The chapter maps these trade versus culture developments in the WTO and the positions of the European Union (EU or the Union) and its member states, which were not always coherent. It also looks at the actual results of the trade versus culture contestation – that is, the rules on trade in goods and services in the WTO and how they reflect the need for more policy space in matters of cultural policy, which the EU so ardently pressed for. The chapter further analyses the evolution of both the international trade regulation and the discourse on cultural policy. This discourse has in fact undergone a major transformation in the last two decades, as it has moved from the ‘exception culturelle’ rhetoric, which dominated the Uruguay trade talks, towards a more positive but also more pro-active agenda under the slogan of cultural diversity. The EU has been a major driver of this transformation, which has succeeded in mobilising the international community and ultimately led to the adoption of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions. The chapter concludes by appraisal of the current state of the debate situating it into the broader picture of contemporary global governance. It asks how the EU could effectively pursue its cultural policy aspirations and endorse its cultural diversity agenda in a world of complexity and rapid technological change, in particular in view of the affordances of digital media.

This paper seeks to assess the degree to which Poland exercises power and influence in the European Union. It employs Poland's policy towards its eastern neighbours as a case study, and, in doing so, contributes to two wider scholarly debates on how EU policy towards Russia, Ukraine and Belarus is made, and also the broader question of the evolving nature of the relationship between the European Union and its Member States. In doing so, it employs a synthetic framework that brings together the approaches for studying the power and influence of a given Member State that were developed by Wallace et al (2005), Tallberg (2008) and Moravcsik (1991, 1993, 1998). It concludes that Polish influence has been low. © 2010 Macmillan Publishers Ltd.

The ambitious and comprehensive Transatlantic Trade and Investment Partnership Agreement (TTIP/TAFTA) agreement between the European Union and United States is now being negotiated and may have far-reaching consequences for health services. The agreement extends to government procurement, investment, and further regulatory cooperation. In this article, we focus on the United Kingdom National Health Service and how these negotiations can limit policy space to change policies and to regulate in relation to health services, pharmaceuticals, medical devices, and health industries. The negotiation of TTIP/TAFTA has the potential to "harmonize" more corporate-friendly regulation, resulting in higher costs and loss of policy space, an example of "trade creep" that potentially compromises health equity, public health, and safety concerns across the Atlantic.

Este artículo pasa revista al proceso de diálogo entre la Unión Europea y la Comunidad Andina. Los requerimientos establecidos por la UE para los acuerdos de asociación y la posibilidad de que los mismos sean cumplidos por los países de la CAN son analizados por el autor, quien señala que la falta de "profundidad" y una serie de obstáculos políticos e institucionales están vigentes en el grupo andino, lo que de alguna forma restringe la consolidación de espacios a nivel internacional. García señala que un Acuerdo de Asociación con la UE podría fortalecer la cooperación en lo que a cohesión social andina se refiere.

The EU Arctic policy, initiated in the European Commission’s Communication “The European Union and the Arctic region” in 2008, was created to respond to the rising expectations that the European Union would have a bigger stake in this region which was gaining in importance due to its ecologic vulnerability, economic potential and clashing political interests of the global powers. Whether the European Union managed to establish itself as a significant actor in the Arctic through this new policy is open for discussion. Arguably, while the genuine interest and influence of the EU institutions was there to give a kick-start to this initiative, the pressure of the traditional and still dominant members of the regional Arctic system has been sufficient so far to effectively prevent it from realizing its full potential.

I am still trying to process the shock of the UK referendum, which has dealt a historic blow to the European Union and has alerted us to the danger of the wave of anti-establishment and anti-elite sentiments shaking up developed nations, and bringing about disastrous decisions that cannot be easily reversed. These movements are present in many European countries; we cannot underestimate the dangers of tumbling down the slippery slope of nationalism, which could put the very survival of the Union into question. A response from the EU, or from a smaller circle of its founding or main members, is necessary – as long as we can identify meaningful goals.

Este artículo presenta un breve análisis de la situación actual de las negociaciones para establecer un Acuerdo de Asociación entre la Unión Europea y la Comunidad Andina, tomando como punto de partida los resultados de IV Cumbre Unión Europea-América Latina y el Caribe, realizada en Viena, Austria en el 2006, como también las últimas decisiones del Consejo Presidencial Andino, en donde se pueden apreciar algunos elementos definitorios de lo que podría ser la integración con Europa, la cual, sin lugar a dudas, constituye una prioridad para los países andinos y para el resto de países latinoamericanos.

The perception of the present state of trade relations with Chile is obscured by a lack of adequate understanding of its legal framework as well as of the policy behind it. This study attempts to clarify the present state of and future prospects for trade between the EU and Chile through an examination of previous agreements and the EU’s new approach to trade liberalisation. The authors agree with the large consensus existing on both the EU and Chilean sides regarding the efficacy of the Association Agreement, but note that any extension of an agreement with Chile should capture the spirit of older EU agreements rather than simply following the ‘NAFTA route’. The study also includes a comparative analysis between the EU-Chile agreement and current trade agreements being negotiated by the EU and Chile with third countries.
