Public–private partnerships (PPPs) are new in Russia and represent project implementation in progress. The government is actively pursuing PPP deployment in sectors such as transportation and urban infrastructure, and at all levels including federal, regional and especially local. Despite the lack of pertinent laws and regulations, the PPP public policy quickly transforms into a policy paradigm that provides simplified concepts and solutions and intensifies partnership development. The article delineates an emerging model of Russia’s PPP policy paradigm, whose structure includes the shared understanding of the need for long-term collaboration between the public sector and business, a changing set of government responsibilities that imply an increasing private provision of public services, and new institutional capacities. This article critically appraises the principal dynamics that contribute to an emerging PPP policy paradigm, namely the broad government treatment of the meaning of a partnership and of a contractual PPP; a liberal PPP approval process that lacks clear guidelines and consistency across regions; excessive emphasis on positive PPP externalities and neglect of drawbacks; and unjustifiably extensive government financial support to PPPs. Whilst a paradigm appears to be useful specifically for the policy purpose of PPP expansion, it may also mask inefficiencies such as higher prices of public services and greater government risks.

Ecological forecasting is difficult but essential, because reactive management results in corrective actions that are often too late to avert significant environmental damage. Here, we appraise different forecasting methods with a particular focus on the modelling of species populations. We show how simple extrapolation of current trends in state is often inadequate because environmental drivers change in intensity over time and new drivers emerge. However, statistical models, incorporating relationships with drivers, simply offset the prediction problem, requiring us to forecast how the drivers will themselves change over time. Some authors approach this problem by focusing in detail on a single driver, whilst others use ‘storyline’ scenarios, which consider projected changes in a wide range of different drivers. We explain why both approaches are problematic and identify a compromise to model key drivers and interactions along with possible response options to help inform environmental management. We also highlight the crucial role of validation of forecasts using independent data. Although these issues are relevant for all types of ecological forecasting, we provide examples based on forecasts for populations of UK butterflies. We show how a high goodness-of-fit for models used to calibrate data is not sufficient for good forecasting. Long-term biological recording schemes rather than experiments will often provide data for ecological forecasting and validation because these schemes allow capture of landscape-scale land-use effects and their interactions with other drivers.

This paper proposes a novel adaptive multiple modelling algorithm for non-linear and non-stationary systems. This simple modelling paradigm comprises K candidate sub-models which are all linear. With data available in an online fashion, the performance of all candidate sub-models are monitored based on the most recent data window, and M best sub-models are selected from the K candidates. The weight coefficients of the selected sub-model are adapted via the recursive least square (RLS) algorithm, while the coefficients of the remaining sub-models are unchanged. These M model predictions are then optimally combined to produce the multi-model output. We propose to minimise the mean square error based on a recent data window, and apply the sum to one constraint to the combination parameters, leading to a closed-form solution, so that maximal computational efficiency can be achieved. In addition, at each time step, the model prediction is chosen from either the resultant multiple model or the best sub-model, whichever is the best. Simulation results are given in comparison with some typical alternatives, including the linear RLS algorithm and a number of online non-linear approaches, in terms of modelling performance and time consumption.

Krameria plants are found in arid regions of the Americas and present a floral system that attracts oil-collecting bees. Niche modeling and multivariate tools were applied to examine ecological and geographical aspects of the 18 species of this genus, using occurrence data obtained from herbaria and literature. Niche modeling showed the potential areas of occurrence for each species and the analysis of climatic variables suggested that North American species occur mostly in deserted or xeric ecoregions with monthly precipitation below 140 mm and large temperature ranges. South American species are mainly found in deserted ecoregions and subtropical savannas where monthly precipitation often exceeds 150 mm and temperature ranges are smaller. Principal Component Analysis (PCA) performed with values of temperature and precipitation showed that the distribution limits of Krameria species are primarily associated with maximum and minimum temperatures. Modeling of Krameria species proved to be a useful tool for analyzing the influence of the ecological niche variables in the geographical distribution of species, providing new information to guide future investigations. We characterized 28 new isolates of Trypanosoma cruzi IIc (TCIIc) of mammals and triatomines from Northern to Southern Brazil, confirming the widespread distribution of this lineage. Phylogenetic analyses using cytochrome b and SSU rDNA sequences clearly separated TCIIc from TCIIa according to terrestrial and arboreal ecotopes of their preferential mammalian hosts and vectors. TCIIc was more closely related to TCIId/e, followed by TCIIa, and separated by large distances from TCIIb and TCI. Despite being indistinguishable by traditional genotyping and generally being assigned to Z3, we provide evidence that TCIIa from South America and TCIIa from North America correspond to independent lineages that circulate in distinct hosts and ecological niches. Armadillos, terrestrial didelphids and rodents, and domestic dogs were found infected by TCIIc in Brazil. We believe that, in Brazil, this is the first description of TCIIc from rodents and domestic dogs. Terrestrial triatomines of genera Panstrongylus and Triatoma were confirmed as vectors of TCIIc. Together, habitat, mammalian host and vector association corroborated the link between TCIIc and terrestrial transmission cycles/ecological niches. Analysis of ITS1 rDNA sequences disclosed clusters of TCIIc isolates in accordance with their geographic origin, independent of their host species. (C) 2009 Elsevier B.V. All rights reserved.

Os fatores de risco clássicos para o desenvolvimento de doença isquêmica do coração (DIC) explicam menos de 50% da queda na mortalidade observada desde 1950. A transição em curso, do paradigma degenerativo para o inflamatório/infeccioso, requer nova interpretação causal das tendências temporais. Este é um estudo ecológico, baseado em dados dos Estados Unidos, que mostra, em homens e mulheres, uma associação entre a distribuição etária da mortalidade por influenza e pneumonia (I&P) associada à pandemia de influenza de 1918-1919 na faixa dos 10 aos 49 anos e a distribuição da mortalidade por DIC, entre 1920 e 1985, em sobreviventes das coortes de nascimento correspondentes. Mostra ainda uma correlação negativa significativa (r = -0,68, p = 0,042) entre o excesso de mortalidade por I&P acumulado em epidemias entre 1931-1940 (utilizado como indicador da persistência da circulação de vírus H1N1 aliada à vulnerabilidade à infecção) e a ordem do início do declínio na mortalidade por DIC, em nove divisões geográficas dos Estados Unidos. Os dados sugerem, à luz do conhecimento biológico atual, que a pandemia de influenza de 1918 (e as que se seguiram até 1957) pudesse ter tido papel determinante na epidemia de mortalidade por DIC registrada no século XX.

Este trabalho considera que o mundo está vivendo uma mudança de paradigma. Neste sentido, procura caminhos de expansão da consciência para esta mudança através da problemática ecológica, da historicidade da ciência e de seus fundamentos na física mecanicista. planetária que a ecologia sugere, a diferentes culturas e tradições de Percebe que a crise física atual e as sabedoria podem contribuir para a construção de uma nova forma de viver. Para tanto, desenvolve o conceito de "expansão da consciência", porque acredita que esta abordagem, resultante da práxis transdisciplinar da autora, pode levar a uma maior percepção da Totalidade da vida e também da sua rica Diversidade, pontos centrais para o novo paradigma. Desta maneira, este trabalho é parte de um movimento de mudança dos conceitos e atitudes presentes no paradigma moderno, a fim de que a Educação comece a vivenciar outras formas de conhecimento do real, diferentes dos rígidos limites científicos.

This article examines the arising cross-border dispute resolution models (Cooperation and Competition among national Courts) from a critical perspective. Although they have been conceived to surpass the ordinary solution of a Modern paradigm (exclusive jurisdiction, choice of court, lis pendens, forum non conveniens, among others), they are insufficient to deal with problems raised with present globalization, as they do not abandon aspects of that paradigm, namely, (i) statebased Law; and (ii) standardization of cultural issues.

Documenting the presence and abundance of the neotropical mammals is the first step for understanding their population ecology, behavior and genetic dynamics in designing conservation plans. The combination of field research with molecular genetics techniques are new tools that provide valuable biological information avoiding the disturbance in the ecosystems, trying to minimize the human impact in the process to gather biological information. The objective of this paper is to review the available non invasive sampling techniques that have been used in Neotropical mammal studies to apply to determine the presence and abundance, population structure, sex ratio, taxonomic diagnostic using mitochondrial markers, and assessing genetic variability using nuclear markers. There are a wide range of non invasive sampling techniques used to determine the species identification that inhabit an area such as searching for tracks, feces, and carcasses. Other useful equipment is the camera traps that can generate an image bank that can be valuable to assess species presence and abundance by morphology. With recent advances in molecular biology, it is now possible to use the trace amounts of DNA in feces and amplify it to analyze the species diversity in an area, and the genetic variability at intraspecific level. This is particularly helpful in cases of sympatric and cryptic species in which morphology failed to diagnose the taxonomic status of several species of brocket deer of the genus Mazama.

Importance of the field: The use of topical agents poses unique and challenging hurdles for drug delivery. Topical steroids effectively control ocular inflammation, but are associated with the well-recognized dilemma of patient compliance. Although administration of topical antimicrobials as prophylaxis is acceptable among ophthalmologists, this common practice has no sound evidence base Developing a new antimicrobial agent or delivery strategy with enhanced penetration by considering the anatomical and physiological constraints exerted by the barriers of the eye is not a commonly perceived strategy. Exploiting the permeability of the sclera, subconjunctival routes may offer a promising alternative for enhanced drug delivery and tissue targeting.Area covered in this review: Ocular drug delivery strategies were reviewed for ocular inflammation and infections clinically adopted for newer class of antimicrobials, which use a multipronged approach to limit risks of endophthalmitis.What the reader will gain: The analysis substantiates a new transscleral drug delivery therapeutic approach for cataract surgery.Take home message: A new anti-inflammatory and anti-infective paradigm that frees the patient from the nuisance of topical therapeutics is introduced, opening a large investigative avenue for future improved therapies.

A new occurrence of the genus Doliocatella (Cyanophyceae, Cyanobacteria) is reported. The type species of the genus, D. formosa, is described from a stream of the tropical Amazonian rainforest (Manaus, Amazonas State, Brazil). A detailed taxonomic description with photomicrographs and ecological characteristics are provided based on the three worldwide species records. D. formosa is characterized by the presence of uniseriate main filaments, cylindrical branches, and mostly cylindrical cells; heterocytes are absent. D. formosa occurs under limited and special conditions, i.e. habitats with low pH and relatively high temperatures. The species has a restricted ecological distribution, limited to tropical lotic ecosystems, but it is found over a relatively wide geographical range.

The Poincar, group generalizes the Galilei group for high-velocity kinematics. The de Sitter group is assumed to go one step further, generalizing Poincar, as the group governing high-energy kinematics. In other words, ordinary special relativity is here replaced by de Sitter relativity. In this theory, the cosmological constant I > is no longer a free parameter, and can be determined in terms of other quantities. When applied to the whole universe, it is able to predict the value of I > and to explain the cosmic coincidence. When applied to the propagation of ultra-high energy photons, it gives a good estimate of the time delay observed in extragalactic gamma-ray flares. It can, for this reason, be considered a new paradigm to approach the quantum gravity problem.
