Este artigo tem como objetivo descrever o processo de gerar competências inovadoras na Empresa Brasileira de Pesquisa Agropecuária. No inicio de 1980, o centro de pesquisa da Embrapa Gado de Corte estava engajado no projeto Marandu - Brachiaria brizantha - originalmente uma planta nativa da África, potencialmente usada para alimentação do gado. Atualmente é responsável por cerca de 40% das sementes de forrageiras vendidas no Brasil, cultivada em cerca de 70 milhões de hectares de pastagens no país. Uma abordagem qualitativa foi definida para a pesquisa exploratória, e delineamento de estudo de caso. Foram feitas entrevistas semiestruturadas com os pesquisadores envolvidos no projeto e examinado os processos de geração, armazenamento, distribuição e aplicação do modelo de conhecimento tecnológico aplicado pela Embrapa. Os resultados obtidos evidenciam a relevância do ciclo de geração de competências nos processos da gestão do conhecimento, essenciais nas tecnologias da pecuária de corte do agronegócio.

No decorrer das últimas décadas, a agropecuária brasileira tem desempenhado um papel importante no mercado internacional, em resposta às crescentes demandas globais por produtos, serviços e segurança alimentar. Essa conquista foi estimulada, em grande parte, pela capacidade de geração de conhecimento e ações promovidas pelos institutos de ciência e tecnologia. Este artigo visa a descrever o modelo de geração do conhecimento na pesquisa agropecuária, assumindo que o ciclo do conhecimento inclui a captura, internalização e compartilhamento do conhecimento, mediante práticas informais e formais no ambiente de trabalho e nas redes de relacionamento, pessoais e institucionais. Precedida por ampla revisão teórica, a pesquisa é baseada em um estudo multicasos em três institutos de ciência e tecnologia, com foco na pesquisa agropecuária, com abordagem quali-quantitativa, instrumentalizada por entrevistas semiestruturadas aos pesquisadores seniores e aplicação de questionários em uma amostra de 410 pesquisadores com título de mestres e doutores em áreas relacionadas à pesquisa agropecuária. Os resultados indicam um modelo de geração do conhecimento em institutos de pesquisa agropecuária voltados à inovação, que tem origem na captura de ideias sobre como solucionar um problema com uso da competência tecnológica desenvolvida, por meio da elaboração do projeto de pesquisa.

Ethics on scientific research is approached and often discussed in several areas of knowledge connected to health. In the Administration area there are very few studies which approach the topic of ethics on research. The present paper tried to fill in this gap in the production of knowledge about the topic, investigating how the ethical principles found in the literature and in the codes of conduct are noticed and taken into account in Administration research activities developed by acting researchers in Administration Post Graduation Programs. Theoretically speaking, the study was based mainly on the approaches by Creswell (2007) and Bell and Bryman (2007), which discuss the research ethical principles. Methodologically speaking it was all about an exploratory kind of study, with qualitative research approach. Upon data collection, personal interviews were made aiming at its depth and focus groups were formed. The first stage had interviews with four experienced researchers who took part on a teaching and researching event and on the second stage we used the focus group technique. The focus groups were done in four college institutions along with the post graduation programs in Administration in the states of Rio Grande do Norte, Paraíba and Pernambuco, in Brazil. The results suggest the existence of general principles and parameters for the scientific research recommended in the literature and on official resolution. However, in the Administration area, there are only a few recommendations of good practices when it comes to submitting articles for scientific publications but we found no guidance with ethical principles and parameters which cover all the activities in the scientific research and which specifically meet the research particularities in Administration. The main ethical dilemma pointed by the researchers refers to ethical questions which arise at the time of data collection and on disclosing the results. Most researchers do not know the guidelines and the ethical norms on ethics about research that we have in our country neither do they send in their projects to the research ethics committee. When dilemma arises, they decide the ethical question based on their values and common sense. These elements confirm the thesis that the researcher s procedure in the research activities in Administration is predominantly signed by personal values or by common sense and less by ethical principles, whether by not knowing the normative instruments related to ethics or by disagreeing with any disciplining rules on ethical behavior in the research

To implement policies and plans at the tourist sector involve disposition to the establishment of parceries among government and private initiative, space to the action of studious, researchers and professionals of several areas of knowledge and formation, able of to give new courses no only at the tourism, but to the economy how a every, seen which the tourism had a effect multiplicator, reaching 52 sectors of the economy. At this sense, the Brazil came pruning for a new phase of politic actuation at the touristy activity. Until the year 2002, the tourism politic in the Brazil no had detail, because herself treated of isolated actions and many without continuity. However, at to start 2003, several actions were developed in order to contribute for the national touristy planning. The principal was the creation of Ministério do Turismo, accompanied of the formulation and implementation of the Plano Nacional do Turismo (2003/2007). This work pretend to understand the implementation at the Rio Grande do Norte of the model of participative administration extolled by Plano Nacional do Turismo. The your centre detail the action of the Conselho Estadual de Turismo do Rio Grande do Norte (CONETUR), to promote the participation at the tourism public policies. The bibliographical research contemplated diverse sources in order to compile knowledge of credential authors in the quarrel of inherent subjects to the participation and to the tourism public policies, especially at the Brazil. A qualitative perspective the case study was adapted as research method and for attainment of the data interviews with the members of the Conselho had been carried through beyond consultation the referring documents the dynamics of functioning of the Conselho. The principal actuations of the CONETUR, the directives tourism public policies already made and directed to implementation, the type of participation at made decision, the principal difficulties of the implementation of the participative administration model of the Plano Nacional do Turismo and the degree of participation of the members of the Conselho at the reunions had been identified. The results had shown that exist some difficulties at the implementation of the participation at the Conselho Estadual de Turismo do Rio Grande do Norte, knowledge of the Conselheiros of CONETUR function, the presence of bodies which doesn t directly connected at the touristy activity; the absence of time of the Conselheiros to be presents at reunions; the discontinuity of the presidency of the Conselho; among others. So, the CONETUR show himself how a Conselho with participative characteristics, but with some adapted needs.

This thesis nalyzes the wayfinding in Landscape Museum of Contemporary Art (MPAC), based on the Institute of Contemporary Art CACI, Minas Gerais, Brazil and the Museum of Contemporary Art of the Serralves Foundation, Porto, Portugal. The study focuses on the interrelationship of the public/visitors with the landscape, architecture and contemporary art museums in these, in order to understand visual perception and apprehension of such an environment for their users. For both were confronted documentation (visual and written) and people talk. The main hypothesis put forward is that the audience/visitor MPAC appreciates the interrelationship between the natural environment (park/garden) and built environment (the works of contemporary art and the galleries), giving equal value to both. To complement this, a second hypothesis is that during the visit to MPACS, visitors define their paths spontaneously, but strongly influenced by existing visual indicators (maps, signage and striking landscape elements), which facilitate the readability of space, which also contribute to the offered services and the experiences of similar institutions. The analytical basis of the research used the concepts of legibility (LYNCH, 2009), wayfinding (GIBSON, 2009; ARTHUR, PASSINI, 2002; WEISMAN, 1982), Experiential Cotinnum (TUAN, 1985), Space Bound (CRUZ PINTO, 2007) and habitus (BOURDIEU, 1992). Methodologically was used qualitative research (DEMO 2000) by means of a case study (YIN, 2005; STAKE, 1999) and participant observation (WHYTE, 2005). In the two institutions interviews with researchers and curators, behavior observation and questionnaires from employees, trainees, monitors and the public/visitor of the two museums were performed. Although partially referende the initial hypothesis, the research showed that the public/visitor value appears more natural environments, they experience a greater intensity and in addition to the factors listed in the second case, your perception and definition of paths suffer significant influence of emotional relations established with space. Generally the audience/visitor adapts easily to different demands of contemporary art exhibition in the two museums and the built environment (park/garden and museum) interferes with your reading path during the visit, perceived by the public/visitor condition as a factor that favors the enjoyment of works on different mounts (wayfinding), though often become a factor that hinders the legibility of the building and its built environment

A ciência, alicerçada por seu método, suas técnicas, suas demonstrações e suas descobertas, desde sua emergência no século XVII, tem estado em pauta nas discussões sobre a produção do conhecimento. Por suas características – dogmática, quantificável, experimental e determinista –, a ciência constitui o campo de conhecimento que foi o grande regime de verdade na episteme da modernidade. Diferentes formas de conceber a ciência foram produzidas por estudiosos, filósofos e cientistas, como René Descartes, Francis Bacon, Paul Feyerabend, entre outros. Como campo teórico utilizamos os estudos de Michel Foucault. Partindo desses entendimentos, essa tese tem como objetivo investigar e problematizar o discurso de ciência produzido por seis grupos de cinco universidades do Rio Grande do Sul pertencentes à Rede Nacional de Educação e Ciência: Novos Talentos da Rede Pública (RNEC/NT). Essa Rede existe há quase 20 anos e é composta por grupos de pesquisadores de diferentes universidades, instituições de pesquisa e institutos federais do país e visa a melhoria das condições de ensino de ciências a jovens carentes de todo o país, desenvolvendo metodologias que facilitam o aprendizado e desmistifiquem a ciência. Os grupos dessa Rede desenvolvem atividades como cursos para professores e estudantes da Educação Básica e estágios em laboratórios de pesquisa para o mesmo público alvo. Para a produção dos dados, foram realizadas visitas aos seis grupos analisados, nas quais foram feitas entrevistas com coordenadores e monitores dos grupos e foi feito o acompanhamento de um curso para professores e/ou estudantes de Educação Básica de cada grupo. Essas entrevistas e o curso observado foram gravados em vídeo e transcritos na forma de texto. Como metodologia de análise utilizamos conceitos da análise de discurso foucaultiano como discurso, enunciado e enunciação. Verificamos que há um discurso inicial de ciência na emergência da RNEC/NT pautado em três enunciados: fazer ciência envolve um caminho e a geração de produtos “novos” publicáveis; a formação do cientista na díade inatismo e empirismo; formação de cientistas pela inclusão social. Esse discurso inicial é atualizado nos grupos pesquisados por meio de diferentes enunciações que enfocam tanto um entendimento de ciência pelo uso do método científico, do empirismo e da razão, quanto um afrouxamento no entendimento de ciência ao vinculá-la à educação e ao questionamento do que é dado como naturalizado e verdadeiro, o que parece ter afinidade com as configurações ditas líquidas da contemporaneidade. Em relação aos cursos, para a maioria dos grupos, o discurso científico é vinculado aquele produzido no espaço do laboratório com suas técnicas e padrões, típico do entendimento moderno. Nesses cursos vemos ainda aparecer um modo de trabalhar, ensinar e apresentar essa ciência para os professores ou estudantes participantes, mostrando a presença de um discurso pedagógico atrelado ao científico. Como resultado, defendemos a tese de que há uma diversidade discursiva sobre a ciência nos grupos do sul da RNEC/NT que, ao ser atualizada e colocada em operação, é interpelada por elementos de um discurso pedagógico.

Avalia a contribuição da produção científica do Programa de Pós-Graduação em Medicina Tropical da Universidade Federal de Pernambuco (2004 a 2012) às necessidades sociais em Saúde Tropical do estado de Pernambuco. Para isto, utiliza como referência o Plano Estadual de Saúde (2012-2015) desenvolvido pelo Governo Estadual de Pernambuco. Sobre o aspecto metodológico, este estudo se caracteriza como descritivo, e utilizou-se dos fundamentos da Cientometria para medir se as publicações dos pesquisadores permanentes do Programa de Pós-Graduação em Medicina Tropical da UFPE estavam alinhadas às problemáticas descritas no Plano Estadual de Saúde. As etapas metodológicas foram: a) levantamento de dados da formação e da produção científica dos pesquisadores na Plataforma Lattes do CNPq; b) identificação temática da produção científica realizada pelos pesquisadores envolvidos e mapeamento das doenças tropicais citadas no Plano Estadual de Saúde; e c) construção e aplicação de entrevistas realizadas junto aos pesquisadores por meio de questionário. Como principais resultados, percebe-se que as motivações de pesquisa são: a) adequação da produção às linhas de pesquisa estabelecidas pelo Programa, e b) a oportunidade de proporcionar benefícios para a sociedade, constatando assim, que as motivações para a realização das pesquisas são sociais, tendo pouca influência do segmento privado. Sobre o alinhamento dos temas produzidos com as necessidades sociais em Saúde Tropical do estado de Pernambuco, verifica-se que o programa vem ampliando o escopo do conceito de doença tropical para doenças infecciosas, e por isto, o HIV aparece no topo dos temas mais representativos.

The Brazilian agricultural research agency has, over the years, contributed to solve social problems and to promote new knowledge, incorporating new advances and seeking technological independence of the country, through the transfer of knowledge and technology generated. However, the process of transfering of knowledge and technology has represented a big challenge for public institutions. The Embrapa is the largest and main brazilian agricultural research company, with a staff of 9.790 employees, being 2.440 researchers and an annual budget of R$ 2.52 billion. Operates through 46 decentralized research units, and coordinate of the National Agricultural Research System - SNPA. Considering that technology transfer is the consecration of effort and resources spent for the generation of knowledge and the validity of the research, this work aims to conduct an assessment of the performance of Embrapa Swine and Poultry along the production chain of broilers and propose a technology transfer model for this chain, which can be used by the Public Institutions Research – IPPs. This study is justified by the importance of agricultural research for the country, and the importance of the institution addressed. The methodology used was the case study with a qualitative approach, documentary and bibliographic research and interviews with use of semi-structured questionnaires. The survey was conducted in three stages. In the first stage, there was a diagnosis of the Technology Transfer Process (TT), the contribution of the Embrapa Swine and poultry for the supply chain for broiler. At this stage it was used bibliographical and documentary research and semi- structured interviews with agroindustrial broiler agents, researchers at Embrapa Swine and Poultry, professionals of technology transfer, from the Embrapa and Embrapa Swine and Poultry, managers of technology transfer and researchers from the Agricultural Research Service - ARS. In the second step, a model was developed for the technology transferring poultry process of Embrapa. In this phase, there were made documentary and bibliographic research and analysis of information obtained in the interviews. The third phase was to validate the proposed model in the various sectors of the broilers productive chain. The data show that, although the Embrapa Swine and Poultry develops technologies for broiler production chain, the rate of adoption of these technologies by the chain is very low. It was also diagnosed that there is a gap between the institution and the various links of the chain. It was proposed an observatory mechanism to approximate Embrapa Swine and Poultry and the agents of the broiler chain for identifying and discussing research priorities. The proposed model seeks to improve the interaction between the institution and the chain, in order to identify the chain real research demands and the search and the joint development of solutions for these demands. The proposed TT model was approved by a large majority (96.77%) of the interviewed agents who work in the various links in the chain, as well as by representatives (92%) of the entities linked to this chain. The acceptance of the proposed model demonstrates the willingness of the chain to approach Embrapa Swine and Poultry, and to seek joint solutions to existing problems.

En este artículo se presenta una reflexión metodológica sobre la utilización de la entrevista fotográfica en un estudio sobre las estrategias sociales, culturales y comunitarias de “resiliencia” de los hogares fuertemente afectados por la crisis económica y social actual. Esta investigación se realizó en el marco del proyecto europeo RESCuE en el que participan nueve países que se han visto afectados en distinto grado por la crisis. En el artículo se reflexiona sobre las aportaciones y el enriquecimiento que ha posibilitado esta técnica en la investigación, permitiendo un mayor y más diverso acercamiento a las narraciones sobre las prácticas de resiliencia (individual, grupal, comunitaria), así como en torno a las interpretaciones y vivencias sobre estas prácticas en el ámbito cotidiano de los sujetos, con mayor posibilidad de internacionalización del material y los resultados. También se profundiza en las limitaciones y obstáculos de la entrevista fotográfica en la investigación realizada, reflexionando sobre las precauciones a adoptar en el diseño y dinámica de aplicación de esta técnica, de manera que no limite las múltiples potencialidades que la foto- elicitación ofrece.

The starting point of the present work consisted of investigating the development of biotechnology in the Northeast region of Brazil from the perspective of a Regional Innovation System (RIS). The theoretical framework adopted relied on the approaches and concepts presented by the Neo-Schumpeterian perspective. This framework was chosen because, by means of the Innovation System concept, this literature allows us to analyze the relationships and configurations of actors, as well as the role of the state and of social, science and technology, and economic policies in the studied region. The analysis considered four selected dimensions: physical infrastructure, human capital, scientific production, and funding. These variables were chosen because they allow us to verify the possibilities and limitations of developing a biotechnology RIS in the Northeast of Brazil, and these elements would help in answering the question behind this dissertation. The location of the physical infrastructure was determined by means of bibliographic and documental research and interviews with heads of institutions that do biotechnology research. Regarding human capital, the analysis focused on resource training in biotechnology, highlighting graduate courses and research groups in the area. To measure knowledge production, we delimited scientific collaboration among researchers in the field of biotechnology as the focus of this category. For the funding dimension, information was gathered from reports available at the websites of national and state funding agencies. The data was analyzed through method triangulation, involving quantitative and qualitative research stages. To back the analyses, we revisited the integration policies in the area of Science, Technology and Innovation. Our analysis has shown that these policies play a crucial role in the development of biotechnology in the region being studied. The data revealed that the physical infrastructure is concentrated in only three states (Bahia, Ceará, and Pernambuco). In this regard, the Northeast Biotechnology Network (Renorbio) stands out as a strategic actor, enabling states with poor infrastructure to develop research through partnerships with institutions located in another state. We have also verified that the practices involving human resource training and knowledge production are factors that enable the emergence of a regional system for biotechnology in the studied region. As limitations, we have verified the low immersion level of regional actors, the heterogeneity of socioeconomic indicators, the lack of financial resources, and a low innovation culture in the business sector. Overall, we have concluded that the development of a Regional Innovation System in Biotechnology, based on the current regional dynamics, depends on an effective change in the behavior of the social agents involved, both in the national and regional dimensions as well as in the public and private spheres
