The work presented in my thesis addresses the two cornerstones of modern astronomy: Observation and Instrumentation. Part I deals with the observation of two nearby active galaxies, the Seyfert 2 galaxy NGC 1433 and the Seyfert 1 galaxy NGC 1566, both at a distance of $\sim10$ Mpc, which are part of the Nuclei of Galaxies (NUGA) sample. It is well established that every galaxy harbors a super massive black hole (SMBH) at its center. Furthermore, there seems to be a fundamental correlation between the stellar bulge and SMBH masses. Simulations show that massive feedback, e.g., powerful outflows, in Quasi Stellar Objects (QSOs) has an impact on the mutual growth of bulge and SMBH. Nearby galaxies follow this relation but accrete mass at much lower rates. This gives rise to the following questions: Which mechanisms allow feeding of nearby Active Galactic Nuclei (AGN)? Is this feeding triggered by events, e.g., star formation, nuclear spirals, outflows, on $\sim500$ pc scales around the AGN? Does feedback on these scales play a role in quenching the feeding process? Does it have an effect on the star formation close to the nucleus? To answer these questions I have carried out observations with the Spectrograph for INtegral Field Observation in the Near Infrared (SINFONI) at the Very Large Telescope (VLT) situated on Cerro Paranal in Chile. I have reduced and analyzed the recorded data, which contain spatial and spectral information in the H-band ($1.45 \mic-1.85 \mic$) and K-band ($1.95 \mic-2.45 \mic$) on the central $10\arcsec\times10\arcsec$ of the observed galaxies. Additionally, Atacama Large Millimeter/Sub-millimeter Array (ALMA) data at $350$ GHz ($\sim0.87$ mm) as well as optical high resolution Hubble Space Telescope (HST) images are used for the analysis. For NGC 1433 I deduce from comparison of the distributions of gas, dust, and intensity of highly ionized emission lines that the galaxy center lies $\sim70$ pc north-northwest of the prior estimate. A velocity gradient is observed at the new center, which I interpret as a bipolar outflow, a circum nuclear disk, or a combination of both. At least one dust and gas arm leads from a $r\sim200$ pc ring towards the nucleus and might feed the SMBH. Two bright warm H$_2$ gas spots are detected that indicate hidden star formation or a spiral arm-arm interaction. From the stellar velocity dispersion (SVD) I estimate a SMBH mass of $\sim1.74\times10^7$ \msol. For NGC 1566 I observe a nuclear gas disk of $\sim150$ pc in radius with a spiral structure. I estimate the total mass of this disk to be $\sim5.4\times10^7$ \msol. What mechanisms excite the gas in the disk is not clear. Neither can the existence of outflows be proven nor is star formation detected over the whole disk. On one side of the spiral structure I detect a star forming region with an estimated star formation rate of $\sim2.6\times10^{-3}$ \msol\ yr$^{-1}$. From broad Br$\gamma$ emission and SVD I estimate a mean SMBH mass of $\sim5.3\times10^6$ \msol\ with an Eddington ratio of $\sim2\times10^{-3}$. Part II deals with the final tests of the Fringe and Flexure Tracker (FFTS) for LBT INterferometric Camera and the NIR/Visible Adaptive iNterferometer for Astronomy (LINC-NIRVANA) at the Large Binocular Telescope (LBT) in Arizona, USA, which I conducted. The FFTS is the subsystem that combines the two separate beams of the LBT and enables near-infrared interferometry with a significantly large field of view. The FFTS has a cryogenic system and an ambient temperature system which are separated by the baffle system. I redesigned this baffle to guarantee the functionality of the system after the final tests in the Cologne cryostat. The redesign did not affect any scientific performance of LINC-NIRVANA. I show in the final cooldown tests that the baffle fulfills the temperature requirement and stays $<110$ K whereas the moving stages in the ambient system stay $>273$ K, which was not given for the old baffle design. Additionally, I test the tilting flexure of the whole FFTS and show that accurate positioning of the detector and the tracking during observation can be guaranteed.

Pautado pelos conceitos de “conflito” e “poder”, este estudo tem por objetivo analisar a percepção dos atores relativa aos conflitos de poder e à sua gestão pelas partes da relação intersetorial, no contexto da implantação de um projeto minerador de grande porte no município de Morro do Pilar, Minas Gerais, Brasil. A proposta é apresentar estratégias de gestão construtiva de conflitos que respondam aos interesses das partes envolvidas – Estado, empresa e sociedade civil, de forma a alcançar o equilíbrio de interesses necessário ao desenvolvimento sustentável do território. Para tal, a presente pesquisa, inserida na vertente qualitativa e de perfil descritivo e exploratório, valeu-se do método de estudo de caso para avaliar os conflitos de poder envolvendo o processo de intersetorialidade objeto deste estudo, visando sua gestão construtiva. Ao seu término, verificou-se que os projetos desenvolvimentistas mostram-se prejudiciais nos planos socioeconômico, ambiental e institucional, produzindo uma miríade de conflitos de relacionamento entre os setores envolvidos, por afetar de forma negativa a vida da população, interferindo nas condições de reprodução e permanência. Consequentemente, conclui-se pela premência de se repensar os processos de sofrimento social desencadeados pelos modelos adotados, principalmente por governos e empresas, provocando desastres ambientais oriundos da má gestão dos conflitos de poder, para que se compreenda como eles afetam a vida das pessoas reais que fazem história em condições que não escolheram.

Discusses the roles that subject librarians (or 'subject specialists') play in contemporary UK academic libraries. Argues that subject librarians, who still form a significant grouping of senior staff in most UK academic libraries, continue to have a significant role to play in the delivery of library services and that applies to both traditional and electronic library services. Discusses the traditional role of subject librarians and analyzes the way in which this role is changing. Those areas where the changing responsibilities are extensions of traditional roles into new areas are pinpointed, together with examples of where subject librarians are performing new roles and adopting new ways of working. Areas where the changing role of subject librarians can be specifically identified include: greater emphasis on liaison with users; advocacy of the collections; adopting new roles; dealing with user enquiries in new ways; working with technical staff; selecting electronic library materials; carrying out more information skills training; having a greater involvement in the implementation of educational technology; team working and project working. Presents practical examples based on experiences at Nottingham university and other UK research libraries. The redesign and relaunch of Nottingham University Library Web site is described to illustrate many of these points.

One of the main challenges urban areas, and more particularly the compact ones, are facing is their adaptation to climate change. In recent years, is had been recognized that a more ecosystem approach to spatial planning can play a critical role in meeting these challenges. Green Infrastructure (GI) and its integration in spatial planning emerges as one of the most appropriate and effective ways to improve microclimate and tackle the impacts of climate change and mainly the Urban Heat Island (UHI) effect. This paper initially attempts to clarify the term GI and portrays its benefits and its role as an important spatial planning tool to fulfill different environmental, social and economic needs of urban areas. Then, the paper proceeds to an empirical evaluation of the role of GI in reducing the vulnerability to UHI effect in a compact urban area of the city of Thessaloniki. For this reason, a simple methodology is developed with a twofold purpose: to recognize the risks posed by climate change and especially UHI and to assess the potential offered by available in a compact area GI assets as well as by their redesign in order to maximize their contribution to climate change adaptation.

This chapter establishes a framework for the governance of intermodal terminals throughout their life cycle, based on the product life cycle. The framework covers the initial planning by the public sector, the public/private split in funding and ownership, the selection of an operator, ensuring fair access to all users, and finally reconcessioning the terminal to a new operator, managing the handover and maintaining the terminal throughout its life cycle. This last point is especially important as industry conditions change and the terminal's role in the transport network comes under threat, either by a lack of demand or by increased demand requiring expansion, redesign and reinvestment. Each stage of the life cycle framework is operationalised based on empirical examples drawn from research by the authors on intermodal terminal planning and funding, the tender process and concession and operation contracts. In future the framework can be applied in additional international contexts to form a basis for transport cost analysis, logistics planning and government policy.

This study deals with the discussions of contemporary interventions in public spaces in areas of heritage value. The product of this dissertation is an Intervention Project to Marechal Deodoro Square located in Teresina/PI center. The starting point for understanding the theme of this study is to investigate the accessibility and vitality of a public space - through relationship between form and uses. The spatial properties of accessibility and visibility as well as the distribution of land use - factors were associated with distinct patterns of vitality - and compared to usage patterns observed in situ and statements from users obtained through the results of the questionnaires. In attention to questions about the building constructed, particularly in historical centers, considers the guidelines to define intervention strategies in the square, consisted in the development of simulations that after evaluation of results of redesign, was chosen the best option to meet the necessary requirements to the performance, considering the spatial properties of integration and visibility that meet these requirements. Therefore, the "Intervention Project" carried out for the Marechal Deodoro Square characterization proposed items are discussed: spatial structure, vegetation, road network, pavements, street furniture and lighting

The Interdisciplinary practice opens in the context of Basic Education guiding new looks in the production of knowledge. It is necessary to reflect the interdisciplinarity as scientific and epistemological stance and its conditions of possibility of expanding the horizon before the theoretical and methodological challenges posed by modernity. Thus, this work aimed to analyze interdisciplinary concepts present in the proposal of the High School Program Innovator. Therefore, the theoretical route initially had the search for understanding of high school in Brazil, interdisciplinarity as the possibility of tensioning the production of scientific knowledge, mainly anchored in the studies of Acácia Kuenzer, Dermeval Saviani, Boaventura de Sousa Santos, Claude Raynaut, Henrique Leff and Edgar Morin. The study was methodological subsidy document research and principles of content analysis. The analysis took place from the seven documents that make up the construction path of High School Program Innovator and a semi-structured interview. So, we sought to understand the concepts of the documents establishing analytical categories from more evoked content. In this process identified three categories with regard to the construction of the Program proposal: pedagogical innovations, curriculum organization and teaching quality and three categories with regard to interdisciplinary concepts present in the program: dialogue between curriculum components, joint knowledge and role of high school students. From the studies it was observed that the program came up with the prospect of directing a new identity for the final stage of basic education, listing Documents Guiding Plans and actions for a new curricular organization of secondary education. It was noted that the Program, though explicit in its guiding documents of the interdisciplinary perspective, in no time he calls himself as interdisciplinary. Interdisciplinary actions should run or from school understanding, as well as the preparation of the Redesign Project Curriculum encompassing dialogue between disciplines. Realized by the analysis of the guiding documents is a back program even for a technical rationality practiced by the particular understanding of the school and the practice being expressed from the same concepts that high school is developed, with each teacher teaching the contents of their disciplines and performing cross designs. La necesidad de mejorar la eficiencia de las organizaciones ha obligado a adoptar nuevas políticas de gestión. Esta necesidad también ha llegado a las empresas e instituciones públicas, incluyendo a las Universidades. Una de las posibilidades de mejora es la aplicación del enfoque de la gestión por procesos a través del Business Process Management (BPM). Las TIC proporcionan la posibilidad de implementar este enfoque a través de los BPMS, lo que aumenta las ventajas de la nueva gestión ya que ofrece la automatización de los procesos, su rediseño y mejora continúa. El caso de estudio es la aplicación de un BPMS en una institución pública educativa de Ecuador para observar como la gestión se mejora, alcanzándose mayores niveles de calidad y una reducción de los tiempos de proceso.

This thesis pursuits to contextualize the theoretical debate between the implementation of public education policy of the Federal Government focused in a distance learning and legal foundations for its enforcement, in order to raise questions and comments on the topic in question. Its importance is back to provide scientific input and can offer to the academy, particularly in the UFRN, and elements of society to question and rethink the complex relationship between the socio-economic and geographic access to higher education. It consists of a descriptive study on the institutionalization of distance education in UFRN as a mechanism for expanding access to higher education, for both, the research seeks to understand if the distance undergraduate courses offered by the UAB system and implemented at UFRN, promote expanding access to higher education, as it is during implementation that the rules, routines and social processes are converted from intentions to action. The discussion of this study lasted between two opposing views of Implementation models: Top-down and Bottom-up. It is worth noting that the documents PNE, PDE and programs and UAB MEETING reflect positively in improving the educational level of the population of the country It is a qualitative study, using the means Bibliographic, Document and Field Study, where they were performed 04 (four) in 2010 interviews with the management framework SEDIS / UAB in UFRN. The data were analyzed and addressed through techniques: Document Analysis and Content Analysis. The results show that the process of implementation of distance education at UFRN is in progress. According to our results, the research objective is achieved, but there was a need to rethink the conditions of the infrastructure of poles, the structure of the academic calendar, the management of the SEDIS UFRN, regarding the expansion of existing vacancies and the supply of new courses by the need for a redesign as the Secretariat's ability to hold the offerings of undergraduate courses offered by the Federal Government to be implemented in the institution. It was also found that levels of evasion still presents a challenge to the teaching model. Given the context, we concluded that the greatest contribution of UAB and consequently UFRN by distance learning for undergraduate courses (Bachelor in Mathematics, Physics, Chemistry, Geography and Biological Sciences, beyond the bachelor's degrees in Business and Public Administration ) is related to increasing the number of vacancies and accessibility of a population that was previously deprived of access to university

People and cities alike derive their life from water. Water is consequently influenced by the actions of people and cities. This crucial relationship deserves to be commemorated, and also analyzed as further human development, sea level rise, and ecological remediation efforts influence its form. This thesis seeks to remember the past condition, recognize the current, and positively influence the future of this relationship in Baltimore’s Inner Harbor through a waterfront park and harbor history museum. How can a building and a site work together to improve the health of local hydrology while still effectively serving its human community? This thesis weaves these opportunities together to create a responsible redesign of Rash Field and Federal Hill on the south side of the Inner Harbor in Baltimore.

Given a 2manifold triangular mesh \(M \subset {\mathbb {R}}^3\), with border, a parameterization of \(M\) is a FACE or trimmed surface \(F=\{S,L_0,\ldots, L_m\}\) -- \(F\) is a connected subset or region of a parametric surface \(S\), bounded by a set of LOOPs \(L_0,\ldots ,L_m\) such that each \(L_i \subset S\) is a closed 1manifold having no intersection with the other \(L_j\) LOOPs -- The parametric surface \(S\) is a statistical fit of the mesh \(M\) -- \(L_0\) is the outermost LOOP bounding \(F\) and \(L_i\) is the LOOP of the ith hole in \(F\) (if any) -- The problem of parameterizing triangular meshes is relevant for reverse engineering, tool path planning, feature detection, redesign, etc -- Stateofart mesh procedures parameterize a rectangular mesh \(M\) -- To improve such procedures, we report here the implementation of an algorithm which parameterizes meshes \(M\) presenting holes and concavities -- We synthesize a parametric surface \(S \subset {\mathbb {R}}^3\) which approximates a superset of the mesh \(M\) -- Then, we compute a set of LOOPs trimming \(S\), and therefore completing the FACE \(F=\ {S,L_0,\ldots ,L_m\}\) -- Our algorithm gives satisfactory results for \(M\) having low Gaussian curvature (i.e., \(M\) being quasi-developable or developable) -- This assumption is a reasonable one, since \(M\) is the product of manifold segmentation preprocessing -- Our algorithm computes: (1) a manifold learning mapping \(\phi : M \rightarrow U \subset {\mathbb {R}}^2\), (2) an inverse mapping \(S: W \subset {\mathbb {R}}^2 \rightarrow {\mathbb {R}}^3\), with \ (W\) being a rectangular grid containing and surpassing \(U\) -- To compute \(\phi\) we test IsoMap, Laplacian Eigenmaps and Hessian local linear embedding (best results with HLLE) -- For the back mapping (NURBS) \(S\) the crucial step is to find a control polyhedron \(P\), which is an extrapolation of \(M\) -- We calculate \(P\) by extrapolating radial basis functions that interpolate points inside \(\phi (M)\) -- We successfully test our implementation with several datasets presenting concavities, holes, and are extremely nondevelopable -- Ongoing work is being devoted to manifold segmentation which facilitates mesh parameterization
