Leisure is in the vanguard of a social and cultural revolution which is replacing the former East/West political bipolarity with a globalised economic system in which the new Europe has a central rôle. Within this revolution, leisure, including recreation, culture and tourism, is constructed as the epitome of successful capitalist development; the very legitimisation of the global transmogrification from a production to a consumption orientation. While acting as a direct encouragement to the political transformation in many eastern European states, it is uncertain how the issue of leisure policy is being handled, given its centrality to the new economic order. This paper therefore examines the experience of western Europe, considering in particular the degree to which the newly-created Department of National Heritage in the UK provides a potential model for leisure development and policy integration in the new Europe. Despite an official rhetoric of support and promotion of leisure activities, reflecting the growing economic significance of tourism and the positive relationship between leisure provision and regional economic development, the paper establishes that in the place of the traditional rôle of the state in promoting leisure interests, the introduction of the Department has signified a shift to the use of leisure to promote the Government's interests, particularly in regenerating citizen rights claims towards the market. While an institution such as the Department of National Heritage may have relevance to emerging states as a element in the maintenance of political hegemony, therefore, it is questionable how far it can be viewed as a promoter or protector of leisure as a signifier of a newly-won political, economic and cultural freedom throughout Europe.

Local food initiatives create a niche market in many developed countries where consumer choice is being met with an expanding offering in both conventional as well as complementary retail outlets. Supermarkets in conjunction with the food service sector currently dominate food sales and consumption, and are likely to do so for the foreseeable future. However, the local food sector offers an opportunity for implementing niche marketing strategies for many businesses. Local food activities tend to be relatively independent activities and a clearer definition for “local” food would assist in consolidating this important component of the food system. Related to this, consumers would benefit from the establishment of some form of assurance system for the ‘localness’ of food. In the UK, with its well established local food market, farmers’ markets, farm shops and box schemes are currently having the largest impact in terms of total sales. Hence further research is required to confirm that support for similar business ventures in Australia would be a viable strategy for strengthening its local food systems.

Organizations require effective service management in order to meet business service levels and reduce costs in the operation of information systems. There is a growing body of knowledge that describes the rationale and the outcome of these experiences. These cases indicate that the capabilities and processes of the organization are important factors in achieving success. Our review of the literature considers both the hard and soft factors such as service processes and trust in service partners. These factors are explored through a longitudinal case study designed to provide insights into how the environment sets the parameters for service management. The selected case analyses the organization changes to its service management approaches during a period of several years. Results are discussed from both practitioner and theoretical viewpoints with proposals for further research.

Purpose – This paper aims to provide a brief re´sume´ of previous research which has analysed the impact of e-commerce on retail real estate in the UK, and to examine the important marketing role of the internet for shopping centre managers, and retail landlords. Design/methodology/approach – Based on the results from a wider study carried out in 2003, the paper uses case studies from two different shopping centres in the UK, and documents the innovative uses of both web-based marketing and online retailing by organisations that historically have not directly been involved in the retailing process. Findings – The paper highlights the importance of considering online sales within a multi-channel approach to retailing. The two types of emerging shopping centre model which are identified are characterised by their ultimate relationship with the physical shopping centre on whose web site they reside. These can be summarised as: the “centre-led” approach, and the “brand-led” or “marketing-led” approach. Research limitations/implications – The research is based on a limited number of in-depth case studies and secondary data. Further research is needed to monitor the continuing impact of e-commerce on retail property and the marketing strategies of shopping centre managers and owners. Practical implications – Internet-based sales provide an important adjunct to conventional retail sales and an important source of potential risk for landlords and tenants in the real estate investment market. Regardless of whether retailers use the internet as a sales channel, as a product-sourcing tool, or merely to provide information to the consumer, the internet has become a keystone within the greater retail marketing mix. The findings have ramifications for understanding the way in which landlords are structuring their retail property to defray potential risks. Originality/value – The paper examines shopping centre online marketing models for the first time in detail, and will be of value to retail occupiers, owners and other stakeholders of shopping centres.

Insect pollination is important for food production globally and apples are one of the major fruit crops which are reliant on this ecosystem service. It is fundamentally important that the full range of benefits of insect pollination to crop production are understood, if the costs of interventions aiming to enhance pollination are to be compared against the costs of the interventions themselves. Most previous studies have simply assessed the benefits of pollination to crop yield and ignored quality benefits and how these translate through to economic values. In the present study we examine the influence of insect pollination services on farmgate output of two important UK apple varieties; Gala and Cox. Using field experiments, we quantify the influence of insect pollination on yield and importantly quality and whether either may be limited by sub-optimal insect pollination. Using an expanded bioeconomic model we value insect pollination to UK apple production and establish the potential for improvement through pollination service management. We show that insects are essential in the production of both varieties of apple in the UK and contribute a total of £36.7 million per annum, over £6 million more than the value calculated using more conventional dependence ratio methods. Insect pollination not only affects the quantity of production but can also have marked impacts on the quality of apples, influencing size, shape and effecting their classification for market. These effects are variety specific however. Due to the influence of pollination on both yield and quality in Gala, there is potential for insect pollination services to improve UK output by up to £5.7 million per annum. Our research shows that continued pollinator decline could have serious financial implications for the apple industry but there is considerable scope through management of wild pollinators or using managed pollinator augmentation, to improve the quality of production. Furthermore, we show that it is critically important to consider all production parameters including quality, varietal differences and management costs when valuing the pollination service of any crop so investment in pollinator management can be proportional to its contribution.

National food control systems are vital tools in governing the safety and quality of food intended for human consumption. This study of the Omani system was conducted to evaluate the effectiveness of the current food controls in place for protecting, in particular, the public health from emerging biological and chemical hazards. In response to this situation, a survey was undertaken within the different food safety authorities in Oman to examine the different elements of the national food control systems in terms of their existing food control management, food legislation, food inspection, food analysis laboratories and information, education and communications. Officials from the different authorities were interviewed and results were captured in prepared questionnaires. Overall examinations of the challenges, strength and weakness of the existing system have been highlighted. The findings of the study indicate significant progress is being made and the creation by the government of a national Centre for Food Safety and Quality is a significant positive step.

Living and selling a dream: Lifestyle entrepreneurship in the intersection between family, market and political rhetoric The article focuses on lifestyle entrepreneurship, characterised by a balancing work between personal lifestyle motives and economic motives. It builds on a qualitative study of business owners who have realized a life dream of starting a countryside business in the tourism and hospitality industry in Sweden. Through the notion of ”balancing work”, the analysis focuses on the tension between a personal life sphere and a market. In particular, the analysis highlights how the notion of ”the life dream” emerges as a narrative practice of self-realization, simultaneously as it is offered as an experience product. The analysis demonstrates how the entrepreneurs balance between personal stories of togetherness and marketing practices, between images of right and wrong commodification, and between constraining working conditions and a popular image of the successful entrepreneur, reinforced by a political discourse on rural entrepreneurship. It is concluded that balancing work between personal identities and economic practices is a practice of valuation, offering new insights into working conditions and markets situated in the intersection between markets and personal life spheres.

The developed democracies only have results or crystallise, when the exercise of the government policies has two dimensions: the first one, is the dimension of the government decisions making: in which, the governor accomplishes the priorities and orientations submitted to the population by electoral decisions. Then the second dimension, is the functionality of the State: capable to transform policies into convergent actions for accomplishment of the negotiated results. The consolidation of the democracy and the consequent increase of the social demand by decisions and public and government lawsuits, able to generate results that attend collectively the different levels of the society and able to aggregate and articulate additional values to their interests, imposes to the public sector administration, great challenges of public policies. Nowadays, the indispensable condition to guarantee a minimum governmental benchmark, it to overcome these challenges, in the plan of the public administration, demanded for the promotion of the economic development, in the democratic scope, to reach the politician-institutional values of the society. However, It is undeniable, the universality of the challenges of public administration that consequently, are the effects of modern administrative systems. To attempt the best result, the mast satisfy the attributes of speed, flexibility, integration and innovation, amongst others. The diffusion of guided doctrines of public management by results is reflecting in the institutionalization of new types of bureaucratic activities and amongst this context, it is distinguished as a basic importance of what we call Performance Audit. This work intends to describe how the control organs and especially the Accounts Court of the Union, the sensitive demands of the society, and attending to new constitutional order, they are structuring itself to face the new organizational and institutional challenges, in consequence of the gradual redefinition of your task, more and more liable uncertainties, current of the intimate nature of the performance audit, in development, face the traditional audit, which characterizes them in general. Therefore, the main goal of this these, is the analysis of the organizational challenges and consequently ,the lawsuits changes of the organizational structures faced in general by the Brazilian¿s Accounts Courts, which we believe, will help to elaborate paths of propulsive evaluating and restrictive elements to the innovations that are intended to introduce the systems of necessary control in the evaluation of government programs.

O objetivo deste trabalho é mostrar através de um estudo de caso que a implantação de um modelo de organização da produção e do trabalho baseado na gestão por processos pode acenar com uma perspectiva pós-fordista para a atividade de operação de sistemas de energia elétrica. As grandes empresas brasileiras do setor de energia elétrica adotaram, desde a sua criação, um modelo organizacional com base nas funções gerenciais propostas por Henri Fayol, sendo estruturadas de forma vertical e hierárquica. Por outro lado, as tarefas realizadas nas salas de controle dos Centros de Operação dessas empresas se processam de acordo com a forma preconizada pelo sistema de Administração Científica de Frederick Taylor e pelos princípios propostos por Henry Ford. Porém, em decorrência da mudança do modelo institucional do setor de energia, ocorrida em meados da década de 90, além da maior conscientização da sociedade a respeito dos seus direitos de cidadania e também da busca dos trabalhadores pela democratização nas relações sociais em seu ambiente de trabalho, as empresas de energia elétrica foram compelidas a buscar novas formas de gestão mais adequadas ao novo cenário cultural, político, social e econômico. Em FURNAS, como nova forma de organização da produção e do trabalho, o Departamento de Operação do Sistema resolveu adotar um sistema baseado na gestão por processos que respeita a estrutura funcional da Empresa, formando, assim, uma estrutura organizacional matricial. Por outro lado, observou-se que, dependendo da forma de implantação e dos mecanismos de gestão adotados, esse novo sistema podia acenar com uma perspectiva pós-fordista para a atividade de operação de sistemas elétricos de grande porte que, tipicamente, no Brasil, é desenvolvida por empresas fayolistas, segundo uma perspectiva taylorista-fordista. Para verificar se essa possibilidade se concretizou foi realizada uma pesquisa que abrangeu os cinco Centros de Operação do Departamento de Operação do Sistema de FURNAS Centrais Elétricas S.A., tomando como elemento-chave a seguinte caracterização do paradigma do pós-fordismo: diferenciação integrada da organização da produção e do trabalho sob a trajetória de inovação tecnológica em direção à ~ democratização das relações sociais nos sistemas-empresa. O trabalho apresenta a percepção da evolução nos relacionamentos interpessoais e a percepção das ações gerenciais empreendidas visando a implantação do novo sistema, bem como também mostra as transformações ocorridas no tocante à democratização das relaçõe~ sociais no Departamento, entre outros fatores que substanciam a pesquisa, cujo resultado aponta para uma nova forma de gestão do trabalho e da produção em que essas relações sociais tendem a ser pautadas por ações gerenciais dialógicas que caracterizam a perspectiva pós-fordista.

O objetivo deste estudo foi analisar em que medida o Instituto de Criminalística, órgão da administração pública direta de Minas Gerais, alinhou a sua gestão administrativa e de pessoal às diretrizes do Choque de Gestão. Decorridos oito anos desde o início da implantação dessa política pública, a questão cabe averiguação a fim de se saber o quanto dos novos ideais foram disseminados e assimilados em uma das instituições a qual essa política se comprometera a modernizar. Ao abordar a medida da relação existente entre o Choque de Gestão e o Instituto de Criminalística, este estudo visou compreender quantos velhos paradigmas foram quebrados e quantos novos conceitos foram assimilados para fazer a administração pública voltar-se para quem de fato foi criada e a quem deve servir: o povo. Para subsidiar as pesquisas, este estudo abrangeu uma análise dos referenciais teóricos que faceiam as questões relevantes à Nova Administração Pública e impactaram diretamente a concepção do Choque de Gestão, mas levando em conta os referenciais próprios dessa política. A pesquisa de campo consistiu de uma abordagem do fenômeno em seu palco de acontecimento, feita por meio de observação-participante, de entrevistas e questionários junto aos principais atores do cenário pesquisado: servidores e gestores de linha e clientes. Os resultados mostraram que, inobstante, o Choque de Gestão apresentar-se como um plano estruturado e bem intencionado, a sua proposta de transformação ainda não causou ressonância naquela ponta do serviço público, posto que diversos conceitos propalados por essa política confrontam-se com antigos valores, derivados de práticas anteriores. Sendo assim, acredita-se que a efetivação das diretrizes do Choque de Gestão está condicionada à adesão dos gestores e servidores de linha a essas propostas e, para tanto, as instâncias superiores de governo deverão agir para garantir essa adesão.

O objetivo desta pesquisa foi analisar o desenho institucional do controle externo sobre os contratos de gestão no âmbito do Tribunal de Contas do estado de Pernambuco quanto a sua aderência aos conteúdos da lei estadual que disciplina as Organizações Sociais e quanto a sua observância por parte dos atores envolvidos: Administração Pública, técnicos do tribunal de contas e membros do seu corpo julgador. Foram assumidas as seguintes premissas: que os novos arranjos de prestação de serviços públicos, por meio de parcerias com as Organizações Sociais, demandam por parte dos Tribunais de Contas desenhos institucionais de fiscalização específicos, que a pesar de variáveis devem primar por sua capacidade de revelar informações; que o processo de formatação destes desenhos institucionais deve ser dinâmico, permitindo-se que as contigências experimentadas na sua implementação possam contribuir no seu aperfeiçoamento; e que esses desenhos institucionais geram impacto no comportamento dos atores envolvidos. O estudo foi realizado por meio de pesquisa documental. A metodologia qualitativa de análise de conteúdo foi escolhida para análise dos dados. Os resultados da pesquisa permitiram concluir que o desenho institucional de controle dos contratos de gestão no âmbito do TCE-PE caracteriza-se por sua fragilidade como mecanismo de revelação de informação e, consequentemente, não contribui para a redução da assimetria de informação que se estabelece com a implementação dos contratos de gestão. Adicionalmente, compromete e limita o desempenho do Tribunal de Contas no controle destes ajustes. Verificou-se, também, uma a baixa observância do desenho institucional identificado, em que pese sua fragilidade, por parte dos atores envolvidos no controle dos contratos de gestão, implicando em uma baixa institucionalização deste desenho. Os resultados devem proporcionar uma rediscussão acerca dos mecanismos de controle dos contratos de gestão por parte do TCE-PE, que poderá resultar em um novo desenho institucional com vistas a conferir maior transparência às parcerias com as Organizações Sociais.

Gerir o conhecimento representa uma nova responsabilidade da administração pública para que ela possa aumentar a efetividade dos serviços prestados e melhorar a sociedade a qual serve, na medida em que auxilia as organizações a enfrentar novos desafios, implantar práticas inovadoras de gestão e melhorar a qualidade dos processos, produtos e serviços públicos. Considerando que o processo de gestão do conhecimento compreende cinco etapas representadas por identificar, criar, armazenar, compartilhar e utilizar o conhecimento organizacional, o mapeamento inicial das práticas de GC já existentes na criminalística federal reveste-se de fundamental importância. Como se referem a práticas relativamente novas no contexto das organizações – notadamente nas públicas – diversos métodos de avaliação de implementação de práticas de GC foram identificados. Nesse contexto, uma vez que a perícia criminal federal apresenta-se como uma organização que pretende implementar práticas relacionadas à GC, não havendo, porém, até o momento, qualquer iniciativa institucionalizada nesse sentido, a escolha da metodologia recaiu sobre o modelo proposto pelo IPEA. Quanto à pesquisa, tendo em mente o problema e os objetivos propostos, optou-se por uma investigação descritiva, explicativa e aplicada, onde se buscou construir um amplo referencial teórico com descrição detalhada dos aspectos abordados no decorrer do estudo. Os trabalhos envolveram, ainda, pesquisa de campo, bibliográfica e estudo de caso. Os resultados permitiram concluir que a criminalística federal encontra-se em fase de iniciação em gestão do conhecimento, situação em que começa a reconhecer a importância e a necessidade de gerenciar o conhecimento originado no contexto de suas atividades e que está inserido na organização por meio de seus integrantes. Verificou-se, ainda, no decorrer da pesquisa, ações pontuais dispersas na perícia criminal federal voltadas à sistematizar as informações e conhecimentos insertos na instituição.

The thesis entitled The administrative reform and social political management in Mossoró: the institutional and social staff's falacy. Comprehends a moment of apprehensiveness and analysis in the reestrcturing process of the city, whose process will show the formation of strategies and deployment of its relation with the social political affectiveness. It represents a single moment in the approach of such a kind of experience in the city. The analysis starts from the third mandate of the Mayor Rosalba Ciarlini Rosado, during the quadriennium 2001/2004, for being the time in which the public management got materialized, such as in the operational way of the social politics. For that, we delimitate this study in two distinct moments: the first one refers to the reform elaboration from the creation of the additional law nº 001/2000 GP/PMM: the second one refers to a practical reform from the social and institutional staff's speech. Within that scenary it was seen that the approaching, though partially, the State Reform and, consequently, the master plan of the state apparatus, which were made of theoretical matrices of such a project locally. However, that is a complex experience, that required the use of field and documental research for the proposed investigation and at the same time, prove the guiding hypothesis of it, what means a grouping of areas like: education, healthy, and social development in only one department City Citizenship Department that is able to materialize a new intitutional arrangement, according to the management principles in the public administration at the govern local level, configuring a reform and not just an institutional adequacy. In that context, it got necessary to apprehending the institutional and social actors' falacy as a way to prove or not the presented hypothesis. Among the first staff, we have the mayor's direct leaders and advisors' perception that express the politcal administrative aspects of the reform and, in the second, the perception of the political view of what has changed concerning the management of the social politics

The increasing competitiveness of the construction industry, set in an economic environment in which the offer is now greater than the demand , causes the prices of many products and services, are strongly influenced by the processes of production and the final consumer. Thus, to become more competitive in the market and construction companies are seeking new alternatives to reduce and control costs, production processes and tools that allow for close monitoring of the construction schedule, with the consequent compliance deadline with the client. Based on this scenario, the creation of control tools, service management and planning work emerges as an investment opportunity and an area that can promote great benefits to construction companies. The goal of this work is to present a system of planning, service management and costs control that through worksheets provide information relating to the production phase of the work, allowing the visualization of possible irregularities in the planning and cost of the enterprise, enabling the company to take steps to achieve the goals of the enterprise in question, and correct them when necessary. The developed system has been used in a piece of real estate in Rio Grande do Norte, and the results showed that its use together allowed the construction company to accompany their results and take corrective and preventive actions during the production process, efficiently and effective
