Developing major infrastructure and construction (MIC) projects is complicated, since it involves multifaceted policy issues. As a result, appropriate participatory mechanisms have been increasingly employed to improve the legitimacy of the project decision process. Yet it cannot always guarantee a mutually acceptable solution since the expectations and requirements of multiple stakeholders involved can be diverse and even conflicting. Overcoming this necessitates a thorough identification and careful analysis of the expectations of various stakeholder groups in MIC projects. On the other hand, though most project stakeholder concerns are consistent across the globe, contextual differences may lead to diverse priority levels being attached to these factors. This research, therefore, aimed to examine the perceptual differences between paired stakeholder groups from mainland China mega-cities and Hong Kong in rating their concerns over MIC projects. The research findings are expected to benefit both the Central Government of China and the Government of Hong Kong SAR for coping better with the rapid expansion of MIC projects in the territory and the increasing expectations of social equality, and therefore achieving the much desired harmonious development of the community.

Urban sprawl is the outgrowth along the periphery of cities and along highways. Although an accurate definition of urban sprawl may be debated, a consensus is that urban sprawl is characterized by an unplanned and uneven pattern of growth, driven by multitude of processes and leading to inefficient resource utilization. Urbanization in India has never been as rapid as it is in recent times. As one of the fastest growing economies in the world, India faces stiff challenges in managing the urban sprawl, while ensuring effective delivery of basic services in urban areas. The urban areas contribute significantly to the national economy (more than 50% of GDP), while facing critical challenges in accessing basic services and necessary infrastructure, both social and economic. The overall rise in the population of the urban poor or the increase in travel times due to congestion along road networks are indicators of the effectiveness of planning and governance in assessing and catering for this demand. Agencies of governance at all levels: local bodies, state government and federal government, are facing the brunt of this rapid urban growth. It is imperative for planning and governance to facilitate, augment and service the requisite infrastructure over time systematically. Provision of infrastructure and assurance of the delivery of basic services cannot happen overnight and hence planning has to facilitate forecasting and service provision with appropriate financial mechanisms.

"The increasing pressure for enterprises to join into agile business networks is changing the requirements on the enterprise computing systems. The supporting infrastructure is increasingly required to provide common facilities and societal infrastructure services to support the lifecycle of loosely-coupled, eContract-governed business networks. The required facilities include selection of those autonomously administered business services that the enterprises are prepared to provide and use, contract negotiations, and furthermore, monitoring of the contracted behaviour with potential for breach management. The essential change is in the requirement of a clear mapping between business-level concepts and the automation support for them. Our work has focused on developing B2B middleware to address the above challenges; however, the architecture is not feasible without management facilities for trust-aware decisions for entering business networks and interacting within them. This paper discusses how trust-based decisions are supported and positioned in the B2B middleware."

Automated security is one of the major concerns of modern times. Secure and reliable authentication systems are in great demand. A biometric trait like the finger knuckle print (FKP) of a person is unique and secure. Finger knuckle print is a novel biometric trait and is not explored much for real-time implementation. In this paper, three different algorithms have been proposed based on this trait. The first approach uses Radon transform for feature extraction. Two levels of security are provided here and are based on eigenvalues and the peak points of the Radon graph. In the second approach, Gabor wavelet transform is used for extracting the features. Again, two levels of security are provided based on magnitude values of Gabor wavelet and the peak points of Gabor wavelet graph. The third approach is intended to authenticate a person even if there is a damage in finger knuckle position due to injury. The FKP image is divided into modules and module-wise feature matching is done for authentication. Performance of these algorithms was found to be much better than very few existing works. Moreover, the algorithms are designed so as to implement in real-time system with minimal changes.

Mobile Ad hoc Networks (MANETs) are self-organized, infrastructureless, decentralized wireless networks consist of a group of heterogeneous mobile devices. Due to the inherent characteristics of MANE -Ts, such as frequent change of topology, nodes mobility, resource scarcity, lack of central control, etc., makes QoS routing is the hardest task. QoS routing is the task of routing data packets from source to destination depending upon the QoS resource constraints, such as bandwidth, delay, packet loss rate, cost, etc. In this paper, we proposed a novel scheme of providing QoS routing in MANETs by using Emergent Intelligence (El). The El is a group intelligence, which is derived from the periodical interaction among a group of agents and nodes. We logically divide MANET into clusters by centrally located static agent, and in each cluster a mobile agent is deployed. The mobile agent interacts with the nodes, neighboring mobile agents and static agent for collection of QoS resource information, negotiations, finding secure and reliable nodes and finding an optimal QoS path from source to destination. Apresenta a urna eletrônica como agente essencial para a manutenção da democracia. São apresentadas as origens do voto no Brasil, indo até a proposta e execução do ambicioso projeto de eleições gerais com base em urnas eletrônicas. Descreve como se deu o desenvolvimento do equipamento. Os requisitos de segurança da informação são apresentados no contexto da votação eletrônica tendo como parâmetro a norma ISO 27.002. Observa que há melhorias que devem ser continuamente realizadas a fim de garantir a efetiva realização de um processo eleitoral seguro e confiável.

The development of an openly available layer of scholarly and scientific content requires access to all types of output from the scholarly and scientific process. Interoperable and sustainable infrastructure components are invaluable elements and the content should be clearly licensed for re-use. Open Knowledge will improve the discoverability and re-usability of content across the sectors, to the benefit of higher education and research and will help the (European) knowledge economy to move forward. In Autumn 2013, scoping sessions took place with experts to discuss their views around the value of making knowledge open and the steps which need to be taken to achieve this. These discussions are collected in the Knowledge Exchange discussion paper on Open Knowledge.

In today’s changing research environment, RDM is important in all stages of research. The skills and know-how in RDM that researchers and research support staff need, should be nurtured all though their career. At the end of 2015, KE initiated a project to compare approaches in RDM training within the partnership’s five member countries. The project was structured around two strands of activity: In the last months of 2015 a survey was conducted to collect information on current practice around RDM training, in order to provide an overview of the RDM training landscape. In February 2016 a workshop was held to share successful approaches to RDM training and capacity building provided within institutions and by infrastructure. The report describes the outputs of both the analysis of the survey and the outcomes of the workshop. The document provides an evidence base and informed suggestions to help improve RDM training practices in KE partner countries and beyond.

An early establishment of selective breeding programs on Atlantic salmon has been crucial for the success of developing efficient and sustainable salmon farming in Norway. A national selective breeding program was initiated by AKVAFORSK at the beginning of the 1970s, by collecting fertilized eggs from more than 40 Norwegian river populations. Several private selective breeding programs were also initiated in the 1970s and 1980s. While these private programs were initiated using individual selection (i.e. massselection) to genetically improve growth, the national program was designed to gradually include all economically important traits in the breeding objective (i.e. growth, age at sexual maturation, disease resistance and quality traits) using a combined family and within-family selection strategy. Independent of which selection strategy and program design used, it is important to secure and maintain a broad genetic variation in the breeding populations to maximize selection response. It has been documented that genetically improved salmon from the national selective breeding program grow twice as fast as wild Atlantic salmon and require 25 per cent less feed, while salmon representing the private breeding programs all show an intermediate growth performance. As a result of efficient dissemination of genetically improved Atlantic salmon, the Norwegian salmon farming industry has reduced its feed costs by more than US$ 230 million per year! The national selective breeding program on Atlantic salmon was commercialized into a breeding company (AquaGen) in 1992. Five years later, several private companies and the AKVAFORSK Genetics Center (AFGC) established a second breeding company (SalmoBreed) using breeding candidates from one of the private breeding programs. These two breeding companies have similar products, but different strategies on how to organize the breeding program and to disseminate the genetically improved seed to the Norwegian salmon industry. Greater competition has increased the necessity to document the genetic gain obtained from the different programs and to market the economic benefits of farming the genetically improved breeds. Both breeding companies have organized their dissemination to get a sufficient share of the economic benefits in order to sustain and improve their breeding programs.

The San Francisco Bay Conservation and Development Commission (BCDC), in continued partnership with the San Francisco Bay Long Term Management Strategies (LTMS) Agencies, is undertaking the development of a Regional Sediment Management Plan for the San Francisco Bay estuary and its watershed (estuary). Regional sediment management (RSM) is the integrated management of littoral, estuarine, and riverine sediments to achieve balanced and sustainable solutions to sediment related needs. Regional sediment management recognizes sediment as a resource. Sediment processes are important components of coastal and riverine systems that are integral to environmental and economic vitality. It relies on the context of the sediment system and forecasting the long-range effects of management actions when making local project decisions. In the San Francisco Bay estuary, the sediment system includes the Sacramento and San Joaquin delta, the bay, its local tributaries and the near shore coastal littoral cell. Sediment flows from the top of the watershed, much like water, to the coast, passing through rivers, marshes, and embayments on its way to the ocean. Like water, sediment is vital to these habitats and their inhabitants, providing nutrients and the building material for the habitat itself. When sediment erodes excessively or is impounded behind structures, the sediment system becomes imbalanced, and rivers become clogged or conversely, shorelines, wetlands and subtidal habitats erode. The sediment system continues to change in response both to natural processes and human activities such as climate change and shoreline development. Human activities that influence the sediment system include flood protection programs, watershed management, navigational dredging, aggregate mining, shoreline development, terrestrial, riverine, wetland, and subtidal habitat restoration, and beach nourishment. As observed by recent scientific analysis, the San Francisco Bay estuary system is changing from one that was sediment rich to one that is erosional. Such changes, in conjunction with increasing sea level rise due to climate change, require that the estuary sediment and sediment transport system be managed as a single unit. To better manage the system, its components, and human uses of the system, additional research and knowledge of the system is needed. Fortunately, new sediment science and modeling tools provide opportunities for a vastly improved understanding of the sediment system, predictive capabilities and analysis of potential individual and cumulative impacts of projects. As science informs management decisions, human activities and management strategies may need to be modified to protect and provide for existing and future infrastructure and ecosystem needs. There is an unequivocal scientific consensus that increases in greenhouse gases in the atmosphere drive warming temperatures of air and sea, and acidification of the world’s oceans from carbon dioxide absorbed by the oceans. These changes in turn can induce shifts in precipitation patterns, sea level rise, and more frequent and severe extreme weather events (e.g. storms and sea surge). All of these impacts are already being witnessed in the world’s coastal regions and are projected to intensify in years to come. Taken together, these impacts are likely to result in significant alteration of natural habitats and coastal ecosystems, and increased coastal hazards in low-lying areas. They can affect fishers, coastal communities and resource users, recreation and tourism, and coastal infrastructure. Approaches to planned adaptation to these impacts can be drawn from the lessons and good practices from global experience in Integrated Coastal Management (ICM). The recently published USAID Guidebook on Adapting to Coastal Climate Change (USAID 2009) is directed at practitioners, development planners, and coastal management professionals in developing countries. It offers approaches for assessing vulnerability to climate change and climate variability in communities and outlines how to develop and implement adaptation measures at the local and national levels. Six best practices for coastal adaptation are featured in the USAID Guidebook on Adapting to Coastal Climate Change and summarized in the following sections. (PDF contains 3 pages)

A previdência social brasileira, apesar de constituir um dos modelos mais antigos e tradicionais de proteção social da América Latina, não muito distante dos modelos europeus quanto a sua gênese, passa por momentos difíceis. Em um contexto de rápido envelhecimento populacional, acelerada redução de natalidade e novas realidades de trabalho, nas quais a mão-de-obra assalariada perde seu espaço, o modelo tradicional de cobertura, nos moldes bismarckianos, carece de revisão, de forma a não somente adequar-se às novas premissas demográficas, mas permitir uma universalidade de cobertura efetiva. Para tanto, adota-se, como fundamento de um novo modelo, a justiça social em três dimensões necessidade, igualdade e mérito. A necessidade visa atender e assegurar a qualquer pessoa, dentro das necessidades sociais cobertas, um pagamento mínimo de forma a assegurar o mínimo existencial. A dimensão da igualdade, no viés material, visa preservar nível de bem-estar compatível, em alguma medida, com o usufruído durante a vida ativa. Já o mérito individual implica fornecer prestações mais elevadas aos que, conscientemente, reduziram o consumo presente, preservando parte de suas receitas para o futuro. As duas primeiras dimensões são, na proposta apresentada, organizadas pelo Estado, em pilares compulsórios e financiados, preponderantemente, por repartição simples. O modelo de financiamento adotado, no longo prazo, tem se mostrado mais seguro e isonômico frente a modelos capitalizados. As variantes demográficas podem ser adequadas mediante novos limites de idade para aposentadorias e, em especial, estímulo a natalidade, como novos serviços da previdência social, incluindo creches e pré-escolas. O terceiro pilar, fundado no mérito individual, é a previdência complementar, organizado de forma privada, autônoma e voluntária. Aqui, o financiamento sugerido é a capitalização, de forma a priorizar o rendimento e a eficiência, com as externalidades positivas para a economia e a sociedade, com risco assumido e aceitável em razão do papel subsidiário deste pilar protetivo. Os pilares estatais, no modelo proposto, serão financiados, exclusivamente, por impostos, pondo-se fim às contribuições sociais, que perdem a importância em um modelo universal de proteção. Troca-se a solidariedade do grupo pela solidariedade social e, como conseqüência, saem as contribuições e ingressam os impostos. Mesmo o segundo pilar, que visa prestações correlacionadas com os rendimentos em atividade, será financiado por adicional de imposto de renda. Sistema mais simples, eficaz, e com estímulo à formalização da receita por parte das pessoas. A gestão do modelo previdenciário, em todos os segmentos, contará com forte regulação estatal, mas com efetiva participação dos interessados, afastadas, dentro do possível, as ingerências políticas e formas de captura. A regulação previdenciária, desde adequadamente disciplinada e executada, permitirá que os pilares propostos funcionem em harmonia.

Estudo de natureza qualitativa que teve como objetivo analisar as práticas de Educação em Saúde desenvolvidas com gestantes atendidas pela Estratégia de Saúde da Família no município de Quissamã no Rio de Janeiro. Para a coleta de dados foi utilizada a técnica do grupo focal, sendo realizados três grupos em unidades com elevadas taxas de cesárea, a fim de refletir sobre a relação entre a participação nas atividades e a escolha pelo tipo de parto. Os sujeitos do estudo foram 18 mulheres que tiveram seus filhos no ano de 2008 e que participaram de qualquer atividade educativa desenvolvida pelas unidades. A análise de dados foi orientada pela análise de conteúdo de Bardin e das falas das mulheres emergiram 03 categorias e uma subcategoria. A investigação apontou que a participação nas práticas educativas ajuda nas escolhas durante a gestação, pois as mulheres sentem-se mais seguras e preparadas para o parto e o pós-parto. Contudo, a escolha pelo tipo de parto ainda é determinada pelos profissionais. O estudo indica que há uma disputa entre o projeto de assistência obstétrica delineado pela mulher e o projeto do profissional, de modo que a indicação médica continua a prevalecer. Apesar dos esforços dos profissionais da Estratégia de Saúde da Família do município investigado, as práticas educativas realizadas com as gestantes, ainda precisam ser desenvolvidas a fim de possuir um cunho emancipatório, na superação de uma prática transmissora de modo a empoderar a mulher para a sustentação de suas decisões. Observa-se que as atividades são orientadas por um planejamento, entretanto, a avaliação das ações não acontecem, de modo que se faz necessária a reflexão dos profissionais acerca das formas de avaliação das práticas desenvolvidas. A pesquisa recomenda a criação de comitês de avaliação das indicações de cesárea; o investimento na formação permanente dos profissionais, sobretudo em Educação e Saúde; e a reavaliação da metodologia de desenvolvimento dessas atividades com o intuito de se pensar em estratégias que possam envolver as mulheres na construção das práticas educativas, no sentido de empoderá-las para a tomada de decisão e para a defesa de seu projeto de parto.

Vulnerabilidade e empoderamento apresentam-se como elementos presentes na vida profissional e pessoal dos enfermeiros. Delimitou-se como objeto de estudo as representações sociais elaboradas por enfermeiros que cuidam de pacientes com HIV/Aids acerca de sua vulnerabilidade no contexto do cuidar em enfermagem. O objetivo geral foi analisar as representações sociais construídas por enfermeiros acerca de sua vulnerabilidade no contexto do cuidado que exercem. Trata-se de pesquisa qualitativa, descritiva e exploratória, orientada pelo referencial teórico-metodológico das Representações Sociais em sua abordagem processual. Participaram do estudo trinta enfermeiros de um hospital público municipal do Rio de Janeiro. Como técnicas de coleta de dados foram utilizados o questionário sociodemográfico e a entrevista semiestruturada em profundidade. Como técnica de análise de dados adotou-se a análise de conteúdo temático-categorial proposta por Bardin, sistematizada por Oliveira e operacionalizada pelo software QSR NVivo 9.0. Entre os sujeitos, há predomínio do gênero feminino, da faixa etária de 41 a 45 anos, da realização de pós-graduação lato sensu e de tempo de atuação mínimo de 16 anos em HIV/Aids. Sete categorias emergiram na segmentação do material discursivo: 1) O acesso a informações, a formação profissional e o desenvolvimento da naturalização da aids através da experiência: elementos de vulnerabilidade e de empoderamento; 2) A instituição hospitalar e sua infraestrutura como polo de vulnerabilidade e de empoderamento nas construções simbólicas de enfermeiros que cuidam de pacientes com HIV/Aids; 3) Entre o risco e a prevenção: a vulnerabilidade e o empoderamento no contexto dos acidentes ocupacionais biológicos e as práticas preventivas adotadas por enfermeiros frente ao HIV/Aids no cotidiano hospitalar; 4) Relações interpessoais entre enfermeiro e paciente soropositivo para o HIV enquanto mediadoras da vulnerabilidade e do empoderamento de ambos; 5) As limitações psíquicas enfrentadas por enfermeiros no vivenciar do trabalho junto a portadores do HIV/Aids; 6) A busca pela espiritualidade e pela religiosidade como bases de apoio para a vida profissional contextualizada na aids; e 7) O HIV e a aids no contexto de diferentes modalidades de relacionamento: a presença do risco como elemento organizador da discursividade. Na vida profissional, as representações sociais da vulnerabilidade são compostas pela fragilidade, pelo risco e pela dificuldade. O empoderamento, por sua vez, emerge sustentado por um tripéformado pela proteção, suporte e satisfação como elementosdo bem-estar. Na vida pessoal, o risco possui centralidade nas representações. Já o empoderamento se mostra oriundo do bem-estar e da proteção. Conclui-se que a reconstrução sociocognitiva da vulnerabilidade e do empoderamento permitiu o acesso ao arsenal simbólico do qual o grupo dispõe para a superação do que o ameaça. Vulnerabilidade e empoderamento são, portanto, diversificados e mutáveis em suas bases e produtos e, em movimentos de balanço e contrabalanço, corporificam a díade vulnerabilidade-empoderamento.
