Fiscal decentralization in Spain: An asymmetric transition to democracy

Asymmetric fiscal decentralization, by which we mean different fiscal arrangements between the central government and different groups of, or individual, lower-level governments, may be justified from an economic efficiency perspective. As argued by Tiebout (1956), Oates (1972) and others, a decentralized system of regional and local governments is better able to accommodate differences in tastes for public goods and services. This efficiency argument calls for decentralization of fiscal authority to regional and local governments, but not necessarily asymmetric decentralization. However, when the differences in tastes for public goods and services arise out of differences in history, culture and language across regions of a country, asymmetric treatment may be justified. History, culture and language may influence how a group of people (a region) views autonomy, independence and fiscal authority. Some regions may have had experience with autonomous government in the past, they may have a culture that is strongly reliant upon (or leery of) the central government, or they may be fearful of losing their separate languages if they do not have special arrangements. To accommodate differences in taste for independence, autonomy, and fiscal authority, it may be necessary to have different fiscal arrangements between the central government and the different regions comprising the country.

Research Activities Credit Annual Report for the Period July 1, 2009 – December 31, 2009

Annual report on individuals and companies that claim the Iowa Research Activities Tax Credit. The report includes the total amount of Regular Research Activities Tax Credit claims, the total amount of Supplemental Research Activities Tax Credit claims, the total amount of Research Activities Tax Credit claims paid as refunds, the amounts of Research Activities Tax Credits claimed against corporate income tax and against individual income tax, and the names of taxpayers and the amounts claimed for taxpayers that claimed in excess of $500,000 of Research Activities Tax Credits.

Las representaciones en el mundo de la vida cotidiana

Esta investigación no se ha reducido, en el análisis, a los niveles objetivables, sino que ha indagado en otros; es decir, no pretendía sólo estudiar las relaciones entre los ámbitos productivo, reproductivo y tiempo libre a partir de una serie de indicadores de hechos o actividades, sino también indagar en dichas relaciones en los niveles de las pautas de comportamiento, de las actitudes y de las representaciones cognitivas. La idea de base consiste en que la vida social no sólo se libra, se construye y se realiza en el campo de las actividades objetivadas sino también en el de los hábitos, sean bajo la forma de actitudes o de representaciones. El objetivo más específico de este artículo se refiere sólo al análisis de las representaciones que la gente se hace de cada uno de los ámbitos y de su articulación en la forma de modos de representaciones o de conocimento cotidiano. Los datos para estudiar las actitudes y las representaciones han sido obtenidos volviendo de nuevo a los encuestados sobre la base de una muestra más reducida basada en las tipologías conseguidas en los niveles precedentes de análisis. Este artículo es parte de una investigación cuyos resultados aparecen en este mismo número de PAPERS. El artículo tiene autonomía y entidad por sí mismo pero la lectura del resto de los artículos de este número facilitará su contextualización.

Issue review : Instructional support program funding inequities.

School districts may receive funding for the instructional support program subject to school board or voter approval. Program funding is based on a formula that includes a local funding provision, property tax and income surtax and a state aid component. When initially implemented, state aid was distributed through a formula designed to provide property tax equity and equalize the property tax burden between school districts. Since the initial year of the program, the state aid portion has not been fully funded and in fiscal year 2012, no state dollars were appropriated for the program. The result of underfunding the state-aid portion of the program has led to an inequity in the amount of funds school districts receive from the program. In fiscal year 2012, the portion of actual program funding for school districts ranged from a low of 52.6 percent to a high of 92.8 percent. This issue review examines the inequity in more detail.

07032-012 Lake MacBride Watershed Final Report

Lake Macbride is considered to be one of the top four lakes for fishing in the state of Iowa. It is widely used by the public and contributes significant economic benefits to the county. Lake Macbride is situated in the North Corridor which is one of the fastest growing areas in the state. The lake has a surface area of 940 acres and drains 16,205 acres. Lake Macbride is on the Iowa 303(d) list for excessive sediments and nutrients. In 2001, Lake Macbride State Park received over 2.5 million dollars from the Marine Fuel Tax and Fish and Wildlife Trust to install 2 silt basins and stabilize over 12 miles of shoreline in the lake. Also in 2001, the Johnson County SWCD received a WSPF allocation from DSC to address agriculture and urban runoff issues in the watershed. Section 319 funding was received in 2002 to continue watershed efforts to the present. A watershed assessment was completed in 2003 to guide watershed activities. In 2005, a TMDL was completed for the lake. Since 2001, over $645,000 dollars has been spent by landowners and funding partners to install conservation practices in the watershed. Watershed efforts have resulted in the reduction of over 4200 tons of soils from being delivered into Lake Macbride. Nutrient reductions have also occurred from the development of nutrient management plans on 2000 acres. The District is in the process of wrapping up watershed efforts on private land. A series of 13 structures is planned to be installed in the State Park over the next several years. One of the last remaining items that still needs addressed is 1,400 feet of eroding shoreline adjacent to Lake Macbride along Cottage Reserve Road. The road is under the jurisdiction of the Johnson County Board of Supervisors. Both the Board of Supervisors and the IDNR are willing to contribute substantial dollars to address the 250 tons of soil that are being directly delivered to Lake Macbride each year.

Binding free energy differences in a TCR-peptide-MHC complex induced by a peptide mutation: a simulation analysis.

Recognition by the T-cell receptor (TCR) of immunogenic peptides presented by class I major histocompatibility complexes (MHCs) is the determining event in the specific cellular immune response against virus-infected cells or tumor cells. It is of great interest, therefore, to elucidate the molecular principles upon which the selectivity of a TCR is based. These principles can in turn be used to design therapeutic approaches, such as peptide-based immunotherapies of cancer. In this study, free energy simulation methods are used to analyze the binding free energy difference of a particular TCR (A6) for a wild-type peptide (Tax) and a mutant peptide (Tax P6A), both presented in HLA A2. The computed free energy difference is 2.9 kcal/mol, in good agreement with the experimental value. This makes possible the use of the simulation results for obtaining an understanding of the origin of the free energy difference which was not available from the experimental results. A free energy component analysis makes possible the decomposition of the free energy difference between the binding of the wild-type and mutant peptide into its components. Of particular interest is the fact that better solvation of the mutant peptide when bound to the MHC molecule is an important contribution to the greater affinity of the TCR for the latter. The results make possible identification of the residues of the TCR which are important for the selectivity. This provides an understanding of the molecular principles that govern the recognition. The possibility of using free energy simulations in designing peptide derivatives for cancer immunotherapy is briefly discussed.

Cuevas ceremoniales en Teotihuacán en el período Postclásico

En un artículo anterior, presentamos algunos de los datos obtenidos durante los trabajos de investigación realizados en las cuevas situadas al sudeste de la Pirámide del Sol (lámina 1, cuadrante N3E2, Millon 1973). Durante los meses de marzo a agosto de 1993 se realizaron excavaciones en esta área, que permitieron definir un complejo subterráneo ceremonial compuesto por tres cuevas integradas dentro de un patio hundido. En este artículo se exponen los datos arqueológicos de la tercera cueva que ha proporcionado materiales pertenecientes a fases de ocupación posteotihuacanas (900/1000-1200 dC) y su relación con otras investigaciones realizadas en la zona arqueológica en los últimos años.

Renda familiar disponible bruta, factor socioeconòmic associat amb la generació de residus sòlids urbans per habitant en els municipis de l'Àrea Metropolitana de Barcelona : anàlisis de la intensitat i forma de correlació i evolució dels nivells de generació 2000-2009

En aquest treball s’utilitzen les Quantitats de Residus Generats per Habitant (KRGH) en els diferents municipis de l’entitat administrativa de l’Àrea Metropolitana de Barcelona (AMB) durant la primera dècada del segle XXI (2000 - 2011) com a indicador de sostenibilitat en matèria de Residus Sòlids Urbans (RSU). S’estudia la relació d’aquesta variable amb la Renda Familiar Disponible (RFD) i s’analitza l’evolució dels nivells de generació al llarg de la sèrie històrica per a grups de municipis amb nivells de generació ben diferenciats amb objecte d’avaluar l’efecte produït pels successos amb més impacte en matèria de gestió tal és la introducció del cànon de residus i discutir si es donen situacions d’iniquitat derivades del sistema de finançament dels serveis de gestió de residus.

El concepte de ciutadania constitueix un d"aquells exemples en els quals l"evolució del significat del terme es vincula a processos d"interacció que han modificat l"essència de les relacions socials, tot i que de vegades no se sap ben bé si són els discursos els que s"adapten a la realitat o si és la realitat la que està construïda a partir de canvis en el discurs. Metsäteollisuuden jätevesien häiriöpäästöt ja niihin varautuminen. CASE: Kaakkois-Suomi

Metsäteollisuuden jätevesien normaaleja jatkuvia päästöjä hallitaan yhä paremmin. Tästä syystä niin sanottujen häiriöpäästöjen merkitys vesien kuormittajana kasvaa. Työssä tarkasteltiin 14 Kaakkois-Suomen metsäteollisuuden toiminnanharjoittajan jätevesien häiriöpäästöjä.Työn tavoitteena oli selvittää minkälaisia ja kuinka paljon poikkeuksellisia tilanteita on viime vuosina esiintynyt. Työssä selvitettiin mitkä syyt olivat aiheuttaneet häiriöpäästöjä, mitä vaikutuksia häiriöillä oli jätevesipäästöihin sekä kuinka tilanteissa oli toimittu. Työn teoriaosassa tarkasteltiin metsäteollisuuden tuotantoprosessien ja jätevedenpuhdistuksen mahdollisia häiriöpäästölähteitä sekä niiden ominaispiirteitä. Lisäksi tarkasteltiin häiriöpäästöjen vaikutuksia ja seurauksia toiminnanharjoittajien ja lupaviranomaisten näkökulmasta sekä kuinka häiriöpäästöihin tulee lainsäädännön ja ympäristöjärjestelmien mukaan varautua. Tutkimusosio koostui toiminnanharjoittajille lähetetystä häiriöpäästökyselystä, viranomaisille lähetetyistä häiriöpäästöilmoituksista sekä VAHTI –tietokannan vesipäästötiedoista. Kaikilla toiminnanharjoittajilla esiintyi häiriöpäästöjä. Häiriöpäästöt aiheuttivat lupaehtojen ylityksiä vuosina 1998-2003 yhteensä 66 kappaletta. Suurimpana syynä häiriöpäästöihin olivat prosessihäiriöt. Useimmiten häiriöpäästöt olivat usean eri syyn summa. Häiriöpäästöjen ilmoittamiskäytäntö viranomaisille vaihtelee, vaikka lupaehdoissa häiriö- ja poikkeustilanteet on määritelty kaikille lähes samalla tavalla. Jotkut ilmoittavat kaikista päästölisäyksistä, kun taas toiset ainoastaan merkittävistä. Osa ilmoittaa häiriöpäästöistä puhelimitse, jolloin ilmoituksesta ei jää kirjallista dokumenttia. Kaikista lupaehtojen ylityksistä ei ole tehty kirjallista ilmoitusta. Lupaehdoissa on häiriö- ja poikkeustilanteet määritelty sen verran suppeasti, että toiminnanharjoittajat soveltavat niitä haluamallaan tavalla. Valvontaviranomaiset puuttuvat häiriötilanteisiin lähinnä kehottamalla toiminnanharjoittajia poistamaan häiriötilanteet. Viranomaiset eivät ole määränneet toiminnan keskeyttämistä häiriöpäästöjen poistamiseksi. Yhdestä häiriöpäästöstä on tehty rikosilmoitus.

Cuevas ceremoniales en Teotihuacán durante el período clásico

En los últimos años el estudio del complejo subterráneo existente por debajo de la ciudad ha desarrollado una prometedora línea de investigación para la comprensión de los acontecimientos que llevaron al auge de la cultura teotihuacana. La existencia de cuevas en el valle y su importancia en la cosmovisión indígena es conocida desde antiguo. En este artículo se analiza el papel que pudieron jugar las cuevas ceremoniales del sureste de la Pirámide del Sol durante el período de formación del estado teotihuacano hasta el cierre de las mismas en el Tlamimilolpa tardío (350 dC).

Interventions présumées des scribes concernant le motif de l'arbre sacré dans le Pentateuque

Abstract: This article deals with several presumed scribal interventions which all concern the sacred tree motif. One finds deliberate changes in the MT, in the Septuagint, in Targum Onkelos and in the Vulgate. The Greek translators of Genesis and Samuel (1-2 Kingdoms) avoided rendering the word אשׁל "tamarisk" by its equivalent μυρίκη, chosing instead the word ἄρουρα "field". Similarly, the Greek translator of Genesis, in the passage of the death of Rebecca's nurse Deborah, passed over the motif of her burial under a grand tree. According to the hypothesis of the present article, all four changes are related to one other; they might be due to the translator's fear to connect the respective texts with traditions and customs concerning the Egyptian god Osiris. On the other side, a scribe of the proto-Massoretic tradition modified the readings mentioning the large tree of Mamre close to Hebron. By changing the noun's number from singular to plural the corrector tried to conceal the existence and importance of the sacred tree in the tradition of Abraham. By contrast, the scribe did not modify texts related to the sacred tree of Shechem. This disparity of treatment may be explained by the fact that, in the view of the Judean scribe, the tree of Shechem would put the Samaritans in a bad light. Finally, the authors of Targum Onkelos and of the Vulgate intervened almost systematically in Pentateuchal texts having the terms אֵלוֹן) אלון or אַלּוֹן ), which always designate a holy tree. The two expressions are rendered by terms referring to plains (Targum Onkelos) or a valley (Vulgate).
