Urban transport in the largest Latin American and Caribbean cities consumes about 3.5% of regional GDP — a percentage that is inflated by the effects of traffic congestion. In addition to the costs of congestion in terms of lost economic efficiency, there are also negative consequences in terms of social cohesion. The phenomenon of traffic congestion, which is caused mainly by relatively wealthy car drivers, lengthens journey times and, more importantly, forces up public transport fares. Owning a car is one of the fruits of human progress; using it in conditions of acute congestion or contamination is a social ill.

The text of 194 pages analyses the negative impacts of congestion and the multidisciplinary efforts that are needed to keep it under control, through the design of appropriate policies and measures. Congestion control is part of the development of a strategic vision of how a city should develop which can make it possible to harmonize the needs of mobility, growth and competitiveness, which are so necessary today and in the future, with the sustainability of cities and the improvement of their quality of life.The task is complex and it is not easy to find appropriate solutions. The present publication presents tools for tackling this crucial problem. Everything indicates that it calls for high professional and leadership qualities on the part of the authorities, and that it must have the active support of the citizens.This edition of the Bulletin presents a summary of the main conclusions of the publication and it is stressed that ECLAC can conduct local workshops to analyze the problem and how to tackle it.

As pontes ferroviárias de concreto armado estão sujeitas às ações dinâmicas variáveis devido ao tráfego de veículos. Estas ações podem resultar no fenômeno de fadiga do aço e do concreto dessas estruturas. No dimensionamento de estruturas de concreto armado sujeitas à carregamento cíclico, de modo geral, a fadiga é considerada simplificadamente, por meio de um coeficiente kf, denominado coeficiente de fadiga. Esse coeficiente majora a área de aço inicialmente calculada para atender ao Estado Limite Último (ELU), com a finalidade de limitar, em serviço, as variações de tensões no aço de modo a garantir uma vida útil de no mínimo 2.000.000 de ciclos. O presente trabalho apresenta melhorias nas hipóteses utilizadas pelo coeficiente de fadiga kf, permitindo o dimensionamento de armaduras longitudinais sujeitas à fadiga, para números de ciclos superiores a 2 milhões, que é o valor proposto pelo EB-3/67, e também de forma a atender a vida útil à fadiga especificada em projeto. Neste caso, foi necessário propor um método simplificado para a estimativa do número de ciclos operacionais, apartir de um ciclo padrão obtido pela máxima variação de momentos fletores provocados pelo tremtipo carregado. O estudo foi desenvolvido tomando-se como protótipo um viaduto ferroviário isostático em concreto armado da Estrada de Ferro Carajás (EFC). Os trens-tipo utilizados foram os quais operam atualmente na EFC, que correspondem ao trem de minério Carregado e Descarregado. Para determinação dos esforços solicitantes na estrutura foi elaborado um modelo numérico no programa SAP 2000. A vida útil à fadiga das armaduras longitudinais foram determinadas apartir da regra de dano de Miner e das curvas S-N da NBR 6118. A metodologia proposta neste trabalho permitiu o dimensionamento nas armaduras longitudinais à fadiga satisfatoriamente em relação à vida útil especificada no projeto, sendo que as vidas úteis que tiveram maior divergência em relação ao valor estipulado foram as de 300 e 400 anos.

The major aim of this study was to evaluate the inbreeding (F), average relatedness coefficient (AR) and effective population size (Ne) in the Jaffarabadi buffalo breed from Brazil. Pedigree information of 1,272 animals born from 1966 was used. The effective population size was calculated in two ways: first, computed via individual increase in inbreeding and second estimated by individual increase in coancestry. The known generation numbers were 1.24, 1.76 and 2.64 for complete, equivalent and maximum generation, respectively. The effective size computed via individual increase in coancestry was small with a value of 10.82 +/- 1.29. The effective size computed by individual increase in inbreeding (10.40 +/- 3.69) was very similar but a little smaller than the previous reported value. The average values of F and AR for the population reference (1,059) were 4.22 and 12.5 percent. The mean of F for inbred animals (319) was 14.0%. The F and AR means were 5.7 and 13.3% for animals with at least 1.5 known equivalent generation and 9.3 and 15.97% for individuals having at least 2.5 equivalent generations known. It was found 78 matings between half sibs (6.14%) and 67 matings (5.27%) between parent-offspring. The estimated inbreeding increase per generation by considering maximum generation, complete generation and equivalent generation were 1.21%, 5.18% and 3.57%, respectively. Considering the uncompleted pedigree, the estimated inbreeding for the reference population could be underestimated.

Tributyltin exposure is the primary cause of imposex development in gastropods, making them excellent bioindicators. The present research represents the first examination of butyltin (BT) contamination in surface sediments associated with imposex in Leucozonia nassa and L. ocellata in a harbour complex area in Espirito Santo, southeastern Brazil. The objectives of this study were to evaluate the organotin pollution in the area and to assess the sensitivity of both species to BT pollution through imposex development. Specimens were collected between 2007 and 2010 and the sediments were sampled in 2007. Imposex intensity was evaluated based on the percentage of imposexed females, the relative penis length index (RPLI) and the average value of the vas deferens sequence index (VDSI). BTs were analysed using gas chromatography equipped with a pulsed flame photometric detector (PFPD). The results demonstrated the occurrence of elevated concentrations of BTs in the sediment ranging from 383.7 to 7172.9 ng Sn g(-1), indicating a severe contamination of the area, which was confirmed by the biological monitoring results. Our findings also indicated that L. ocellata is a less sensitive species than L. nassa and that this differential sensitivity plays a key role in the distributions of the populations of both species in the studied area.

This paper describes a new methodology adopted for urban traffic stream optimization. By using Petri net analysis as fitness function of a Genetic Algorithm, an entire urban road network is controlled in real time. With the advent of new technologies that have been published, particularly focusing on communications among vehicles and roads infrastructures, we consider that vehicles can provide their positions and their destinations to a central server so that it is able to calculate the best route for one of them. Our tests concentrate on comparisons between the proposed approach and other algorithms that are currently used for the same purpose, being possible to conclude that our algorithm optimizes traffic in a relevant manner.
