A área de Detecção de Intrusão, apesar de muito pesquisada, não responde a alguns problemas reais como níveis de ataques, dim ensão e complexidade de redes, tolerância a falhas, autenticação e privacidade, interoperabilidade e padronização. Uma pesquisa no Instituto de Informática da UFRGS, mais especificamente no Grupo de Segurança (GSEG), visa desenvolver um Sistema de Detecção de Intrusão Distribuído e com características de tolerância a falhas. Este projeto, denominado Asgaard, é a idealização de um sistema cujo objetivo não se restringe apenas a ser mais uma ferramenta de Detecção de Intrusão, mas uma plataforma que possibilite agregar novos módulos e técnicas, sendo um avanço em relação a outros Sistemas de Detecção atualmente em desenvolvimento. Um tópico ainda não abordado neste projeto seria a detecção de sniffers na rede, vindo a ser uma forma de prevenir que um ataque prossiga em outras estações ou redes interconectadas, desde que um intruso normalmente instala um sniffer após um ataque bem sucedido. Este trabalho discute as técnicas de detecção de sniffers, seus cenários, bem como avalia o uso destas técnicas em uma rede local. As técnicas conhecidas são testadas em um ambiente com diferentes sistemas operacionais, como linux e windows, mapeando os resultados sobre a eficiência das mesmas em condições diversas.

Trata dos problemas de operacionalização da Lei Municipal n. 10.209 de 09 de dezembro de 1986, de seu aperfeiçoamento de 1988 a 1993 e dos resultados obtidos em habitações de interesse social doadas a Prefeitura pelos empreendedores imobiliários, em contrapartida a exceções à legislação de uso e ocupação do solo do Município de São Paulo.

A difusão das doutrinas de gerenciamento orientadas para resultados no Brasil tem levado as organizações públicas a realizarem investimentos relevantes em tecnologia da informação como um componente de transparência para as ações governamentais e como suporte para a tomada de decisões pelos gestores públicos. O uso intensivo da informática em um mundo cada vez mais interconectado expõe a administração pública a novos tipos de ameaças e vulnerabilidades. Nesse contexto, as entidades de fiscalização devem ampliar sua forma de atuação, realizando controles mais rigorosos por meio de técnicas próprias de auditorias de tecnologia da informação, que visam assegurar a integridade e segurança dos dados que trafegam pelas redes e sistemas de informação. O objetivo da presente pesquisa consistiu em identificar as principais impropriedades associadas ao uso da informática nas administrações municipais sob a jurisdição do TCE-RJ, por meio do estudo de caso de sua experiência na realização de auditorias operacionais em tecnologia da informação. A pesquisa foi realizada com base na literatura e na análise dos achados das auditorias de sistemas, mostrando que este tipo de auditoria tem contribuído para tornar a gestão pública municipal mais eficiente, eficaz e transparente.

Esta pesquisa propõe um modelo teórico chamado de Reengenharia Social onde os quatro atores governo, sociedade civil, academia e empresas atuam de forma interconectada com o objetivo de promover o inferior da pirâmide para o topo. Considerou-se os conceitos de Responsabilidade Social Corporativa, Sustentabilidade e Estratégia voltados para os países em desenvolvimento sob um novo olhar para o BOP: como mercado produtivo. O modelo retrata o processo através do qual os quatro atores atuam num ciclo virtuoso com oportunidades para o inferior da pirâmide com benefícios mútuos, sugerindo como consequência a redução da pobreza. As implicações deste modelo são examinadas para futuras pesquisas no processo de redução da pobreza.

As peculiaridades da atividade bancária - normalmente vista como fundamental à persecução do desenvolvimento, bem como bastante influenciada pelo direito - estimularam a emergência de um regime internacional de regulação da categoria. Tal advento se deu na esteira dos trabalhos realizados por organizações internacionais, como o Comitê da Basileia (BCBS) e o Comitê de Estabilidade Financeira (FSB), e em virtude da percepção de estarmos em um mundo no qual os mercados estão muito interligados, mas permanecem nacionalmente regulados. À parte da discussão do mérito e efetividade dos padrões regulatórios propostos por essas organizações, em um contexto no qual uma série de países busca implementá-los, interessa ao presente trabalho perscrutar os elementos que definem o grau adequado de discricionariedade de implementação conferida na formulação desses. A análise de tal problema sugere a existência de dois extremos a se evitar: a arbitragem regulatória e o one size fits all. Evitar a arbitragem regulatória é uma preocupação da literatura de regulação bancária que se traduz em conter uma variação muito acentuada entre os regimes regulatórios de diferentes jurisdições. Isso enseja três vetores favoráveis a um menor grau de discricionariedade, representado por desígnios de maior coordenação, maior competitividade e de evitar uma race to the bottom regulatória entre os países. Já evitar o one size fits all é uma preocupação recorrente da literatura de direito e desenvolvimento que sugere a necessidade de se atentar para as peculiaridades locais na formulação de políticas regulatórias. Por sua vez, isso enseja outros três vetores, dessa vez em direção a um maior grau de discricionariedade. Sendo esses representados por preocupações com a eficiência das medidas adotadas, com a garantia de um espaço de manobra que respeite a autodeterminação dos países - ao menos minorando eventuais déficits democráticos da estipulação de padrões internacionais - e com a viabilidade prática do experimentalismo. A fim de analisar esse problema e levando em conta esses extremos, propõe-se uma estratégia bipartida: a construção de um enquadramento teórico e a verificação de uma hipótese de pesquisa, segundo a qual um caso específico de regulação bancária pode demonstrar como esses elementos interagem na definição do grau de discricionariedade. Assim, em um primeiro momento - após a necessária contextualização e descrição metodológica - é construído um framework teórico do problema à luz da literatura da regulação bancária e do instrumental utilizado pelas discussões acerca do impacto do direito no desenvolvimento. Discussões essas que há anos têm abordado a formulação de padrões internacionais e a sua implementação em contextos nacionais diversos. Também nesse primeiro momento e como parte da construção dos alicerces teóricos, procede-se a um excurso que busca verificar a hipótese da confiança no sistema bancário ser uma espécie de baldio (common), bem como suas possíveis consequências. Partindo desse enquadramento, elege-se o segmento de regulação bancária relativo aos garantidores de depósito para uma análise de caso. Tal análise - realizada com subsídios provenientes de pesquisa bibliográfica e empírica - busca demonstrar com que grau de discricionariedade e de que forma se deu a formulação e implementação de padrões internacionais nesse segmento. Ao fim, analisa-se como os vetores determinantes do grau de discricionariedade interagem no caso dos garantidores de depósitos, bem como as sugestões possivelmente inferíveis dessa verificação para os demais segmentos da regulação bancária.

This paper is devoted to an examination of the main issues identified with Brazil’s barriers to growth in the long term. It begins with a decomposition of per capita and total GDP long term growth to identify the main proximate sources of Brazil’s growth deceleration. Most of the analysis in this part concentrates on factors affecting aggregate supply. The reason for this approach is that, within certain limits past experience reveals that it is easy to stimulate aggregate demand via fiscal and monetary stimuli in Brazil. The risk is on bumping into production capacity barriers, i.e., supply constraints. Five substantially diversified but interconnected issues have been raised in the literature as supply constraints, many of which associated to a rate of savings lower than deemed necessary for sustaining faster growth: the tax burden, institutional factors, infrastructure, finance and education. Accordingly, the paper also deals with the issues of a high an increasing tax burden, institutional shortcomings and policy settings, insufficient investment in infrastructure, insufficient long term financing, and educational shortcomings, as growth impediments. A survey of policies aimed at removing the barriers to growth thus identified is presented next. The paper concludes by bringing again to the fore the need to increase savings and investment for growth resumption and by speculating on the growth potential of Brazil, conditional on productivity and investment growth.

Através do presente trabalho, buscar-se-á analisar os efeitos e a extensão dos benefícios conferidos com a celebração do acordo de leniência com o Conselho Administrativo de Defesa Econômica (“CADE”), principalmente no que se refere à garantia de imunidade quanto às sanções administrativas. Nesse contexto, o presente trabalho procurará verificar se a celebração do acordo de leniência com o CADE extingue a ação punitiva da Administração Pública, ou seja, se nenhum outro ente da Administração Pública direta e indireta pode aplicar qualquer sanção administrativa à empresa leniente. Em outras palavras, se a imunidade prevista na Lei nº 12.529/2011 é restrita ao âmbito do CADE ou engloba toda a Administração Pública. Esse estudo revela-se importante, pois a possibilidade de outro órgão, também integrante da Administração pública, aplicar sanções administrativas à empresa leniente, violaria o sistema punitivo da Administração Pública, visto que o mesmo deve ser analisado e interpretado de maneira uniforme e interligada, além dos incentivos para a celebração do citado acordo de leniência serem reduzidos significativamente, caso outros órgãos da Administração Pública possam aplicar sanções administrativas, como, por exemplo, a declaração de inidoneidade. Portanto, a análise que será desenvolvida neste trabalho de conclusão de curso envolverá institutos e discussões presentes no Direito Administrativo e também no Direito Concorrencial Brasileiro, especificamente no que se refere aos benefícios garantidos com a celebração do acordo de leniência, instituto que foi criado para combater as práticas anticompetitivas colusivas.

Disease, injury, and age problems compromise human quality of life and continuously motivate the search for new and more efficacious therapeutic approaches. The field of Tissue Regeneration and Engineering has greatly evolved over the last years, mainly due to the combination of the important advances verified in Biomaterials Science and Engineering with those of Cell and Molecular Biology. In particular, a new and promising area arose – Nanomedicine – that takes advantage of the extremely small size and especial chemical and physical properties of Nanomaterials, offering powerful tools for health improvement. Research on Stem Cells, the self-renewing progenitors of body tissues, is also challenging to the medical and scientific communities, being expectable the appearance of new and exciting stem cell-based therapies in the next years. The control of cell behavior (namely, of cell proliferation and differentiation) is of key importance in devising strategies for Tissue Regeneration and Engineering. Cytokines, growth factors, transcription factors and other signaling molecules, most of them proteins, have been identified and found to regulate and support tissue development and regeneration. However, the application of these molecules in long-term regenerative processes requires their continuous presence at high concentrations as they usually present short half-lives at physiological conditions and may be rapidly cleared from the body. Alternatively, genes encoding such proteins can be introduced inside cells and be expressed using cell’s machinery, allowing an extended and more sustained production of the protein of interest (gene therapy). Genetic engineering of stem cells is particularly attractive because of their self-renewal capability and differentiation potential. For Tissue Regeneration and Engineering purposes, the patient’s own stem cells can be genetically engineered in vitro and, after, introduced in the body (with or without a scaffold) where they will not only modulate the behavior of native cells (stem cell-mediated gene therapy), but also directly participate in tissue repair. Cells can be genetically engineered using viral and non-viral systems. Viruses, as a result of millions of years of evolution, are very effective for the delivery of genes in several types of cells, including cells from primary sources. However, the risks associated with their use (like infection and immunogenic reactions) are driving the search for non-viral systems that will efficiently deliver genetic material into cells. Among them, chemical methods that are promising and being investigated use cationic molecules as carriers for DNA. In this case, gene delivery and gene expression level remain relatively low when primary cells are used. The main goal of this thesis was to develop and assess the in vitro potential of polyamidoamine (PAMAM) dendrimers based carriers to deliver genes to mesenchymal stem cells (MSCs). PAMAM dendrimers are monodispersive, hyperbranched and nanospherical molecules presenting unique characteristics that make them very attractive vehicles for both drug and gene delivery. Although they have been explored for gene delivery in a wide range of cell lines, the interaction and the usefulness of these molecules in the delivery of genes to MSCs remains a field to be explored. Adult MSCs were chosen for the studies due to their potential biomedical applications (they are considered multipotent cells) and because they present several advantages over embryonic stem cells, such as easy accessibility and the inexistence of ethical restrictions to their use. This thesis is divided in 5 interconnected chapters. Chapter I provides an overview of the current literature concerning the various non-viral systems investigated for gene delivery in MSCs. Attention is devoted to physical methods, as well as to chemical methods that make use of polymers (natural and synthetic), liposomes, and inorganic nanoparticles as gene delivery vectors. Also, it summarizes the current applications of genetically engineered mesenchymal stem cells using non-viral systems in regenerative medicine, with special focus on bone tissue regeneration. In Chapter II, the potential of native PAMAM dendrimers with amine termini to transfect MSCs is evaluated. The level of transfection achieved with the dendrimers is, in a first step, studied using a plasmid DNA (pDNA) encoding for the β-galactosidase reporter gene. The effect of dendrimer’s generation, cell passage number, and N:P ratio (where N= number of primary amines in the dendrimer; P= number of phosphate groups in the pDNA backbone) on the level of transfection is evaluated, being the values always very low. In a second step, a pDNA encoding for bone morphogenetic protein-2, a protein that is known for its role in MSCs proliferation and differentiation, is used. The BMP-2 content produced by transfected cells is evaluated by an ELISA assay and its effect on the osteogenic markers is analyzed through several classical assays including alkaline phosphatase activity (an early marker of osteogenesis), osteocalcin production, calcium deposition and mineralized nodules formation (late osteogenesis markers). Results show that a low transfection level is enough to induce in vitro osteogenic differentiation in MSCs. Next, from Chapter III to Chapter V, studies are shown where several strategies are adopted to change the interaction of PAMAM dendrimers with MSCs cell membrane and, as a consequence, to enhance the levels of gene delivery. In Chapter III, generations 5 and 6 of PAMAM dendrimers are surface functionalized with arginine-glycine-aspartic acid (RGD) containing peptides – experiments with dendrimers conjugated to 4, 8 and 16 RGD units were performed. The underlying concept is that by including the RGD integrin-binding motif in the design of the vectors and by forming RGD clusters, the level of transfection will increase as MSCs highly express integrins at their surface. Results show that cellular uptake of functionalized dendrimers and gene expression is enhanced in comparison with the native dendrimers. Furthermore, gene expression is dependent on both the electrostatic interaction established between the dendrimer moiety and the cell surface and the nanocluster RGD density. In Chapter IV, a new family of gene delivery vectors is synthesized consisting of a PAMAM dendrimer (generation 5) core randomly linked at the periphery to alkyl hydrophobic chains that vary in length and number. Herein, the idea is to take advantage of both the cationic nature of the dendrimer and the capacity of lipids to interact with biological membranes. These new vectors show a remarkable capacity for internalizing pDNA, being this effect positively correlated with the –CH2– content present in the hydrophobic corona. Gene expression is also greatly enhanced using the new vectors but, in this case, the higher efficiency is shown by the vectors containing the smallest hydrophobic chains. Finally, chapter V reports the synthesis, characterization and evaluation of novel gene delivery vectors based on PAMAM dendrimers (generation 5) conjugated to peptides with high affinity for MSCs membrane binding - for comparison, experiments are also done with a peptide with low affinity binding properties. These systems present low cytotoxicity and transfection efficiencies superior to those of native dendrimers and partially degraded dendrimers (Superfect®, a commercial product). Furthermore, with this biomimetic approach, the process of gene delivery is shown to be cell surface receptor-mediated. Overall, results show the potential of PAMAM dendrimers to be used, as such or modified, in Tissue Regeneration and Engineering. To our knowledge, this is the first time that PAMAM dendrimers are studied as gene delivery vehicles in this context and using, as target, a cell type with clinical relevancy. It is shown that the cationic nature of PAMAM dendrimers with amine termini can be synergistically combined with surface engineering approaches, which will ultimately result in suitable interactions with the cytoplasmic membrane and enhanced pDNA cellular entry and gene expression. Nevertheless, the quantity of pDNA detected inside cell nucleus is always very small when compared with the bigger amount reaching cytoplasm (accumulation of pDNA is evident in the perinuclear region), suggesting that the main barrier to transfection is the nuclear membrane. Future work can then be envisaged based on the versatility of these systems as biomedical molecular materials, such as the conjugation of PAMAM dendrimers to molecules able to bind nuclear membrane receptors and to promote nuclear translocation.

The career of civil engineer Henrique de Novaes, a remarkable figure in the academic, technical and political fields, demonstrates its extensive and relevant work across Brazil in the first half of the twentieth century. It covered from the design of water supply and sewage works, road and rail transport networks, works against drought in the Northeast, hydroelectric and harbor facilities to the urbanization planning and architectural projects, which displays a systematic and multiple production. City and territory conformed to his fields of verification, practical and above all, transformation. The search for understanding of the inclusion of a social actor in this process thus contributes to the specific analysis of the doings of Henrique de Novaes, who graduated at Polytechnic School of Rio de Janeiro in 1906. From a polymorphic activity in different scales, one tries to figure how, through academic education or professional practice, urban history in Brazil can be told or built. The introduction of technological innovations matched the purposes of planning and urban sprawl, as well as met the specifications of regulation and institutionalization of public infrastructure services at the time. The overall plans proposed by the engineer thought of the city as a whole, interconnected to the structural networks. At the same time, the knowledge of a larger physical scale the territory bounces back in the urban in a relationship of reciprocity and completeness. The objective research, therefore, tries to understand the roles played by Henrique de Novaes s works and academic education in the accomplishment of systematic modernization of Brazilian urban space and territory, recovering a little known historical figure by current historiography. It is proposed, as methodological axis, that the study of this professional career configures itself as an essential element for understanding the idea of progress embodied in the technical studies and proposals for improvements and sanitation nationwide in the first half of the twentieth century . The primary sources for the construction of this analysis were technical articles in journals of the period ( Clube de Engenharia , Viação e Revista Brasileira de Engenharia ), and technical reports, government messages, newspaper articles published at the time, autobiographical reports and the engineer s verbal communications with relatives. The work is structured in three chapters: "Biographical traces, academic education and 'technical and political' activities" illustrates the initiation into the technical, public and political environment; Chapter 2, "Technique and territory" outlines his network understanding through sanitation and transport services; Chapter 3 "Technique and City" describes the influence of polytechnics knowledge on the propositions of modernization of cities; Finally, "Final Thoughts: An Evaluation," presents an overview of the affiliations and practice of an engineer in the different scales, and its contribution to the modernization of Brazilian urban and territorial space

In the present study we elaborated algorithms by using concepts from percolation theory which analyze the connectivity conditions in geological models of petroleum reservoirs. From the petrophysical parameters such as permeability, porosity, transmittivity and others, which may be generated by any statistical process, it is possible to determine the portion of the model with more connected cells, what the interconnected wells are, and the critical path between injector and source wells. This allows to classify the reservoir according to the modeled petrophysical parameters. This also make it possible to determine the percentage of the reservoir to which each well is connected. Generally, the connected regions and the respective minima and/or maxima in the occurrence of the petrophysical parameters studied constitute a good manner to characterize a reservoir volumetrically. Therefore, the algorithms allow to optimize the positioning of wells, offering a preview of the general conditions of the given model s connectivity. The intent is not to evaluate geological models, but to show how to interpret the deposits, how their petrophysical characteristics are spatially distributed, and how the connections between the several parts of the system are resolved, showing their critical paths and backbones. The execution of these algorithms allows us to know the properties of the model s connectivity before the work on reservoir flux simulation is started

This research intends to narrate the journey of a simple man who was turned into a saint by a group of believers in Mossoró, west of Rio Grande do Norte. We recognized in the story of José Leite Santana, the "cangaceiro" Jararacá, an appropriated land to build an investigative approach of how characters as different as bandit and saint can be interconnected. From the believers speech, a narrative was created about these detachments of concepts based on the hero myth that is shown here as a part of men´s dealing with death

This thesis aims at producing knowledge by putting together various theories and empirical analyses. In other words, from an interdisciplinary approach within the Social Sciences and having as background Communication and the City, this work presents, in each chapter, a disciplinary field Literature, Architecture, History and Geography , with which they relate, exhibits its theoretical pillars and performs a case study as a factual and critical contribution, considering the urban spaces of Rio de Janeiro, Brasília, São Paulo and Natal. By so doing, the thesis covers the period from the end of the XIX to the beginning of the XXI Century. Overall, the thesis is an interconnected and dialogic set that points to a cosmology of plural knowledge

This work contains the problematic of sub-education among the population that was excluded from school attendance in the regular time, contributing to knowledge production about educational practices developed in EJA (the Young and Adult Education). It focuses on the Pedagogical proposal and on the experience in young and adult literacy in the context of the mobilization of people affected by dam building. It depicts the international, national and regional mobilization against huge dams building and the emergence of the Movement of Dam Affected People (MAB), highlighting their general project and registering their teaching performance, particularly in young and adult literacy. In methodological and theoretical approaches, two interconnected categories are considered: the historical entirety, essentially theoretical, and the young and adult education practice. Based on the entirety, it outlines a contextualized explanation about the stakeholder s situation and, respecting the second category, which is part of the first one, places literacy as one of the basic aspects of an omnilateral man upbringing. The study broaches a wide context of dams in the world, placing the socio-environmental effects resulting from dams building in Brazil, in Northeast region and in Paraíba, and emphasizing the consequences of Acauã Dam building in the Paraíba cities of Aroeiras, Itatuba and Natuba. It presents the particular context of the population affected by Acauã, summarizing a panoramic view about the involved Paraíba cities and learning the conditions of residents relocation. It appraises the educational project and the National-MAB literacy proposal, operationalized by Paraíba-MAB in resettlements sited on Acauã s surroundings. It ensures that, besides public policies including financing, the feasibility of literacy problem solution can be completed with Pedagogical actions attached to the target people peculiarities and immediate necessities, respecting actions connected through one comprehensive and contextualized educational project. It evaluates the young and adult literacy project developed in the restricted Paraíba-MAB area, as an example of a Pedagogical action minimally contextualized. Eventually, it recommends researchers and teachers in general, that are committed to this work perspective, to pay attention to the way they articulate discussions and participation, so as to contemplate these communities expectations and necessities in Pedagogical projects and spaces based on discussion, dialogue and collective reflection

The bobbin lace, a secular art in the process of extinction in the Village Ponta Negra in Natal, Brazil, was one of the main means of income generation for some families in town, but over time, there was growing disaffection of the younger generation to learn and practice this art, due to the high demand of time for production and insufficient and not guaranteed financial return . This project aims to promote the recovery of control over the product in the production of bobbin lace in the village of Ponta Negra, by design and implementation of a workshop for the transfer of drawing techniques in the Production Center of Craft in Village of Ponta Negra. This design was based on the methodology of Ergonomic Work Analysis and in the concepts of anthropotechnology and technology social. The ergonomic analysis, by advocating and enforcing the social and technical building, was essential for the modeling of this workshop, as allowed the construction of a social participative device , with the participation of the community groups and the external group of researchers, in a process of social construction technique. As a result, it was observed that the transfer of technical design of bobbin lace molds came to complement the learning of art office, providing solutions to promote the sustainable development of the group of tenants, in an attempt to reduce the risk of extinction eminent, and also contributed to reactivate a network of economic activities interconnected to the craft, such as the production of cushions, lace and easels
