Esta investigación analiza la construcción del límite sur de la zona patrimonial de Bogotá de los años 80, a partir de dos procesos simultáneos: la demolición de un sector del barrio Santa Bárbara y la patrimonialización de La Candelaria. A pesar de que estos dos sectores de la ciudad hicieron parte de la ciudad antigua y compartieron un origen común, solo La Candelaria logró hacer parte de la zona considerada de valor histórico. Por lo tanto, este proyecto de grado se interesa, principalmente, por conocer por qué el barrio Santa Bárbara fue excluido del relato histórico de la ciudad, a partir del estudio de la discusión sobre su valor histórico que dio paso al uso público del pasado y a una “lucha por la memoria”, en palabras de Elizabeth Jelin.

We study the role of natural resource windfalls in explaining the efficiency of public expenditures. Using a rich dataset of expenditures and public good provision for 1,836 municipalities in Peru for period 2001-2010, we estimate a non-monotonic relationship between the efficiency of public good provision and the level of natural resource transfers. Local governments that were extremely favored by the boom of mineral prices were more efficient in using fiscal windfalls whereas those benefited with modest transfers were more inefficient. These results can be explained by the increase in political competition associated with the boom. However, the fact that increases in efficiency were related to reductions in public good provision casts doubts about the beneficial effects of political competition in promoting efficiency.

How do resource booms affect human capital accumulation? We exploit time and spatial variation generated by the commodity boom across local governments in Peru to measure the effect of natural resources on human capital formation. We explore the effect of both mining production and tax revenues on test scores, finding a substantial and statistically significant effect for the latter. Transfers to local governments from mining tax revenues are linked to an increase in math test scores of around 0.23 standard deviations. We find that the hiring of permanent teachers as well as the increases in parental employment and improvements in health outcomes of adults and children are plausible mechanisms for such large effect on learning. These findings suggest that redistributive policies could facilitate the accumulation of human capital in resource abundant developing countries as a way to avoid the natural resources curse.

RESUMO: Este estudo tem como propósito compreender as ideologias, os valores, as representações sociais e os estereótipos difundidos pelos manuais escolares de Língua Portuguesa. Para atingirmos esta finalidade procedemos, inicialmente, à definição do corpus e, em seguida, à análise de conteúdo dos textos de sete manuais, do 7º ano de escolaridade, ainda em vigor. A análise dos mesmos foi realizada a partir de oito categorias que estabelecemos após uma leitura flutuante: família, religião, educação, amor, amizade, ética ambiental, poder e sonho. Os dados recolhidos foram trabalhados quantitativa e qualitativamente de acordo com a metodologia proposta por Lawrence Bardin (1997). Os manuais escolares estudados evidenciaram-se detentores de paradigmas ideológicos repressivos e homogéneos assim como reprodutores de valores tradicionalistas implícitos que visam a consubstanciação de uma mundividência ocidental que luta pela inalterabilidade das relações de género, dos valores morais, éticos e religiosos que prevalecem na sociedade e servem os desígnios da classe dominante. Confidentes de um poder simbólico que os caracteriza os manuais escolares visam a conservação das relações sociais e a sua unificação, ignorando a diversidade cultural, o multiculturalismo e as relações interculturais inerentes ao mundo social. ABSTRACT: This study aims to understand the ideologies, values, social representations and stereotypes disseminated by the Portuguese language textbooks. To achieve this purpose we began by defining the corpus and then we analyzed the content of seven 7th grade textbooks still in use. The analysis was done in eight categories established from an initial reading: family, religion, education, love, friendship, environmental ethics, power and dream. The data collected was analyzed qualitatively and quantitatively according to the methodology proposed by Lawrence Bardin (1997). The textbooks studied contained repressive and homogeneous ideological paradigms, as well as traditionalist implicit breeding values which pursue the implementation of a Western worldview that struggles to maintain both gender relations and moral, ethical and religious values that prevail in society and serve the ambitions of the ruling class. Confident of a symbolic power that characterize school textbooks, they aim to preserve social relationships and their unification, ignoring cultural diversity, multiculturalism and the intercultural relations that exist in the social world.

En este diálogo entre el escritor Francisco Proaño Arandi (Premio latinoamericano José María Arguedas, La Habana, 2010) y el lúcido crítico y ensayista Alejandro Moreano, se pasa revista a los años de formación del narrador, la década de los 60, los tzántzicos, la creación de la revista La bufanda del sol, el Frente Cultural en Quito. Proaño, hurgando en la memoria, reconstruye los diversos momentos de lo que fue el debate político y literario de esos años, el peso de la Revolución cubana, las ideas y las propuestas del compromiso del filósofo Jean-Paul Sartre, las luchas anticolonialistas en África, Mayo del 68 y su repercusión en la juventud del mundo, los escritores del boom de la narrativa latinoamericana, su experiencia como diplomático de carrera durante procesos y gobiernos que se sucedieron en el Ecuador en los años 80 y 90. El escritor también da cuenta de lo que es su universo narrativo, las obsesiones, la presencia de una ciudad como Quito en sus diversas novelas y cuentarios, así como la reflexión que a través de sus personajes realiza de las complejas relaciones de la pareja. Diálogo que no solo significó el encuentro de escritores de una misma generación, sino de dos amigos que han sabido compartir la pasión por la escritura de manera vital.

A partir de los escritos de José Carlos Mariátegui sobre Oriente, este artículo aborda el análisis del pensador peruano sobre la importancia de los movimientos independentistas de las colonias orientales de Asia y África posteriores a la Primera Guerra Mundial, y su interés en el caso de India. Se resalta la mirada crítica de Mariátegui respecto a la hegemonía de Occidente y el valor de las luchas por la independencia, vistas como la posibilidad de un cambio de orden político y social y, con ello, del surgimiento de una nueva conciencia.

This article studies the impacts of the independence war in the regional border of the High Negro River, taking as it’s object of analysis the existing multiples connections between the inhabitants of both sides of the imaginary boundary line. From July 1817, the independence war in Venezuela changed the coordinates: the struggles between the republican patriots and those obedient to the King (Realistas), faithful to the restoration of the Spanish monarchy of Fernando VII, managed the great border region, and influenced the political, social and local dynamics, mainly the existing cross-border relations between both, impacted the ordinary life of the local population and affected the diplomacy between the Portuguese and Spanish American authorities, those faithful to the King (Realistas) and patriots.

The EU is in the process of negotiating its 2014-20 financial framework. Failure to reach an agreement would imply a delay in the preparation of the strategic plans each member state puts together to explain how it will use Structural and Cohesion Funds. Even if solutions are found – for example annual renewals of the budget based on the previous year's figures – there will be political and institutional costs. EU leaders have too often and too forcefully advocated the use of the EU budget for growth to be able to drop the idea without consequences. • The overwhelming attention paid to the size of the budget is misplaced. EU leaders should instead aim to make the EU budget more flexible, safeguard it from future political power struggles, and reinforce assessment of the impact of EU funded growth policies. • To improve flexibility a commitment device should be created that places the EU budget above continuous political disagreement. We suggest the creation of a European Growth Fund, on the basis of which the European Commission should be allowed to borrow on capital markets to anticipate pre-allocated EU expenditure, such as Structural and Cohesion Funds. Markets would thus be a factor in EU budget policymaking, with a potentially disciplining effect. Attaching conditionality to this type of disbursement appears legitimate, as capital delivered in this way is a form of assistance.

A sequential study design generally makes more efficient use of available information than a fixed sample counterpart of equal power. This feature is gradually being exploited by researchers in genetic and epidemiological investigations that utilize banked biological resources and in studies where time, cost and ethics are prominent considerations. Recent work in this area has focussed on the sequential analysis of matched case-control studies with a dichotomous trait. In this paper, we extend the sequential approach to a comparison of the associations within two independent groups of paired continuous observations. Such a comparison is particularly relevant in familial studies of phenotypic correlation using twins. We develop a sequential twin method based on the intraclass correlation and show that use of sequential methodology can lead to a substantial reduction in the number of observations without compromising the study error rates. Additionally, our approach permits straightforward allowance for other explanatory factors in the analysis. We illustrate our method in a sequential heritability study of dysplasia that allows for the effect of body mass index and compares monozygotes with pairs of singleton sisters. Background Little is known about the relative effects of exposure to postnatal depression and parental conflict on the social functioning of school-aged children. This is, in part, because of a lack of specificity in the measurement of child and parental behaviour and a reliance on children's reports of their hypothetical responses to conflict in play. Methods In the course of a prospective longitudinal study of children of postnatally depressed and well women, 5-year-old children were videotaped at home with a friend in a naturalistic dressing-up play setting. As well as examining possible associations between the occurrence of postnatal depression and the quality of the children's interactions, we investigated the influence of parental conflict and co-operation, and the continuity of maternal depression. The quality of the current mother-child relationship was considered as a possible mediating factor. Results Exposure to postnatal depression was associated with increased likelihood, among boys, of displaying physical aggression in play with their friend. However, parental conflict mediated the effects of postnatal depression on active aggression during play, and was also associated with displays of autonomy and intense conflict. While there were no gender effects in terms of the degree or intensity of aggressive behaviours, girls were more likely to express aggression verbally using denigration and gloating whereas boys were more likely to display physical aggression via interpersonal and object struggles. Conclusions The study provided evidence for the specificity of effects, with strong links between parental and child peer conflict. These effects appear to arise from direct exposure to parental conflict, rather than indirectly, through mother-child interactions.

Given the paucity of research in this area, the primary aim of this study was to explore how parents of infants with unclear sex at birth made sense of 'intersex'. Qualitative methods were, used (semi-structured interviews, interpretative phenomenological analysis) with 10 parents to generate pertinent themes and provide ideas for further research. Our analysis highlights the fundamental shock engendered by the uncertain sex status of children, and documents parental struggles to negotiate a coherent sex identity for their children. Findings are discussed in light of the rigid two-sex system which pervades medicine and everyday life, and we argue that greater understanding of the complexity of sex and gender is required in order to facilitate better service provision and, ultimately, greater informed consent and parental participation regarding decisions about their children's status.

This paper examines everyday living room interactions in which teenage household members conduct `tactical' play in order to temporarily gain access to, and disrupt, the dominant, domestic codes of living room media. The practices of individuals are interpreted, through Michel de Certeau's language of `tactics', as struggles or a series of opportunistic actions which can often reforge these codes of living, precisely because the house `rules' are not fixed or deterministic in practice. In these tactical performances of self, the use of media is enmeshed in a host of situated and symbolic action, reaffirming how media and face-to-face interactions are multiply and closely entwined in everyday living room life. This video ethnographic work examines such instances of teenagers appealing to `house' rules and demonstrating domestic helpfulness in order to gain access to media, and the tethering of media to objects through the routine practice of `markers' and `stalls'.

The Cold War in the late 1940s blunted attempts by the Truman administration to extend the scope of government in areas such as health care and civil rights. In California, the combined weakness of the Democratic Party in electoral politics and the importance of fellow travelers and communists in state liberal politics made the problem of how to advance the left at a time of heightened Cold War tensions particularly acute. Yet by the early 1960s a new generation of liberal politicians had gained political power in the Golden State and was constructing a greatly expanded welfare system as a way of cementing their hold on power. In this article I argue that the New Politics of the 1970s, shaped nationally by Vietnam and by the social upheavals of the 1960s over questions of race, gender, sexuality, and economic rights, possessed particular power in California because many activists drew on the longer-term experiences of a liberal politics receptive to earlier anti-Cold War struggles. A desire to use political involvement as a form of social networking had given California a strong Popular Front, and in some respects the power of new liberalism was an offspring of those earlier battles.

Tourism is the worlds largest employer, accounting for 10% of jobs worldwide (WTO, 1999). There are over 30,000 protected areas around the world, covering about 10% of the land surface(IUCN, 2002). Protected area management is moving towards a more integrated form of management, which recognises the social and economic needs of the worlds finest areas and seeks to provide long term income streams and support social cohesion through active but sustainable use of resources. Ecotourism - 'responsible travel to natural areas that conserves the environment and improves the well- being of local people' (The Ecotourism Society, 1991) - is often cited as a panacea for incorporating the principles of sustainable development in protected area management. However, few examples exist worldwide to substantiate this claim. In reality, ecotourism struggles to provide social and economic empowerment locally and fails to secure proper protection of the local and global environment. Current analysis of ecotourism provides a useful checklist of interconnected principles for more successful initiatives, but no overall framework of analysis or theory. This paper argues that applying common property theory to the application of ecotourism can help to establish more rigorous, multi-layered analysis that identifies the institutional demands of community based ecotourism (CBE). The paper draws on existing literature on ecotourism and several new case studies from developed and developing countries around the world. It focuses on the governance of CBE initiatives, particularly the interaction between local stakeholders and government and the role that third party non-governmental organisations can play in brokering appropriate institutional arrangements. The paper concludes by offering future research directions."

Huntington’s disease (HD) is a fatal, neurodegenerative disease for which there is no known cure. Proxy evaluation is relevant for HD as its manifestation might limit the ability of persons to report their health-related quality of life (HrQoL). This study explored patient–proxy ratings of HrQoL of persons at different stages of HD, and examined factors that may affect proxy ratings. A total of 105 patient–proxy pairs completed the Huntington’s disease health-related quality of life questionnaire (HDQoL) and other established HrQoL measures (EQ-5D and SF-12v2). Proxy–patient agreement was assessed in terms of absolute level (mean ratings) and intraclass correlation. Proxies’ ratings were at a similar level to patients’ self-ratings on an overall Summary Score and on most of the six Specific Scales of the HDQoL. On the Specific Hopes and Worries Scale, proxies on average rated HrQoL as better than patients’ self-ratings, while on both the Specific Cognitive Scale and Specific Physical and Functional Scale proxies tended to rate HrQoL more poorly than patients themselves. The patient’s disease stage and mental wellbeing (SF-12 Mental Component scale) were the two factors that primarily affected proxy assessment. Proxy scores were strongly correlated with patients’ self-ratings of HrQoL, on the Summary Scale and all Specific Scales. The patient–proxy correlation was lower for patients at moderate stages of HD compared to patients at early and advanced stages. The proxy report version of the HDQoL is a useful complementary tool to self-assessment, and a promising alternative when individual patients with advanced HD are unable to self-report.
