Fue  durante este periodo cuando el Estado comenzó a  surgir  como factor político y social de  importancia: se establecieron las bases legales para una reforma social y se crearon las  instituciones para la administración de esas reformas. Fue también durante ese periodo cuando surgieron fundamentales y persistentes segmentaciones políticas. También por primera vez los grupos políticos organizados comenzaron a  jugar un papel continuo e importante en la determinación de una interrogante básico de la problemática social ¿Quien consigue que, como y cuando?

ResumenDiscusión sobre las más importantes obras acerca de la Guerra Civil de 1948. Las formas de entender los orígenes de la guerra son debilitadas por la existencia de recursos empíricos cuestionables y por dudosas conclusiones teóricas. En este artículo se esboza una forma alternativa de conceptualizar un conflicto que explica las inquietudes no resueltas por los estudios principales de la Guerra Civil de 1948.

The International Brigades are typically viewed as a fighting force whose impetus came from the Comintern, and thus from within the walls of the Kremlin. If the assumption is essentially correct, the broader relation between Stalin’s USSR and the IB has received little attention. This chapter constitutes an empirically-based study of the Soviet role not only in the formation of the IB, but of the Red Army’s collaboration with IB units, and Moscow’s role in the climax and denouement of the brigadistas’ Spanish experience. This study’s principal conclusion is twofold: First, that the creation and sustenance of the IB was part of Stalin’s goal of linking the Loyalist cause with that of the Soviet Union and international communism, a component of a larger geo-strategic gamble which sought to create united opposition to the fascist menace, one which might eventually bring Moscow and the West into a closer alliance. The second conclusion is that the IB, like the broader projection of Soviet power and influence into the Spanish theater, was an overly ambitious operational failure whose abortive retreat is indicative of the basic weakness of the Stalinist regime in the years prior to the Second World War.

Sir Adam Beck ( a London, Ontario manufacturer, Mayor and Conservative member of the provincial legislature) was a champion of municipal and provincial power ownership. Beck become the “Power Minister” and chairman of the Hydro-Electric Power Commission of Ontario which was the world’s first publicly owned utility. In 1925 the first unit of the Hydro Electric Power Commission’s Queenston Chippawa hydro-electric development on the Niagara River went into service. The station was renamed in 1950 as “Sir Adam Beck #1”. This marked the 25th anniversary of Beck’s death. This is one of 2 generating stations in Niagara Falls. There is also Adam Beck Plant #2. The Niagara generating stations supply one quarter of all power used in New York State and Ontario.Ontario Hydro has two water tunnels which traverse the entire City of Niagara Falls from the Village of Chippawa in the South to the Sir Adam Beck Hydro Electric Generating Stations in the North. Also they are in the process of building the third tunnel. In addition, Ontario Hydro has a 13.6 km open canal which traverses the entire City of Niagara Falls.
