Atualmente, existe uma constante necessidade de inovação tecnológica e organizacional das empresas, face às exigências do mercado e ao aumento constante da competitividade. No contexto da economia atual, e para contrariar a falta de investimento dos últimos anos, as empresas concentram-se no desenvolvimento de negócios bem estruturados e organizados, que satisfaçam as exigências de cada cliente. Revela-se, assim, muito importante a avaliação de desempenho para o alcance do seu sucesso, permitindo alinhar as atividades operacionais com a visão organizacional, fomentar a comunicação da estratégia e gerir o seu desempenho. É neste contexto que ganha importância o Balanced Scorecard, um instrumento que permite avaliar o desempenho organizacional, funcionando também como uma ferramenta de gestão. Tem, portanto, como principais objetivos definir claramente uma estratégia, definir objetivos, indicadores e medidas estratégicas, planear e estabelecer metas e melhorar continuamente os resultados obtidos. Esta ferramenta analisa a organização em quatro diferentes perspetivas: financeira, clientes, processos internos e apendizagem e crescimento. Cada uma delas deve estrututrar os seus próprios objetivos, indicadores, metas e iniciativas de forma a contribuir para o desenvolvimento da estratégia da organização e avaliar o seu desempenho. O desafio deste relatório é adaptar esta metodologia durante a realização de um estágio curricular na empresa Bysteel, que tem por base a implementação de um processo de gestão estratégica nas suas empreitadas, através do Balanced Scorecard. Este planemamento surge como um dos principais requisitos para uma gestão eficaz de custos e de tempo planeados para cada empreitada da Bysteel. Este processo torna-se bastante complexo dado que cada obra apresenta diferentes particularidades. A implementação desta metodologia numa empresa desta dimensão é um fator muito motivador, tornando-se ainda mais interessante pelo facto de se tratar de uma implementação numa nova vertente.

This article describes a study that investigated the main strategic drivers that influence the implementation of sustainability/social responsibility programs. An online survey was administered to managers of Portuguese organizations with certified management systems. The findings suggest that the implementation of such programs is mainly correlated to: 1.) the approach to understanding and working toward the satisfaction of the community’s needs (in the broad sense of social responsibility); 2.) how systematically sustainability within the organization is identified and managed (e.g., pollution prevention, improved environmental performance, and compliance with the applicable environmental laws); and 3.) the degree to which the organization tries to understand the needs of the employees and works toward satisfying them. In addition to the survey, five interviews with top managers of the surveyed organizations provided some useful insights. There was no consensus on the meaning of sustainability and social responsibility: some described it as an instrumental approach for obtaining better organizational results, while others regarded it as the right thing to do (i.e., it is values driven). In all cases, however, the managers supported a kind of umbrella construct under which different size corporations use different models (for example, the Dow Jones Sustainability Index (DJSI), Global Reporting Initiative (GRI), ISO 14001 environmental management systems), although some managers reported that they simply do not know what to do. All of those surveyed agreed that the lack of a systematic approach could represent a major threat to their organization, making them willing to pay more attention and take more action on the issue of sustainability. An additional suggestion made by managers was to change from a triple bottom line (economic dimension, environmental dimension, social equity dimension) to a quadruple bottom line by adding another dimension: personal and family happiness. This fourth dimension was recognized by the Greek philosopher/thinker Aristotle (384-322 BCE) who thought of happiness as the highest good (virtue) and ultimate goal and purpose of life, achieved through living well, in harmony. Such harmony suggests a balance and a lack of excess—in other words a sustainable existence.

No âmbito do Mestrado em Finanças Empresariais da Escola Superior e Estudos Industriais de Gestão, foi proposta a realização de um estágio curricular, pelo período de 6 meses no departamento de Gestão, na Multisector Innovation Consulting, Lda., localizada em Braga. Neste relatório de estágio são apresentadas e descritas as principais tarefas desenvolvidas no decorrer do estágio curricular, realizadas no período de 20 de outubro de 2014 a 20 de abril de 2015. No plano traçado no início do estágio definiu-se como principal objetivo a elaboração de candidaturas a sistemas de incentivos, no âmbito das estratégias de desenvolvimento do programa PORTUGAL 2020. Este programa, no domínio temático Competitividade e Internacionalização incorpora três sistemas de incentivos, destinados a três grandes áreas estratégicas: 1) Sistema de Incentivo à Inovação (de produtos, processos, formas de organização e comercialização); 2) Sistema de Incentivo à Internacionalização (em particular, das exportações) e Incentivo à Qualificação; e 3) Sistema de Incentivo à Investigação e Desenvolvimento Tecnológico (I&D). Estes sistemas de incentivos ao Investimento das Empresas são instrumentos fundamentais das políticas públicas de dinamização económica, designadamente em matéria da promoção da inovação e do desenvolvimento regional.

The INOTEC-Empresa – the Technological Innovation Plan for Enterprises in the Autonomous Region of the Azores (RAA) - was developed in 2006-2007, at the request of the Regional Government, with the main aim of promoting innovation within small and medium enterprises. The methodological approach used in the development of the INOTEC – Empresa Plan was designed to obtain a comprehensive view of regional actors and included a document review, participation of the various actors through interviews, a collection of statements from RAA – Região Autónoma dos Açores – entrepreneurs, academics, public leaders and other key players, together with an analysis of their views and a survey of the innovation dynamics of the most relevant Azorean enterprises. The INOTEC-Empresa – the Technological Innovation Plan for Enterprises – comprises seven programmes aimed at promoting innovation in the Region. This paper presents the TEC4SEA research infrastructure created in Portugal to support research, development, and validation of marine technologies. It is a multidisciplinary open platform, capable of supporting research, development, and test of marine robotics, telecommunications, and sensing technologies for monitoring and operating in the ocean environment. Due to the installed research facilities and its privileged geographic location, it allows fast access to deep sea, and can support multidisciplinary research, enabling full validation and evaluation of technological solutions designed for the ocean environment. It is a vertically integrated infrastructure, in the sense that it possesses a set of skills and resources which range from pure conceptual research to field deployment missions, with strong industrial and logistic capacities in the middle tier of prototype production. TEC4SEA is open to the entire scientific and enterprise community, with a free access policy for researchers affiliated with the research units that ensure its maintenance and sustainability. The paper describes the infrastructure in detail, and discusses associated research programs, providing a strategic vision for deep sea research initiatives, within the context of both the Portuguese National Ocean Strategy and European Strategy frameworks.

Nos últimos anos assistiu-se ao crescente aumento do custo da Energia Elétrica (EE), com grande impacto após o ano 2012 devido à alteração no escalão da taxa de IVA aplicável. Por outro lado tem-se ainda vindo a verificar o aumento do défice tarifário devido a um conjunto de medidas e decisões estratégicas que atualmente estão a ser pagas por todos os consumidores de energia. A introdução dos programas da microprodução seguida da miniprodução, por parte da Direção Geral de Energia e Geologia (DGEG), permitiu aos pequenos e grandes consumidores de EE, efetuar localmente produção de EE por intermedio de fontes renováveis. Contudo, segundo as “limitações” por parte destes programas, apenas era permitido aos novos pequenos produtores injetar toda a eletricidade produzida na rede elétrica, não proporcionando qualquer benefício ao nível do consumo de energia local. Ano após ano, tem-se verificado uma revisão negativa, por parte da DGEG, sobre as tarifas de remuneração da energia produzida por estes sistemas, o que abalou significativamente um setor que até aqui tinha vindo a crescer a passos largos. Tendo em conta esta nova realidade surge a necessidade de procurar alternativas mais viáveis. A alternativa proposta, não é nada mais do que uma “revisão eficiente” dos atuais sistemas em vigor, permitindo assim aos pequenos produtores, atenuar os consumos energéticos e injetar na rede os excedentes de energia. O Autoconsumo revoluciona assim os atuais mecanismos existentes, garantindo deste modo que os consumidores de EE possam reduzir a sua fatura de eletricidade através da geração local de energia.

We consider a trade policy model, where the costs of the home firm are private information but can be signaled through the output levels of the firm to a foreign competitor and a home policymaker. We compute the separating equilibrium and the Bayesian Nash equilibrium, and we compare the subsidies, firms’ expected profits and home government’s welfare in both equilibria, for different values of the own price effect parameter.

Contextualization is critical in every decision making process. Adequate responses to problems depend not only on the variables with direct influence on the outcomes, but also on a correct contextualization of the problem regarding the surrounding environment. Electricity markets are dynamic environments with increasing complexity, potentiated by the last decades' restructuring process. Dealing with the growing complexity and competitiveness in this sector brought the need for using decision support tools. A solid example is MASCEM (Multi-Agent Simulator of Competitive Electricity Markets), whose players' decisions are supported by another multiagent system – ALBidS (Adaptive Learning strategic Bidding System). ALBidS uses artificial intelligence techniques to endow market players with adaptive learning capabilities that allow them to achieve the best possible results in market negotiations. This paper studies the influence of context awareness in the decision making process of agents acting in electricity markets. A context analysis mechanism is proposed, considering important characteristics of each negotiation period, so that negotiating agents can adapt their acting strategies to different contexts. The main conclusion is that context-dependant responses improve the decision making process. Suiting actions to different contexts allows adapting the behaviour of negotiating entities to different circumstances, resulting in profitable outcomes.

This paper presents a decision support methodology for electricity market players’ bilateral contract negotiations. The proposed model is based on the application of game theory, using artificial intelligence to enhance decision support method’s adaptive features. This model is integrated in AiD-EM (Adaptive Decision Support for Electricity Markets Negotiations), a multi-agent system that provides electricity market players with strategic behavior capabilities to improve their outcomes from energy contracts’ negotiations. Although a diversity of tools that enable the study and simulation of electricity markets has emerged during the past few years, these are mostly directed to the analysis of market models and power systems’ technical constraints, making them suitable tools to support decisions of market operators and regulators. However, the equally important support of market negotiating players’ decisions is being highly neglected. The proposed model contributes to overcome the existing gap concerning effective and realistic decision support for electricity market negotiating entities. The proposed method is validated by realistic electricity market simulations using real data from the Iberian market operator—MIBEL. Results show that the proposed adaptive decision support features enable electricity market players to improve their outcomes from bilateral contracts’ negotiations.

The energy sector has suffered a significant restructuring that has increased the complexity in electricity market players' interactions. The complexity that these changes brought requires the creation of decision support tools to facilitate the study and understanding of these markets. The Multiagent Simulator of Competitive Electricity Markets (MASCEM) arose in this context, providing a simulation framework for deregulated electricity markets. The Adaptive Learning strategic Bidding System (ALBidS) is a multiagent system created to provide decision support to market negotiating players. Fully integrated with MASCEM, ALBidS considers several different strategic methodologies based on highly distinct approaches. Six Thinking Hats (STH) is a powerful technique used to look at decisions from different perspectives, forcing the thinker to move outside its usual way of thinking. This paper aims to complement the ALBidS strategies by combining them and taking advantage of their different perspectives through the use of the STH group decision technique. The combination of ALBidS' strategies is performed through the application of a genetic algorithm, resulting in an evolutionary learning approach.
