality variables in the rainy season and higher nutrientes concentrations and high electrical conductivity values in severe season, indicating decay of its quality. However, we found diferent behaviors between the reservoirs in severe drought. While Gargalheiras showed a typical behavior of the region, with high concentrations of algal biomass, indicating the worsening eutrophication, Cruzeta demonstrated a colapse in the total phytoplankton biomass, evidenced by the decrease in chla concentrations. This fact occurred because the low depth and proximity with the sediment facilited the inorganic solids resuspension and, consequently, resulted in turbid water column and light by limitation. In addition, the different behaviors between the reservoirs indicate that the responses of these environments problems such as extreme events must take into account factors such the region climate, size, depth of the reservoir and the basin characteristics.

In the context of climate change over South America (SA) has been observed that the combination of high temperatures and rain more temperatures less rainfall, cause different impacts such as extreme precipitation events, favorable conditions for fires and droughts. As a result, these regions face growing threat of water shortage, local or generalized. Thus, the water availability in Brazil depends largely on the weather and its variations in different time scales. In this sense, the main objective of this research is to study the moisture budget through regional climate models (RCM) from Project Regional Climate Change Assessments for La Plata Basin (CLARIS-LPB) and combine these RCM through two statistical techniques in an attempt to improve prediction on three areas of AS: Amazon (AMZ), Northeast Brazil (NEB) and the Plata Basin (LPB) in past climates (1961-1990) and future (2071-2100). The moisture transport on AS was investigated through the moisture fluxes vertically integrated. The main results showed that the average fluxes of water vapor in the tropics (AMZ and NEB) are higher across the eastern and northern edges, thus indicating that the contributions of the trade winds of the North Atlantic and South are equally important for the entry moisture during the months of JJA and DJF. This configuration was observed in all the models and climates. In comparison climates, it was found that the convergence of the flow of moisture in the past weather was smaller in the future in various regions and seasons. Similarly, the majority of the SPC simulates the future climate, reduced precipitation in tropical regions (AMZ and NEB), and an increase in the LPB region. The second phase of this research was to carry out combination of RCM in more accurately predict precipitation, through the multiple regression techniques for components Main (C.RPC) and convex combination (C.EQM), and then analyze and compare combinations of RCM (ensemble). The results indicated that the combination was better in RPC represent precipitation observed in both climates. Since, in addition to showing values be close to those observed, the technique obtained coefficient of correlation of moderate to strong magnitude in almost every month in different climates and regions, also lower dispersion of data (RMSE). A significant advantage of the combination of methods was the ability to capture extreme events (outliers) for the study regions. In general, it was observed that the wet C.EQM captures more extreme, while C.RPC can capture more extreme dry climates and in the three regions studied.

The main consequence of eutrophication is an increase in algal biomass, mainly cyanobacterial blooms. The high evaporation and low precipitation, characteristics of semiarid regions, contribute to the nutrients availability increase in drought periods and consequent aggravation of eutrophic condition in reservoirs. Climate changes tend to intensify eutrophication symptoms, mostly in a semiarid region. Therefore, the aim of this study was to evaluate the impact of an extended drought in algal biomass in Parelhas’s Boqueirão, a mesotrophic reservoir located in a semiarid tropical region. The low volume was associated to water quality degradation and to the high nutrients concentrations and low water transparency. The increase in nutrients availability in the water column, consequence of reduced precipitation and low reservoir’s volume, provided the necessary resources for algal growth and allowed a change in trophic state in Boqueirão reservoir. This study showed how an extended drought decreases water quality. The effect of drought in Boqueirão was late detected due to the reservoir´s low initial nutrients concentration. The reservoir´s volume reduction increased the nutrient availability along with the algal biomass increase and the reservoir´s trophic state change of mesotrophic to eutrophic.

The right to the preservation of a healthy environment is perceived as a Fundamental Right, inserted in the National Constitution and referring to present and future generations. The preservation of the environment is directly connected to the right to Health and Human Dignity and, therefore, must be treated as a personal right, unavailable, claiming for a positive response from the Brazilian State, through the development of related public policies, control of potentially harmful economic activities, with special focus on the principles of precaution and solidarity. The Brazilian judiciary must thus be attentive to the guardianship of the Fundamental Right. The judiciary control over the execution of public policies is based on obeying the principle of the separation, independence and harmony between the Powers, however it should never deviate from the constitutional obligation of caring for the effectivation of the rights and guarantees within the Magna Carta. In the balance between the principle of human dignity, from which springs the right to a healthy environment and the principle of separation of powers, the former should prevail, maintaining the latter to a core minimum.

The Borg, a collective of humanoid cyborgs linked together in a hive-mind and modeled on the earthly superorganisms of ant colonies and beehives, has been the most feared alien race in the Star Trek universe. The formidable success of the Borg in assimilating their foes corresponds to the astounding success of superorganisms in our own biosphere. Yet the Borg also serves as a metaphor for another collective of biological entities known as the corporation. In the Anthropocene epoch, corporations have become the most powerful force on the planet; their influence on the social world and the environment exceeds any government and may determine the continued sustainability of human life. Corporations have been described as people and as machines, but neither metaphor accurately describes their essence or contributes to an understanding that might resist their power. This paper reframes our understanding of the corporation by examining the metaphors that are used to describe it, and by suggesting an entirely new metaphor viewing the Borg and the corporation through the lens of sociobiology. I will argue that the corporation is a new form of superorganism that has become the dominant species on the planet and that the immense, intractable power of a globalized, corporate hive-mind has become the principal obstacle to addressing the planetary emergency of climate change. Reframing our metaphoric understanding of corporations as biological entities in the planetary biosphere may enable us to imagine ways to resist their increasing dominance and create a sustainable future.

O artigo apresenta os principais elementos que compõem a questão ambiental na sociedade global, através de sua relação entre economia, meio ambiente e política internacional. A primeira parte expõe o debate ambiental no contexto internacional, enfocando-o a partir dos anos 1960, período em que os problemas ambientais surgem com mais intensidade e com eles os protestos sociais nos países centrais. Os encontros sobre política ambiental internacional foram realizados com mais frequência nos anos setenta como a conferência internacional sobre meio ambiente, a primeira chancelada pela ONU em Estocolmo, 1972. Nas décadas de 1970/1980 as autoridades governamentais reconheceram a urgência na resolução da crise ambiental e passaram a traçar estratégias para a mitigação e contenção da crise. A década de 1990 é marcada pela Conferência Rio 1992, que lançou o desenvolvimento sustentável, o qual recomenda que as gerações presentes devem se reproduzir sem comprometer a capacidade de reprodução das gerações futuras. Os encaminhamentos da terceira conferência internacional sobre meio ambiente (Johanesburgo, 2002) condicionaram a questão ambiental à necessidade da formulação de leis ambientais por parte dos Estados Nacionais e instrumentos económicos de gestão ambiental. Na Rio + 20, o tema central foi a economia verde, que surge como alternativa ao desenvolvimento sustentável e se relaciona a mitigação das mudanças climáticas, produção de baixo carbono, eficiência energética, energia renovável etc. O texto se encerra explanando sobre a questão ambiental internacional na sociedade global.

Resource management policies are frequently designed and planned to target specific needs of particular sectors, without taking into account the interests of other sectors who share the same resources. In a climate of resource depletion, population growth, increase in energy demand and climate change awareness, it is of great importance to promote the assessment of intersectoral linkages and, by doing so, understand their effects and implications. This need is further augmented when common use of resources might not be solely relevant at national level, but also when the distribution of resources ranges over different nations. This dissertation focuses on the study of the energy systems of five south eastern European countries, which share the Sava River Basin, using a water-food(agriculture)-energy nexus approach. In the case of the electricity generation sector, the use of water is essential for the integrity of the energy systems, as the electricity production in the riparian countries relies on two major technologies dependent on water resources: hydro and thermal power plants. For example, in 2012, an average of 37% of the electricity production in the SRB countries was generated by hydropower and 61% in thermal power plants. Focusing on the SRB, in terms of existing installed capacities, the basin accommodates close to a tenth of all hydropower capacity while providing water for cooling to 42% of the net capacity of thermal power currently in operation in the basin. This energy-oriented nexus study explores the dependency on the basin’s water resources of the energy systems in the region for the period between 2015 and 2030. To do so, a multi-country electricity model was developed to provide a quantification ground to the analysis, using the open-source software modelling tool OSeMOSYS. Three main areas are subject to analysis: first, the impact of energy efficiency and renewable energy strategies in the electricity generation mix; secondly, the potential impacts of climate change under a moderate climate change projection scenario; and finally, deriving from the latter point, the cumulative impact of an increase in water demand in the agriculture sector, for irrigation. Additionally, electricity trade dynamics are compared across the different scenarios under scrutiny, as an effort to investigate the implications of the aforementioned factors in the electricity markets in the region.

Florações de cianobactérias nocivas ocorrem frequentemente em reservatórios brasileiros, devido ao incremento de nutrientes pela eutrofização e pelas mudanças climáticas, como o aquecimento global. Estas florações alteram a qualidade dos corpos hídricos, produzindo compostos de gosto e odor e cianotoxinas, que representam um problema para as Estações de Tratamento de Água (ETAs). Estes compostos, quando dissolvidos na água dificultam os tratamentos convencionais. Além das cianobacérias, um dinoflagelado exótico tem ocorrido em águas doces brasileiras, incluindo reservatórios utilizados para o abastecimento público. Os reservatórios de Caxias do Sul (RS – Brasil) são gerenciados pelo Serviço Autônomo Municipal de Água e Esgoto (SAMAE) e apresentam um histórico de florações de cianobactérias nocivas, como Dolichospermum Bory de Saint-Vincent ex Bornet & Flahault e Microcystis (Kützing) ex Lemmermann, dentre outras. Além disso, desde 2012, tem ocorrido nestes reservatórios florações de Ceratium furcoides. Este organismo quando em extensas florações tem sido relacionado à perda da qualidade dos corpos hídricos. O reservatório Maestra foi construído entre os anos de 1965-1970 e abastece 22% da população de Caxias do Sul. Este reservatório fornece água para a ETA Celeste Gobatto, que utiliza o método convencional de tratamento da água. Este trabalho esta estruturado em três capítulos. O primeiro consiste de uma revisão bibliográfica de assuntos relavantes acerca do histórico do monitoramento da qualidade dos reservatórios no Brasil, da biologia de algas e cianobactérias, e as principais cianotixinas e acidentes devido à intoxicação no Brasil. Além disso, é feita uma breve revisão sobre o tratamento convencional da água, mostrando a importância de cada etapa para a remoção das impurezas, de acordo com os padrões de potabilidade da Portaria 2914. O segundo capítulo é manuscrito na forma de artigo científico intítulado “Composição de algas, cianobactérias e cianotoxinas no reservatório Maestra – Caxias do Sul, RS – Brasil”. Este estudo foi realizado entre janeiro de 2012 a abril de 2013. O terceiro capítulo consta de um manuscrito na forma de artigo científico, intitulado “Efeito do tratamento de água convencional na remoção de algas, cianobactérias e cianotoxinas em uma Estação de Tratamento de Água Convencional”. A eficiência de remoção foi avaliada em escala piloto, em uma Estação de Tratamento de Água de Caxias do Sul – RS a qual utiliza o método convencional de tratamento.
