Post-academic science, driven as it is by commercialisation and market forces, is fundamentally at odds with core academic principles. Publicly-funded academics have an obligation to carry out science for the public good, a responsibility which is incompatible with the entrepreneurial ethos increasingly expected of university research by funding agencies.

Ha llegado el momento tantas veces anunciado. Cada vez que sentíamos próxima la conclusión de las obras de remodelación, un nuevo daño nos obligaba a ser cautelosos y a posponer, nuevamente, la apertura de la Biblioteca Nacional.Queridos ciudadanos, ha llegado la hora de reabrir las puertas al conocimiento y al placer de leer. Volvamos a las salas de la Biblioteca Nacional con la seguridad de que el Estado, representado por el Ministerio de Cultura, Juventud y Deportes, ha cumplido con la obligación de conservar valiosos documentos históricos, ha aplicado costosas medidas que garantizan la seguridad personal de los usuarios, y ha hecho realidad que la ciudad disponga, nuevamente, de un espacio para la ilustración, la investigación, la educación y el esparcimiento.

Resumo O presente trabalho foi realizado com o objetivo de apresentar propostas de estruturas de parqueamento (elétrico e mecânico), para o controlo de infestantes com galinhas. No estudo usaram-se aves da raça Preta Lusitânica para controlar infestantes nas linhas da vinha em agricultura biológica. Na elaboração das propostas de parqueamento esteve sempre presente a obrigatoriedade de promover o bem-estar das aves e avaliar os possíveis constrangimentos e perturbações causados pelas estruturas de confinamento na manifestação dos comportamentos naturais das aves. O trabalho foi dividido em seis fases. A primeira fase do trabalho foi dedicada à definição das caraterísticas das estruturas de parqueamento. A segunda fase foi dedicada à apresentação das propostas de estruturas de parqueamento das galinhas. Na terceira fase foram realizados os testes de eficácia do parqueamento das galinhas; do controlo das infestantes no que se refere à durabilidade do efeito, comparativamente ao corte mecânico e ainda uma breve análise do comportamento das galinhas. Seguiu-se a análise dos resultados dos ensaios realizados e por último elaborámos um esboço de uma estrutura de parqueamento móvel  GMÓVEL  para que possa ser eficaz no confinamento das galinhas nas linhas e entrelinhas de vinhas e pomares e entrelinhas das hortas em agricultura biológica. Os resultados demonstraram que a proposta com cerca elétrica não foi eficaz no confinamento. O controlo com galinhas da raça Preta Lusitânica revelou-se o mais eficaz no controlo das infestantes e de efeito mais longo no que se refere ao tempo de regeneração dessas infestantes. Palavras-Chave: controlo de infestantes; galinhas; agricultura biológica; preta lusitânica. 2 Abstract The present work was carried out in order to present proposals for parking structures (electrical and mechanical), for weed control. In the study they used chickens of the breed “Preta Lusitânica” to control weeds in the rows of vines in organic farming. During the preparation of the parking proposals, was always present the obligation to promote birds welfare and assess the possible constraints and disturbances caused by the containment structures in birds natural behavior. The work was split into six phases. The first phase of work was devoted to defining the characteristics of parking structures. The second phase was devoted to the presentation of the proposal parking structures for chickens. In the third phase, chickens parking effectiveness tests were made; the weed control with regard to the durability of effect, compared to the mechanical cutting and also a brief analysis of chickens behaviour. The analysis of the results of tests was carried out and finally we made a sketch of the mobile parking structure - GMÓVEL - for it to be effective in the confinement of chickens in the rows and between lines of vineyards and orchards and between lines of gardens in Organic Farming. The results demonstrated that the electric fence proposal was not effective in confinement. The weed control, using the chickens of the breed “Preta Lusitânica”, was way more effective. The effect is longer too, in relation to the regeneration time of these weeds. Key-words: Weed control; Chickens; Organic Farming; Preta Lusitânica.

Is fairness in process and outcome a generalizable driver of police legitimacy? In many industrialized nations, studies have demonstrated that police legitimacy is largely a function of whether citizens perceive treatment as normatively fair and respectful. Questions remain whether this model holds in less-industrialized contexts, where corruption and security challenges favor instrumental preferences for effective crime control and prevention. Support for and against the normative model of legitimacy has been found in less-industrialized countries, yet few have simultaneously compared these models across multiple industrializing countries. Using a multilevel framework and data from respondents in 27 countries in sub-Saharan Africa (n~43,000), I find evidence for the presence of both instrumental and normative influences in shaping the perceptions of police legitimacy. More importantly, the internal consistency of legitimacy (defined as obligation to obey, moral alignment, and perceived legality of the police) varies considerably from country to country, suggesting that relationships between legality, morality, and obligation operate differently across contexts. Results are robust to a number of different modeling assumptions and alternative explanations. Overall, the results indicate that both fairness and effectiveness matter, not in all places, and in some cases contrary to theoretical expectations.

Child sexual abuse (CSA) disclosure is critical for survivor´s psychosocial adjustment later in life. The aim of the present study was to analyze the relationship between attributions of blame for child sexual abuse by the victim and the disclosure of the abuse to parents or caregivers while controlling for characteristics of the abuse. Female college students between 17 and 24 years of age (M = 19.44, SD = 1.64) from a southern Spanish University were surveyed. Of 1547 respondents, 153 (9.90%) reported having suffered some form of CSA before the age of 15. Information about the characteristics of abuse (age of onset, type of abuse suffered, continuity of abuse, and relationship with and age of the perpetrator) and the existence of abuse disclosure by the survivor was obtained from a self-reported questionnaire developed for the present study. The Attributions of Responsibility and Blame Scale (McMillen & Zuravin, 1997) was used to assess attributions made about CSA (self-blame, perpetrator blame and family blame). The results of a logistic regression model was statistically significant, χ² (9) = 43.856, p < .001. The model explained 41% (Nagelkerke R²) of the variance of abuse disclosure and correctly classified 85.6% of cases. Survivor disclosure was 5.50 times more likely to occur when the perpetrator was not a family member (Wald = 8.14, p < .01) and 3.95 times more likely to occur when there was not physical contact with the perpetrator (Wald = 4.30, p < .05). The occurrence of disclosure was also related to increased perpetrator age (Wald = 4.83, p < .05). With regard to the attributions of blame, the occurrence of disclosure was related to lower scores on self-blame (Wald = 6.78, p < .01) and higher scores on family blame (Wald = 9.67, p < .001). However, no relationship was found between perpetrator blame and disclosure of abuse. The results confirm the idea that not only self-blame attributions, but also family blame attributions are critical to the decision of a CSA victim to disclose abuse. The possibility that children who do not disclose abuse have a greater need to deny the occurrence of abuse, or have more confusion about being abused is discussed. Attributions of blame should be taken into serious consideration when evaluating children for possible sexual abuse.

Nos últimos anos, a Gestão de Informação e do Conhecimento (GIC) tem despertado um interesse cada vez maior por parte da comunidade científica e de prestigiadas organizações empresariais e governamentais. A incorporação organizacional desta disciplina possibilitou a correção de lacunas de informação e de conhecimento, contribuindo eficazmente para a superioridade de informação. Desta maneira, este estudo tem por objetivo determinar as opções que permitirão ao Exército Português maximizar a sua eficácia no âmbito da GIC. Posto isto, analisar-se-á primeiramente o impacto da “era da informação” na atual gestão organizacional. Em seguida, proceder-se-á à avaliação do modelo de GIC que melhor servirá uma organização tipo Exército Português, verificando-se, numa fase final, quais os aspetos que caracterizam o atual modelo em vigor no Exército e qual o seu impacto na sua gestão estratégica. Por último, conclui-se com o presente estudo que se encontra em curso uma transformação ao nível de toda a cultura organizacional do Exército, uma vez que a mesma passa a centralizar o seu processo de decisão em rede. Para isso, torna-se essencial a implementação eficaz da GIC, o que é apenas é praticável com a definição de uma estratégia e de um plano de ação para a sua eficaz materialização. Abstract: The Information and Knowledge Management (IKM) is beginning to awaken a growing interest in the academic world as well as in large organizations globally. The implementation of this type of capability allows bridging the information and knowledge gaps contributing to achieve in organizational terms the information superiority. This study focuses on determining the options that will allow the Portuguese Army in order to maximize its effectiveness within the IKM. To achieve this purpose, it begins by analyzing how the "information age" influences the management of organizations. Next, we evaluate which model of IKM that could best serve an organization like the Portuguese Army and finally we analyze which aspects characterizing the current IKM model in the Army and its impact on its Strategic Management. We conclude that the Army is crossing a transformation of the whole organizational culture passing this to centralize its decision process through the network changing the whole paradigm of sharing and obligation to share. For this, it is essential to the implementation of the IKM capacity and this is only possible with the definition of a strategy and action plan for the implementation of this strategy.

The purpose of this paper is to explore through narrative accounts one family's expérience of critical care, after the admission of a family member to an Intensive Care Unit (ICU) and their subséquent death five weeks later. Numerous studies support the need for effective communication and clear information to be given to the family. In this instance it was évident from their stories that there were numerous barriers to communication, including language and a lack of insight into the needs of the family. Many families do not understand the complexities of nursing care in an ICU so lack of communication by nursing staff was identified as uncaring behavior and encounters. Facilitating a family's proximity to a dying patient and encouraging them to participate in care helps to maintain some sensé of personal control. Despite a commitment to involving family members in care, which was enshrined in the Unit Philosophy, relatives were banished to the waiting room for hours. They experienced feelings of powerlessness and helplessness as they waited with other relatives for news following investigations or until 'the doctor had completed his rounds'. Explanations of "we must make 'the patient' comfortable" was no consolation for those who wished to be involved in care. The words "I'il call you when we are ready" became a mantra to the forgotten families who waited patiently for those with power to admit them to the ICU. Implications are this family felt they were left alone to cope with the traumatic expériences leading up to and surrounding the death. They felt mainly supported by the priest, who not only administered the last rites but provided spiritual support to the family and dealt sensitively with many issues. Paternalism in décision making when there is a moral obligation to ensure that discussions on end of life dilemmas are an inclusive process with families, doctors, nurses was not understood, therefore it caused conflict within the family over EOL décision making. The family felt that the opportunity to share expériences through telling and retelling their stories would enable them to reconfigure the past and create purpose in the future.

Background: Evidence-based practice (EBP) is a process through which research is applied in daily clinical practice. Occupational therapists (OTs) and physiotherapists (PTs) are expected to work in line with EBP in order to optimise health care resources. This expectation is too seldom fulfilled. Consequently, research findings may not be implemented in clinical practice in a timely manner, or at all. To remedy this situation, additional knowledge is needed regarding what factors influence the process of EBP among practitioners. The purpose of the present study was to identify factors that influence the use of EBP and the experienced effects of the use of EBP among PTs and OTs in their clinical work. Method: This was a qualitative interview study that consisted of six group interviews involving either OTs or PTs employed by the Jönköping County Council in the South of Sweden. Resulting data were analysed using content analysis. Results: The analysis resulted in the following categories: “definition of evidence and EBP”, “sources of evidence”, “barriers to acquiring evidence and to using evidence in clinical work”, “factors that facilitate the acquisition of evidence and the use of evidence in clinical work”, and “personal experiences of using EBP”. Basing clinical practice on scientific evidence evoked positive experiences, although an ambivalent view towards acting on clinical experience was evident. Participants reported that time for and increased knowledge about searching for, evaluating, and implementing EBP were needed. Conclusion: Because OTs are more oriented towards professional theories and models, and PTs are more focused on randomised controlled trials of interventions, different strategies appear to be needed to increase EBP in these two professions. Management support was considered vital to the implementation of EBP. However, the personal obligation to work in line with EBP must also be emphasised; the participants apparently underestimate its importance.

This article considers the issue of poor care and how nurses should respond when they encounter it. Several reports and inquiries into failings in care have called into question the standards of care provided by nurses. Of equal concern is the observation that in some instances, poor care is unreported. While there may be underlying structural and organisational reasons for this, it is contended that nurses have a legal, moral and professional obligation to report poor care when they become aware of it.

Esta investigación busca analizar las distintas formas a través de las cuales las personas gais y lesbianas de Quibdó lograron una visibilización en la esfera pública de su ciudad. Este proceso será visto en diferentes escenarios. Primero, en la participación en espacios culturales como San Pacho, shows y reinados de belleza. Segundo, en el activismo realizado por la Fundación Ébano Diverso, que ha logrado abrir espacios de diálogo con instancias como la Alcaldía de Quibdó y la Gobernación del Chocó. Finalmente, se verá cómo la creación de tejidos familiares y afectivos está relacionada con su activismo y las formas distintas de visibilizarse.

O objeto de estudo do presente trabalho é o repertório para clarinete solo produzido por compositores portugueses. Por ser um campo vastíssimo, tornou-se necessário definir um espaço temporal mais reduzido, surgindo, assim, os anos 2014 e 2015. Este trabalho pretende contribuir para uma interpretação informada, através do estudo e análise das obras escolhidas e divulgar a música portuguesa recente, não só, o repertório existente, mas, também, com a estreia de obras. Como metodologia, foram realizados: uma pesquisa bibliográfica sobre o instrumento, um levantamento de obras, uma análise e estudo de três obras dos compositores Costa, Pascoal e Ceitil. O trabalho inicia-se com uma breve contextualização do instrumento, dando especial atenção às técnicas estendidas. Após o estudo das obras, e da reflexão do mesmo, confirma-se que de facto existe uma enorme vantagem em trabalhar as obras com os compositores e que este trabalho se reflete no ato performativo; WORKS FOR SOLO CLARINET PRODUCED BY PORTUGUESE COMPOSERES IN 2014 AND 2015 ABSTRACT: This report studies the repertoire for solo clarinet produced by portuguese composers. Giving the vastness of the subject, only a smaller time frame could be analyzed and it was the years of 2014 and 2015. The goals of this report are to create an informed interpretation, through the study and analysis of the chosen repertoire and to disclose modern portuguese music, not only existent works but also with the premiere of repertoire. The methodology was: a literature search, a survey of works, analysis and study of three works by composers Costa, Pascoal and Ceitil. This report begins with a brief background of the clarinet, paying special attention to the extended techniques. After the study of the selected works, and the reflection of it, it's confirmed that in fact there is a huge advantage in working the repertoire with composers and that this work is reflected in the performative act.

ResumenLa Corte Interamericana con las dos opiniones consultivas sobre la situación de la clase trabajadora migrante en los Estados Unidos, está enfatizando el hecho que los Estados tienen la obligación general de respetar y garantizar los derechos fundamentales. Con este propósito deben adoptar medidas positivas, evitar tomar iniciativas que limiten o conculquen un derecho fundamental, y suprimir las medidas y prácticas que restrinjan o vulneren un derecho fundamental. El incumplimiento mediante cualquier tratamiento discriminatorio, de la obligación general de respetar y garantizar los derechos humanos, le genera responsabilidad internacional.El principio de igualdad y no discriminación posee un carácter fundamental para la salvaguardia de los derechos humanos, tanto en el derecho internacional como en el interno.El principio fundamental de igualdad y no discriminación forma parte del derecho internacional general, en cuanto es aplicable a todo Estado, independientemente de que sea parte o no en determinado tratado internacional. En la actual etapa de la evolución del derecho internacional,este principio ha ingresado en el dominio del jus cogens, es decir de principios universalmente aceptados que no admiten posición en contra. El principio fundamental de igualdad y no discriminación, revestido de carácter imperativo, acarrea obligaciones de protección que vinculan a todos los Estados y generan efectos con respecto a terceros, inclusive particulares.Palabras clave: migración, derechos humanos, corte interamericana, opinión consultiva. AbstractThe Inter-American Court with the two advisory opinions on the situation of migrant workers in the United States is emphasizing the fact that the United States has the obligation to respect and guaranteefundamental rights. With this purpose, it should take positive actions, avoiding taking initiatives to limit or infringe a fundamental right, and eliminate measures and practices that restrict or violate afundamental rights. Failure by any discriminatory treatment of the general obligation to respect and guarantee human rights, gives rise to international responsibility. The principle of equality and nondiscrimination is fundamental for the protection of human rights both in international law and the domestic. The fundamental principle of equality and non discriminationforms part of the general international law as applicable to all States, regardless of party or a specific international treaty. At the current stage of evolution of international law, the fundamentalprinciple of equality and non-discrimination has entered the domain of jus cogens, ie of universally accepted principles that do not support position against it. The fundamental principle of equality andnondiscrimination, a peremptory nature, entails obligations to protect that bind all States and generate effects on third parties, including individuals.Keywords: migration, human rights, Inter-American Court, advisory opinion.
