The North-European fish stocks are assessed annually by ICES working groups. The results are evaluated twice annually in two meetings of the Advisory Committee for Fisheries Management (ACFM) at ICES. Based on the working group assessments, ACFM formulates an advice for the fisheries management and suggests a total allowable catch (TAC) which is based strictly on biological grounds. The summaries of the state of some selected stocks which are given here, are derived from the ACFM advice, formulated during the most recent October 1999 meeting. For many of the fish stocks the precautionary approach has been implemented now, and for most of them the target reference points have been defined. As a result, most of the stocks are outside safe biological limits or are harvested in disaccordance with the precautionary approach. Only 10 stocks of those evaluated during this autumn meeting were found to be within safe biological limits.

Attempts to model any present or future power grid face a huge challenge because a power grid is a complex system, with feedback and multi-agent behaviors, integrated by generation, distribution, storage and consumption systems, using various control and automation computing systems to manage electricity flows. Our approach to modeling is to build upon an established model of the low voltage electricity network which is tested and proven, by extending it to a generalized energy model. But, in order to address the crucial issues of energy efficiency, additional processes like energy conversion and storage, and further energy carriers, such as gas, heat, etc., besides the traditional electrical one, must be considered. Therefore a more powerful model, provided with enhanced nodes or conversion points, able to deal with multidimensional flows, is being required. This article addresses the issue of modeling a local multi-carrier energy network. This problem can be considered as an extension of modeling a low voltage distribution network located at some urban or rural geographic area. But instead of using an external power flow analysis package to do the power flow calculations, as used in electric networks, in this work we integrate a multiagent algorithm to perform the task, in a concurrent way to the other simulation tasks, and not only for the electric fluid but also for a number of additional energy carriers. As the model is mainly focused in system operation, generation and load models are not developed.

The environmental conditions of Kainji Lake from 1971/72 to date appear to have stabilized to a large extent, judging from the similarity of physico-chemical parameters investigated in this study over the period. Solar radiation (as reflected in variation in temperature) and pH have remained largely constant over the years, while conductivity (index of nutrient enrichment), though significantly higher in 1995/96, could be described as sporadic and needs further monitoring to ascertain its trend in the lake. While water transparency and dissolved oxygen were higher in 1971/72 compared to the other years, these increases cannot be said to be overwhelming. The lower transparency in 1995/96 was due to the exceptional flood of that year and may have also accounted for the poorer dissolved oxygen concentration compared to the other years due to its impact on photosynthesis. There is no evidence from this study to indicate that primary productivity has increased over the years. Consequently, the observed increase in fish yield by the KLFPP from CAS, which is corroborated by estimates from the MEI, cannot be supported on the basis of improved photosynthetic production. The phenomenal high levels of conductivity recorded during certain periods in 1995 (600 mu mhos cm super(-1)) are hitherto unknown in the lake and may indicate a trend towards nutrient enrichment. However, it is premature at this stage to conclude on its long-term impact on primary production and consequently, on fish yield. Secondly, the notion of overfishing in the 80s (Ita, 1993), may need to be further examined as low or dwindling catches could be due to a number of factors among which are the level of fishing effort, the type and efficiency of gears and the intensity of sampling. It would appear that with the intervention of KLFPP, the better management of the lake's fisheries would increase the current level of catch. It also needs to be examined how much of the clupeid fisheries, which is now known to account for a substantial proportion of the total fish yield in Kainji Lake, was included in the sampling of the 80s. A new method to measure the birefringence dispersion in high-birefringence polarization-maintaining fibers is presented using white-light interferometry. By analyzing broadening of low-coherence interferograms obtained in a scanning Michelson interferometer, the birefringence dispersion and its variation along different fiber sections are acquired with high sensitivity and accuracy. Birefringence dispersions of two PANDA fibers at their operation wavelength are measured to be 0.011 ps/(km nm) and 0.018 ps/(km nm), respectively. Distributed measurement capability of the method is also verified experimentally. (c) 2006 Optical Society of America.

The (He3, n) reactions on B11, N15, O16, and O18 targets have been studied using a pulsed-beam time-of-flight spectrometer. Special emphasis was placed upon the determination of the excitation energies and properties of states with T = 1 (in Ne18), T = 3/2 (in N13 and F17) and T = 2 (in Ne20). The identification of the T = 3/2 and T = 2 levels is based on the structure of these states as revealed by intensities and shapes of angular distributions. The reactions are interpreted in terms of double stripping theory. Angular distributions have been compared with plane and distorted wave stripping theories. Results for the four reactions are summarized below:
1) O16 (He3, n). The reaction has been studied at incident energies up to 13.5 MeV and two previously unreported levels in Ne18 were observed at Ex = 4.55 ± .015 MeV (Γ = 70 ± 30 keV) and Ex = 5.14 ± .018 MeV (Γ = 100 ± 40 keV).
2) B11 (He3, n). The reaction has been studied at incident energies up to 13.5 MeV. Three T = 3/2 levels in N13 have been identified at Ex = 15.068 ± .008 MeV (Γ ˂ 15 keV), Ex = 18.44 ± .04, and Ex 18.98 ± .02 MeV (Γ = 40 ± 20 keV).
3) N15 (He3, n). The reaction has been studied at incident energies up to 11.88 MeV. T = 3/2 levels in F17 have been identified at Ex = 11.195 ± .007 MeV (Γ ˂ 20 keV), Ex = 12.540 ± .010 MeV (Γ ˂ 25 keV), and Ex = 13.095 ± .009 MeV (Γ ˂ 25 keV).
4) O18 (He3, n). The reaction has been studied at incident energies up to 9.0 MeV. The excitation energy of the lowest T = 2 level in Ne20 has been found to be 16.730 ± .006 MeV (Γ ˂ 20 keV).
Angular distributions of the transitions leading to the above higher isospin states are well described by double stripping theory. Analog correspondences are established by comparing the present results with recent studies (t, p) and (He3, p) reactions on the same targets.

A new method for measuring the birefringence dispersion in polarization-maintaining fibers (PMFs) with high sensitivity and accuracy is presented. The method employs white-light interferences between two orthogonally polarized modes of PMFs. The group birefringence of the fiber is calibrated first. Then the birefringence dispersion and its variation along different fiber sections are acquired by analyzing the broadening of interferograms at different fiber lengths. The main sources of error are investigated. Bireffingence dispersions of two PANDA fibers at their operation wavelength are measured to be 0.011 ps/(km nm) and 0.018 ps/(km nm). A measurement repeatability of 0.001 ps/(km nm) is achieved. (C) 2007 Optical Society of America.

The on-offshore distributions of tuna larvae in near-reef waters of the Coral Sea, near Lizard Island (14°30ʹS, 145°27ʹE), Australia, were investigated during four cruises from November 1984 to February 1985 to test the hypothesis that larvae of these oceanic fishes are found in highest abundance near coral reefs. Oblique bongo net tows were made in five on-offshore blocks in the Coral Sea, ranging from 0–18.5 km offshore of the outer reefs of the Great Barrier Reef, as well as inside the Great Barrier Reef Lagoon. The smallest individuals (<3.2 mm SL) of the genus Thunnus could not be identified to species, and are referred to as Thunnus spp. We found species-specific distributional patterns. Thunnus spp. and T. alalunga (albacore) larvae were most abundant (up to 68 larvae/100 m2) in near-reef (0–5.5 km offshore) waters, whereas Katsuwonus pelamis (skipjack tuna) larvae increased in abundance in the offshore direction (up to 228 larvae/100 m2, 11.1–18.5 km offshore). Larvae of T. albacares (yellowfin tuna) and Euthynnus affinis (kawakawa) were relatively rare throughout the study region, and the patterns of their distributions were inconclusive. Few larvae of any tuna species were found in the lagoon. Size-frequency distributions revealed a greater proportion of small larvae inshore compared to offshore for K. pelamis and T. albacares. The absence of significant differences in size-frequency distributions for other species and during the other cruises was most likely due to the low numbers of larvae. Larval distributions probably resulted from a combination of patterns of spawning and vertical distribution, combined with wind-driven onshore advection and downwelling on the seaward side of the outer reefs.

O presente estudo ratifica a importância do rastreamento sistemático e precoce desta complicação.

Objective: To investigate the association of complement C4 null genes (C4QO, including C4AQO and C4BQO) and C2 gene with systemic lupus erythematosus (SLE) in southwest Han Chinese; 136 patients with SLE and 174 matched controls were genotyped. Methods: C4 null genes were determined by a polymerase chain reaction (PCR) procedure with sequence specific primers (PCR-SSP). The 2 bp insertion in exon 29, which was previously identified in non-Chinese populations and caused defective C4A genes, was directly typed by sequencing the whole exon 29 using exon specific primers. The exon 6 of complement C2 was also sequenced in both the patients and controls. Results: The frequency of homozygous C4AQO allele was 12.5% (17/136) in patients with SLE compared with 1.1% (2/174) in controls (p<0.001, odds ratio (OR)=12.286, 95% confidence interval (95% CI) 2.786 to 54.170). There was no significant difference for homozygous C4BQO allele between patients with SLE and controls (p=0.699). Patients with the C4AQO gene had an increased risk of acquiring renal disorder, serositis, and anti-dsDNA antibodies compared with those without C4AQO (for renal disorder, p=0.018, OR=8.951, 95% Cl 1.132 to 70.804; for serositis, p=0.011, OR 4.891, 95% CI 1.574 to 15.198; for anti-dsDNA, p=0.004, OR 7.630, 95%Cl 1.636 to 35.584). None of the patients or controls had the 2 bp insertion in exon 29 of the C4 gene. The type I C2 deficiency was not detected in the 3 10 samples. Conclusion: It is suggested that deficiency of C4A (not due to a 2 bp insertion in exon 29), but not C4B or C2, may be a risk factor for acquiring SLE in south west Han Chinese; this results in increased risk of renal disorder, serositis, and anti-dsDNA antibodies in patients with SLE. Racial differences seem to be relevant in susceptibility to SLE.
