Com esta dissertação pretende-se perceber qual a importância de um Sistema de Controlo Interno num processo de avaliação de desempenho na Administração Publica. Nesse sentido, e resultante da revisão de literatura, constata-se que a Auditoria tem vindo a assumir um papel preponderante na vida das instituições publicas e privadas, não se esgotando nos modelos de controlo meramente económico-financeiros, estabelecendo cada vez mais uma postura proactiva e de parceria estratégica na gestão das organizações. No que diz respeito ao Sistema Integrado de Gestão e Avaliação de Desempenho na Administração Publica(SIADAP) e passados quase 10 anos depois da sua aprovação, importa perceber o que pensam os seus protagonistas, avaliadores e avaliados. Para tal, propusemo-nos fazer um estudo, através de um inquérito por questionário, contando com a colaboração de 412 trabalhadores em funções publicas em instituições de ensino superior publico, do qual resultou um sinal de que apesar de grande parte dos trabalhadores fazerem um esforço para promover aquilo a que o SIADAP na sua essência se propôs, ou seja, a melhoria do desempenho e a qualidade dos serviços públicos, a analise de alguns comentários e sugestões indiciam que este processo está longe de ser consensual.

The Brazilian Northeast has been a constant subject for journalists of one of the world's leading media companies - The New York Times - between 1933 and 1945. This time, the US government implemented a new foreign policy for Latin America - known as the Good Neighbor Policy. It preached, various points including more respect and attention to the countries south of U.S. borders. Because of her geostrategic importance, Brazil was one of the countries that received the most attention of the bureaucracy and American press. This study investigates the multiple Northeast representations formulated in The New York Times' pages when the Americans were spotlight is on the region. It delineates similarities and differences between the NYT, the press and the governments of the United States and Brazil from the ways of conceiving this particular part of Brazil. Through the analysis of texts, photographs and maps, it is dedicated to establish connections between spaces, press and politics of the 1930s and 1940s. These decades there were relevant changes in the political landscape of both countries that permeated the news, reports and articles of NYT. Circumstances such as the 1935 armed uprisings - known as Communist Conspiracy - the installation and operation of the New State, and especially the Brazilian and US participation in World War II and the bilateral negotiations on the installation of US bases in Brazil were cardinal for the various Northeast images that circulated in the publication. The region was repeatedly subject of correspondent of the New York newspaper in Brazil, Frank M. Garcia, but also present on matters of professionals responsible for various sections: review of books, publishing, tourism, foreign affairs, etc. Along the investigated period, the visions of the region made in the articles published in the newspaper that suffered major metamorphoses. Starting with Northeast of the drought, famine and death recurrent in Brazilian literature to the most dangerous point for hemispheric defense, passing through representations of the American West lawless nineteenth century and the Latin America marked by the dominance of exotic nature and stagnation, a space to be transformed by the US technical knowledge.

Estoy aquí para compartir mi experiencia como bibliotecaria en la Biblioteca del Congreso de los Estados Unidos de Norteamérica, donde he trabajado durante 6 años. También voy a exponer el impacto que tiene la tecnología en nuestro trabajo -bases de datos e Internet.Mi división se llama "Servicio de Investigaciones del Congreso" y presta servicio de apoyo exclusivo y directo a los miembros del Congreso y a sus funcionarios. En este servicio trabajamos casi ochocientas personas -como abogados, expertos en ciencias sociales, economistas, y por supuesto bibliotecarios-. El ambiente de nuestra división es de una pequeña biblioteca dentro de la biblioteca más grande del mundo -con mucho trabajo y con fechas límites- para entrega de la información.

En la ponencia se trata de vincular el contexto de la denominada modemización de la gestión pública costarricense, referido al campo energético y de telecomunicaciones. En la ponencia se enfatiza el contexto histórico en que este proceso surge, los cambios que suceden en la década de los 90, demostrando cómo una serie de acciones llevaron a la inmovilidad en relación con la institución eje en dicha materia: el Instituto Costarricense de Electricidad. En el trabajo se hace un esfuerzo para ubicar el proyecto de modernización del ICE, enfatizando los errores cometidos, así como parte del debate en relación con dicha área, de la misma manera se sitúa la respuesta de una parte importante de la sociedad civil, demostrándose que la sociedad civil consideró inoportuno tanto la forma como el fondo del tratamiento en este caso.

América Latina es considerada la región más desigual del planeta. Es el Continente donde, según múltiples fuentes, las polarizaciones son mayores en diversos campos, y el acceso a las oportunidades es marcadamente disímil para los diferentes sectores sociales. ¿Cómo impacta la inequidad latinoamericana el fundamental campo de la salud? ¿Qué problemas determina en esta área decisiva de la vida de las sociedades, y qué obstáculos y trabas pone al avance de los esfuerzos para mejorar la salud?.A pesar de su clara relevancia, este tema ha sido limitadamente puesto a foco. El objetivo de este trabajo es llamar la atención sobre el mismo, y contribuir a estimular este debate tan necesario. Para ello se subraya, en primer término, el papel central de la salud para el desarrollo, se reseñan las amplias brechas que existen, a pesar de ello, a nivel mundial entre países, y a su interior, se encaran ciertos difundidos mitos sobre cómo superar los problemas en salud, se exploran algunos de los principales impactos de la desigualdad de América Latina sobre aspectos básicos del campo de la salud y, finalmente, se sugieren algunas líneas de la gran tarea por realizar para enfrentar el peso de la inequidad sobre la salud pública.

El déficit fiscal es una de las variables macroeconómicas que ha adquirido mayor importancia desde la década de los años ochenta y particularmente en los años noventa, en la economía costarricense. Una consecuencia directa de la existencia de déficits fiscales sostenidos es la acumulación de una deuda pública creciente.Antes de los años ochenta el déficit fiscal en Costa Rica se cubrió fundamentalmente con deduda externa; la cual era de fácil acceso en los mercados financieros internacionales, ante la existencia de una sobre oferta de fondos prestables, generado por los petrodólares. Sin embargo, con la crisis económica que experimentó Costa Rica en los primeros años de la década pasada y con el endurecimiento del acceso al financiamiento externo, el país empezó a recurrir cada vez con más frecuencia al endeudamiento interno.

Collection of triatomines in domestic, peridomestic and sylvatic environments in states of Bahia and Rio Grande do Sul, Northeastern and Southern Brazil respectively, and isolation of Trypanosoma cruzi strains. First, the captured triatomines were identified using insect identification keys, then their intestinal content was examined by abdominal compression, and the samples containing trypanosomatid forms were inoculated in LIT medium and Swiss mice. Six triatomine species were collected in cities in Bahia, namely Panstrongylus geniculatus (01), Triatoma melanocephala (11), T. lenti (94), T. pseudomaculata (02), T. sherlocki (26) and T. sordida (460), and two in cities in Rio Grande do Sul, namely T. circummaculata (11) and T. rubrovaria (115). Out of the specimens examined, T. cruzi was isolated from 28 triatomine divided into four different species: T. melanocephala (one), T. lenti (one), T. rubrovaria (16) and T. sordida (10). Their index of natural infection by T. cruzi was 6.4%. The isolation of T. cruzi strains from triatomines found in domestic and peridomestic areas shows the potential risk of transmission of Chagas disease in the studied cities. The maintenance of those T. cruzi strains in laboratory is intended to promote studies that facilitate the understanding of the parasite-vector-host relationship.

Quantification of dermal exposure to pesticides in rural workers, used in risk assessment, can be performed with different techniques such as patches or whole body evaluation. However, the wide variety of methods can jeopardize the process by producing disparate results, depending on the principles in sample collection. A critical review was thus performed on the main techniques for quantifying dermal exposure, calling attention to this issue and the need to establish a single methodology for quantification of dermal exposure in rural workers. Such harmonization of different techniques should help achieve safer and healthier working conditions. Techniques that can provide reliable exposure data are an essential first step towards avoiding harm to workers' health.

This article analyzes food insecurity and hunger in Brazilian families with children under five years of age. This was a nationally representative cross-sectional study using data from the National Demographic and Health Survey on Women and Children (PNDS-2006), in which the outcome variable was moderate to severe food insecurity, measured by the Brazilian Food Insecurity Scale (EBIA). Prevalence estimates and prevalence ratios were generated with 95% confidence intervals. The results showed a high prevalence of moderate to severe food insecurity, concentrated in the North and Northeast regions (30.7%), in economic classes D and E (34%), and in beneficiaries of conditional cash transfer programs (36.5%). Multivariate analysis showed that the socioeconomic relative risks (beneficiaries of conditional cash transfers), regional relative risks (North and Northeast regions), and economic relative risks (classes D and E) were 1.8, 2.0 and 2.4, respectively. Aggregation of the three risks showed 48% of families with moderate to severe food insecurity, meaning that adults and children were going hungry during the three months preceding the survey.

Frailty is a syndrome that leads to practical harm in the lives of elders, since it is related to increased risk of dependency, falls, hospitalization, institutionalization, and death. The objective of this systematic review was to identify the socio-demographic, psycho-behavioral, health-related, nutritional, and lifestyle factors associated with frailty in the elderly. A total of 4,183 studies published from 2001 to 2013 were detected in the databases, and 182 complete articles were selected. After a comprehensive reading and application of selection criteria, 35 eligible articles remained for analysis. The main factors associated with frailty were: age, female gender, black race/color, schooling, income, cardiovascular diseases, number of comorbidities/diseases, functional incapacity, poor self-rated health, depressive symptoms, cognitive function, body mass index, smoking, and alcohol use. Knowledge of the complexity of determinants of frailty can assist the formulation of measures for prevention and early intervention, thereby contributing to better quality of life for the elderly.

A literature review was conducted aiming to understand the interface between the Intellectual Disability and Mental Health fields and to contribute to mitigating the path of institutionalizing individuals with intellectual deficiencies. The so-called dual diagnosis phenomenon remains underestimated in Brazil but is the object of research and specific public policy internationally. This phenomenon alerts us to the prevalence of mental health problems in those with intellectual disabilities, limiting their social inclusion. The findings reinforce the importance of this theme and indicate possible diagnostic invisibility of the development of mental illness in those with intellectual disabilities in Brazil, which may contribute to sustaining psychiatric institutionalization of this population.

This study aimed to characterize which regulatory logics (other than government regulation) result in healthcare output, using a two-stage qualitative study in two municipalities in the ABCD Paulista region in São Paulo State, Brazil. The first stage included interviews with strategic actors (managers and policymakers) and key health professionals. The second phase collected life histories from 18 individuals with high health-services utilization rates. An analysis of the researchers' involvement in the field allowed a better understanding of the narratives. Four regulatory systems were characterized (governmental, professional, clientelistic, and lay), indicating that regulation is a field in constant dispute, a social production. Users' action produces healthcare maps that reveal the existence of other possible health system arrangements, calling on us to test shared management of healthcare between health teams and users as a promising path to the urgent need to reinvent health.
