Using data from the 2002 and 2009 Northern Ireland Life and Times (NILT) surveys, we examine attitudes towards immigrant and ethnic minority groups in Northern Ireland. We suggest that Protestant and unionist communities experience a higher level of cultural threat than Catholic and nationalist communities on account of the ‘parity of esteem’ principle that has informed changes in the province since the Belfast Agreement of 1998. Our analyses confirm that, while there is evidence for some level of anti-immigrant sentiment across all groups, Protestants and unionists do indeed report relatively more negative attitudes towards a range of immigrant and ethnic target groups compared to Catholic, nationalist, or respondents who do not identify with either religious or political category. The analyses further suggest that their higher level of perceived cultural threat partially accounts for this difference. We suggest that cultural threat can be interpreted as a response to changes in Northern Ireland that have challenged the dominant status enjoyed by Protestants and unionists in the past.

This paper illuminates the role of political language in a peace process through analysing the discourse used by political parties in Northern Ireland. What matters, it seems, is not whether party discourses converge or diverge but rather how, and in what ways, they do so. In the case of Northern Ireland, there remains strong divergence between discourses regarding the ethos of unionist and nationalist parties. As a consequence, core definitions of identity, culture, norms and principle remain common grounds for competition within nationalism and unionism. There has, however, been a significant shift towards convergence between unionist and nationalist parties in their discourses on power and governance, specifically among the now predominant (hardline) and the smaller (moderate) parties. The argument thus elaborated is that political transition from conflict need not necessarily entail the creation of a “shared discourse” between all parties. Indeed, points of divergence between parties’ discourses of power and ethos are as important for a healthy post-conflict democratic environment as the elements of convergence between them.

Much recent literature in cultural, political and social geography has considered the relationship between identity, memory, and the urban landscape. This paper interrogates such literature through exploring the complex materialisation of memorialisation in post-Soviet Russia. Using the example of the statue of General Alexei Ermolov in Stavropol', an analysis of the cityscape reveals interethnic tensions over differing interpretations of the life and history of the person upon whom the statue is based. The existence of a rich literature on Ermolov and the Russian colonial experience in the North Caucasus helps to explain this. The symbolic cityscape of Stavropol' plays an important role in interethnic relations in the multi-ethnic city; it is both an arena through which Russian identity is communicated with people and produced and reproduced, and an arena through which Russian citizens compete with each other for authority on historical narratives that operate at and between a number of scales. People's readings of the cityscape can reveal much about power and space in contemporary Russia.

Why have humans, throughout history and across cultures, shown a strong tendency to believe in the existence of superhuman intentional agents and attached this belief to notions of morality, misfortune, and the creation of the world? The answer emerging from the cognitive science of religion appears to be that explicit beliefs are informed and constrained by the natural and cross-culturally recurrent operation of implicit cognitive systems. Successful god concepts resonate with the expectations of these implicit systems but also have attention-demanding and inferentially-rich properties that allow their integration into various areas of human concern. Theological concepts may deviate from these natural cognitive moorings but require special cultural scaffolding, such as Whitehouse's two Modes of Religiosity, to do so and constitute additions to, rather than replacements of the religious beliefs supported by implicit cognitive systems.

The goal of the current study was to examine the moderating role of in-group social identity on relations between youth exposure to sectarian antisocial behavior in the community and aggressive behaviors. Participants included 770 mother-child dyads living in interfaced neighborhoods of Belfast. Youth answered questions about aggressive and delinquent behaviors as well as the extent to which they targeted their behaviors toward members of the other group. Structural equation modeling results show that youth exposure to sectarian antisocial behavior is linked with increases in both general and sectarian aggression and delinquency over one year. Reflecting the positive and negative effects of social identity, in-group social identity moderated this link, strengthening the relationship between exposure to sectarian antisocial behavior in the community and aggression and delinquency towards the out-group. However, social identity weakened the effect for exposure to sectarian antisocial behavior in the community on general aggressive behaviors. Gender differences also emerged; the relation between exposure to sectarian antisocial behavior and sectarian aggression was stronger for boys. The results have implications for understanding the complex role of social identity in intergroup relations for youth in post-accord societies.

In April 1989, ninety-six men, women and children, supporters of Liverpool Football Club, died in a severe crush at an FA Cup semi-final at Hillsborough Stadium, Sheffield. Hundreds were injured and thousands traumatised. Within hours, the causes and circumstances of the disaster were contested. While a judicial inquiry found serious institutional failures in the policing and management of the capacity crowd, no criminal prosecutions resulted, and the inquests returned ‘accidental death’ verdicts. Immediately, the authorities claimed that drunken, violent fans had caused the fatal crush. Denied legitimacy, survivors’ accounts revealed a different story criticising the parlous state of the stadium, inadequate stewarding, negligent policing, failures in the emergency response and flawed processes of inquiry and investigation. Reflecting on two decades of research and contemporaneous interviews with bereaved families and survivors, this article contrasts the official discourse with those alternative accounts – the ‘view from below’. It demonstrates the influence of powerful institutional interests on the inquiries and investigations. It maps the breakthrough to full documentary disclosure following the appointment of the Hillsborough Independent Panel, its research and key findings published in September 2012. The campaigns by families and survivors were vindicated and the fans, including those who died, were exonerated. The process is discussed as an alternative method for liberating truth, securing acknowledgement and pursuing justice.

In July 2012, legislation on political party funding and candidate gender quotas was enacted by the Irish Parliament. The Electoral (Amendment) (Political Funding) Act 2012 provides for a 30% gender quota for party candidates at the next general election, rising to 40% seven years thereafter. Non-compliant parties will lose half of their annual state funding. Informed by insights from feminist institutionalism, this paper will consider the question: why did Irish political parties, who have always been so reluctant to tackle the question of women’s under-representation, suddenly do a volte-face and introduce such a radical measure as legislative gender quotas? In answering this question, we argue that the political reform discourse that emerged following the recent Irish economic crisis was a significant factor in the adoption of legislative gender quotas in the Republic of Ireland. It signified, and made visible, the divergence between politicians and the public on the issue in a context where political representatives were under question, and political institutions being criticised, for ineffective political management. We contend that Ireland is an example of how apparently enduring and immutable gender norms can be overcome. We suggest that feminist institutionalism enables an unpacking of the messy complexities of institutional resistance to change and reveals the power of informal institutions to shape outcomes leading to a major formal rule change.

The notion of citizenship, while a basic human right, has come under scrutiny. It was once assumed a liberal inspired regime of citizenship rights would reign as the primary ideological perspective in the Western world, however this has not been the case. Numerous competing paradigms have questioned the premise upon which liberal guarantees of citizenship rights are based. In particular, communitarianism has subjected liberal rights discourse to a closer examination. Communitarian theory holds that universalist principles negate any articulation of community and its internal diversity, such as cultural citizenship. It is this understanding of citizenship that has taken hold in Canada. The Canadian political experience illustrates a number of attributes associated with communitarian thought. It is a collectivist society that articulates a notion of the common good, acknowledges the internal diversity of its citizens and possesses a highly developed deliberative democratic process. To this end, Canada can be described as being more communitarian than liberal in nature in the process it has adopted to address citizenship rights. However, the type of commuIiitarianism displayed in Canada differs from the political models examined by such scholars as Michael Sandel, Iris Marion Young or Will Kymlicka. Cultural citizenship rights are fluid and malleable in Canada. While no clear guarantees of citizenship rights exist, there is a common commitment by Canadians to engage in a fair, open and inclusive deliberative process. This model is unique to Canada; it cannot be exported in that it is a product of Canadian political culture. As a result, the contemporary demands of cultural citizenship are dealt with effectively and democratically in Canada in that the proper mechanisms for public deliberation exist.

Notre thèse étudie les liens entre les « redevances forestières annuelles » (RFA) et le « développement local » dans deux communes du Cameroun. Ce travail anthropologique s’inscrit dans le débat qui se fait à l’échelle internationale relativement au rôle et au devenir des populations locales dans la gestion des ressources naturelles. Dans le passé, la gestion des redevances forestières annuelles (RFA) a été, dans les pays d’Afrique centrale et au Cameroun en particulier, sous la seule responsabilité de l’État central. Une telle politique n’offrait pas la garantie nécessaire à l’utilisation durable de ces ressources qui sont indispensables à la vie des populations villageoises riveraines et à l’équilibre de l’environnement. Profitant de la crise des années 1980 et 1990 en Afrique, le FMI et la Banque mondiale ont exercé une pression sur les États africains pour qu’ils revoient, en conformité avec la Conférence de Rio (1992), leurs politiques en matière de gestion et de conservation des ressources forestières. Dans le bassin du Congo, le Cameroun a été le tout premier pays à réviser, en 1994, ses lois forestières par le biais d’une décentralisation de la fiscalité forestière : les taxes perçues furent réparties entre l’État, les collectivités territoriales décentralisées et les populations villageoises riveraines. Les fonds transférés aux communes et aux populations riveraines devaient servir au développement local en contribuant notamment à l’amélioration des conditions générales de vie des populations à travers la réalisation d’œuvres sociales, l’adduction d’eau, la construction et l’entretien des routes, des écoles, des cases de santé, etc. Dans les faits, l’impact de la fiscalité forestière décentralisée reste à ce jour encore peu visible sur la dynamique du développement local des communes. Notre projet de recherche doctorale prend place dans le domaine d’une anthropologie du développement centrée sur l’étude des solutions que les populations locales apportent aux problèmes auxquels elles sont confrontées dans leur vie de tous les jours. L’analyse des impacts que les politiques de développement économique exercent sur les populations villageoises d’Afrique est ici à l’avant-plan, pas seulement au sens d’une critique des politiques étatiques en matière d’exploitation forestière, mais aussi au sens d’une meilleure compréhension des conditions de mise en œuvre de ces politiques et de l’impact de celles-ci sur les populations villageoises, tant sur le plan des avantages financiers directs que des transformations écologiques que les activités forestières introduisent dans les pratiques agricoles des villageois. Sur le plan méthodologique, il faut noter que ce fut très difficile d’obtenir les informations nécessaires, notre sujet d’étude se révélant être très sensible quant à sa portée politique. Nous avons néanmoins pu recueillir un solide ensemble de données par le biais d’une démarche de proximité de type qualitatif qui a été conduite dans deux communes forestières qui représentent deux réalités différentes en matière de gestion des RFA. La collecte des données a été faite, de manière intensive, dans sept villages qui répondaient à nos critères : nous avons ainsi pu étudier, de manière approfondie, la situation des groupes sociaux les plus défavorisés qui sont exclus dans le partage des revenus forestiers. Pour construire notre cadre théorique, nous avons combiné des éléments empruntés aux théories environnementales, à l’anthropologie économique et à l’analyse des modes de gestion. Il faut noter, par ailleurs, que l’anthropologue n’est ni un aménagiste, ni un environnementaliste, ni un spécialiste des études managériales. Nous avons conduit notre étude comparative dans les communes concernées en nous fixant pour objectif de comprendre les mécanismes de gestion des RFA mis en place par les leaders locaux et d’évaluer leur impact sur l’amélioration des conditions de vie des populations villageoises et sur leur écosystème. Notre préoccupation était de savoir si les RFA constituent des vecteurs de développement socioéconomique pour des populations vivant dans et de la forêt.

Esta investigación toma como marco general la Política de Reintegración Social y económica de personas y grupos alzados en armas en Colombia, en donde tras el estudio de las trayectorias en el conflicto de un grupo de 9 excombatientes, se aborda la relación existente entre los beneficios otorgados por dicha política y aquello que facilitó y motivó el ingreso, la permanencia y desmovilización de los grupos armados. Se presenta una caracterización e interpretación conceptual de las denominadas trayectorias en el conflicto, son establecidas relaciones y diferencias entre las organizaciones ilegales FARC y las AUC, se revisan las percepciones que frente a los beneficios del programa de reintegración tienen excombatientes y profesionales de la entidad que lidera dicho proceso y a partir de ello, es argumentada la incidencia que sobre el éxito de esta política tienen las características individuales y particulares, tanto de los excombatientes como de las organizaciones armadas ilegales.
