A intensificação das dinâmicas da globalização nas últimas décadas tem impulsionado a influência de organizações e redes globais de múltiplos atores que atuam no campo das políticas educacionais. O movimento de desterritorialização do fazer político abre espaço para iniciativas de natureza diversa, tanto do ponto de vista da sua esfera de atuação quanto dos atores envolvidos. No contexto dessas novas articulações, iniciativas marcadas pelo envolvimento do setor privado na educação pública têm se desenvolvido em um arranjo complexo referido como parcerias público-privadas em educação. A presente pesquisa analisa essas parcerias em educação, que surgem em um cenário de transformações no próprio funcionamento e organização dos Estados e nas relações que se estabelecem para além das suas fronteiras. Tendo em vista a complexidade do tema e a fim de investigar como ele se traduz e se desenvolve localmente, três experiências são analisadas com maior profundidade: o Chile, com seu sistema de escolas subvencionadas, os Estados Unidos, com as charter schools e a Holanda, que tem seu sistema educacional historicamente estruturado a partir do conceito de school choice. A partir da análise conceitual sobre as parcerias público-privadas em educação e do aprofundamento da pesquisa nesses casos representativos, esta dissertação busca problematizar esse arranjo nas politicas públicas de educação e evidenciar como o seu desenvolvimento está articulado com instituições e processos que transcendem o enquadramento dos Estados-Nação.

Existem diversas formas no ordenamento jurídico brasileiro mediante as quais o poder público pode contratar, delegar ou gerir a prestação de serviços que envolvam entes privados. São elas os contratos de mera prestação de serviços regidos pela Lei 8.666/93 ou pela Lei 10.520/02; os convênios; as concessões comuns de serviço público regidas pela Lei nº 8.987/95; as parcerias público-privadas tuteladas pela Lei 11.079/04 e os consórcios públicos regidos pela Lei nº 11.107/05. O presente trabalho visa explorar como as contratações públicas ocorrem no setor de resíduos sólidos. Para isso, em um primeiro momento foi analisada a natureza jurídica dos serviços relacionados ao manejo de resíduos. Em um segundo momento, foi traçado um panorama sobre as modelagens contratuais disponíveis ao poder público para realizar essas contratações, bem como os possíveis problemas levantados pela doutrina no uso desses moldes. Por último, foram analisados casos concretos com o fim de averiguar se os referidos problemas são levados em consideração pelo Administrador Público ao elaborar os editais e contratos para prestação desses serviços pela iniciativa privada.

O controle social das políticas públicas vem ao longo dos tempos aprimorando o debate democrático e colocando luz sobre um dos principais problemas contemporâneos que é a relação público-privada na administração pública. A crise hídrica que se instalou na Região Metropolitana de São Paulo reacendeu a necessidade de mais transparência e controle sobre as políticas públicas implementadas pelo Governo do Estado de São Paulo e pela SABESP no seu enfrentamento. É analisado o perfil institucional do Ministério Público, como órgão capaz de desempenhar este papel. Ao final são apresentados três casos nos quais o MP ingressou com ações civis públicas em face da SABESP e de outras agências estatais questionando judicialmente as políticas que estão sendo levadas à efeito em decorrência da falta de água.

As Parcerias Público-Privadas (PPP) de infraestrutura escolar são cada vez mais utilizadas no mundo, entretanto as avaliações de impacto desse modelo ainda são escassas. O presente estudo contribui para essa área do conhecimento ao avaliar o impacto da utilização de PPP tanto na construção como na operação das Unidades Municipais de Educação Infantil (UMEIs) de Belo Horizonte (BH). A metodologia de pesquisa foi baseada na comparação de 46 UMEIs, sendo 27 unidades de PPP e 19 unidades construídas e operadas no modelo tradicional de contratação pública. Em relação ao impacto na construção, os principais resultados são que o tempo de obra das unidades de PPP foi 45% menor e que 79% das unidades tradicionais foram entregues fora do prazo contratado de 13 meses, enquanto que nenhuma PPP foi entregue acima deste prazo. Além disso, a PPP permitiu aumentar a escala na construção das UMEIs, superando as limitações do modelo tradicional. Dentre as principais evidências encontradas quanto ao impacto na operação, pode-se citar que os diretores de unidades de PPP afirmam ter 25% mais tempo para focar nas atividades pedagógicas, pois gastam menos tempo na gestão dos serviços não pedagógicos, e que o grau de satisfação com os serviços de manutenção das instalações físicas é substancialmente maior nessas unidades. Os resultados positivos para PPP só não apareceram em relação aos serviços de manutenção de TI. Uma limitação deste trabalho foi não conseguir realizar a comparação de custos das duas modalidades. O estudo pretende contribuir para o aprimoramento dos modelos regulatórios de PPPs em educação e para a discussão sobre o papel que pode ser desempenhado pelas PPPs na redução do déficit de infraestrutura escolar.

Avaliação da eficácia de um programa de educação sobre o conhecimento relacionado à postura sentada de estudantes da 1ª série do ensino fundamental, na esfera estadual, particular e municipal, em Bauru. Foram avaliados (pré-teste) 71 alunos e depois aplicado um programa de educação sobre o tema, composto de aulas expositivas, técnicas de demonstração e feedback, associado a um programa de reforço ministrado por professoras treinadas e, finalmente, a reavaliação (pós-teste) dos conhecimentos dos participantes. Foi observado que: 1) no pré-teste ocorreu diferença significativa entre as escolas, sendo que a municipal apresentou menor número de erros do que a particular e a estadual; 2) o pós-teste mostrou que houve diferença significativa sendo que as escolas municipal e particular tiveram um menor número de erros em relação a estadual; 3) em todas as escolas houve predominância da situação de erro pré-teste maior que pós-teste. A escola estadual tem resposta mais freqüente que a particular quando há aumento de erro. Conclui-se que o programa se mostrou eficaz para aumentar os conhecimentos dos escolares a respeito da postura sentada.

Space reading of Natal City and its reconfiguration from the intensification of tourist activity and the expansion of the services' sector, transiting, primarily, through the geography, the social sciences, the economy, in one main approach that is unaware of science's traditional limitations and recognizes the complexity that involves current world. In face of this agreement it analyzes the social-economic implications that remodel the spaces under the new economic view of services' sector, commanded by the tourism, in an intense process of city's reconfiguration, concentrating in three great axles and their irrigation ways. These changes were about the public-private relation (by the public politics) in the formation of new spaces and in the remodeling of the city's old areas, which, together, had contributed to the tourist activity's appropriation, returning it in a social-economic mosaic that owns obvious reflexes in its space. This fragmentation in the urbane cloth of Natal is expressed by social nature and economic points and, in the scenery, is manifested through the modern forms of city's space occupation by the local elites and services' sector, evidencing their status' district, as well as selecting those areas with bigger capacity to reply to the capital

This work discuss about the transformation of public space, based on the recent challenges imposed by communication practices that are renewed and recopying of the sociocultural contexts of everyday life. The study presents theoretical and empirical reports of regional political blogs. In this issue, it looks for understand the political participation in the Internet space, examining the reconfigurations that accompany social relations and new forms of interaction that are merged in the media scene. The ambience of the study limits comments of readers in two political blogs in Rio Grande do Norte, Território Livre, and Thaisa Galvão. The observation concerns about the democratic participation of citizens in matters of collective interest, during the 2010 election. The analysis update the debate on democratic discussion and conversation everyday, trying to grasp changes in social practices in virtual platforms. From this perspective, the work restores some conceptual notions that involve the public places, identifying the changes that appear in the virtual and traditional spheres, with the emergence of new places of conversations, from the Internet usage. Are also compared to similarities and differences between the two elements of the analysis. It is possible, therefore, the communication process of the two discursive spaces with ideas from the public sphere, trying to analyze the duality between public, private, and political participation in these virtual places

A proposta deste trabalho foi verificar o conhecimento dos médicos pediatras e odontopediatras, a respeito dos compostos fluoretados. Para tanto, foram visitados 91 médicos pediatras e 72 odontopediatras dos municípios de Bauru e Marília, que ao concordarem em participar da pesquisa receberam um questionário com 22 questões. O preenchimento e a devolução foram imediatos. Os dados obtidos foram analisados por meio de estatística descritiva, utilizando freqüências absolutas e relativas, representadas através de tabelas. Mediante a análise dos questionários, verificou-se que alguns polivitamínicos que contêm flúor são usualmente prescritos pelos médicos pediatras, ao passo que os géis, vernizes e soluções para bochecho são bastante empregados pelos odontopediatras. Não foi estabelecida relação entre o conhecimento e tempo de formado, a idade do profissional, a universidade de origem, a cidade em que trabalha e a área de atuação (particular, rede pública ou em ambos) desses profissionais. Os resultados obtidos sugerem que o conhecimento dos médicos pediatras e odontopediatras, das cidades de Bauru e de Marília, a respeito da presença de flúor em várias fontes de ingestão se mostrou insuficiente e, em algumas situações, preocupante, com relação à prevenção de fluorose dentária.

The work seeks to understand the process of reterritorialization triggered by tourism development in Tibau do Sul / RN, noting its economic, socio-cultural and political implications to the local society. Tourist activity was addressed as socio-cultural phenomenon, considering the case of (dis) (re) territorialization and power relations between staff producers of the tourism space. Given the complexity of this issue and the need for further studies that focus on the reterritorialization cases generated by tourism in the northeastern coast, given the action of the agents involved in the construction of the spaces generated by tourism, this work is then justified. For such a study an exploratory and qualitative study was conducted, through a survey of secondary and primary data, and interviews with leaders of public, private nonprofit community in the investigated county. In this sense, it was found that the process of (dis) (re) territorialization in the city investigated, permeates the contradictions resulting from the conflicts existing power while providing the location and implications for economic and sociocultural dimensions, its heart is found in the political, the relationship between entrepreneurship - established mainly by outsiders who own businesses in Pipa - and local government - composed entirely by insiders who work in the municipal headquarters, that until then, hold the political and the economic power. Thus, to understand the regionalization of tourism it is necessary to analyze its economic, socio-cultural and political dimensions, referring to the complexity of relationships between producing space agents. It is believed that the reterritorialization can be capable of producing territorialities contextualized to the culture, history, economy and local politics, understanding that the active participation of the natives will contribute to a less perverse, since this has been one of the faces experienced by local people

The study presents an approach on planning, sociospatial transformations and public touristic policies implemented between 2000 and 2010 in Caicó, encompassing people from the government, private sector and the population of the municipality and informal traders who use the leisure facilities and services arranged in place. As the main goal, the research intends to analyze the performance of public and private sectors correlated to the touristic activity in Caicó city and their reflections in the process changes sociospatial. The dissertation is structured in order to carry out an investigation into the role of public policies to the development of a location with touristic potential, in this case, the municipality of Caicó; to investigate public policies implemented in the touristic industry of Rio Grande do Norte, particularly the actions of PRODETUR-Nordeste focused on the development of the tourism in the countryside, affecting particularly the region of Seridó region and the municipality of Caicó, and, finally, to check the main changes sociospatial verified in Caicó between 2000 and 2010. Cultural issues and certain natural beauties can be seen as attractions that can attract tourist demand, taking into consideration the awakening increasingly more evident quest by the tourist for knowledge of the peculiarities of the region. Several authors have worked in this view, pointing to the cultural aspects of the region as elements that are able to boost the touristic activity. The questions raised in this study was based on a literature, based mainly on authors like Beni, Dias, Cruz, Azevedo and Morais. To obtain the necessary data in the analysis, the methodological procedures used in intensive direct observation, using interviews, applied together with the public representatives who are acting as leaders of the political actions related to tourism in the municipality and members of the private sector related to tourism services such as lodging establishments, food and travel agency and, finally, the local people and informal traders benefited directly or indirectly, with the touristic resources and structure. These research agents were investigated by means of structured forms such as support for analysis. Was detected in the survey that the leisure facilities and services installed in the last decade in the city of Caico has a priority the population of the municipality, is necessary to emphasize that the residents interviewed perceive the importance of these tools for tourist activity. It was also found that the public sector is the main responsible for the observed changes. Therefore, proved to be relevant to study the role public private sector partnerships and population influences, considering that this analysis may contribute to the work of researchers, public administrators and businessmen, may serve as a norteador for planning and development of tourism in the city of Caico

Foreword Throughout the preparatory process for the World Summit on Sustainable Development and at the Summit itself, which was held in Johannesburg, South Africa, from 26 August to 4 September 2002, discussions were dominated by one central concern: the need to define and reach consensus on concrete, quantitative goals, with fixed deadlines for implementation, which were to supplement the Millennium Development Goals and facilitate progress towards an effective transition to sustainable development. Participants at the Summit explicitly affirmed the need, as a matter of urgency, to identify the financial and technical resources whereby sustainable development would become a reality and benefit directly and particularly rural and urban communities in the developing countries. The document we are now presenting is the outcome of extensive discussions held at a high-level forum during the Johannesburg Summit. Led by representatives of the Government of Mexico, the Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Development Programme (UNDP) and the Andean Development Corporation, those discussions were based on the ECLAC/UNDP study entitled Financing for sustainable development in Latin America and the Caribbean: from Monterrey to Johannesburg, which considers the opportunities and challenges for improving prospects for investment and financing for sustainable development and underscores the need to establish a new balance between the market economy and public interest through joint public/private initiatives that combine market innovation, social responsibility and appropriate regulations. Other eminent persons attending the event included heads of State, such as Gustavo Noboa, then President of Ecuador; Enrique V. Iglesias, President of the Inter-American Development Bank (IDB); José María Figueres, Managing Director of the Global Agenda of the World Economic Forum and former President of Costa Rica; and Gro Harlem Brundtland, the legendary figure who pioneered sustainable development. Valuable contributions to the discussions were made by Yolanda Kakabadse, President of the World Conservation Union; Xóchitl Gálvez Ruiz, head of the Unit for the Development of Indigenous Peoples of the Office of the President of Mexico; Cecilia López, former Minister for the Environment of Colombia; and Juan Carlos Maqueda, then Vice President of Argentina. The views emerging from the forum as set forth in this document are designed to facilitate and promote application of the Plan of Implementation of the World Summit on Sustainable Development within the framework of the Millennium Development Goals and the commitments assumed at the International Conference on Financing for Development, which was held in Monterrey, Mexico. We also aspire to continue moving forward with the adoption of measures and policies to increase investment and financing for sustainable development as well as to foster partnerships between the public and private sectors and nongovernmental organizations. We recognize, in this context, the importance of strengthening and improving public and private institutions in order to meet the operational needs associated with the effort to achieve the Millennium Development Goals and pursue the Plan of Implementation formulated in Johannesburg. We trust that this document will contribute to in-depth discussions on the application of the Plan of Implementation in the relevant forums, in particular the United Nations Commission on Sustainable Development. The Plan of Implementation of the World Summit on Sustainable Development opens up new opportunities for Latin America and the Caribbean to renew and revive their own regional agenda -with emphasis on global and especially regional public goods- and to interweave it more cohesively with the global agenda in order to promote the common interests of Latin America and the Caribbean more forcefully in international development forums. The regional agenda and the global agenda cannot be separated in a contrived manner; indeed, to an increasing degree, what we are witnessing are global environmental processes which call for action at the local level. The achievement of sustainable development in Latin America and the Caribbean, where the necessary economic, social, environmental and geopolitical conditions are combined, requires a subtle balance between the market economy, the State and the citizen. Such a balance will result in the consolidation of democratic governance in the service of human development.
