Before the Iowa Department of Transportation (DOT) was established by legislation in July 1974, there were several state agencies that handled the tasks that are now the responsibility of an integrated, multimodal Iowa DOT. Among those agencies was the Iowa State Highway Commission (IHC). You are invited to read a brief history of the Iowa DOT here:http://www.iowadot.gov/about/organizationalhistory.htm The IHC operated as an independent state agency between 1913 and 1974. In 1968, the IHC created and released This is YOUR Highway Commission, a 24 ½- minute film that showcased the responsibilities and functions of the IHC. The narrator describes the activities of various offices and employees, and explains how those activities benefited Iowa’s citizens and motorists. The film journeys through all areas of IHC responsibility to Iowa’s roadways, including administration, planning, design, bidding, right of way, materials, construction, maintenance and facilities. As part of the Iowa DOT’s effort to preserve and archive its historical resources, the original 16mm film was professionally cleaned, restored and digitized so that it could be made available via this website. The Iowa DOT is currently researching and compiling information necessary to prepare detailed biographies of the IHC employees identified in the film. Included in each biography will be still frames taken from the film, as well as other images from the Iowa DOT’s archives. This more comprehensive description of the film will be available in the future. In the meantime, below is a list of the IHC employees who have been identified. The list is arranged in the order in which each employee first appears in the film. There remain numerous unidentified employees in the film, and the Iowa DOT would greatly appreciate any assistance in identifying them. Der Sammelband ,,Right-wing extremism" hat ein doppeltes Ziel. Zum einen soll er das Nationale Forschungsprogramm 40plus und seine Projekte präsentieren (die alle mit Beiträgen präsent sind), zum anderen sollen diese nationalen Beiträge in eine internationale Perspektive gestellt werden, sodass in der Übersicht und Umschau eine Verortung der schweizerischen Forschung (und damit auch des NFP40plus selbst) und ihrer Resultate möglich wird. Eingeladen wurden dazu führende europäische Forscher auf dem Gebiet des Rechtsextremismus.

This phase of the research project involved two major efforts: (1) Complete the implementation of AEC-Sync (formerly known as Attolist) on the Iowa Falls Arch Bridge project and (2) develop a web-based project management system (WPMS) for projects under $10 million. For the first major effort, AEC-Sync was provided for the Iowa Department of Transportation (DOT) in a software as a service agreement, allowing the Iowa DOT to rapidly implement the solution with modest effort. During the 2010 fiscal year, the research team was able to help with the implementation process for the solution. The research team also collected feedback from the Broadway Viaduct project team members before the start of the project and implementation of the solution. For the 2011 fiscal year, the research team collected the post-project surveys from the Broadway Viaduct project members and compared them to the pre-project survey results. The result of the AEC-Sync implementation in the Broadway Viaduct project was a positive one. The project members were satisfied with the performance of AEC-Sync and how it facilitated document management and transparency. In addition, the research team distributed, collected, and analyzed the pre-project surveys for the Iowa Falls Arch Bridge project. During the 2012 fiscal year, the research team analyzed the post-project surveys for the Iowa Falls Arch Bridge project AEC-Sync implementation and found a positive outcome when compared to the pre-project surveys. The second major effort for this project involved the identification and implementation of a WPMS solution for smaller bridge and highway projects. During the 2011 fiscal year, Microsoft SharePoint was selected to be implemented on these smaller highway projects. In this year, workflows for the shop/working drawings for the smaller highway projects specified in Section 1105 of the Iowa DOT Specifications were developed. These workflows will serve as the guide for the development of the SharePoint pages. In order to implement the Microsoft SharePoint pages, the effort of an integrated team proved to be vital because it brought together the expertise required from researchers, programmers, and webpage developers to develop the SharePoint pages.

Dr. Gilbert Y. Baladi of Michigan State University has developed a new device intended for reliable determination of asphalt concrete mechanical properties such as Poisson's ratio, resilient modulus, and indirect tensile strength. The device is the result of an effort to improve upon procedures and equipment currently available for evaluation of mechanical properties. A duplicate of this device was fabricated in the Iowa Department of Transportation, Materials Lab Machine Shop in 1989. This report details the results of an evaluation of the effectiveness of the device in testing Marshall specimens for indirect tensile strength as compared to results obtained with standard equipment described in AASHTO T-283. Conclusions of the report are: l. Results obtained with the Baladi device average 6 to 8 percent higher than those obtained with the standard device. 2. The standard device exhibited a slightly greater degree of precision than did the Baladi device. 3. The Baladi device is easier and quicker to use than the standard apparatus. 4. It may be possible to estimate indirect tensile strength from the stability/flow ratio by dividing by factors of 1.8 and 1.5 for 50 blow and 75 blow mixes respectively.

Currently, individuals including designers, contractors, and owners learn about the project requirements by studying a combination of paper and electronic copies of the construction documents including the drawings, specifications (standard and supplemental), road and bridge standard drawings, design criteria, contracts, addenda, and change orders. This can be a tedious process since one needs to go back and forth between the various documents (paper or electronic) to obtain information about the entire project. Object-oriented computer-aided design (OO-CAD) is an innovative technology that can bring a change to this process by graphical portrayal of information. OO-CAD allows users to point and click on portions of an object-oriented drawing that are then linked to relevant databases of information (e.g., specifications, procurement status, and shop drawings). The vision of this study is to turn paper-based design standards and construction specifications into an object-oriented design and specification (OODAS) system or a visual electronic reference library (ERL). Individuals can use the system through a handheld wireless book-size laptop that includes all of the necessary software for operating in a 3D environment. All parties involved in transportation projects can access all of the standards and requirements simultaneously using a 3D graphical interface. By using this system, users will have all of the design elements and all of the specifications readily available without concerns of omissions. A prototype object-oriented model was created and demonstrated to potential users representing counties, cities, and the state. Findings suggest that a system like this could improve productivity to find information by as much as 75% and provide a greater sense of confidence that all relevant information had been identified. It was also apparent that this system would be used by more people in construction than in design. There was also concern related to the cost to develop and maintain the complete system. The future direction should focus on a project-based system that can help the contractors and DOT inspectors find information (e.g., road standards, specifications, instructional memorandums) more rapidly as it pertains to a specific project.

Soil consolidation and erosion caused by roadway runoff have exposed the upper portions of steel piles at the abutments of numerous bridges, leaving them susceptible to accelerated corrosion rates due to the abundance of moisture, oxygen, and chlorides at these locations. This problem is compounded by the relative inaccessibility of abutment piles for close-up inspection and repair. The objective of this study was to provide bridge owners with recommendations for effective methods of addressing corrosion of steel abutment piles in existing and future bridges A review of available literature on the performance and protection of steel piles exposed to a variety of environments was performed. Eight potential coating systems for use in protecting existing and/or new piles were selected and subjected to accelerated corrosion conditions in the laboratory. Two surface preparation methods were evaluated in the field and three coating systems were installed on three piles at an existing bridge where abutment piles had been exposed by erosion. In addition, a passive cathodic protection (CP) system using sacrificial zinc anodes was tested in the laboratory. Several trial flowable mortar mixes were evaluated for use in conjunction with the CP system. For existing abutment piles, application of a protective coating system is a promising method of mitigating corrosion. Based on its excellent performance in accelerated corrosion conditions in the laboratory on steel test specimens with SSPC-SP3, -SP6, and -SP10 surface preparations, glass flake polyester is recommended for use on existing piles. An alternative is epoxy over organic zinc rich primer. Surface preparation of existing piles should include abrasive blast cleaning to SSPC-SP6. Although additional field testing is needed, based on the results of the laboratory testing, a passive CP system could provide an effective means of protecting piles in existing bridges when combined with a pumped mortar used to fill voids between the abutment footing and soil. The addition of a corrosion inhibitor to the mortar appears to be beneficial. For new construction, shop application of thermally sprayed aluminum or glass flake polyester to the upper portion of the piles is recommended.

Bridge construction projects are becoming increasingly complex as the demand for context-sensitive solutions, aesthetic designs, and accelerated bridge construction becomes more prevalent. In addition, the Iowa Department of Transportation (Iowa DOT) is entering a phase of design and construction of large border bridges, such as the I-80 (let 2008 for $56 million) and US 34 bridges over the Missouri River and I-74 over the Mississippi River. Compared to typical construction projects, these bridges generate more contractor Requests for Information (RFIs), Value Engineering (VE) proposals, Requests for Changes (RFCs), and shop drawings. Management of these submittals is a significant challenge for Resident Construction Engineers (RCEs) and other Iowa DOT staff. In addition, some submittals require cross-departmental and project consultant reviews. Commercially available software exists for managing submittals and project collaboration teams; in-house solutions may also be possible. Implementation is intended to speed construction submittal review time, reduce incidence of delay claims, and free up Iowa DOT staff from project management administrative tasks. Researchers from Iowa State University working with the Iowa DOT conducted a multi-pronged approach to indentify a web-based collaboration solution for Iowa DOT bridge projects. An investigation was launched to determine the functional needs of the Iowa DOT. Commercially available software programs were also evaluated to find what functionality is currently available. A Request for Proposals (RFP) was written to select a commercial web-based collaboration solution for pilot testing. In the second phase of research, a solution will be selected and implemented on two pilot projects. Lessons learned from these pilot projects will assist the Iowa DOT in developing and implementing a long-term solution to improve the management of Iowa DOT bridge projects.

Combinatorial optimization involves finding an optimal solution in a finite set of options; many everyday life problems are of this kind. However, the number of options grows exponentially with the size of the problem, such that an exhaustive search for the best solution is practically infeasible beyond a certain problem size. When efficient algorithms are not available, a practical approach to obtain an approximate solution to the problem at hand, is to start with an educated guess and gradually refine it until we have a good-enough solution. Roughly speaking, this is how local search heuristics work. These stochastic algorithms navigate the problem search space by iteratively turning the current solution into new candidate solutions, guiding the search towards better solutions. The search performance, therefore, depends on structural aspects of the search space, which in turn depend on the move operator being used to modify solutions. A common way to characterize the search space of a problem is through the study of its fitness landscape, a mathematical object comprising the space of all possible solutions, their value with respect to the optimization objective, and a relationship of neighborhood defined by the move operator. The landscape metaphor is used to explain the search dynamics as a sort of potential function. The concept is indeed similar to that of potential energy surfaces in physical chemistry. Borrowing ideas from that field, we propose to extend to combinatorial landscapes the notion of the inherent network formed by energy minima in energy landscapes. In our case, energy minima are the local optima of the combinatorial problem, and we explore several definitions for the network edges. At first, we perform an exhaustive sampling of local optima basins of attraction, and define weighted transitions between basins by accounting for all the possible ways of crossing the basins frontier via one random move. Then, we reduce the computational burden by only counting the chances of escaping a given basin via random kick moves that start at the local optimum. Finally, we approximate network edges from the search trajectory of simple search heuristics, mining the frequency and inter-arrival time with which the heuristic visits local optima. Through these methodologies, we build a weighted directed graph that provides a synthetic view of the whole landscape, and that we can characterize using the tools of complex networks science. We argue that the network characterization can advance our understanding of the structural and dynamical properties of hard combinatorial landscapes. We apply our approach to prototypical problems such as the Quadratic Assignment Problem, the NK model of rugged landscapes, and the Permutation Flow-shop Scheduling Problem. We show that some network metrics can differentiate problem classes, correlate with problem non-linearity, and predict problem hardness as measured from the performances of trajectory-based local search heuristics.

It presents the dynamics at work in 36 first division leagues in UEFA member countries. This edition covers our biggest ever survey comprising more than 520 clubs and 13,000 footballers. Statistical indicators relative to nine thematics (morphology, age, experience training, origin, etc.) allow the comparison of player profiles and squad compositions at league and club level. Through easily-understable regression analyses, the Study brings to light the principle differences between clubs and leagues according to economic and sporting level of championships. Tämän diplomityön tavoitteena oli selvittää ohutlevytuotteita valmistavan yrityksen tuotannonohjauksen nykytila ja kehitystä vaativat kohteet sekä laatia kehitysehdotuksia. Yrityksessävalmisteltiin samaan aikaan tutkimuksen aikana huomattavia tuotannonohjaukseen liittyviä kehitystoimia. Tutkimus käsitteli toiminnanohjaukseen sisältyviä aiheita, kuten tuotannonohjausta, tuotannon ohjattavuutta, varastoja ja organisaation kehittämistä. Tutkimustulokset osoittivat, että yrityksen on otettava käyttöön jatkuvan kehittämisen kulttuuri ja panostettava erityisesti suomalaiselle ohutlevyalalle tärkeisiin asioihin lukuisien

Suojakaasun päätehtävänä on suojata hitsaustapahtumaa ympäröivän ilman vaikutukselta. Päätehtävän lisäksi suojakaasullavoidaan vaikuttaa suoraan tai välillisesti lähes kaikkiin hitsauksen asioihin, joista laatu, tehokkuus ja taloudellisuus muodostuvat. Suojakaasuja tarvitsevat hitsausmenetelmät ovat: kaasukaarihitsausprosessit (MIG/MAG-, TIG- ja plasmahitsaus), laserhitsaus sekä näiden yhdistelmät eli hybridihitsausmenetelmät sekä MIG-juotto. Hitsaussuojakaasujen peruskaasu tänä päivänä on argon, johon hitsausprosessista tai materiaalistariippuen sekoitetaan hiilidioksidia, heliumia, vetyä tai happea. Pääsääntöisesti hitsaussuojakaasut ovat kahden komponentin kaasuja, mutta 3-komponenttikaasut ovat yleistymässä. Sopivalla suojakaasuseostuksella saadaan erittäin merkittävä hyöty tuottavuuden lisääntyessä ja laadun parantuessa. Suojakaasujen oikealla toimitusmuodolla on merkittävä vaikutus kokonaiskustannuksiin. Uudet, kehittyneet sekoitinlaitteet mahdollistavat tarkat osakomponenttien sekoittamiset hitsauspaikalla. Seokset ovat jatkuvasti analysoitavissa ja jäljitettävissä. Suojakaasujen kierrätys on erityisesti kalliiden kaasujen, kuten helium ja argon, kohdalta tulevaisuuden haaste ja mahdollisuus. Suojakaasulla on suuri merkitys hitsauksen tuottavuuteen, taloudellisuuteen ja myös hitsausympäristöön ja työturvallisuuteen. Robottihitsauksen lisääntyminen asettaa vaatimuksia, joihinoikein valitulla suojakaasulla voidaan myönteisesti vaikuttaa. Tehokashitsaus on valmistusprosessin tärkeä osa, jossa oikein valituilla suojakaasuilla saavutetaan merkittävä tuottavuuden lisäys vaikuttamalla kaariominaisuuksiin, tunkeumaan, roiskeisiin, nopeuteen, hitsimetallurgiaan, lämmöntuontiin ja hitsausympäristöön. Diplomityössä tutkittiin casena Peikko Finland Oy:n suojakaasujärjestelmät, niiden tehokkuus, toimivuus ja sopivuus konepajan tuotantoon ja erityisesti robottihitsaukseen.

Tämän diplomityön tavoitteena oli luoda ohutlevytuotteita ja hitsauskokoonpanoja valmistavalle yritykselle kokonaisvaltainen toimintasuunnitelma ja esitellä erilaisia tuotantomalleja case-esimerkkien avulla. Työn aikana kartoitettiin yrityksennykytilannetta ja ongelmakohtia, pohdittiin nykyistä konekantaa ja löytyneitä pullonkauloja. Lisäksi suunniteltiin korjaustoimenpiteitä ja mitä tulisi tehdä, kun tulevaisuudessa yrityksen liikevaihto tulee kasvamaan ja yritystä tullaan laajentamaan. Pääpaino oli myös laskelmilla, joissa selvitettiinmahdollisten investointien tuntihintaa. Tuntihinnan avulla laadittiin taulukoita, joiden avulla ulosmyyntihinta on helppo määrittää. Tuntihinta kytkettiin sijoitetulle pääomalle haluttuun tuottoprosenttiin.
