The contents of this article complement those of the recently published FAL Bulletin No. 201, which referred to the rules of origin included in economic integration agreements signed by members of the Latin American Integration Association (LAIA). On this occasion the relationship between rules of origin and facilitation of international trade in goods is examined. The contents of both this issue and of FAL Bulletin No. 201 have been taken from a more extensive document written by the same author, which is publication No. 28 of the ECLAC Comercio Internacional Series, Normas de origen y procedimientos para su administración en América Latina, of May 2003.

This report indicates the main advances of the past 20 years based on the information provided by the region’s countries on implementation of the Beijing Declaration and Platform for Action, in response to the recommendations made in the final document of the twenty-third special session of the General Assembly (2000) for the regional and global reviews that would take place in 2015, on the twentieth anniversary of the Beijing Conference (Beijing+20). The subregional report on the Caribbean (ECLAC, 2014c) has also been taken into account, which includes data from the country gender assessments prepared by the Caribbean Development Bank, the country poverty assessments and information provided by the Caribbean Community (CARICOM).

This work deals with the solvability near the characteristic set Sigma = {0} x S-1 of operators of the form L = partial derivative/partial derivative t+(x(n) a(x)+ ix(m) b(x))partial derivative/partial derivative x, b not equivalent to 0 and a(0) not equal 0, defined on Omega(epsilon) = (-epsilon, epsilon) x S-1, epsilon > 0, where a and b are real-valued smooth functions in (-epsilon, epsilon) and m >= 2n. It is shown that given f belonging to a subspace of finite codimension of C-infinity (Omega(epsilon)) there is a solution u is an element of L-infinity of the equation Lu = f in a neighborhood of Sigma; moreover, the L-infinity regularity is sharp.

Many media reports suggest an increase in alcohol intoxication, particularly among young people. Indeed, several surveys on young people have confirmed this fact. These were based on self-declaration of alcohol consumption. However, there are few clinical data that show an increase in alcohol intoxication in hospitals. The aim of this study was to evaluate the number of alcohol intoxications in relation to the total number of patients and to look for a statistical trend.
