County jurisdictions in America are increasingly exercising self-government in the provision of public community services through the context of second order federalism. In states exercising this form of contemporary governance, county governments with "reformed" policy-making structures and professional management practices, have begun to rival or surpass municipalities in the delivery of local services with regional implications such as environmental protection (Benton 2002, 2003; Marando and Reeves, 1993). ^ The voter referendum, a form of direct democracy, is an important component of county land preservation and environmental protection governmental policies. The recent growth and success of land preservation voter referendums nationwide reflects an increase in citizen participation in government and their desire to protect vacant land and its natural environment from threats of over-development, urbanization and sprawl, loss of open space and farmland, deterioration of ecosystems, and inadequate park and recreational amenities. ^ The study's design employs a sequential, mixed method. First, a quantitative approach employs the Heckman two-step model. It is fitted with variables for the non-random sample of 227 voter referendum counties and all non-voter referendum counties in the U.S. from 1988 to 2009. Second, the qualitative data collected from the in-depth investigation of three South Florida county case studies with twelve public administrator interviews is transformed for integration with the quantitative findings. The purpose of the qualitative method is to complement, explain and enrich the statistical analysis of county demographic, socio-economic, terrain, regional, governance and government, political preference, environmentalism, and referendum-specific factors. ^ The research finds that government factors are significant in terms of the success of land preservation voter referendums; more specifically, the presence of self-government authority (home rule charter), a reformed structure (county administrator/manager or elected executive), and environmental interest groups. In addition, this study concludes that successful counties are often located coastal, exhibit population and housing growth, and have older and more educated citizens who vote democratic in presidential elections. The analysis of case study documents and public administrator interviews finds that pragmatic considerations of timing, local politics and networking of regional stakeholders are also important features of success. Further research is suggested utilizing additional public participation, local government and public administration factors.^

The relationship between the abundance and diversity of tintinnids and the concentration of chlorophyll a (Chl a) was contrasted between neritic and oceanic waters of the SW Atlantic during autumn and summer. Chl a and tintinnid abundance and biomass reached maximum values (17.53 µg/L, 2.76 x 10**3 ind./L and 6.29 µg C/L, respectively) in shelf waters during summer, and their mean values generally differed by one order of magnitude between environments. Peaks in species richness (13) and Shannon diversity index (2.12) were found in the shelf-ocean boundary, but both variables showed nonsignificant differences between areas. Species richness correlated significantly with both Chl a and abundance. Such relationships, which followed a negative linear or quadratic function in the shelf and a positive linear function in oceanic waters, are thought to reflect either the competitive dominance of one species or a relatively wide spectrum of tintinnid size-classes, respectively.
Ciliate abundance in waters of the Argentine shelf and the Drake Passage, the south-western Atlantic

Ciliates from sub-surface waters of the Argentine shelf and the Drake Passage under austral summer and autumn conditions were examined and compared for the first time. In both environments, the taxonomic structure of ciliates was related to temperature and salinity, and aloricate oligotrichs dominated in density (80%) over loricate oligotrichs, litostomatids and prostomatids, while the microplanktonic fraction prevailed in terms of biomass (90%) over the nanociliates. Myrionecta rubra was found all along the Argentine shelf only in autumn, but showed isolated peaks of abundance (10**3 ind./L) during summer. Mean values of density and biomass of total ciliates decreased ca. 2-fold from the shelf-slope to oceanic waters, while potential maximum production of aloricate oligotrichs decreased 9-fold, in relation with the drop in chlorophyll a concentration and the latitudinal decline of temperature, also reflected in maximum growth rates. Fifty percent of total ciliate abundance was represented by local increases (maximum: 20 000 ind./L and 25 µg C/L), which were spatially superimposed with ranges of seawater temperature and chlorophyll a concentrations of 10-15°C and 0.6-6 µg/L, respectively and were found in the nearby of fronts located on the shelf and the slope.

Based on the results of an ethnographic study with people diagnosed with schizophrenia and their relatives in Barcelona and Tarragona along one year, I problematize the transformation of roles and relationships inside the household from the first burst and the assignation of a diagnosis as rite of passage. I appeal to a cultural interpretation of family, understanding the family group as a specific ethnoscape. I analyze the chronicity meaning, and its consequences in the conformation of the “role of sick person” in the context of parental relationships. I also discuss the paradoxes in terms of autonomy for the affected persons because of the projection of cultural connotation of chronicity.

Reliability has emerged as a critical design constraint especially in memories. Designers are going to great lengths to guarantee fault free operation of the underlying silicon by adopting redundancy-based techniques, which essentially try to detect and correct every single error. However, such techniques come at a cost of large area, power and performance overheads which making many researchers to doubt their efficiency especially for error resilient systems where 100% accuracy is not always required. In this paper, we present an alternative method focusing on the confinement of the resulting output error induced by any reliability issues. By focusing on memory faults, rather than correcting every single error the proposed method exploits the statistical characteristics of any target application and replaces any erroneous data with the best available estimate of that data. To realize the proposed method a RISC processor is augmented with custom instructions and special-purpose functional units. We apply the method on the proposed enhanced processor by studying the statistical characteristics of the various algorithms involved in a popular multimedia application. Our experimental results show that in contrast to state-of-the-art fault tolerance approaches, we are able to reduce runtime and area overhead by 71.3% and 83.3% respectively.
