Macmillan, Menzies, history and empire

In response to the rapidly changing nature of the British Commonwealth and Empire in the early 1960s Harold Macmillan and Robert Menzies exchanged correspondence which reflected upon the history of the British Empire and the world. In this article I argue that in their exchanges and other writings over this history we can identify, to use William Appleman Williams' formulation, the 'common assumptions about reality' which were crucial in shaping their understanding of world affairs.

Pharmaceuticals in Australia: developments in regulation and governance

The pharmaceutical domain represents a type of internationalised policy network theorised in recent writings on neo-liberalism, neo-corporatism and governance. This article presents an analysis of developments in prescription drug regulation in Australia. A relatively stable, state-managed pattern of interaction has been superseded by less closed exchange, and the government itself has fragmented into agencies pursuing different objectives. Developments in the three core regulatory areas are described: safety and efficacy controls, social policy (access and equity), and state support for industry (economic) development. Consensus-building occurs within the context of the National Medicines Policy. The pharmaceutical industry, represented by Medicines Australia, has a stake in all aspects of pharmaceutical policy and regulation, and draws upon unique resources (expertise and lobbying capacity). The context for the developments described is Australia's abandonment of a protectionist version of the Keynesian welfare national state in favour of the model of the competition state, which is oriented towards support for the growth of high technology industries such as pharmaceuticals, premised on partnerships with business.

Education, state and agency in dystopian children's texts

The manifestation of dystopian and utopian discourses in children's texts, are inflected by questions of agency, often played out through narratives in which protagonists forge identities as members of communities and citizens of nations. Education shapes not merely what children know but how they regard themselves and the possibilities open to them.

Seniors in Australia: computer access patterns and barriers

Australia has an aging population with a subsequent increase in the number of people with acquired impairments who are at risk of being excluded from accessing technology. While technology can improve communication and information options for seniors, usage patterns and access barriers need to be assessed so that requirements can be met. This paper reports on the outcomes of a government funded study aimed at determining computer and Internet access use and barriers for seniors. Participants were 238 Seniors aged 60 and over who completed a survey; of these 30% indicated they had one or more impairments. Barriers identified related to cost; lack of information, training, access (at home or in the community), and interest; and attitudes related to age.

Playing with time: history and the extended present

In this paper we consider how the concept of time is developed in schools. We argue that the teaching and learning of history (despite the emergence of the new history in the 1970s) is still taught and learnt with a temporal bias and it is often positioned in the past. So too, history/SOSE1 student-teachers are exposed to temporal bias in their tertiary education (as is evidenced in ‘Arts Faculty’ history courses). We suggest that there needs to be greater connectedness and balance between the dimensions of time in the teaching of SOSE with specific reference to the teaching of history and futures perspectives. We offer a new conceptualisation of history which we refer to as ‘history as the extended present’ this conceptualisation positions history in multiple temporal domains (the past, present and possible, probable and preferable futures) and emphasises the relevance of teaching and learning history to students life worlds.

Nursing education and graduates in Victoria : profiles for 2000, 2001, and 2002 with projections for 2003

This project is the second of two projects commissioned by the Nurse Policy Branch, Victorian Department of Human Services (VDHS). The project investigated nursing education at the undergraduate and postgraduate levels in the university sector and in the VET sector. The data gathered from the project provided VDHS with a better understanding of nurse labour force issues.
