In vertebrates, signaling by retinoic acid (RA) is known to play an important role in embryonic development, as well as organ homeostasis in the adult. In organisms such as adult axolotls and newts, RA is also important for regeneration of the CNS, limb, tail, and many other organ systems. RA mediates many of its effects in development and regeneration through nuclear receptors, known as retinoic acid receptors (RARs) and retinoid X receptors (RXRs). This study provides evidence for an important role of the RA receptor, RAR~2, in ,( '. regeneration ofthe spinal cord and tail of the adult newt. It has previously been proposed that the ability of the nervous system to regenerate might depend on the presence or absence of this RAR~2 isoform. Here, I show for the very first time, that the regenerating spinal cord of the adult newt expresses this ~2 receptor isoform, and inhibition of retinoid signaling through this specific receptor with a selective antagonist inhibits tail and spinal cord regeneration. This provides the first evidence for a role of this receptor in this process. Another species capable of CNS ~~generation in the adult is the invertebrate, " Lymnaea stagnalis. Although RA has been detected in a small number of invertebrates (including Lymnaea), the existence and functional roles of the retinoid receptors in most invertebrate non-chordates, have not been previously studied. It has been widely believed, however, that invertebrate non-chordates only possess the RXR class of retinoid receptors, but not the RARs. In this study, a full-length RXR cDNA has been cloned, which was the first retinoid receptor to be discovered in Lymnaea. I then went on to clone the very first full-length RAR eDNA from any non-chordate, invertebrate species. The functional role of these receptors was examined, and it was shown that normal molluscan development was altered, to varying degrees, by the presence of various RXR and RAR agonists or antagonists. The resulting disruptions in embryogenesis ranged from eye and shell defects, to complete lysis of the early embryo. These studies strongly suggest an important role for both the RXR and RAR in non-chordate development. The molluscan RXR and RAR were also shown to be expressed in the adult, nonregenerating eNS, as well as in individual motor neurons regenerating in culture. More specifically, their expression displayed a non-nuclear distfibution, suggesting a possible non-genomic role for these 'nuclear' receptors. It was shown that immunoreactivity for the RXR was present in almost all regenerating growth cones, and (together with N. Farrar) it was shown that this RXR played a novel, non-genomic role in mediating growth cone turning toward retinoic acid. Immunoreactivity for the novel invertebrate RAR was also found in the regenerating growth cones, but future work will be required to determine its functional role in nerve cell regeneration. Taken together, these data provide evidence for the importance of these novel '. retinoid receptors in development and regeneration, particularly in the adult nervous system, and the conservation of their effects in mediating RA signaling from invertebrates to vertebrates.

A letter from Colonel Albert D. Shaw to Francis Lynde Stetson dated March 31, 1892. The letter is in regards to correspondence with the Attorney General in efforts to expedite the passing of an Act through Ontario Parliament. The act was introduced a week later (April 6, 1892) confirming the agreement between the Queen Vctoria Niagara Falls Park and the Canadian Niagara Power Company.

The Meat Packers Council of Canada was originally founded in 1919 in an effort to encourage farmers to produce better quality livestock. Originally known as the Industrial and Development Council of Canadian Meat Packers, charter members included Harris Abattoir Co. Ltd.; William Davies Co. Ltd.; Swift Canadian Co. Ltd.; Gunns Ltd.; Canadian Packing Co. Ltd.; Puddy’s Ltd.; F.W. Fearman Co.; Ingersol Packing Co. Ltd.; Whyte Packing Co. Ltd.; Gallagher-Holman & Lafrance Co. Ltd.; Gordon – Fronside and Fares Packers Ltd.; Wilson Canadian Co. Ltd.; and Armour & Co. Most of these firms were based in Ontario, but the Council’s operations were soon expanded with the opening of a western and eastern field office. The Council was incorporated in 1961. In 1980, the name changed to the Canadian Meat Council.

A hardcover Dictionary of the Zeta Psi Fraternity, edited by Arthur H. Motley and Harry B. Carpenter. An excerpt from the forward reads: "Having the sincere purpose of placing in the hands of all Brothers of the Fraternity a Directory of the full membership of our order, with addresses as perfectly correct as time and equipment would permit, supplemented with such alphabetical and geographical indices as will make the volume a handy and accurate cross-reference to our membership...". Included with this book is a typewritten letter from Gordon Waldie, treasurer of the Toronto Chapter of the Zeta Psi Fraternity thanking Mrs. Percy Band for the gift of the original initiation certificate of the late Hamilton K. Woodruff. Mr. Woodruff was one of the Charter members of the Fraternity and he was the 7th man initiated into this, the first Canadian chapter of any fraternity. The letter is dated Nov. 21, 1949. Since the advent of the Canadian Charter of Rights and Freedoms in 1982, Canadians courts have become bolder in the law-making entreprise, and have recently resorted to unwritten constitutional principles in an unprecedented fashion. In 1997, in Reference re Remuneration of Judges of the Provincial Court of Prince Edward Island, the Supreme Court of Canada found constitutional justification for the independence of provincially appointed judges in the underlying, unwritten principles of the Canadian Constitution. In 1998, in Reference re Secession of Quebec, the Court went even further in articulating those principles, and held that they have a substantive content which imposes significant limitations on government action. The author considers what the courts' recourse to unwritten principles means for the administrative process. More specifically, he looks at two important areas of uncertainty relating to those principles: their ambiguous normative force and their interrelatedness. He goes on to question the legitimacy of judicial review based on unwritten constitutional principles, and to critize the courts'recourse to such principles in decisions applying the principle of judicial independence to the issue of the remuneration of judges.

Ce mémoire porte sur la constitution du tiers secteur français en tant qu’acteur social et politique. Dans de nombreux pays, les relations entre l’État et les organismes mutualistes, coopératifs et associatifs de la société civile (un ensemble hétérogène qu’on appelle ici le « tiers secteur ») ont été récemment formalisées par des partenariats. En France, cette institutionnalisation s’est concrétisée en 2001 par la signature d’une Charte (CPCA). Nous explorons l’hypothèse qu’à travers l’institutionnalisation, le tiers secteur français se construit en tant qu’acteur –ayant une (ou des) identités propres de même qu’un projet de société relativement bien défini. La perspective dominante présente dans la littérature internationale traitant de l’institutionnalisation des rapports entre l’État et le tiers secteur est celle d’une instrumentalisation des organisations du tiers secteur au détriment de leurs spécificités et de leur autonomie. Cette perspective nous semble limitative, car elle semble être aveugle à la capacité d’action des organisations. Par conséquent, dans ce mémoire, nous cherchons à comprendre si une transformation identitaire a eu lieu ou est en cours, au sein du tiers secteur français, et donc s’il se transforme en acteur collectif. Pour apporter certains éléments de réponse à nos hypothèses et questions de recherche, nous avons effectué une analyse des discours via deux sources de données; des textes de réflexion rédigés par des acteurs clés du tiers secteur français et des entretiens effectués avec certains d’entre eux au printemps 2003 et à l’automne 2005. Sur la base de deux inspirations théoriques (Hobson et Lindholm, 1997 et Melucci, 1991), notre analyse a été effectuée en deux étapes. Une première phase nous a permis d’identifier deux cadres cognitifs à partir desquels se définissent les acteurs du tiers secteur français, les cadres « association » et « économie solidaire ». Une deuxième phase d’analyse consistait à déterminer si les deux cadres cognitifs pouvaient être considérés comme étant des tensions existant au sein d’un seul et même acteur collectif. Nos résultats nous permettent de conclure que les organisations du tiers secteur français ne se perçoivent pas globalement comme un ensemble unifié. Néanmoins, nous avons pu dégager certains éléments qui démontrent que les cadres sont partiellement conciliables. Cette conciliation est grandement subordonnée aux contextes sociopolitiques et économiques français, européen et international et est également conditionnelle à la découverte d’un mode de fonctionnement convenant à tous les acteurs.

After the events of September 11, the fear of terrorism led to the adoption of new anti-terrorist measures (elimination of appeals available to foreigners, reduction of legal aid, increased powers of detention, easier use of security certificates…). But in Canadian Charter of Rigths and Freedoms only the right to vote and be elected, the right to enter and remain in the country and the minority language educational rights specifically protect citizens. The protection of Canadian citizens cannot be based on the denial of foreigner´s rights. The same rights are at stake: The violation of a foreigners´s rights is a violation of citizen´s rights.
