This thesis analyzes the governance in public institutions management, taking the Niteroi's Cityzenship Council as the reasearch object. In order to accomplish this goal, this thesis has been split into two parts. The first one introduces the discussion about management, manager's action and administration, differentiating the private approach from the public one. The characteristics of the public service and its models were defined, as they were incorporated in the last decades in parallel with the institutionalism and governance theories. In the second part a description is presented on the Brazilian's politician space construction, with emphasis in the cities and in the functioning of the public institutions according to the reality of the Brazilian's partisan system. The concept of accountability and the relation between repuplican powers were also discussed, followed by a case study. The analyses show the reality of the governance at the chamber of the councilmen of Niteroi in accordance with the methodology chosen to accomplishment the research. The conclusion points out the findings that were obtained during the research.

Este estudo apresenta uma análise comparativa dos modelos de regulação dos setores nucleares da Argentina - a cargo da Autoridad Regulatoria Nuclear (ARN), e do Brasil- sob a responsabilidade da Comissão Nacional de Energia Nuclear (CNEN), que procura identificar, por meio de critérios de análise selecionados a partir do referencial teórico, qual modelo é o mais adequado objetivando o uso seguro da energia nuclear. O Capítulo I apresenta uma breve descrição dos modelos de regulação dos setores nucleares do Brasil e da Argentina, bem como os objetivos, a delimitação do estudo e a relevância da pesquisa. O referencial teórico, Capítulo 2, contém tópicos sobre a reforma do Estado, os tipos de regulação, a regulação no Brasil e as características do setor nuclear internacional e brasileiro. A seguir, foram selecionados critérios de análise que correspondem às características das agências reguladoras brasileiras criadas para outros setores da economia, no bojo da reforma de Estado implementada no Brasil a partir de meados dos anos 90. Posteriormente, estes critérios de análise foram utilizados como parâmetros de comparação entre os modelos de regulação dos setores nucleares da Argentina e do Brasil. A metodologia de pesquisa é descrita no Capítulo 3, definindo-se o tipo de pesquisa, o universo e a amostra, a forma de coleta e tratamento dos dados e as limitações do método empregado. No Capítulo 4 é descrito o modelo de regulação do setor nuclear argentino, apresentando-se também um breve histórico sobre a criação da ARN. O Capítulo 5 apresenta a descrição do modelo de regulação do setor nuclear brasileiro, os estudos e recomendações existentes sobre a regulação do setor e os resultados da pesquisa empírica realizada junto aos servidores da CNEN. Com base na análise comparativa, Capítulo 6, pode-se concluir, Capítulo 7, que a estrutura regulatória e fiscalizadora do setor nuclear argentino, sob responsabilidade da ARN, mostra-se mais adequada no que tange ao uso seguro da energia nuclear, do que o modelo adotado no Brasil pela CNEN, pois incorpora os critérios de independência funcional, institucional e financeira, definição de competências, excelência técnica e transparência, necessários ao desempenho de suas funções de forma autônoma, ética, isenta e ágil.

The study it was considered to carry through an analysis of the city of Rio de Janeiro using the point of view of not Carioca citizens - in this case Baianos and Paulistas. The optics chosen for the analysis was the image, that is the resultant of aspects such as: mental ideas, feelings, emotions, attitudes, thoughts, cognitions, expectations, representations, perceptions, certainties and associations. A research with qualitative focus was carried through, of exploratory character, with not Carioca individuals, Baianos and Paulistas, with and without experience in Rio de Janeiro. The results point the main reason of the visit - or not - to Rio de Janeiro, the symbol of the city, the perception concerning its image and about its inhabitant - the Carioca.

o presente estudo teve como objetivo analisar se as ações sociais, com viés educativo, promovidas por Fumas Centrais Elétricas, promovem a cidadania. Para tal, foi realizada uma pesquisa qualitativa-descritiva, com dados coletados a partir de entrevistas semi-estruturadas realizadas com 34 (trinta e quatro) pessoas, sendo 8 (oito) empregados da instituição e 26 (vinte e seis) das comunidades participantes dos projetos por ela desenvolvidos. Esta divisão deveu-se à necessidade de confrontar as visões de cada grupo quanto ao entendimento do significado de cidadania. Os depoimentos revelaram uma riqueza de interpretações, havendo uma predominância conceitual que a nós surpreendeu. Constatamos que, apesar da maioria afirmar conhecer o termo, há uma dificuldade em defini-lo - passagem do conhecimento tácito para o explícito -, como se a sua amplitude e complexidade conceitual não coubessem em poucas palavras. Concluímos apresentando sugestões de um trabalho que possibilite uma discussão mais ampla sobre o tema a fim de permitir uma atuação mais pontual e efetiva em busca da emancipação.

Este trabalho busca identificar um campo específico de atuação para instituições vinculadas a governos estaduais que atuam com capacitação e que são denominadas Escolas de Governo. Toma como estudo de caso as experiências da FUNDAP, em São Paulo e da FESP, no Rio de Janeiro e, a partir de uma análise crítica sobre o modo de funcionamento, missão e público alvo dessas instituições, busca sinalizar novos caminhos e possibilidades para consolidação dessas instituições no Brasil. Examina o modelo adotado pela Escola Nacional de Administração Pública, ENAP, que serviu de referência para as Escolas de Governo estudadas, buscando identificar os problemas existentes na práxis dessas duas instituições e demonstrar que esses se situam, não na qualidade e no desempenho de seus cursos e programas de capacitação, mas sim na sua própria concepção e missão.

This research emerged from the contemporary need of a public management focused on results, in which the State must reach the effectiveness of public policies implemented, put these into practice through transformation actions. However, these actions should not be seen in isolation, cause, when implemented in a certain environment, interact with actions of various actors, generating social dynamics that will be fundamentals to achieving the expected results. The transdisciplinarity approach may enable an object be seen in its essence, considering all environmental aspects around it as well as various social dynamics that might emerge, in order to facilitate the State reach the effectiveness of their actions, providing the transformation wanted to society. For this reason, are presented in this study the basis of a management model with focus on transdisciplinarity, considering the various challenges, searched the literature on the management of public policies. To verify the adequacy of the basis of the proposed model, was done a case study of the government project called "Implantação das UPAS 24 horas" in Rio de Janeiro. In applying the basis of the model in that project, we find that the transdisciplinarity management can maximize the effectiveness of State intervention.

The aim of this case study was to investigate how the evolutionary process of the development of software, especially the change of paradigm for the factory software, has affected the structure of the Board of Relacionamento, Desenvolvimento e Informações - DRD at a public company called Dataprev and also reflecting or not a return to the model taylorist-fordist of the organization on production. For this study, there were interviews and a questionnaire applied, as well as documentary and literature review on the following topics: organizational structure, factory software, taylorism and fordism. From the data collected and analyzed, in the perspective studied, it was understood that there is not a return to the model taylorist-fordist to organize the production in the process of adopting the concept of a software factory in Dataprev. In addition to that, there was a flexibility in the organizational structure of its units of development - the softwares factories Dataprev.

This dissertation discuss the institutionalization of citizen participation in local political administration and the democratization of this administration. We take as the object of our study Niterói OP" (sharing? budget). We study the citizens projects and its implementation., focusing our attention on personal conflicts and power disputs. Our work is based on the following concepts: democracy, descentralization, citizenship, local political power and social? capital?. We verify the different procedures used by Niterói "OP" coordination in order to integrate the citizens in this process. The main concern of our work is the degree of citizen participation in local political power, therefore, we shall not discuss in details the budget itself."

o objetivo da dissertação é compreender a responsabilidade social das organizações, tomando-se como estudo de caso o Banco Central do Brasil. Para tanto, são analisados fatores que têm influenciado mudanças no posicionamento da organização frente a elementos concernentes à referida responsabilidade. O objetivo maior do estudo, desta forma, é aumentar o entendimento acerca do papel do Banco Central, as dimensões de sua responsabilidade social, tendo como referência a visão de seus integrantes.

This dissertation is a project of evaluation of the proposals of the Panamerican Games of 2007, that they will be carried through in the city of Rio De Janeiro. Great events present the possibility of improvement of the urban space and economic development, amongst other chances seen by politics and urban planners well. For this work we search to argue the city as field of specific study, understanding it in the current world-wide scene of globalization and computerization, the relations politics, economic and social existing interns. We search in material literature to study and to evaluate what it would be a ¿good city¿ and studies that had understood the development of the urban space. We also look for to understand the city of Rio de Janeiro as a singular urban space, since the origin of the city as a urban space, passing for the proposals gifts of modification of the carioca space. We dedicate part of the work, inside of the chapter where we understand the city of Rio de Janeiro, the presentation of the project of the Panamerican of 2007, comparing it with great previous events. The vision of technique and politics during the interviews was essential for the best understanding of the proposals of the Games. Finally we evaluate the proposals of modification of the Pan2007 for the city of Rio de Janeiro with the methodology of Kevin Lynch to evaluate the good form of the city" in communion with the proposal of distributive justice of Rawls. The result of this evaluation was that the current proposals of modification of the city for the Pan2007 will be able to generate resulted not deliberate for a considerable parcel of the population and to modify the economic relations harmfully, social and politics inside of the territory of the city. For such we consider measured compensatory satisfactory that they can reach the objectives of an equal citizenship and an equitable equality of chances, starting for the offering of the social minimums of just form. This study exploits the Organizational Culture theme by a not very conventional way of the Theories of the Organization. Seeking solid bases in the anthropology and in the sociology with Geertz, Bourdieu, Guerreiro Ramos, Hofstede, Peter Berger, among others admirable thinkers, escapes from the common place established in the decade of 70 and mimetically repeated since then, by those who are arranged to study the cultures of the organizations. Instead of understand the culture as a variable of the reality, it treats like a form of access it. Instead of the purpose, it treats like a way. With a powerful instrument of diagnosis based on methods originated from the semiology and from the analysis of discourses, we study the case of a big Brazilian company that faces problems in the implementation of his program of excellence in security, environment and health. From the identification of the Organizational Culture as the element that hindes the full implementation of this program, we develop considerations as to the cultural factors that limit its implementation and that are going to be worked by the individuals that share this culture, in case of wanting effectively its implementation. Dimensions of the national culture as distance of power, legalism, formalism, posture of spectator, among others, are well-defined from the analysis we did and suggestions of how the manager should deal with these characteristics in the everyday life of its activities are presented.

This study examines the corporate social responsibility (CSR) theme in Central Bank of Brazil (Bacen). The CSR movement is growing worldwide and it is related to values such as sustainability, ethics and transparency to the stakeholders. The study was performed in two parts. The first part consists of a bibliography research on the origins, the concept and the practice relating to CSR in the contemporary organizational environment. In the second part - field research - the Central Bank's Board of Directors and representatives of Ibase and Ethos Institute were interviewed and the content analysis method - a qualitative research method - was used in the interpretation of information obtained. The analysis of the interviews shows that the Board is receptive to the CSR development and that they consider the accomplishment of Central Bank's institutional mission fundamental in this process. The participation of the Bank's personnel and the incorporation of the CSR principles into the day-to-day practice are also considered necessary. Finally, one hundred indicators - based on the Ethos CSR Indicators - are proposed to evaluate the stage of development of social responsibility in Bacen on the following subjects: Values, Transparency and Governance; Internal Public; Natural Environment, Suppliers and Society. In summary, this study aims to contribute to the improvement of the knowledge of corporate social responsibility and the best practices in the public sector, particularly in Central Bank of Brazil.

Durante o século passado, a motivação para o trabalho foi intensamente estudada e as teorias produzidas a seu respeito evoluíram significativamente. Mais recentemente, o significado do trabalho vem ganhando importância na literatura como uma fonte de motivação para as pessoas. É um constructo interpretado como profundamente pessoal e dinâmico, que recebe influências geradas pelo meio ambiente no qual as pessoas vivem e trabalham. Assim, o significado do trabalho pode ser distinto para diferentes gerações. A atual pesquisa objetivou identificar o significado do trabalho para os funcionários do Banco Central do Brasil em sua Regional no Rio de Janeiro, de acordo com a geração a que pertencem: a Geração Baby Boomer e a Geração X. As bases científicas para a pesquisa foram estabelecidas na literatura sobre motivação para o trabalho, significado do trabalho e Geração Baby Boomers e Geração X. As informações sobre o significado do trabalho foram obtidas por melO de um questionário baseado no modelo proposto pelo Meaning of Working - MOW (1987). Os resultados obtidos indicam que o significado do trabalho é diferentemente percebido pelas duas gerações na maioria de seus aspectos: centralidade do trabalho, normas sociais associadas ao trabalho, resultados valorizados do trabalho e identificação dos papéis do trabalho.

In the 1990, and after the process of privatizations of governmental companies in Brazil, cultural products had gained strategical importance for different types of organizations, specially for nationalized companies of the telecommunications sector. Based on the concept of market orientation, and specifically on the concept of cultural marketing, it is possible to understand the approximation between companies and cultural products restrictedly in the level of products and services. However, there has been little questioning about the concept of market orientation and the marginalization of plural and critical approaches which leaves gaps in the understanding of this approximation. Based in other areas of knowledge which understand this approximation between companies and cultural products and based in studies that present critics about the market forces it is possible to recognize the strategical corporative level of cultural products. Based in specific approaches in strategy, and defending pluralism and interdisciplinary research, it is possible to fill this gaps in the marketing literature. Specifically, in this study, are presented approaches that recognize the dimensions of power, politics and symbolism that influence strategies and are responsible for the approximation between these strategies and cultural products. Especially in Brazil, these debates are central, since in a context composed by nationalized companies many ambiguities are common. With this objective, a case study about a telecommunications sector company that has importance in the investment in cultural products is presented. From this case study, based on primary and secondary data, it is possible to comprehend the strategy in cultural products.

In the last decade, the debate concerning more adequate means of promoting social and economic development, through policies of firm supporting, has been gaining strength. Among several means of support, there is one that addresses issues related to credit and funding. At the same time, interest on the phenomenon of firm agglomeration, known by clustering, is increasing, as well as one of its advantages - facilitating the development and strengthening of its firms. Additionally, there can be spotted advantages on clustering that allow tailoring financial instruments, specifically to firms in it, based on collective solutions, with better conditions. This dissertation focuses on how the capture of these opportunities is being done, in the presence of specific financial products to Brazilian clusters. The present analysis is conducted from the cluster located in Nova Friburgo and Region, specialized in women underwear. This study sought to capture advantages from three main collective solutions: information systems, guarantees systems, alternative funding. These solutions address to the following issues: information asymmetries, absence of guarantees from the credit taker, limited sources of funding. Semi-structured interviews were made with members of the cluster, when it was possible to identify that the capture of advantages is in its early stages, being limited by other issues, such as: adequate degree of human capital, governance framework and process inefficiencies.
