Actualmente en Colombia no se realizan los suficientes estudios logísticos para analizar aspectos importantes y relevantes de cada uno de los sectores del país, esto se debe en parte a la limitada tecnología e información que poseen cada uno de estos, este es el motivo por el cual se realizará una investigación sobre el perfil logístico del sector de fabricación de papel y cartón, con el fin de mejorar la información pertinente y así ayudar tanto al país como a las empresas que se desenvuelven en este entorno, para que de esta manera logren solucionar los problemas que se puedan presentar en cuanto a la implementación logística y así llegar a obtener mejoras y ayudar a la productividad y competitividad de Colombia. Se escogió este sector debido a que este es uno de los destacados a nivel país y con potencial de crecimiento a corto plazo, ya que realiza aportes a las actividades económicas, la productividad y competitividad de Colombia en proporciones de gran escala. Este sector pertenece al código CIIU 210 según la clasificación del “código industrial internacional uniforme” siendo uno de los más competitivos del país. Por otro lado se realizará un análisis del sector en el mundo para así lograr identificar problemas y oportunidades en el país para incrementar su eficiencia en diferentes aspectos logísticos como el transporte, almacenamiento, tiempos de producción, entre otros. Para esto se tendrán en cuenta diversas variables como la balanza comercial, el Producto Interno Bruto y la productividad que tiene actualmente el país.

Teniendo como diferenciación, la asistencia y atención personalizada para este tipo de clientes, donde por medio de la configuración de carga en tiempo real y con la facilidad virtual, podrán recibir el mejor servicio, en el menor tiempo posible y con los mejores precios del mercado. Considerando las necesidades de confiabilidad, seguridad, rapidez y buena atención que exige nuestro segmento objetivo, Avanzalogistic propone un servicio con calidad integral, donde por medio del desempeño enfocado al cliente y el cubrimiento de las necesidades del mismo será potencialmente reconocido como una de las mejores opciones del mercado para las empresas que soliciten transportar su carga de manera rápida y segura, disminuyendo el tiempo de respuesta de 24 horas (tiempo actual de respuesta de la competencia) a instantáneamente (tiempo por Avanzalogistic). Teniendo en cuenta lo anterior, en el proyecto se decide realizar una inversión inicial de $ 135 627 200 pesos colombianos, alcanzando su punto de equilibrio a partir del mes seis del primer año y teniendo un periodo de recuperación representado a partir del segundo año. Avanzalogistic es un proyecto que presenta una rentabilidad del 68,51%, justificada por la baja inversión y los bajos costos de operación, teniendo como principal ventaja la tercerización de los vehículos, además de la gran oportunidad de tener un mercado potencial lo suficientemente amplio que evidencia un ingreso que justifica la utilidad en cada servicio prestado. Siendo así un proyecto no solo viable, sino también con posibilidad de crecimiento y atractivo para invertir.
Hacia una educación inclusiva y personalizada mediante el uso de los sistemas de diálogo multimodal.

Los continuos avances en el desarrollo de tecnologías de la información han dado lugar actualmente a la posibilidad de acceder a los contenidos educativos desde cualquier lugar, en cualquier momento y de forma casi instantánea. Sin embargo, la accesibilidad no es siempre considerada como criterio principal en el diseño de aplicaciones educativas, especialmente para facilitar su utilización por parte de personas con discapacidad. Diferentes tecnologías han surgido recientemente para fomentar la accesibilidad a las nuevas tecnologías y dispositivos móviles, favoreciendo una comunicación más natural con los sistemas educativos. En este artículo se describe el uso innovador de los sistemas de diálogo multimodales en el campo de la educación, con un especial énfasis en la descripción de las ventajas que ofrecen para la creación de aplicaciones educativas inclusivas y adaptadas a la evolución de los estudiantes.

Nowadays, companies are living great difficulties on managing their business due to constant and unpredictable economic market fluctuations. Recent changes in market trends (such as the constant demand for new products and services, mass customization and the drastic reduction of delivery time) lead companies to adopt strategies of creating partnerships with other companies as a way to respond effectively to such difficult economical times. Collaborative Networks’ concept born by the consequence of companies could no longer consider their internal business processes’ management as sufficient and tend to seek for a collaborative approach with other partners for their critical processes. Information technologies (ICT) assumed a major role acting as “enablers” of these kinds of networks, enhancing information sharing and business process integration. Several new trends concerning ICT architectures have been created to support collaborative networks requirements, but still doesn’t exist a common platform to reduce the needed integration effort on virtual organizations. This study aims to investigate the current technological solutions available in the market which enhances the management of companies’ business processes (specially, Collaborative Planning). Finally, the research work ends with the presentation of a conceptual model to answer to the constraints evaluated.

Em Portugal, os Centros de Novas Oportunidades (CNO), com o processo de reconhecimento, validação e certificação de competências (RVCC) e a formação modular certificada, têm assumido um papel de destaque no quadro da aprendizagem ao longo da vida. Com o objetivo de avaliar a importância atribuída por adultos, em formação num CNO, à formação modular certificada (FMC), foi realizado um estudo com adultos (N=28), desempregados, beneficiários de rendimento social de inserção (RSI) e encaminhados pelo Instituto do Emprego e da Formação Profissional, para um processo de certificação, na área das Tecnologias de Informação e Comunicação (TIC), no CNO de uma escola secundária em Vila Nova de Gaia. Foi usada a técnica do questionário para avaliar as percepções acerca da importância da formação em diferentes papéis de vida. Para a análise estatística, utilizamos o “Statistical Package for the Social Sciences” (SPSS - versão 19.0). A amostra foi constituída por 28 indivíduos, dos quais 19 são do sexo masculino, maioritariamente com idades entre os 55 e 64 anos, com o 4.º ano de escolaridade, casados e com 2 filhos. Colocamos como hipóteses haver diferenças na valorização da formação ao nível da dimensão pessoal, familiar e profissional, entre o início e o fim da formação. Verificámos que existem diferenças na valorização da formação naquelas dimensões da existência dos sujeitos. Refletimos sobre os resultados em face da pesquisa teórica efetuada. Por fim, apresentamos as limitações deste trabalho e pistas para futuros estudos.

É do conhecimento geral a importância do envolvimento dos dirigentes de topo de qualquer organização na gestão dos seus STI – Sistemas e Tecnologias de Informação – internos. Nas câmaras municipais os dirigentes de topo são o Executivo Municipal eleito pelos respetivos munícipes e, portanto, com fortíssima influência política. As câmaras municipais em si, são organizações estatais que não têm concorrentes diretos, mas a escolha, i.e. a eleição ou reeleição do seu executivo pode ser influenciada pela sua atuação e/ou do partido político a que pertencem. Os STI Autárquicos tem pouca visibilidade exterior à organização e, portanto, pouco ou nada contribuem para o garante de votos necessários à eleição/reeleição do executivo municipal. Por esta razão, embora a maior parte dos executivos municipais reconheça o quanto estes são importantes, nem sempre se envolvem na sua gestão nem lhes conferem o devido destaque ou importância. Com este trabalho pretende-se perceber até que ponto o envolvimento do Executivo Municipal na gestão dos STI Autárquicos é importante e/ou determinante para o seu respetivo desenvolvimento i.e. se tem influência no seu aumento quantitativo e qualitativo.

Successful business change programmes require a holistic approach covering processes, people, information and technology. Yet many current IT-related initiatives rely heavily on a systems development lifecycle and too early use of structured project management methodologies. This is exacerbated by limited or unclear definitions of what constitutes success. The IT-enabled business change lifecycle has been developed as an antidote to this narrow view. It stresses the importance of alignment in fuzzy situations with a continued focus on benefits management throughout the lifecycle. This paper reports on business change in large enterprises describing the results of an exemplar case study using the IT-enabled change lifecycle. There are different challenges at each stage of the lifecycle with implications for the skills needed. The paper considers these stages from the perspective of the sponsor, a role which is often misunderstood, and assesses what is required for successful stewardship and leadership of change. It concludes with practical recommendations for sharing learning on success and failure throughout the enterprise.

This paper argues the need for the information communication technology (ICT), labor exchange (job boards), and Human Capital ontology engineers (ontoEngineers) to jointly design and socialize an upper level meta-ontology for people readiness and career portability. These enticing ontology research topics have yielded "independent" results, but have yet to meet the more broader or "universal" requirement that emerging frameworks demand. This paper will focus on the need to universally develop an upper level ontology and provide the reader concepts and models that can be transformed into marketable solutions.

Information technologies are used across all stages of the construction process, and are crucial in the delivery of large projects. Drawing on detailed research on a construction megaproject, we take a practice-based approach to examining the practical and theoretical tensions between existing ways of working and the introduction of new coordination tools in this paper. We analyze the new hybrid practices that emerge, using insights from actor-network theory to articulate the delegation of actions to material and digital objects within ecologies of practice. The three vignettes that we discuss highlight this delegation of actions, the “plugging” and “patching” of ecologies occurring across media and the continual iterations of working practices between different types of media. By shifting the focus from tools to these wider ecologies of practice, the approach has important managerial mplications for the stabilization of new technologies and practices and for managing technological change on large construction projects. We conclude with a discussion of new directions for research, oriented to further elaborating on the importance of the material in understanding change.

In this paper we briefly describe the results of a 3 year project examining the use of Health Information Technologies (e.g., electronic patient record systems) to deliver integrated care. In particular, we focus on one group of patient (the frail elderly) and efforts to design an e-health supported healthcare pathway (the frail elderly pathway – FEP). The aim of FEP is to bring together clinicians and staff from health and social care and allow them to share patient information. Our findings show that progress in delivering a fully-supported and working FEP has been slow, not least because of the difficulties experienced by healthcare staff in using current IT systems. In addition, there are many strategic and technical issues which remain unresolved (e.g., systems interoperability).

With the rapid growth of information and technology, knowledge is a valuable asset in organisation which has become significant as a strategic resource. Many studies have focused on managing knowledge in organisations. In particular, knowledge transfer has become a significant issue concerned with the movement of knowledge across organisational boundaries. It enables the exploitation and application of existing knowledge for other organisations, reducing the time of creating knowledge, and minimising the cost of organisational learning. One way to capture knowledge in a transferrable form is through practice. In this paper, we discuss how organisations can transfer knowledge through practice effectively and propose a model for a semiotic approach to practice-oriented knowledge transfer. In this model, practice is treated as a sign that represents knowledge, and its localisation is analysed as a semiotic process.

This paper presents an adaptive frame length mechanism based on a cross-layer analysis of intrinsic relations between the MAC frame length, bit error rate (BER) of the wireless link and normalized goodput. The proposed mechanism selects the optimal frame length that keeps the service normalized goodput at required levels while satisfying the lowest requirement on the BER, thus increasing the transmission reliability. Numerical results are provided and show that an optimal frame length satisfying the lowest BER requirement does indeed exist. The performance of BER requirement as a function of the MAC frame length is evaluated and compared for transmission scenarios with and without automatic repeat request (ARQ). Furthermore, issues related to the MAC overhead length are also discussed to illuminate the functionality and performance of the proposed mechanism.

SOA (Service Oriented Architecture), workflow, the Semantic Web, and Grid computing are key enabling information technologies in the development of increasingly sophisticated e-Science infrastructures and application platforms. While the emergence of Cloud computing as a new computing paradigm has provided new directions and opportunities for e-Science infrastructure development, it also presents some challenges. Scientific research is increasingly finding that it is difficult to handle “big data” using traditional data processing techniques. Such challenges demonstrate the need for a comprehensive analysis on using the above mentioned informatics techniques to develop appropriate e-Science infrastructure and platforms in the context of Cloud computing. This survey paper describes recent research advances in applying informatics techniques to facilitate scientific research particularly from the Cloud computing perspective. Our particular contributions include identifying associated research challenges and opportunities, presenting lessons learned, and describing our future vision for applying Cloud computing to e-Science. We believe our research findings can help indicate the future trend of e-Science, and can inform funding and research directions in how to more appropriately employ computing technologies in scientific research. We point out the open research issues hoping to spark new development and innovation in the e-Science field.

The emergence of social movements’ global politics Globalization not only transforms capital, media and technology, but also creates conditions for global politics, beyond ”international politics”. New transnational public arenas emerge, where a broad range of actors articulate demands and interests. A globalized political infrastructure arise from the combination of the (1) internal transnational mobilization within two opposing global networks: movements’ World Social Forum and political economy elites’ World Economic Forum; and a global connection with (2) regular dramatic street protests during multilateral regime summits; and (3) a permanent and virtual network of information communication technology that enables new forms of action, organization and mobilization. Together these arenas make participatory and global politics possible for social movements. Regime confrontations are formed by the new global media of ICT in a way that transforms the struggle into a political drama, where activists’ diversity of tactics – The Majority Drama, The Carnival, and The David-Goliath Drama – creates both competition and collaboration. These arenas are only emerging and this new form of global political structure creates both possibilities and problems. Still, a unique potential to democratize politics is created.
